Multicriteria decision analysis (MCDA) provides a well-established family of decision tools to aid stakeholder groups in arriving at collective decisions. MCDA can also function as a framework for the social learning process, serving as an educational aid in decision problems characterized by a high level of public participation. In this paper, the framework and results of a structured decision process using the outranking MCDA methodology preference ranking organization method of enrichment evaluation (PROMETHEE) are presented. PROMETHEE is used to frame multi-stakeholder discussions of river management alternatives for the Upper White River of Central Vermont, in the northeastern United States. Stakeholders met over 10 months to create a shared vision of an ideal river and its services to communities, develop a list of criteria by which to evaluate river management alternatives, and elicit preferences to rank and compare individual and group preferences. The MCDA procedure helped to frame a group process that made stakeholder preferences explicit and substantive discussions about long-term river management possible.  相似文献

ABSTRACT: In the last decade, watershed groups (WG) established through government initiatives have become an important part of the natural resource management landscape in developed economies. In this paper, the authors reflect upon their research and experience with Landcare in Victoria, and to a lesser extent with Watershed Councils in Oregon, to identify the principles that appear fundamental to sustaining effective WG. In the first instance, these groups must be established at a local scale using social as well as biophysical boundaries. It is also critical that WG are embedded within a supportive institutional framework that identifies realistic roles for private landowners, local organizations such as WG, and regional planning bodies. Without broad stakeholder representation, the perceived benefits of participation are quickly forfeited. It is simply unrealistic to expect an effective network of WG to be sustained without substantial investment by government to provide for program management, group coordination, and cost sharing for on‐ground work. There must also be the commitment and skills within a program to establish processes that build trust and competency amongst citizens and agencies. These principles should also provide a foundation for the critical evaluation of WG programs.  相似文献

As conservation increases its emphasis on implementing change at landscape-level scales, multi-agency, cross-boundary, and multi-stakeholder networks become more important. These elements complicate traditional notions of learning. To investigate this further, we examined structures of learning in the Landscape Conservation Cooperatives (LCCs), which include the entire US and its territories, as well as parts of Canada, Mexico, and Caribbean and Pacific island states. We used semi-structured interviews, transcribed and analyzed using NVivo, as well as a charrette-style workshop to understand the difference between the original stated goals of individual LCCs and the values and purposes expressed as the collaboration matured. We suggest double-loop learning as a theoretical framework appropriate to landscape-scale conservation, recognizing that concerns about accountability are among the valid points of view that must be considered in multi-stakeholder collaborations. Methods from the social sciences and public health sectors provide insights on how such learning might be actualized.  相似文献

This paper outlines a methodology for the systematic assessment of policy instruments for environmental management and illustrates its application using solid waste management in Hong Kong. The methodology consists of three steps: (i) developing a set of evaluation criteria (and deciding whether certain criteria are to be given greater weight than others), (ii) selecting the relevant combination of potential policy instruments, and (iii) ranking each set of policy instruments on the basis of the evaluation criteria. One advantage of this approach is that the tradeoffs among the various evaluation criteria are made explicit when one policy instrument is chosen over the alternatives, thus making the assessment process more open and potentially less contentious. Unfortunately, in Hong Kong, the assessment of solid waste management options, like that for most other environmental problems, has beenad hoc, piecemeal, and has allowed for very little consultation at early stages from those outside of the principal government agency involved. Largely as a consequence, outside groups (including those from other parts of government) often strongly object to the selected policy and seek to block its implementation.  相似文献

This paper presents an in-depth analysis of a multi-stakeholder process, the Banff Bow Valley Round Table (BBVRT) convened by a federally appointed task force in 1995 to provide public input and participation in the Banff Bow Valley Study (BBVS). The purpose of this initiative was to address environmental concerns and conflict over governance, development and growth in Banff National Park, Canada. A key finding from the analysis discussed in this paper is how various participants struggled for legitimation at the negotiation table, and how the discourses of science and instrumental reason served to empower certain interests and agendas in the process. While the discursive appropriation of ecological science enabled some interests to dominate and to legitimize their concerns, this strategy may have intangible and costly consequences for consensus-based processes and for society overall. Analysis of these discursive struggles demonstrates the challenge of bringing ecology and the general public to the same negotiating table in a meaningful way. It shows the conflicting roles and identities of environmental groups who aspire to re-present nature (as a stakeholder) at the negotiating table. Recommendations for multi-stakeholder processes in planning and governance of national parks are presented, along with social implications in the context of historic human-environment dualism and conflict.  相似文献

The responsibility and cost for watershed protection has progressively devolved to local governments, resulting in additional negative externalities and financing challenges. Watershed governance structures have formed at the scale of the watershed, but they often lack the financing mechanisms needed to achieve policy goals. Financing mechanisms via local governments provide a reliable source of revenue and the flexibility to address watershed specific issues. We develop a “revenueshed” approach to access the initial challenges local governments face when seeking to finance trans‐jurisdictional watershed governance. The revenueshed approach engages local governments into discussion and implementation of financial strategies for collaborative watershed governance. Legislation places water quality regulations primarily on local governments inside the watershed. The revenueshed approach extends the financial and stewardship discussion to include local governments outside the watershed that benefit from the watershed. We applied the revenueshed approach to the Mills River and Upper Neuse watersheds in North Carolina. Mills River had a partnership governance seeking revenue for specific projects, whereas the Upper Neuse sought long‐term financial stability to meet new water quality legislation.  相似文献

ABSTRACT: Detailed studies of the surface hydrology of reclaimed surface-mined watersheds for both rainfall and snowmelt events are non-existent for central Alberta yet this information is crucial for design of runoff conveyance and storage structures. A study was initiated in 1992 with principal objectives of quantifying surface runoff for both summer rainfall and spring snowmelt events and identifying the dominant flow processes occurring in two reclaimed watersheds. Snowmelt accounted for 86 and 100% of annual watershed runoff in 1993 and 1994, respectively. The highest instantaneous peak flow was recorded during a summer rainfall event with a return period of greater than 50 years. Infiltration-excess overland flow was identified as the dominant flow process occurring within the Sandy Subsoil Watershed, whereas saturation overland flow was the principal runoff process occurring within the West Watershed.  相似文献

In 1998 the Washington State Legislature enacted the Watershed Planning Act, which encourages local governments to develop watershed plans using collaborative processes. Objectives of the statute are to address water resource and water quality issues, salmon habitat needs and to establish instream flows. This exploratory study sought to examine two aspects of how local governments are implementing the Act: challenges and benefits associated with collaborative watershed planning and the capacity of local governments to conduct collaborative watershed planning. Using documents and interview data from four cases, it was found that all planning groups experience similar challenges, although newer planning groups experienced more challenges than groups with previous planning experience. Challenges include issues surrounding the collaborative process, interagency co-ordination and trust. Local governments struggle with building capacity to plan, particularly in the areas of funding, technical expertise, incentives for participation, adequate time to conduct planning and questions regarding appropriate scale and scope of their planning efforts. Despite the challenges, collaborative watershed planning is well underway, with more than 37 planning units conducting planning under the Act.  相似文献

/ Contemporary trends in natural resource management are reviewed, with specific reference to the shift in conservation management strategies away from law enforcement-based strategies towards strategies aimed at facilitating local community participation in the management of natural resources. This review lays a foundation for the presentation of a conceptual framework, the partnership forum framework, for the planning, implementation, and evaluationof protected area outreach programmes. The framework proposes that protected areas should function as integral components of the local social, economic, and environmental systems and that the integration of the protected area into these systems should be managed through comanagement institutions. The establishment of such institutions is discussed, and it is argued that the development of comanagement institutions can be characterized into four progressive phases: a preliminary communication phase, a problem-solving phase, a pilot project phase, and a comanagement phase. The framework proposes that during the three initial phases the partnership forum members will develop management procedures that they will use during the comanagement phase. The framework is presented as a design skeleton around which the site-specific characteristics of specific protected area outreach programs will combine to form an outreach program, i.e., the framework is process rather than project based.KEY WORDS: Sub-Saharan Africa; Integrated conservation and development  相似文献

A common theme in recent landscape studies is the comparison of riparian and watershed land use as predictors of stream health. The objective of this study was to compare the performance of reach-scale habitat and remotely assessed watershed-scale habitat as predictors of stream health over varying spatial extents. Stream health was measured with scores on a fish index of biotic integrity (IBI) using data from 95 stream reaches in the Eastern Corn Belt Plain (ECBP) ecoregion of Indiana. Watersheds hierarchically nested within the ecoregion were used to regroup sampling locations to represent varying spatial extents. Reach habitat was represented by metrics of a qualitative habitat evaluation index, whereas watershed variables were represented by riparian forest, geomorphology, and hydrologic indices. The importance of reach- versus watershed-scale variables was measured by multiple regression model adjusted-R2 and best subset comparisons in the general linear statistical framework. Watershed models had adjusted-R2 ranging from 0.25 to 0.93 and reach models had adjusted-R2 ranging from 0.09 to 0.86. Better-fitting models were associated with smaller spatial extents. Watershed models explained about 15% more variation in IBI scores than reach models on average. Variety of surficial geology contributed to decline in model predictive power. Results should be interpreted bearing in mind that reach habitat was qualitatively measured and only fish assemblages were used to measure stream health. Riparian forest and length-slope (LS) factor were the most important watershed-scale variables and mostly positively correlated with IBI scores, whereas substrate and riffle-pool quality were the important reach-scale variables in the ECBP.  相似文献

Solomon Islands is vulnerable to negative impacts from climate change, where people’s livelihoods and their well-being are threatened, especially the viability of isolated communities. Realising the increasing risks from climate change on communities, government, in partnership with aid-donor partners, has invested millions of dollars in climate change projects, through mitigation and adaptation strategies. As a form of adaptation, the government invests in programmes aimed at increasing the adaptive capacity of the vulnerable communities through landscape and seascape projects across the rural communities. Focusing on the “transformation concept” as a long-term adaptation strategy and enlargement of climate engineering and ecological resilience concepts, the paper discusses why building resilience from transformation of rural communities, as well as from landscape and seascape projects, would benefit communities and relevant authorities. This paper describes the findings of a study on two rural villages, Keigold and Mondo, from Ranogha Islands, Western Province, in Solomon Islands, where 80% of households decided to relocate from their old village “Mondo” to their new home “Keigold” after an earthquake in 2007, as part of a self-initiative. The reallocation process can be seen as a case of pro-active community transformation that provides valuable lessons to other rural communities that may be forced to move due to impacts from natural catastrophes, including those explained by climate change risks. Lessons from this experience suggest that policy-makers and non-government organisations should consider and empower local transformation initiatives as a way to building long-term adaptation to climate change.  相似文献

ABSTRACT: The impacts of alternative forest watershed management practices are examined from a multicriterion viewpoint in order to select the most satisfactory management scheme. The selection process is carried out using two types of multicriterion decision making techniques: the outranking types of ELECTRE I and II, and the distance-based type of compromise programming (CP). The process is illustrated using the U.S. Forest Service Beaver Creek Experimental Watershed in the Salt-Verde River Basin of Arizona as an example. The desired objectives of the experimental study and the alternative forest watershed resources management schemes are transformed into an evaluation matrix of alternatives versus criteria array. Analyses of the matrix using the aforementioned techniques result in a complete preference ordering of the feasible alternatives in the cases of ELECTRE LI and CP and a partial ordering when ELECTRE I is used. In addition, some sensitivity analyses have been performed and showed ELECTRE II and CP to be fairly robust with respect to parameter changes, while ELECTRE I being highly sensitive to changes in threshold levels. Overall the three techniques pointed out that 65 percent vegetation cut is the best management scheme, while the next best is shown to be 50 percent vegetation cut.  相似文献

Watershed ordinances in Austin, Texas, USA, are intended to protect streams from stormwater degradation. Their adequacy is being questioned, however, where development is advancing into the Hill Country northwest and southwest of the city. Detailed investigation into hillslope runoff reveals that several important facts were overlooked in the ordinances, including locally high infiltration rates and drainage basins, which function as partial area systems. As a result, development planning is not taking advantage of the natural mitigation potential of the land. Roads cut across infiltration and moisture retention areas on side slopes, enlarging the partial area system feeding streams with stormflows. In addition, most residential planning is not responsive to the stepped microtopography of Hill Country drainage basins and the critical scale at which local runoff processes operate. Recommendations include adjusting the scale and configuration of development to conform with local runoff processes and features and taking advantage of the water-absorbing capacities of basin side slopes. The lesson for ordinance writers is that standard models of community stormwater ordinances are not appropriate for all terrains, especially complex ones like the Texas Hill Country.  相似文献

The main purpose of the study presented here was to assess the capacity of the innovation attributes proposed in Rogers' diffusion theory (1995) to predict the intention to adopt energy conservation interventions. It also provided a first test of some refinements to Rogers' theory, proposed by Darley and Beniger (1981). Furthermore, as an elaboration of diffusion theory, this study examined whether the assessment of innovation attributes is a stepwise process. Questionnaires and face-to-face interviews were used to collect data. Results indicate that perceived compatibility is a general and important predictor of the intention to adopt energy conservation interventions. Support was found for some of the refinements to diffusion theory proposed by Darley and Beniger (1981). Moreover, the study partly confirmed the idea that the evaluation of an innovation on its attributes is a stepwise process. For two of the four energy conservation interventions it was found that the intervention was first of all judged on its advantage. If the perceived advantage was minor, a potential adopter often decided to reject an innovation solely on the basis of this assessment. If the perceived advantage was high, the evaluation process usually continued; perceived compatibility then became the second evaluation criterion. The theoretical and practical implications of these findings are discussed.  相似文献

Across the Americas, biofuels production systems are diverse due to geographic conditions, historical patterns of land tenure, different land use patterns, government policy frameworks, and relations between the national state and civil society, all of which shape the role that biofuels play in individual nations. Although many national governments throughout the Americas continue to incentivize growth of the biofuels industry, one key challenge for biofuels sustainability has been concern about its social impacts. In this article, we discuss some of the key social issues and tensions related to the recent expansion of biofuels production in Mexico, Colombia, and Brazil. We argue that a process of “simplification” of ecological and cultural diversity has aided the expansion of the biofuels frontier in these countries, but is also undermining their viability. We consider the ability of governments and non-state actors in multi-stakeholder initiatives (MSI) to address social and environmental concerns that affect rural livelihoods as a result of biofuels expansion. We analyze the tensions between global sustainability standards, national level policies for biofuels development, and local level impacts and visions of sustainability. We find that both government and MSI efforts to address sustainability concerns have limited impact, and recommend greater incorporation of local needs and expertise to improve governance.  相似文献

This paper examines how multiple criteria analysis (MCA) can be used to support multi-stakeholder environmental management decisions. It presents a study through which 48 stakeholders from environmental, primary production and community interest groups used MCA to prioritise 30 environmental management problems in the Mackay-Whitsunday region of Queensland, Australia. The MCA model, with procedures for aggregating multi-stakeholder output, was used to inform a final decision on the priority of the region's environmental management problems. The result was used in the region's environmental management plan as required under Australia's Natural Heritage Trust programme. The study shows how relatively simple MCA methods can help stakeholders make group decisions, even when they hold strongly conflicting preferences.  相似文献

Benchmarking is a powerful management technique that can help improve an organization's environmental performance on a number of dimensions. Benchmarking is not a cookbook solution but a systematic process of searching for the organization that is the best at a given process (“best-in-class”) and continually adopting or adapting new processes to accelerate improvement. As a continual process including planning, analysis, integration, action, and maturity phases, benchmarking should be integrated into the planning stage of the management system. Once processes are strategically identified, they can be improved within the company's Total Quality Management program. Many benefits, such as teamwork and job satisfaction, accompany benchmarking, but the greatest companywide advantage is becoming more competitive. Finding a suitable partner is crucial to the success of the benchmarking process. This article shows the traditional one-on-one approach is the most effective because it saves time and money that allows organizations to learn from each other. In addition, examples of where benchmarking partners may be found, as well as several success indicators in the benchmarking process, are presented. Since the ultimate intent of benchmarking is positive change, the difference between reengineering and continuous performance improvement and the role benchmarking plays in each is also discussed.  相似文献

There is an increasing need for improved process‐based planning tools to assist watershed managers in the selection and placement of effective best management practices (BMPs). In this article, we present an approach, based on the Water Erosion Prediction Project model and a pesticide transport model, to identify dominant hydrologic flow paths and critical source areas for a variety of pollutant types. We use this approach to compare the relative impacts of BMPs on hydrology, erosion, sediment, and pollutant delivery within different landscapes. Specifically, we focus on using this approach to understand what factors promoted and/or hindered BMP effectiveness at three Conservation Effects Assessment Project watersheds: Paradise Creek Watershed in Idaho, Walnut Creek Watershed in Iowa, and Goodwater Creek Experimental Watershed in Missouri. These watersheds were first broken down into unique land types based on soil and topographic characteristics. We used the model to assess BMP effectiveness in each of these land types. This simple process‐based modeling approach provided valuable insights that are not generally available to planners when selecting and locating BMPs and helped explain fundamental reasons why long‐term improvement in water quality of these three watersheds has yet to be completely realized.  相似文献

Protected areas in Thailand were first established 40 years ago. The total area of existing protected areas covers 18.2% of the country’s land area and the Class 1 Watershed, another form of protection, encompasses 18.1%. The government of Thailand intends to increase protected area systems to 25% of the country in 2006 and 30% in 2016. There are always questions arising about how much is enough protected areas to effectively protect biodiversity. The objective of this article is to assess the representation of ecosystems in the protected area network. This article also recommends which underrepresented ecosystems should be added to fill the gaps in representativeness. The research applies a gap analysis and a comparison index to assess the representation of ecosystems within the protected area network. The spatial analyses were applied to measure three aspects of representativeness, namely forest type, altitude, and natural land system. The analyses indicate that the existing protected area system covers 24.4% of the country’s land area, nearly meeting the 25% target proposed by the National Forest Policy; and 83.8% of these areas are under forest cover. Most protected areas are situated in high altitudes, where biological diversity is less than in lowlands. Mangrove forest and riparian floodplain are extremely underrepresented in the existing system. Peat swamp forest, dry dipterocarp forest, and beach forest are relatively well represented. In addition, these five ecosystems are threatened by human pressures and natural disasters; therefore, they should be targeted as high priorities for the selection of new reserves. Future research should incorporate aquatic and marine ecosystems, as well as animal distributions, which were not included in this research due to data unavailabilities.  相似文献

Despite increasing interest and support for multi‐stakeholder partnerships, empirical applications of participatory evaluation approaches to enhance learning from partnerships are either uncommon or undocumented. This paper draws lessons on the use of participatory self‐reflective approaches that facilitate structured learning on processes and outcomes of partnerships. Such practice is important to building partnerships, because it helps partners understand how they can develop more collaborative and responsive ways of managing partnerships. The paper is based on experience with the Enabling Rural Innovation (ERI) in Africa programme. Results highlight the dynamic process of partnership formation and the key elements that contribute to success. These include: (i) shared vision and complementarity, (ii) consistent support from senior leadership; (iii) evidence of institutional and individual benefits; (iv) investments in human and social capital; (v) joint resources mobilization. However, key challenges require coping with high staff turnover and over‐commitment, conflicting personalities and institutional differences, high transaction costs, and sustaining partnerships with the private business sector. The paper suggests that institutionalizing multi‐stakeholder partnerships requires participatory reflective practices that help structure and enhance learning, and incrementally help in building the capacity of research and development organisations to partner better and ultimately to innovate.  相似文献
