The coast has always been an area of significant hazards. In situations of community self-sufficiency, consequences of coastal hazards might be isolated to regions directly affected by the hazard. But, in the current global economy, fewer and fewer communities are isolated; damage to one location frequently has consequences around the globe and coastal community resilience can have broad-reaching benefits. Hazard responses for the built coastal environment have typically been resistance: constructing stronger buildings, enhancing natural barriers or creating artificial barriers. These approaches to hazard reduction through coastal engineering and shoreline defence efforts have been crucial to sustained coastal development. However, as coastal forces continue or magnify and resources become scarcer, resistance alone may be less effective or even unsustainable, and interest in resilience has grown. Resilience is a community's ability either to absorb destructive forces without loss of service or function, or to recover quickly from disasters. Community resilience encompasses multiple elements, ranging from governance to structural design, risk knowledge, prevention, warning systems and recovery. This paper focuses on hazards of coastal communities, and provides a review of some recent engineering efforts to improve the resilience elements of risk knowledge and disaster warnings for coastal disaster reduction.  相似文献

In many low‐ and middle‐income countries informal communities—also termed slum and squatter areas—have become a dominant and distinct form of urban settlement, with ever increasing populations. Such communities are often located in areas of high hazard exposure and frequently affected by disasters. While often recognised as one of the highest ‘at risk’ populations, this paper will argue that informal settlers have been directly and indirectly excluded from many formal mechanisms, thereby increasing their vulnerability to disaster events. Household surveys were conducted across several frequently flooded informal coastal communities in Metro Manila, the Philippines, following a major typhoon and storm surge disaster. The study revealed a large level of diversity in socio‐economic vulnerability, although all households faced similar levels of physical exposure and physical vulnerability. Disaster risk reduction policies and responses need to better integrate informal settlement areas and recognise the diversity within these communities.  相似文献

This paper investigates the impacts of Tropical Cyclone Winston (2016) on rural Indo-Fijians and their response to the devastation. Studies have previously examined how rural communities in Pacific Island countries respond to severe climatic events, arguing that traditional knowledge of the climate, together with indigenous techniques, contribute substantially to recovery from a disaster. Strong communal bonds have also been identified as an influencing factor. Disaster risk reduction frameworks often assume the availability of such knowledge and capital. Yet, little research has been done on how minority groups with limited access to such knowledge and capital cope with disaster-related damage. The current study shows that rural Indo-Fijians responded to the consequences of Tropical Cyclone Winston differently to indigenous Fijians, owing to relatively limited access to traditional awareness of the climate, communal labour sharing, and intra- and/or inter-community networks. The findings point to the necessity to implement a more inclusive disaster risk reduction framework.  相似文献

The role of religious factors in the disaster experience has been under‐investigated. This is despite evidence of their influence throughout the disaster cycle, including: the way in which the event is interpreted; how the community recovers; and the strategies implemented to reduce future risk. This qualitative study examined the role of faith in the disaster experience of four faith communities in the Hawaiian Islands of the United States. Twenty‐six individuals from the Bahá'í, Buddhist, Church of Jesus Christ of Latter‐day Saints (LDS), and United Methodist Church communities participated, including 10 faith leaders and 16 laypersons. The results suggest that religious narratives provide a framework for interpretation of, preparedness for, and responses to disasters. Preparedness varied widely across faith communities, with the LDS community reporting greater levels of preparedness than other communities. Recommendations include the development of collaborative efforts between disaster managers and faith leaders to increase preparedness within faith communities, which may facilitate community‐wide disaster risk reduction.  相似文献

This paper presents the important findings of a study undertaken in two selected tsunami-affected coastal cities in Sri Lanka (Batticaloa and Galle) to measure the revealed and emergent vulnerability of coastal communities. International risk studies have failed to demonstrate the high vulnerability of coastal communities to tsunami in Sri Lanka. Therefore, indirect assessment tools to measure pre-event vulnerability have to be complemented by assessment tools that analyse revealed and emergent vulnerability in looking at the aftermath and impact patterns of a real scenario, as well as in examining the dynamics of disaster recovery in which different vulnerabilities can be identified. The paper first presents a conceptual framework for capturing vulnerability within a process-oriented approach linked to sustainable development. Next, it highlights selected indicators and methods to measure revealed and emergent vulnerability at the local level using the examples of Batticaloa and Galle. Finally, it discusses the usefulness and application of vulnerability indicators within the framework of reconstruction.  相似文献

Protecting at-risk communities from geological hazards requires both knowledge of the physical hazard and an understanding of the community at risk. Interdisciplinary disaster research therefore explores the interface between hazards and society in order to improve disaster risk reduction strategies. At this interface there exist disaster sub-cultures that are produced through hazard experience and can be developed as a coping mechanism for the at-risk communities. Therefore, disaster sub-cultures could contribute to either social resilience or vulnerability. The fluid nature of the term culture and the difficulty in quantifying these important human traits mean that the local sub-cultures are complex and often not included within conventional risk management tools such as risk maps. However, this paper demonstrates how a disaster sub-culture found at Mt Merapi volcano, Indonesia, can be examined using interdisciplinary methods. The distinctive Mt Merapi sub-culture influences local community actions during the frequent eruptions. The findings from ethnographic studies completed on Mt Merapi in 2007 and 2009 have been translated and mapped in order to be incorporated within a holistic risk assessment. The key findings, methods of translation and maps are presented here, and demonstrate the potential for interdisciplinary research applications in disaster risk reduction.  相似文献

The intimate connections between disaster recovery by and the resilience of affected communities have become common features of disaster risk reduction programmes since the adoption of The Hyogo Framework for Action 2005-2015. Increasing attention is now paid to the capacity of disaster-affected communities to 'bounce back' or to recover with little or no external assistance following a disaster. This highlights the need for a change in the disaster risk reduction work culture, with stronger emphasis being put on resilience rather than just need or vulnerability. However, varied conceptualisations of resilience pose new philosophical challenges. Yet achieving a consensus on the concept remains a test for disaster research and scholarship. This paper reviews the concept in terms of definitional issues, the role of vulnerability in resilience discourse and its meaning, and the differences between vulnerability and resilience. It concludes with some of the more immediately apparent implications of resilience thinking for the way we view and prepare for disasters.  相似文献

The December 2004 Indian Ocean earthquake and tsunamis were an exceptional event. So too was the scale of the response, particularly the level of international funding. Unprecedented donations meant that for once, an international emergency response was largely free of financial constraints. This removal of the funding constraint facilitated observation of the capacity and quality of international disaster aid. The Tsunami Evaluation Coalition conducted five independent thematic assessments in 2005-an impact study was planned, but never implemented. The five evaluations were supported by 44 sub-studies. Based on this work, this paper compares international disaster response objectives, principles and standards with actual performance. It reaches conclusions on four salient aspects: funding; capacity and quality; recovery; and ownership. It ends by proposing a fundamental reorientation of international disaster response approaches that would root them in concepts of sustainable disaster risk reduction and recovery, based on local and national ownership of these processes.  相似文献

Hurricane Iwa (23rd November 1982) produced Hawaii's costliest natural disaster and revealed serious flaws in the area's hurricane preparedness, response and mitigation programs. Twenty-eight months later, a follow-up study showed that impacted communities and facilities had been reconstructed with only selective and limited attention to mitigating future coastal storm hazards. Prospects for the reduction of hazard vulnerability on oceanic islands through post-disaster mitigation measures are assessed in the light of Hawaii's experience.  相似文献

Gender, although gaining attention, remains under-researched in disaster risk reduction protocols and response and recovery efforts. This study examines women's experiences of two disasters in small towns in the United States, utilising qualitative interviews with residents of Granbury and West, Texas, during the first year of disaster recovery. Granbury was struck by an EF-4 tornado on 15 May 2013, whereas an explosion occurred at a local fertiliser facility in West on 17 April 2013. The paper explores how women's experiences of inter-gender power dynamics in decision-making, the prioritisation of childcare, and women's participation in the community affect their post-disaster recovery. Previous research highlights different forms of human response and recovery vis-à-vis ‘natural’ and technological disasters, with less attention paid to gender differences. The results point to the persistent, and similar, effect of gender stratification on women's experiences across different types of disasters in the US and the continued importance of gender-sensitive disaster policies and programmes.  相似文献

Disaster recovery is a key capability of federal, state, and local government. To support this capability effectively practitioners need useful and validated metrics to document how well a community is recovering from a particular disaster. This study developed and categorised recovery indicators according to the Federal Emergency Management Agency (FEMA)'s Recovery Support Functions and Recovery Mission Area Core Capabilities through a literature review, an evaluation of the pre‐disaster recovery plans for 87 coastal jurisdictions, and a case study of two communities (New Hanover County, North Carolina, and the City of Hoboken, New Jersey). Metrics identified in the literature were validated through the recovery plan review and the case study. The research team also identified sources for both baseline and current status data. Based on these findings, a user‐friendly checklist for practitioners was established, which will be piloted with practice partners during a future disaster recovery initiative.  相似文献

韧性理论引入灾害风险管理领域,为世界防灾减灾实践提供了新理念,并在国内外韧性城市社区建设中得到广泛应用,但针对乡村地区,尤其是高脆弱性的贫困村韧性社区建设的研究还较为鲜见。该文以韧性理论为基础,结合乡村振兴战略规划,通过对贫困村社会生态系统特征的分析,探讨了新时期我国贫困村灾后恢复重建与灾害风险管理发展方向及特点。研究发现:贫困村不仅产业经济落后,而且还具有自然环境复杂、基础设建设滞后、社会公益设施匮乏、教育水平较低、自然灾害频发等特点。这类灾害多发区与贫困人口聚集区在空间上的叠加,成为我国社会生态系统高脆弱性地区,面临着严峻的防灾减灾与扶贫开发的双重挑战;基于韧性理论视角,通过构建贫困村适灾韧性系统,开展贫困村社区韧性综合评价,调整贫困村灾后恢复重建规划编制理念等,以推动贫困村灾后恢复重建的转型;在此基础上,结合贫困村社会生态系统特点,以建立健全贫困村灾害风险管理机制、探究提升贫困村适灾韧性社区建设的新途径、协同灾害管理与乡村振兴发展目标、开展灾区恢复重建动态监测与后效评价等政策举措为抓手,深化贫困村灾害风险管理实践,提升贫困地区可持续发展能力。  相似文献

在分析江苏省风电场气象灾害特征的基础上,建立了以江苏省为例的风电场气象灾害风险性评价模型,确定台风密度、龙卷风密度、雷暴密度、风机密度、单机发电功率、人均GDP这6个因子作为评估指标。结合GIS技术和层次分析法对江苏省长江以北各县市风电产气象灾害风险度进行了区划。结果表明,江苏省长江以北的沿海城市:南通和盐城区域为风电场气象灾害的极高风险区和高风险区,而同样为沿海城市的连云港与苏中地区的泰州市、扬州市和苏北地区的淮安为风电场气象灾害的中风险区,宿迁和徐州均为风电场气象灾害的低风险区。  相似文献

This paper reviews key findings and raises issues that are not fully addressed by the predominant disaster recovery literature. Achievement of equity, mitigation and sustainable development, particularly through local participation in redevelopment planning and institutional cooperation, is the central issue of the review. Previous research and past assumptions about the process by which communities rebuild after a disaster are reviewed. A conceptual model for understanding local disaster recovery efforts is then presented. The conceptual and practical significance of this model is then demonstrated by presenting case studies of local recovery experiences. Finally, conclusions on the current understanding of disaster redevelopment planning, as well as implications for public policy and future research are offered.  相似文献

Over the past few decades, four distinct and largely independent research and policy communities--disaster risk reduction, climate change adaptation, environmental management and poverty reduction--have been actively engaged in reducing socio-economic vulnerability to natural hazards. However, despite the significant efforts of these communities, the vulnerability of many individuals and communities to natural hazards continues to increase considerably. In particular, it is hydro-meteorological hazards that affect an increasing number of people and cause increasingly large economic losses. Arising from the realisation that these four communities have been largely working in isolation and enjoyed only limited success in reducing vulnerability, there is an emerging perceived need to strengthen significantly collaboration and to facilitate learning and information exchange between them. This article examines key communalities and differences between the climate change adaptation and disaster risk reduction communities, and proposes three exercises that would help to structure a multi-community dialogue and learning process.  相似文献

Resilience is widely seen as a desirable system property in environmental management. This paper explores the concept of resilience to natural hazards, using weather-related hazards in coastal megacities as an example. The paper draws on the wide literature on megacities, coastal hazards, hazard risk reduction strategies, and resilience within environmental management. Some analysts define resilience as a system attribute, whilst others use it as an umbrella concept for a range of system attributes deemed desirable. These umbrella concepts have not been made operational to support planning or management. It is recommended that resilience only be used in a restricted sense to describe specific system attributes concerning (i) the amount of disturbance a system can absorb and still remain within the same state or domain of attraction and (ii) the degree to which the system is capable of self-organisation. The concept of adaptive capacity, which has emerged in the context of climate change, can then be adopted as the umbrella concept, where resilience will be one factor influencing adaptive capacity. This improvement to conceptual clarity would foster much-needed communication between the natural hazards and the climate change communities and, more importantly, offers greater potential in application, especially when attempting to move away from disaster recovery to hazard prediction, disaster prevention, and preparedness.  相似文献

LA RED (Network of Social Studies on the Prevention of Disasters in Latin America) has become the most influential group analysing disasters in Latin America and the Caribbean. Its contributions have paved the way for a new way of understanding disasters, disaster risk, and their management, concerning: (i) that disasters are not natural, but socially constructed; (ii) the inherent nexus between disaster risk, development, and the environment; (iii) the significance of small‐ and medium‐sized disasters and extensive and intensive risks; (iv) disaster risk management at the local level; and (v) integrated disaster risk research and the need for forensic investigations of disasters. As a result of this unification of challenges, intellectual communities of connected individuals were formed. Nonetheless, a focus on territorial management, exposure, and vulnerability remains a challenge for academia. In addition, the labyrinths of disaster risk governance must be disentangled by other stakeholders, such as national authorities, policymakers, and practitioners.  相似文献

以辽西北29个农业县(市、区)为研究区域,选取辽西北最主要的玉米作物作为研究对象,从造成农业干旱灾害的致灾因子危险性、承灾体暴露性、脆弱性和抗旱减灾能力4个方面着手,利用自然灾害风险指数法、加权综合评价法和层次分析法,建立了农业干旱灾害风险指数(ADRI),用以表征农业干旱灾害风险程度;借助GIS技术,绘制辽西北农业干旱灾害风险评价区划图,将风险评价区划图与2006年辽西北受干旱影响粮食减产系数区划图对比,发现两者可以较好的匹配。研究结果可为当地农业干旱灾害预警、保险,以及有关部门的旱灾管理、减灾决策制定提供理论依据和指导。  相似文献

For generations, cyclones and tidal surges have frequently devastated lives and property in coastal and island Bangladesh. This study explores vulnerability to cyclone hazards using first‐hand coping recollections from prior to, during and after these events. Qualitative field data suggest that, beyond extreme cyclone forces, localised vulnerability is defined in terms of response processes, infrastructure, socially uneven exposure, settlement development patterns, and livelihoods. Prior to cyclones, religious activities increase and people try to save food and valuable possessions. Those in dispersed settlements who fail to reach cyclone shelters take refuge in thatched‐roof houses and big‐branch trees. However, women and children are affected more despite the modification of traditional hierarchies during cyclone periods. Instinctive survival strategies and intra‐community cooperation improve coping post cyclone. This study recommends that disaster reduction programmes encourage cyclone mitigation while being aware of localised realities, endogenous risk analyses, and coping and adaptation of affected communities (as active survivors rather than helpless victims).  相似文献
