Indicators of Sustainability: Challenges and Opportunities at the Interface of Science and Policy 总被引:1,自引:0,他引:1
Rising global interest in sustainability has triggered attention in indicators as a means of achieving a more sustainable world. Although the search for indicators has led to the development of criteria for good indicators, it has also been dominated by scientific elites. The consequences of such dominance leads to significant social and policy implications, particularly with regard to how the search for sustainability has become defined primarily as a technical/scientific exploration when it is actually a moral and ethical issue. Our discussion about sustainability and appropriate indicators centers on what constitutes the public interest, a question that requires inclusiveness and centers on the interface of science and policy. The paper reviews the rationale for selecting indicators, the functions they serve, and the implications and consequences involved when one sector—science—dominates the debate. The paper concludes with suggestions about appropriate roles of science, policy and the public in the indicator selection process. 相似文献

The current debate on indicators for sustainability and life-cycle assessment of materials relies heavily on universalised systems theory, first developed by Bertalanffy in the 1950s. Various ecolabelling and environmental auditing schemes have attempted to account for all the variables required to measure the sustainability of a given product or material in relation to its resource use. The aim has always been to try and harmonise standards used to facilitate trade regardless of location and using a standard neo-classical economic framework. This paper questions the hegemonic position that synchronic systems analysis currently enjoys by proposing an alternative approach that recognises evolving and relative standards based on localised cultural and economic valuation. This alternative approach is underpinned by the concept of bioregionalism which combines physical, economic and cultural mapping of local resources using local parameters and evaluation methods. Recent bioregional research into local information on environmentally benign materials in Aberdeenshire, Scotland is used to illustrate one way of bringing a meaningful regional framework back into the debate on indicators of sustainability in relation to materiality. 相似文献

This article proposes an integrated procedure to assess sustainability indicators that organizations can use to satisfy international requirements for sustainability. The indicators are related to key aspects of organizations, and their development includes comparing them to the results and policies of various other organizations that are seeking to achieve sustainability. The methodology we used is based on a bibliographic review, and it is intended to:
- Diagnose the state of the art of organizational sustainability,
- Provide organizations with tools to perform benchmarking based on the results, and
- Provide processes to identify best sustainability practices.

This article contributes to the debate on the role of local sustainability indicators in ongoing democratisation efforts. We examine the extent to which five different systems of local sustainability indicators within two Swedish municipalities—Stockholm and Sundsvall—are either expert or citizen oriented, and relate these findings to the indicator systems' profile, function and political/ administrative context. Even though three of the indicator systems can be classified as citizen oriented, there are few signs of true engagement and dialogue with the citizens over a longer period of time. The remaining two indicator systems are expert oriented with an environmental focus. Hence, we conclude that the systems in use are largely symbolic responses to the demands for democracy within the agenda for sustainable development albeit attempts to include environmental, economic, social and democratic perspectives of sustainability. Despite the fact that Stockholm and Sundsvall show differences in governing styles in their approaches to sustainability indicators it seems difficult for both municipalities to put sustainable development into practice in terms of citizen participation. 相似文献

Despite a general decrease in Dutch environmental emission trends, it remains difficult to comply with European Union (EU)
environmental policy targets. Furthermore, environmental issues have become increasingly complex and entangled with society.
Therefore, Dutch environmental policy follows a pragmatic line by adopting a flexible approach for compliance, rather than
aiming at further reduction at the source of emission. This may be politically useful in order to adequately reach EU targets,
but restoration of environmental conditions may be delayed. However, due to the complexity of today’s environmental issues,
the restoration of environmental conditions might not be the only standard for a proper policy approach. Consequently this
raises the question how the Dutch pragmatic approach to compliance qualifies in a broader policy assessment. In order to answer
this question, we adapt a policy assessment framework, developed by Hemerijck and Hazeu (Bestuurskunde 13(2), 2004), based on the dimensions of legitimacy and policy logic. We apply this framework for three environmental policy assessments:
flexible instruments in climate policy, fine-tuning of national and local measures to meet air quality standards, and derogation
for the Nitrate Directive. We conclude with general assessment notes on the appliance of flexible instruments in environmental
policy, showing that a broad and comprehensive perspective can help to understand the arguments to put such policy instruments
into place and to identify trade-offs between assessment criteria. 相似文献

This paper focuses on the exergetic sustainability indicators of a medium-range commercial aircraft engine for constant reference environment and ground running conditions. First, a detailed exergy analysis of turbofan engine have been performed based on engine test cell parameters. Starting from the sustainability considerations and the second law of the thermodynamics, the paper presents six exergy-based sustainability indicators. The indicators of the turbofan engine developed here in conjunction with exergetic analysis and sustainable development are exergy efficiency, waste exergy ratio, exergy destruction factor, recoverable exergy rate, environmental effect factor, and exergetic sustainability index. The investigated sustainable indicators have been calculated by using exergy analysis outputs for aircraft ground running condition. Results from this study show that values of exergy efficiency, waste exergy ratio, exergy destruction factor, recoverable exergy rate, environmental effect factor, and exergetic sustainability index of investigated turbofan engine are found to be 0.315, 0.685, 0.408, 0, 2.174, and 0.460, respectively. These parameters are expected to quantify how the turbofan engine and aircraft become more environmentally benign and sustainable. 相似文献

This paper examines the possibilities of developing agri-environmental policy measures in Israel, focusing on market-oriented
instruments. A conceptual framework for developing agri-environmental policy measures is presented, first in very broad lines
(mandatory regulations, economic instruments and advisory measures) and subsequently focusing on economic instruments, and
specifically, on market-oriented ones. Two criteria of choice between the measures are suggested: their contribution to improving
the effectiveness of the policy; and the feasibility of their implementation. This is the framework used for analyzing agri-environmental
measures in Israel. Israel currently implements a mix of mandatory regulations, economic instruments and advisory measures
to promote the agri-environment. The use of additional economic instruments may improve the effectiveness of the policy. When
comparing the effectiveness of various economic measures, we found that the feasibility of implementation of market-oriented
instruments is greater, due to the Israeli public’s preference for strengthening market orientation in the agricultural sector.
Four market-oriented instruments were practiced in a pilot project conducted in an Israeli rural area. We found that in this
case study, the institutional feasibility and acceptance by stakeholders were the major parameters influencing the implementation
of the market-oriented instruments, whereas the instruments’ contribution to enhancing the ecological or economic effectiveness
were hardly considered by the stakeholders as arguments in favor of their use. 相似文献

This article describes the feasibility of researchinto the relation between values of farmers andsustainability for the Dutch Ministry of Agricultureand the Dutch Federation of Agricultural andHorticultural Organisations.Firstly, a theoretical framework describes differentlevels of motivation behind conduct and choices. Itenables exploration and analysis of individualinterviews with small groups of conventional andecological farmers. The aim is to find out what theirbasic convictions regarding nature and sustainabilityare, and to analyze the relation between theseconvictions and the actual choices they make in theirfarming practice. The research shows that for somefarmers, differences in farming practice go back to themotivation level of moral convictions about what is`good farming'. For others, the motivations for aspecific farming practice are more pragmatic or`superficial'. This knowledge can be of significancefor the process of policy making.Secondly, this research demonstrates thatinvestigation into the relation between values andbehavioral choices is possible. The analysis ofinterviews among a small group of farmers gives anidea of the importance of personal values in additionto (and sometimes of more importance than) economicconsiderations. Due to the restricted size of theresearch population, however, these conclusions are oflimited generalizability. Forestry-based carbon sequestration projects in Africa: Potential benefits and challenges 总被引:3,自引:0,他引:3
Carbon sequestration through forestry and agroforestry can help mitigate global warming. For Africa, carbon sequestration also represents an opportunity to fund sustainable development through financial inflows. However, with a low share of global carbon trade, there are strong concerns that African countries are losing out on this valuable opportunity. Through a comprehensive review of 23 carbon sequestration projects across 14 countries, this paper discusses ways to overcome critical challenges to scale up carbon investments in Africa. These projects are expected to sequester 26.85 million tCO2 beyond the baseline situation. Within the continent, East Africa is the preferred destination for carbon investors. Most projects are non‐Kyoto compliant and represent voluntary emission reductions. While project benefits such as increased local incomes and improved natural resources are promising, there are concerns that conversion of grasslands into tree plantations can harm local ecosystems. Insecure land tenure constrains new investments and increases the risk that local communities will lose access to forests. Another challenge is that projects with smallholders have high transaction costs. These costs can be overcome by building strong community institutions and simplifying project guidelines. To attract more projects, African governments will need to build their capacity to identify relevant opportunities. 相似文献

Translating sustainability policy goals into concrete action has proven to be a complex challenge for government agencies, municipalities and businesses. Existing planning and decision-making methods, such as Comprehensive Planning, Environmental Impact Assessment and Environmental Management Systems, are being used to address this focus on sustainability. United States Army policy requires the use of these three procedures by installation planners and managers, providing a unique opportunity for innovation. This paper examines the applicability of these procedures for implementing the Army's sustainable operations policy goals, and explores how the current independent and disconnected implementation can be improved through integration. Included in this analysis is a review of organizational barriers to integrated planning and management. The analysis is applicable outside the Army as these three decision-making procedures are used in many contexts, and installation management shares many characteristics with local government land use planning, federal land management, and corporate business operations. 相似文献

Backyard garden sharing projects can be viewed as a small-scale alternative to traditional community gardens. These shared spaces are able to overcome some of the pressures on community gardens such as competing demands for housing and other services and amenities while still providing many of the health-promoting benefits community gardens are noted for. This study is a small-scale participatory qualitative project that explores three backyard garden sharing partnerships. The aim of this study is to explore the benefits and challenges of these shared spaces and to discuss the overall feasibility of shared backyard gardens. Partnerships comprised an older adult homeowner (i.e., greater than age 65) and a non-senior gardener. At an individual level, the results suggest that backyard garden sharing can promote physical activity, psychosocial well-being, and social connectedness for both older adult homeowners and volunteer garden partners. To be successful, partners benefit from an established agreement about what to grow and how to share the garden's produce. In addition, a dedicated project coordinator and a limited amount of community resources can ensure the viability of these small-scale projects. 相似文献

If tacit ethical ideals shape policy and practice, even when practitioners are not fully aware of underlying philosophical assumptions, then philosophical frameworks that support diagnostic, evaluative, and adaptive capacity in the sphere of action are critical to sustainability. Thompson’s agrarian-influenced sustainability framework substantially advances beyond the prevailing triple bottom line approach, as experimental evaluation of biofuels sustainability illustrates. By suggesting that governance of complex social-natural systems lies at the core of contemporary sustainability challenges, Thompson illuminates the critical importance of social capacity for deliberation and choice—a powerful and somewhat unexpected theme requiring more development by philosophers and practitioners alike going forward. 相似文献

The patterns of living, planning, and resource utilization as practiced in Western countries for decades are not sustainable; change of some sort is essential. But what changes are appropriate, and, perhaps more important, will people accept them? The small experiment framework provides a strategy for meeting the challenge of change. By encouraging participation, limiting the scale of initial change, and incorporating some aspects of the familiar, many of the difficulties that make change so problematic can be mitigated or even eliminated. An exploration, from a psychological perspective, of the characteristic difficulties surrounding potential change provides the context for a discussion of the components of the small experiment and an analysis of how these elements address these characteristic challenges. A comparison to adaptive management is drawn, and several concrete examples illustrate how the strategy has been used successfully to address a variety of environmental problems. 相似文献

Previous evaluations of the National Environmental Policy Act (NEPA) have focused on the effectiveness of its procedural requirements in improving the quality of decision making with respect to environmental matters. Subsequent growth of other environmental regulation and the changing role of Environmental Impact Statements in the decision-making process should also be considered. The many federal and state environmental laws passed in the 1970s have, by defining the nature and acceptability of environmental impact and prohibiting unacceptable impacts, superseded the substantive role of NEPA in environmental protection. Although the EIS continues to serve as a focus for public debate regarding proposed government actions, such debates usually center around social or economic rather than environmental issues. NEPA has thus been superseded by other environmental laws, and its role in the decision-making process today has little relation to its earlier environmental significance. 相似文献

The heuristic value of the ecological footprint (EF) conceptual device has met with considerable political and civic buy-in at national, regional and local levels. It is seen as particularly valuable for visualizing ecological overshoot but debates about methodological soundness have undermined this potential. This paper examines the emerging opportunities for advanced footprinting approaches that use input-output analysis to test 'what if?' policy scenarios and hence turn EF into a proactive driver for sustainability-oriented policy development. In peripheral parts of Europe such as the West of Ireland, where environment-development tensions may be particularly sensitive, environmental sustainability principles need to be integrated into all policy and programme areas, as the Fifth Environmental Action programme requires. This paper examines the small but significant LEADER rural development initiative to assess how much its operation integrates sustainability considerations. While LEADER-supported projects are often environmentally benign, there is little evidence of proactive application in LEADER group strategies of sustainability criteria which are other than weak. / Investigation of a delta marsh restoration project proposed forthe Don River in Toronto, Ontario, underlines several concerns aboutconstructed wetland projects designed for water quality improvement andaquatic habitat enhancement. The Don is a highly urbanized river that hasundergone significant physiographic modifications and continually receives acomplex mixture of conventional, metallic, and organic contaminants frommultiple point and nonpoint sources. Rather than providing permanent removalof urban contaminants, wetland processes offer a limited capacity fortemporary storage of contaminant inputs, and potential reactions may actuallyproduce more toxic and/or bioavailable forms of some chemicals. Theseprocesses tend to result in the concentration of watershed contaminants inwetland vegetation and sediments. As the restored marsh would be availablefor spawning and feeding by aquatic fauna, the potential exists for chemicalbioconcentration and biomagnification through the aquatic community.Accordingly, wetland systems are not suited to the dual purposes of waterquality improvement and aquatic habitat enhancement. The global seafood industry (capture fisheries and aquaculture) is a vital source of food, income, livelihoods, and culture. Seafood demand is steadily rising due to growth in the global human population, affluence, and per capita consumption. Seafood supply is also growing, despite declining wild fish stocks, with phenomenal advances in aquaculture, that is, the cultivation of aquatic organisms. Aquaculture supplied 42 % of the world’s fish in 2012 and is forecast to eclipse capture fisheries production by 2030. The balance between these two seafood production systems has profound implications for global food security, income distribution, and ecological sustainability. Here, a qualitative analysis of the ethics and sustainability of capture fisheries and aquaculture is presented. An innovative practical ethics approach is introduced which adapts the ethical matrix, a conceptual tool for analyzing the wellbeing, autonomy, and justice of different interest groups, and Rapfish, a rapid appraisal technique used to evaluate the sustainability of fisheries along six performance modalities, including ethics. Using case studies of global large- and small-scale capture fisheries and generalized carnivorous and omnivorous aquaculture systems, I show that human institutions and social actors interact in complex governance processes to influence seafood ethics and sustainability. 相似文献

Sustainable agriculture refers to farming systems with economic, social, and environmental viability that must respond to citizens’ interests and concerns. However, European citizens are not satisfied with the Common Agricultural Policy (CAP) due to misinterpretation of their preferences. Because of this, the European agricultural model’s long-term viability is being questioned, especially after the European Commission’s CAP proposals in 2011. This paper examines European agriculture’s potential sustainability with regard to citizens’ preferences. First, focus groups and the Analytic Hierarchy Process are used to identify and quantify southern Spanish citizens’ preferences for farming. Second, socio-demographic features and opinions that determine preferences towards agriculture are studied by a multinomial logit model and a cluster analysis. A comparison is made between citizens’ preferences and the CAP aims because the CAP aims address all European farming. The main results indicate that agricultural economic, environmental, and social functions are equally important to the respondents in our study, even though the CAP prioritizes the economic ones. However, some citizen groups agree with the agricultural model designed by the CAP. 相似文献
