Section 7(a)(2) of the Endangered Species Act directs federal agencies to ensure that their actions do not jeopardize the continued existence of endangered and threatened species. The US Fish and Wildlife Service (USFWS) issues jeopardy or nonjeopardy biological opinions on proposed federal actions that affect endangered and threatened species. We summarize several biological opinions issued by the USFWS to protect the threatened piping plover (Charadrius melodus). These opinions address federal actions involving hundreds of piping plovers on the Missouri River system and a few piping plover pairs on short stretches of Atlantic coast beach. Some of these opinions are decisive, but most allow the proposed action to proceed conditional upon a lengthy set of reasonable and prudent alternatives to protect the piping plover. These conditions may prove difficult to track and will add to the workload of the USFWS.  相似文献

Oil production operations produce waste fluids that may be stored in pits, open tanks, and other sites accessible to wildlife. Birds visit these fluid-filled pits and tanks (“oil pits”), which often resemble water sources, and may become trapped and die. The US Fish and Wildlife Service (USFWS) has a program to reduce these impacts by locating problem pits, documenting mortality of protected wildlife species, and seeking cleanup or corrective action at problem pits with the help of state and federal agencies regulating the oil industry. Species identification and verification of protected status for birds recovered from oil pits are performed at the USFWS National Fish and Wildlife Forensics Laboratory. From 1992 to 2005, a minimum of 2060 individual birds were identified from remains recovered from oil pits, representing 172 species from 44 families. The taxonomic and ecological diversity of these birds indicates that oil pits pose a threat to virtually all species of birds that encounter them. Ninety-two percent of identified bird remains belonged to protected species. Most remains identified at the Forensics Laboratory were from passerines, particularly ground-foraging species. Based on Forensics Laboratory and USFWS field data, oil pits currently cause the deaths of 500,000–1 million birds per year. Although law enforcement and industry efforts have produced genuine progress on this issue, oil pits remain a significant source of mortality for birds in the United States.  相似文献

The purpose of this paper is to explore the use of computer models, including artificial intelligence systems, in the context of risk assessment and management for wildfowl diseases. In particular, the paper focuses on avian cholera and botulism in U.S. wildfowl, which are a source of continuing concern to the U.S. Fish and Wildlife Service (USFWS). Severe outbreaks occur frequently, and some have been estimated to claim the lives of as many as 300 000 waterfowl. A potentially valuable support to the USFWS would be a set of models that assist in recognizing situations with high risk of an outbreak, assessing the anticipated severity of an outbreak, and advising on possible preventive measures. The USFWS has already initiated development of several potentially useful models. This paper reviews these as well as other related efforts, within the overall context of risk management for avian botulism and cholera.  相似文献

ABSTRACT: This paper describes how a hydrologic model proved to be a valuable tool to help interested parties understand impacts to four threatened and endangered fish species in the Upper Colorado River. In 1994, the Ute Water Conservancy District initiated permitting and design of the Plateau Creek pipeline replacement. The project was considered a major Federal action and therefore subject to the National Environmental Policy Act. Under Section 7 of the Endangered Species Act, the U.S. Fish and Wildlife Service (USFWS) entered the process to develop a Biological Opinion (BO) and determined that the project could potentially impact the endangered fish in the 15‐mile reach of the Colorado River. The Section 7 consultation was directed by a Core Committee comprised of stakeholders in the Upper Colorado River watershed. Hydrologic modeling became the evaluation tool for comparing flow reductions to USFWS target recovery flows and defining make‐up flow requirements to meet those targets. The Colorado River Recovery Implementation Program was designated to provide the make‐up flows. The USFWS released a final BO in December 1997, approving diversions through 2015. An Environmental Impact Statement for the project was completed and the Record of Decision was issued by the Bureau of Land Management in early 1998.  相似文献

Introduced species have created environmental benefits and unanticipated disasters so a priori assessments of species introductions are needed for environmental management. A checklist for assessing impacts of introduced species was developed from studies of introduced species and recommendations for planning introductions. Sterile, triploid grass carp (Ctenopharyngodon idella) are just beginning to be used as a biocontrol agent for the management of aquatic vegetation in open waterways. Potential impacts of grass carp in open systems were identified by reviewing grass carp biology relative to the impact assessment checklist. The potential consequences of introduced grass carp were reviewed for one case study. The case study demonstrated that conclusions about potential impacts and monitoring needs can be made despite incomplete information and uncertainty. Indicators of environmental impact and vulnerability of host systems were grouped into six categories: population control, hybridization, diseases and parasites, habitat alterations, biological effects, and management issues. Triploid grass carp can significantly alter habitat and biological resources through the secondary effects of reductions in aquatic vegetation. Potential impacts and significant uncertainties involve fish dispersions from plant control areas, inability to control vegetation loss, loss of diverse plant communities and their dependent species, and conflicts with human use of the water resource. Adequate knowledge existed to assess most potential consequences of releasing large numbers of triploid grass carp in Guntersville Reservoir, Alabama. However, the assessment of potential impacts indicated that moderate, incremental stockings combined with monitoring of vegetation and biological resources are necessary to control the effects of grass carp and achieve desirable, intermediate plant densities. Societal constraints often limit full process restoration in large river systems, making local rehabilitation activities valuable for regeneration of riparian vegetation. A target of much mitigation and restoration is the federally threatened Valley elderberry longhorn beetle and its sole host plant, blue elderberry, in upper riparian floodplain environments. However, blue elderberry ecology is not well understood and restoration attempts typically have low success rates. We determined broad-scale habitat characteristics of elderberry in altered systems and examined associated plant species composition in remnant habitat. We quantified vegetation community composition in 139 remnant riparian forest patches along the Sacramento River and elderberry stem diameters along this and four adjacent rivers. The greatest proportion of plots containing elderberry was located on higher and older floodplain surfaces and in riparian woodlands dominated by black walnut. Blue elderberry saplings and shrubs with stems <5.0 cm in diameter were rare, suggesting a lack of recruitment. A complex suite of vegetation was associated with blue elderberry, including several invasive species which are potentially outcompeting seedlings for light, water, or other resources. Such lack of recruitment places increased importance on horticultural restoration for the survival of an imperiled species. These findings further indicate a need to ascertain whether intervention is necessary to maintain functional and diverse riparian woodlands, and a need to monitor vegetative species composition over time, especially in relation to flow regulation.  相似文献

Hunting is a threat to wildlife within the Hkakaborazi National Park in north Myanmar. We used questionnaire surveys to obtain data on variables such as commonly targeted species, prices of traded wildlife, reasons for hunting and the relative importance of livelihood sources. We examine (a) the significance of hunting and trade for livelihoods and explore (b) the impacts of hunting on targeted species. Ninety per cent of trade records (n = 803) was constituted by seven species commonly targeted by hunters (serow, red goral, muntjac, bear, Assamese macaque, black musk deer and takin). Commercially valuable species previously targeted by hunters (tiger, otter, pangolin) appear to be completely absent from current harvest records and potentially in decline. Although farming is the predominant occupation, hunting (driven by trade) represents a significantly higher source of income than other livelihood activities. Management recommendations include increased investment in enforcement, education and outreach, small livestock development, improved crop productivity, demarcation of no-take areas for wildlife and biological monitoring of targeted species.  相似文献

Given that they represent the most economical option for disposing of refuse, waste landfills are widespread in urban areas. However, landfills generate air and water pollution and require restoration for landscape development. A number of unsanitary waste landfills have caused severe environmental problems in developing countries. This study aimed to investigate the colonization status of different tree species on waste landfills to assess their potential for restoring unsanitary landfills in South Korea. Plot surveys were conducted using 10 × 10-m quadrats at seven waste landfill sites: Bunsuri, Dugiri, Hasanundong, Gomaeri, Kyongseodong, Mojeonri, and Shindaedong. We determined the height, diameter at breast height (DBH), and number of tree species in the plots, and enumerated all saplings ≤1 m high. Because black locust, Robinia pseudoacacia, was the dominant tree species in the waste landfills, we measured the distance from the presumed mother plant (i.e., the tallest black locust in a patch), height, and DBH of all individuals in black locust patches to determine patch structure. Robinia pseudoacacia, Salix koreensis, and Populus sieboldii formed canopy layers in the waste landfills. The basal area of black locust was 1.51 m2/ha, and this species had the highest number of saplings among all tree species. The diameter of the black locust patches ranged from 3.71 to 11.29 m. As the patch diameter increased, the number of regenerated saplings also tended to increase, albeit not significantly. Black locust invaded via bud banks and spread clonally in a concentric pattern across the landfills. This species grew well in the dry habitat of the landfills, and its growth rate was very high. Furthermore, black locust has the ability to fix nitrogen symbiotically; it is therefore considered a well-adapted species for waste landfills. Eleven woody species were selected for screening: Acer palmatum, Albizzia julibrissin, Buxus microphylla var. koreana, Ginkgo biloba, Hibiscus syriacus, Koelreuteria paniculata, Ligustrum obtusifolium, Liriodendron tulipifera, Pinus koraiensis, Pinus thunbergii, and Sophora japonica. As a result of a comparison of the total ratio (sum of shoot extension and diameter growth at the landfill relative to a reference site) and mortality, six species (Liriodendron tulipifera, Albizzia julibrissin, Ligustrum obtusifolium, Buxus microphylla var. koreana, Hibiscus syriacus, and Sophora japonica), which had a total ratio >1 and experienced low mortality, are recommended as potentially suitable species for waste landfill remediation. We suggest that mixed plantations of ubiquitous adaptable species and naturally occurring black locust will enhance the landscape through synergistic effects.  相似文献

A decision framework for setting management goals for species at risk is presented. Species at risk are those whose potential future rarity is of concern. Listing these species as threatened or endangered could potentially result in significant restrictions to activities in resource management areas in order to maintain those species. The decision framework, designed to foster proactive management, has nine steps: identify species at risk on and near the management area, describe available information and potential information gaps for each species, determine the potential distribution of species and their habitat, select metrics for describing species status, assess the status of local population or metapopulation, conduct threat assessment, set and prioritize management goals, develop species management plans, and develop criteria for ending special species management where possible. This framework will aid resource managers in setting management goals that minimally impact human activities while reducing the likelihood that species at risk will become rare in the near future. The management areas in many of the examples are United States (US) military installations, which are concerned about potential restrictions to military training capacity if species at risk become regulated under the US Endangered Species Act. The benefits of the proactive management set forth in this formal decision framework are that it is impartial, provides a clear procedure, calls for identification of causal relationships that may not be obvious, provides a way to target the most urgent needs, reduces costs, enhances public confidence, and, most importantly, decreases the chance of species becoming more rare.  相似文献

The U.S. Environmental Protection Agency has proposed permitting ballast water discharges—a benefit of which would be to reduce the economic damages associated with the introduction and spread of aquatic invasive species. Research on ship-borne aquatic invasive species has been conducted in earnest for decades, but determining the economic damages they cause remains troublesome. Furthermore, with the exception of harmful algal blooms, the economic consequences of microscopic invaders have not been studied, despite their potentially great negative effects. In this paper, we show how to estimate the economic benefits of preventing the introduction and spread of harmful bacteria, microalgae, and viruses delivered in U.S. waters. Our calculations of net social welfare show the damages from a localized incident, cholera-causing bacteria found in shellfish in the Gulf of Mexico, to be approximately $706,000 (2006$). On a larger scale, harmful algal species have the potential to be transported in ships’ ballast tanks, and their effects in the United States have been to reduce commercial fisheries landings and impair water quality. We examine the economic repercussions of one bloom-forming species. Finally, we consider the possible translocation within the Great Lakes of a virus that has the potential to harm commercial and recreational fisheries. These calculations illustrate an approach to quantifying the benefits of preventing invasive aquatic microorganisms from controls on ballast water discharges. Healthy seagrass is considered a prime indicator of estuarine ecosystem function. On the Pacific coast of North America, at least two congeners of Zostera occur: native Zostera marina, and introduced, Zostera japonica. Z. japonica is considered “invasive” and therefore, ecologically and economically harmful by some, while others consider it benign or perhaps beneficial. Z. japonica does not appear on the Federal or the Oregon invasive species or noxious weed lists. However, the State of California lists it as both an invasive and noxious weed; Washington State recently listed it as a noxious weed. We describe the management dynamics in North America with respect to these congener species and highlight the science and policies behind these decisions. In recent years, management strategies at the state level have ranged from historical protection of Z. japonica as a priority habitat in Washington to eradication in California. Oregon and British Columbia, Canada appear to have no specific policies with regard to Z. japonica. This fractured management approach contradicts efforts to conserve and protect seagrass in other regions of the US and around the world. Science must play a critical role in the assessment of Z. japonica ecology and the immediate and long-term effects of management actions. The information and recommendations provided here can serve as a basis for providing scientific data in order to develop better informed management decisions and aid in defining a uniform management strategy for Z. japonica.  相似文献

Biological invasions occur worldwide, and have been the object of ecological and socio-economic research for decades. However, the manner in which different stakeholder groups identify the problems associated with invasive species and confront invasive species management under different policies remains poorly understood. In this study, we conducted an econometric analysis of the social factors influencing willingness to pay for invasive alien species management under two different regimes: eradication and prevention in the Doñana Natural Protected Area (SW Spain). Controlling for the participation of local residents, tourists and conservationists, email and face-to-face questionnaires were conducted. Results indicated that respondents were more willing to pay for eradication than prevention; and public support for invasive alien species management was influenced by an individual’s knowledge and perception of invasive alien species, active interest in nature, and socio-demographic attributes. We concluded that invasive alien species management research should confront the challenges to engage stakeholders and accept any tradeoffs necessary to modify different conservation policies to ensure effective management is implemented. Finally, our willingness to pay estimates suggest the Department of Environment of Andalusian Government has suitable social support to meet the budgetary expenditures required for invasive alien species plans and adequate resources to justify an increase in the invasive alien species management budget.  相似文献

Transport of aquatic invasive species (AIS) by boats traveling up rivers and streams is an important mechanism of secondary spread of AIS into watersheds. Because physical barriers to AIS movement also prevent navigation, alternate methods for preventing spread are necessary while allowing upstream navigation. One promising approach is to lift boats over physical barriers and then use hot water immersion to kill AIS attached to the hull, motor, or fishing gear. However, few data have been published on the acute upper thermal tolerance limits of potential invaders treated in this manner. To test the potential effectiveness of this approach for a planned boat lift on the Fox River of northeastern WI, USA, acute upper thermal limits were determined for three AIS, adult zebra mussels (Dreissena polymorpha), quagga mussels (Dreissena rostriformis bugensis), and spiny water fleas (Bythotrephes longimanus) from the local area employing temperatures from 32 to 54°C and immersion times from 1 to 20 min. Mortality was determined after immersion followed by a 20-min recovery period. Immersion at 43°C for at least 5 min was required to ensure 100% mortality for all three species, but due to variability in the response by Bythotrephes a 10 min immersion would be more reliable. Overall there were no significant differences between the three species in acute upper thermal limits. Heated water can be an efficient, environmentally sound, and cost effective method of controlling AIS potentially transferred by boats, and our results should have both specific and wide-ranging applications in the prevention of the spread of aquatic invasive species.  相似文献

For many citizens and policymakers, the empirical relationship between economic growth and biodiversity conservation has not been sufficiently established for purposes of identifying the types of economic policies amenable to biodiversity conservation. Some think economic growth conflicts with biodiversity conservation; others think economic growth conduces biodiversity conservation. With panel data from 1997‐2011, encompassing US continental states, we developed a series of statistical models to investigate the relationships among species endangerment, human population, and economic growth as indicated by GDP and per capita GDP. Species endangerment is highly correlated with population and GDP, and per capita GDP is a significant regressor of species endangerment. Across US continental states, competitive exclusion of non‐human species occurs via human economic growth and population growth.  相似文献

ABSTRACT: Twenty, 0.2 hectare ponds were utilized for a four-year evaluation of three aquatic vegetation control techniques: a combination of inorganic fertilization and mechanical harvesting, aquatic herbicides, and grass carp (Ctenopharyngodon idella). Ponds used for herbicide and grass carp treatments were managed at three levels of aquatic vegetation (none, 40 and 70 percent plant occupation). Submersed vegetation was not controlled with inorganic fertilization. Vegetation levels were maintained for less than 30 days after mechanicai harvesting. Submersed macrophytes were not completely eliminated with herbicides, but the herbicide treatments utilized were effective at maintaining aquatic vegetation above 30 percent pond volume occupation. Grass carp consumed all species of submersed vegetation at the stocking densities used in this study; therefore, planned levels of submersed macrophytes were not maintained. Grass carp did not consume all floating leaf vegetation, but after four years some grass carp ponds did have lower densities of floating leaf plants. Fertilization costs were $608/hectare/year, and mechanical harvesting costs were $1979/hectare/year, resulting in a total aquatic vegetation treatment cost of $2587/hectare/ year. Herbicide costs for the different treatment levels ranged from $417/hectare/year to $1339/hectare/year over the four-year period. Grass carp were the most economical vegetation control measure tested, with costs ranging from $159/hectare/year to $248/hectare/year for the four-year study.  相似文献

This paper reports an assessment of the current and potential impacts of invasive alien plants on selected ecosystem services in South Africa. We used data on the current and potential future distribution of 56 invasive alien plant species to estimate their impact on four services (surface water runoff, groundwater recharge, livestock production and biodiversity) in five terrestrial biomes. The estimated reductions in surface water runoff as a result of current invasions were >3000 million m3 (about 7% of the national total), most of which is from the fynbos (shrubland) and grassland biomes; the potential reductions would be more than eight times greater if invasive alien plants were to occupy the full extent of their potential range. Impacts on groundwater recharge would be less severe, potentially amounting to approximately 1.5% of the estimated maximum reductions in surface water runoff. Reductions in grazing capacity as a result of current levels of invasion amounted to just over 1% of the potential number of livestock that could be supported. However, future impacts could increase to 71%. A ‘biodiversity intactness index’ (the remaining proportion of pre-modern populations) ranged from 89% to 71% for the five biomes. With the exception of the fynbos biome, current invasions have almost no impact on biodiversity intactness. Under future levels of invasion, however, these intactness values decrease to around 30% for the savanna, fynbos and grassland biomes, but to even lower values (13% and 4%) for the two karoo biomes. Thus, while the current impacts of invasive alien plants are relatively low (with the exception of those on surface water runoff), the future impacts could be very high. While the errors in these estimates are likely to be substantial, the predicted impacts are sufficiently large to suggest that there is serious cause for concern.  相似文献

Using historical General Land Office record as a reference, this study employed a landscape-scale disturbance and succession model to estimate the future cumulative effects of six alternative management plans on the tree species composition for various physiographic settings for the Mark Twain National Forest in Missouri. The results indicate that over a 200-year horizon, the relative abundance of black oak and pine species groups will decrease and the relative abundance of the white oak species group will increase, regardless of management strategy. General Land Office witness tree records provide a measure of tree species composition in the period from 1800 to 1850, prior to the large-scale influx of European settlers. Compared to the tree species composition described in the General Land Office records, the six contemporary management alternatives considered all would lead to a lower abundance of pine species, a higher abundance of red/black oak species, and a slightly higher abundance of white oak species after 200 years. Impacts of management on tree species composition varied with physiographic settings. The projected relative abundance of pine differed significantly across the five physiographic classes over the first 40 years of the simulation. In the medium term (simulation years 41-100) the projected relative pine abundance differed significantly among only four physiographic classes. In the long term (simulation years 100-200) the projected relative pine abundance differed for only one physiographic class. In contrast, differences among physiographic classes in the relative abundance of black oaks and white oaks increased over time. In general, the expected long-term differences in relative tree species abundance among six proposed alternative management plans are small compared to shifts in tree species composition that have occurred from 1850 to the present.  相似文献

Conservation management in Europe is often geared towards restoring semi-natural ecosystems, where the objective is to reverse succession and re-establish early-successional communities, to comply with national and international conservation targets. At the same time, it is increasingly recognised that ecosystems provide services that contribute to other, possibly conflicting policy requirements. Few attempts have been made to define these conflicts. Here, we assess some potential conflicts using a Calluna vulgaris-dominated moorland invaded by bracken (Pteridium aquilinum) as a model system, where the current policy is to reverse this process and restore moorland. We examined impacts of bracken control treatments on services (stocks and losses of C and mineral nutrients), litter turnover and biodiversity within a designed experiment over 7 years. Bracken litter was >2000 g m(-2) in untreated plots, and treatments reduced this quantity, and its element content, to varying degrees. Cutting twice per year was the most successful treatment in reducing bracken litter and its element content, increasing litter turnover, and increasing both mass and diversity of non-bracken vegetation. Diversity was greatest where bracken litter had been reduced, but species composition was also influenced by light sheep grazing. There was a significant loss of some chemical elements from bracken that could not be accounted for in other pools, and hence potentially lost from the system. In absolute terms large amounts of C and N were lost, but when expressed as a percentage of the total amount in the system, Mg was potentially more important with losses of almost a third of the Mg in the surface soil-vegetation system. There is, therefore, a potential dilemma between controlling a mid-successional invasive species for conservation policy objectives, especially when that species has evolved to sequester nutrients, and the negative effect of increasing environmental costs in terms of carbon accounting required, the potential input of nutrients to aquatic systems, and long-term nutrient loss. There is, therefore, a need to balance conservation goals against potential damage to biogeochemical structure and function.  相似文献

Assessing climatic suitability provides a good preliminary estimate of the invasive potential of a species to inform risk assessment. We examined two approaches for bioclimatic modeling for 67 reptile and amphibian species introduced to California and Florida. First, we modeled the worldwide distribution of the biomes found in the introduced range to highlight similar areas worldwide from which invaders might arise. Second, we modeled potentially suitable environments for species based on climatic factors in their native ranges, using three sources of distribution data. Performance of the three datasets and both approaches were compared for each species. Climate match was positively correlated with species establishment success (maximum predicted suitability in the introduced range was more strongly correlated with establishment success than mean suitability). Data assembled from the Global Amphibian Assessment through NatureServe provided the most accurate models for amphibians, while ecoregion data compiled by the World Wide Fund for Nature yielded models which described reptile climatic suitability better than available point-locality data. We present three methods of assigning a climate-match score for use in risk assessment using both the mean and maximum climatic suitabilities. Managers may choose to use different methods depending on the stringency of the assessment and the available data, facilitating higher resolution and accuracy for herpetofaunal risk assessment. Climate-matching has inherent limitations and other factors pertaining to ecological interactions and life-history traits must also be considered for thorough risk assessment. The US Bureau of Mines has determined the potential availability of nickel from 36 deposits or districts in 16 market economy countries (MECs). More than 95% of production in MECs was analysed. The study indicates the quantity of nickel available in resources and potential annual production at net production costs and on a total cost basis with a 0% and a 10% discounted cash flow rate of return (DCFROR). The properties included in this study contain approximately 33 million tonnes of recoverable nickel. About 26 million tonnes of nickel is potentially recoverable from nickel laterite deposits, of which 4.5 million tonnes can be produced at $2.50/lb or less with a 0% DCFROR. Approximately 7 million tonnes of nickel is potentially recoverable from nickel sulphide deposits of which about 6.3 million tonnes could be produced at $2.50/lb or less at a 0% DCFROR. Sensitivity studies indicate that the total cost of producing nickel from laterite deposits is most sensitive to increases in energy costs, and that the total costs of producing nickel from sulphide deposits is most sensitive to increases in labour costs and by changes in byproduct revenues.  相似文献
