The sharing of environmental cost by residents in various residential areas in the developing world is perceived to be unfair. This study therefore assessed residents’ experiences of environmental justice in Ile-Ife, Nigeria. Three residential areas were identified in the study area and samples were selected using systematic sampling. Using availability and condition of urban infrastructure, severity of environmental problems and residents’ involvement in environmental issues, the study examined environmental justice in the study area. The study established a variation in environmental issues across identified residential areas. The severity of environmental problem measured through an index tagged Severity of Environmental Problem (SEPI) revealed that environmental problems was most severe in the core (SEPI = 4.00), followed by the peripheral area (SEPI = 3.71) and least in the transition area (SEPI = 3.56). On the condition of available environmental infrastructure, the study revealed that the conditions of infrastructure were most improved in the peripheral area (ICI = 3.07), followed by the core (ICI = 2.67) and the least in the transition area (ICI = 2.42). The study concluded that residents’ experiences of environmental justice differ significantly across the different residential zones as reflected by residents’ socio-economic characteristics. Furthermore, it established that age, gender, educational status, and number of years spent in the area can be used to explain the differences in residents’ experience of environmental justice in the study area. To enhance the liveability, the study recommends adequate provision of environmental amenities needed by each category of people in the city.  相似文献

Forest certification, particularly that of the Forest Stewardship Council (FSC), is frequently claimed to constitute an effective and democratic private governance arrangement for responsible forestry. It has, however, recently been questioned whether this view holds true for the northernmost countries, which have traditionally been presented as successful examples of forest certification. Yet there is little research on the perceived legitimacy of forest certification at the local level, which is where the standard implementation takes place. This paper examines how the perceived legitimacy of forest certification is created as well as challenged at the local level in Sweden, drawing on Steffek's [2009. Discursive legitimation in environmental governance. Forest Policy and Economics, 11, 313–318] conceptualisation of discursive legitimation and Bernstein's [2011. Legitimacy in intergovernmental and non-state global governance. Review of International Political Economy, 18 (1), 17–51] definition of legitimacy as well as semi-structured interviews with forest companies, reindeer husbandry (indigenous Sámi) and environmental non-governmental organisations (ENGOs). The results reveal that local ENGOs question the FSC's decision-making process and results, while both the ENGOs and reindeer husbandry see few opportunities to influence long-term forest management. These findings highlight the difficulties of managing power asymmetries in certification and the challenges involved when certification standards are translated from policy to practice.  相似文献

The state of solid waste recycling by scavengers in Onitsha, a heavily commercial city in Anambra State, and some other urban areas such as Nsukka, Enugu, and Port Harcourt was analyzed. Data were obtained through interviews of scavengers who deal with recyclables. Although the activities of scavengers are sub-optimal, they can have a great impact on Nigerian economy with respect to resource conservation, creation of job opportunities, and reduction of the magnitude of waste disposal problems. A cost analysis is presented to compare the different forms of recycling utilized by municipal solid waste management. It is shown that a well-planned recycling program with recycling and composting would result in 18.6% savings in waste management costs and 57.7% in landfill avoidance costs. However, if the compost materials are not recycled, the corresponding savings in cost become 8.6% and 28.6%, respectively. The option with the lowest cost involves encouraging individual households to separate at the source their recyclables, which are bought by scavengers. This results in 78.0% savings in waste management cost and 79.5% landfill avoidance cost. A low-cost approach aimed at the integration of scavenging activities into conventional solid waste management is presented.  相似文献

Based on the reasoning that contextual variations are important for understanding differences in forest cognitions, this study examined forest values and management attitudes in the general public in Germany (n = 1135) and Sweden (n = 1311) by means of a questionnaire. Results indicated that the public in both countries emphasised similar forest values, and the overall pattern was comparable for different types of forest, although certain differences based on forest type and country were evident. For example, the German public was more ecologically oriented, whereas the Swedish public was more production oriented in its forest values and management attitudes. Furthermore, ecological and various anthropocentric forest values were perceived to be quite compatible, with the Swedish respondents perceiving this to a greater extent than the German. The overall cognitive structure of forest values and management attitudes was similar in both countries, although differences were revealed, particularly regarding attitudes.  相似文献

The Perth region is one of the 56 designated Natural Resources Management (NRM) regions in Australia. A community-led body – Perth Region NRM (PRNRM) – is in charge of overseeing NRM initiatives in the region. PRNRM heavily relies on Environmental Care Organisations (ECOs) that are involved in a wide variety of activities ranging from managing nature reserves to restoring ecosystems on a voluntary basis. While ECOs have become an integral component of PRNRM, they are often vulnerable because of the uncertain availability of financial and human resources. The way these organisations can overcome resource scarcities and become resilient is therefore significant for the effective delivery of regional NRM arrangements. However, what makes some ECOs in the Perth region more resilient than others is not well understood. This paper responds to this gap and explores the state of ECOs in the Perth region. The paper begins by reviewing the notion of resilience using a social capital lens. Drawing on a survey of ECOs and interviews, the method used for data collection and data analysis is presented next. Finally, the paper makes a case for fostering social capital as a way of enhancing the resilience of ECOs in the Perth region and beyond.  相似文献

This paper examines the institutional framework of artisanal mining in the forests of the Sangha Tri-National Landscape (TNS) in the Congo Basin. Artisanal miners in Cameroon and the Central African Republic (CAR) commonly make sacrifices to their god of diamonds, to improve fortunes. This study looks into ‘the other forces’; institutions that play a role in shaping the sector and its outcomes. These institutions comprise formal and informal institutions at a local, national, regional and international level. Although artisanal miners in TNS benefit by gaining cash income, this activity also carries risks as income is highly disparate and environmental impacts in this priority forest conservation area are expected to increase due to the growing competition over land use. It was concluded from a literature review, interviews and site visits that informal arrangements dominate the sector, especially in Cameroon, leading to poor relations between officials and miners and meaning that miners have few rights and no voice. The current institutional setup is inadequate to deal with current and anticipated social and environmental issues. Future interventions need to take into account the existing (local) types of organization, vulnerable groups, the interests of multiple actors and the fact that most miners are experienced but combine mining with other activities, such as agriculture, fishing and harvesting forest products. African initiatives concerning ASM offer opportunities to Cameroon and CAR to collaborate with other countries to combat similar issues. A regional integrated approach of both the forest and mining sector would be especially relevant for trans-boundary agreements, such as concerning the TNS, to reinforce positive outcomes for the landscape and the area's population.  相似文献

The perception of two key stakeholders such as policymakers and scientists on genetic modification (GM) technology was examined in Ghana and Nigeria using semi-structured interviews. A total sample of 20 policymakers (16 at ministries and 4 at parliament/cabinet) and 58 scientists (43 at research institutes and 15 at universities) participated at the interviews. This study revealed respondents perspectives on potential benefits and risks of GM technology, status and development of biosafety regulatory frameworks, role of science and technology innovation in agricultural development, intellectual property right and related issues. The study also shed some light on a possible influence of the European Union and United States in the development and potential adoption of GM technology. More importantly, the article suggests that most respondents including policymakers believe that GM technology has great potential to solve part of agricultural problems in both countries. But, lack of appropriate regulatory framework, lack of trained personnel, weak institutions and poor equipped laboratory among others represent a significant challenge in introducing GM technology in this part of Africa.  相似文献

There has been strong pressure, particularly within UNCTAD, for international stabilization agreements for the major commodity markets, in order to stabilize prices and to redistribute resources towards the developing country producers. However, no empirical evidence on the feasibility or desirability of these proposals has appeared. As an illustration of the possibilities, this paper makes estimates of the stabilizing power and costs of buffer stock interventions in the world copper market. We find that price and revenue stabilization is technically possible; but that to generate income transfers to the developing countries is prohibitively expensive and creates a further problem of redistribution among developing country producers.  相似文献

The possibility of exploiting multiple resources is usually regarded as positive from both the economic and the environmental point of view. However, resource switching may also lead to unsustainable growth and, ultimately, to an equilibrium condition which is worse than the one that could have been achieved with a single resource. We developed a dynamic model where users exploit multiple resources and have different levels of preference among them. In this setting, exploiting multiple resources leads to worse outcomes in both economic and ecological terms than the single resource case under a wide range of parameter configurations. Our arguments are illustrated using two empirical situations, namely oil drilling in the North Sea and whale hunting in the Antarctic.  相似文献

Although numerous studies have been conducted in recent years on energy transitions, they have been predominately developed and applied in industrialized countries. It is however important to examine the applicability of transition theories, as they are currently formulated, beyond OECD countries. This paper analyses renewable energy transitions in Africa, using Nigeria as a case study, to elucidate the analytical and methodological challenges that sustainability transition studies are facing in developing countries, particularly rentier states. In doing so, the paper employs the lens of the multi-level perspective (MLP) on socio-technical transitions - a well-established theory that emphasizes the role of ‘niches’, ‘regimes’ and ‘landscapes’ in instituting transitions. Based on a detailed analysis of Nigeria, we argue for a more nuanced enquiry of the construct ‘regime’ that better accounts for the rentier character of the state including the role of political elites and prevalent client-patron relationships. As such, our paper makes an important contribution to the further refinement and enrichment of the MLP by focusing on the political dimensions of energy transitions.  相似文献

Foreign direct investment is an engine of economic growth. However, it may affect environmental quality (improve or deteriorate it), depending on the context. Under a multivariate framework, this paper aims to investigate the relationship between foreign direct investment and deforestation for Sub‐Sahara African countries with economic growth, trade openness and urbanization as additional determinants of deforestation. The analyses reveal that all variables are non‐stationary and cointegrated based on recent panel data techniques. On applying dynamic ordinary least squares, the long‐run results suggest the validity of the pollution haven hypothesis for some countries, and that of the pollution halo hypothesis for other countries. The findings are also mixed across Sub‐Sahara African countries for trade openness and urbanization. The results from this study suggest that Sub‐Sahara African countries should continue attracting foreign direct investment, while a certain number of them should put more emphasis on controlling deforestation associated with foreign direct investment inflows to limit greenhouse gas concentrations in the atmosphere.  相似文献

We review how Canadian Model Forests pursued forest and community sustainability over the course of two decades (1992–2012). Given its roots in the forest industry and forest science, Model Forest programming initially faced some challenges in pursuing the socio‐economic dimensions of sustainable forest management (SFM) in order to fulfil mandated community sustainability objectives. This was due, in part, to how objectives, stakeholders, and expertise were brought together to develop SFM. The programme helped to define sustainability and the SFM paradigm, advance forest science and social research, and bring together a mix of usually adversarial partners in the name of innovation. Ultimately, the termination of federal programming was linked to high‐level policy shifts, yet difficulty in delivering on the socio‐economic dimensions of SFM during a period of forest sector and community crisis was also a factor.  相似文献

ABSTRACT

Regions of high biodiversity often coincide with regions of poverty and conservation can imply economic and social costs for poor resident populations. Environmental compensation is considered a tool to reduce socio-environmental conflict, improve the equity of conservation and promote sustainable development. The intricacies of specific socio-ecological systems may determine how compensation payments are interpreted locally to produce outcomes. This research examines the social perceptions of an ecological fiscal transfer which intends to compensate the local public administration for the substantial costs of conservation in a hotspot of biological and social diversity in the Brazilian Atlantic forest. In this context we explore whether financial compensation (1) influences local perceptions of the conservation regime, (2) contributes towards the reconciliation of human-conservation conflicts and (3) triggers any meaningful socio-economic improvement that would counter the local costs of conservation. Results show that environmental compensation is not widely recognised as effectively benefiting the community. Local authorities consider compensation insufficient to enact a sustainable development agenda. Environmental compensation could play an important role in a policy mix for socially equitable conservation by being explicitly linked to community benefits, especially to fostering local livelihoods. The collaboration of actors operating across multiple governance levels may improve the institutional capacity of local actors to produce effective outcomes.  相似文献

People in the developing world derive a significant part of their livelihoods from various forest products, particularly non-timber forest products (NTFPs). This article attempts to explore the contribution of NTFPs in sustaining forest-based rural livelihood in and around a protected area (PA) of Bangladesh, and their potential role in enhancing households' resilience capacity. Based on empirical investigation, our study revealed that local communities gather a substantial amount of NTFPs from national park despite the official restrictions. Twenty seven percent households (HHs) of the area received at least some cash benefit from the collection, processing and selling of NTFPs, and NTFPs contribute to HHs' primary, supplementary and emergency sources of income. NTFPs also constituted an estimated 19% of HHs' net annual income, and were the primary occupation for about 18% of the HHs. HHs' dependency on nearby forests for various NTFPs varied vis-à-vis their socio-economic condition, as well as with their location from the park. Based on our case study, the article also offers some clues for improving the situation in PA.  相似文献

The siting of waste incinerators is often a highly contentious issue. Although most studies have focused on Western countries, municipal solid waste management has become an extremely pressing issue in China. Incineration is being strongly promoted by government officials, yet this has resulted in strong societal opposition. Through documentary analysis and in-depth stakeholder interviews, this article analyses three anti-incineration campaigns in Beijing, focusing on outcomes and campaigner strategies. Anti-incineration campaigns have partly undermined the government's top-down, non-consultative approach to waste management. In developing an ‘expert strategy’, campaigners have exploited government weakness whilst depoliticizing the issue. Yet rather than lead to a more open and consultative incineration policy, it is more likely that officials will circumvent unrest through increasing opacity and by choosing sites in locations where opposition is less likely to emerge.  相似文献

The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. It is believed that a risk-based integrated management approach may be helpful for China to achieve sustainable solutions for contaminated land.  相似文献

Global climate change will have a strong impact on Nigeria, particularly on agricultural production and associated livelihoods. Although there is a growing scientific consensus about the impact of climate change, efforts so far in Nigeria to deal with these impacts are still rudimentary and not properly coordinated. There is little evidence of any pragmatic approach towards tracking climate change in order to develop an evidence base on which to formulate national adaptation strategies. Although Nigeria is not alone in this regard, the paper asserts that National Climate Change Adaptation Strategy could help address this situation by guiding the integration of climate change adaptation into government policies, strategies, and programs, with particular focus on the most vulnerable groups and the agricultural sectors. There is an urgent need to adopt abatement strategies that will provide economic incentives to reduce the risk from disasters, such as developing agricultural practices that are more resilient to a changing climate.  相似文献
