Developing a more widespread diffusion of sustainable agricultural practices as part of progressing rural sustainable development is being hampered by different modes of environmental social thought. This introduction to this special issue on ‘Reconstituting of nature through rural development practices’ argues for a realignment of social theory and empirical practice in considering the real potentiality of alternative and emergent rural development cases. The delivery of many of the most pressing environmental issues will rely on changes in environmental attitudes and behaviour at community level. At a UN Special Session in 1997, the British Government highlighted its initiatives on Local Agenda 21 (LA21) and Going for Green (GFG) as significant advances. This paper adds a new perspective, drawing on the range of experiences of some of the research teams that have been working with local authorities on pilot Sustainable Community Projects (SCPs) in England and Scotland. It sheds light on three substantive themes: the tensions inherent in the implementation of internationally and nationally agreed goals through local action; the ambiguity of local agencies acting as facilitators of community ownership of processes, and the requirements for successful partnership between local authorities and higher education.  相似文献

Local authorities are increasingly undertaking policy initiatives which aim to achieve local sustainability. Indeed, the rapid development in this area since its first tentative steps in the late 1980s is very impressive. However, it is legitimate to question whether any real progress has been made in improving local environmental conditions. This is almost impossible to determine as very few have translated policy rhetoric into measurable environmental achievement. Although the development of sustainability indicators will, in the long term, provide some means of measuring success, few authorities have the necessary precursor for its achievement in place: performance-based environmental programmes. This important stage of development has been all but missed in the rush for national and international credibility, often at the expense of local communities and their environment rather than for their benefit. This paper examines the activities of one local authority, the London Borough of Hackney, and its efforts to translate policy principals into practical Action for the Environment through the mechanism of performance review. It is concluded that performance review has a valuable role to play in achieving environmental improvements to help move society towards sustainability but, like any mechanism, there are limitations in its use which need to be acknowledged if it is to be used effectively. These are explored in detail in the paper in the hope that they assist others when developing similar performance-based environmental programmes.  相似文献

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

Worcester Polytechnic Institute's (WPI) unique academic plan enables students to study sustainable development and the environment as part of an international educational experience. As a technological university, WPI requires students to complete an interdisciplinary project on the interaction of science or technology and society. This paper describes the environmental projects completed by WPI students, in Bangkok, Venice and Guayaquil. The lessons from WPI's experience provide a model for environmental education at other institutions. These interdisciplinary projects not only promote environmental awareness among students, but they also provide tangible assistance to regions which are developing strategies for sustainable development.  相似文献

This essay considers the arenas of advocacy, politics, and self-reflection in strengthening conservation and resource management initiatives. It frames key questions that reflective conservation practitioners may address in seeking to enhance the results of conservation projects, including equity and more inclusive participation by nonprivileged groups. The essay touches on the importance of understanding conservation work within particular political and historic dynamics, including the need to understand non-Western and/or indigenous or traditional perspectives on conservation. The author makes the case that Western or privileged conservation practitioners are uniquely situated to advocate effectively for change.  相似文献

A detailed inventory shows that an average resident of the City of New Haven depends on a per capita capital stock of 9200 kg/c of iron and 144 kg/c of copper in the city infrastructure, buildings, transportation systems, and equipment. Of the iron stock 28% is in items such as rail cars and ships in ocean trade not permanently within the city, and 22% is devoted to receiving and delivering oil fuel to the city and its surrounding communities. Copper is principally used in the distribution of electric power and in water piping within buildings. The city's 9200 kg/c of iron stock-in-use is less than the 13,000 kg/c national average due to New Haven's lack of heavy industry and relatively small number of large buildings. The 144 kg/c of copper stock-in-use is only 58% of the overall value for the United States, but is comparable to that in cities such as Stockholm, Sweden. Attainment of a level of iron and copper services with contemporary technology in less developed countries to the level enjoyed in New Haven would require consumption of the presently identified world copper resources.  相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. We present a comprehensive set of Se concentration and isotope ratio data collected over a 3-yr period from dissolved, sediment-hosted, and organically bound Se in a Se-contaminated lake and littoral wetland. Median isotope ratios of these various pools of Se spanned a narrow isotopic range (delta80/76Se(SRM-3149)) = 1.14-2.40 per thousand). Selenium (VI) reduction in the sediments is an important process in this system, but its isotopic impact is muted by the lack of direct contact between surface waters and reduction sites within sediments. This indicates that using Se isotope data as an indicator of microbial or abiotic Se oxyanion reduction is not effective in this or other similar systems. Isotopic data suggest that most Se(IV) in the lake originates from oxidation of organically bound Se rather than directly through Se(VI) reduction. Mobilization of Se(VI) from bedrock involves only a slight isotopic shift. Temporally constant isotopic differences observed in Se(VI) from two catchment areas suggest the potential for tracing Se(VI) from different source areas. Phytoplankton isotope ratios are close to those of the water, with a small depletion in heavy isotopes (0.56 per thousand). Fish tissues nearly match the phytoplankton, being only slightly depleted in the heavier isotopes. This suggests the potential for Se isotopes as migration indicators. Volatile, presumably methylated Se was isotopically very close to median values for phytoplankton and macrophytes, indicating a lack of isotopic fractionation during methylation.  相似文献

Marine protected areas (MPAs) and zoning plans require an understanding of stakeholders if they are to be successful at achieving social and biological objectives. This study examines recreational boaters in a proposed MPA in British Columbia, Canada, using the recreation opportunity spectrum (ROS) and models of recreation conflict as a basis for investigation. Boaters (n = 543) visiting the region during the summer completed face-to-face surveys. Results show variability in boater setting preferences, supporting an ROS-based approach to MPA planning and zoning. While boaters as a whole placed the greatest importance on natural settings, sailboat operators expressed stronger preferences for natural and quiet settings relative to motorboats, and motorboat operators expressed stronger preferences for settings characterized by built facilities and extractive activities relative to sailboats. Several marine activities emerged as sources of perceived conflict for boaters, including personal watercraft, commercial whale watching vessels, and shellfish aquaculture. Our analysis indicates that while some of these may be addressed through zoning, others are better addressed through education and communication. Recommendations for both MPA management and future research are made.  相似文献
