In this paper, a dynamic model is developed in which coastal quality can be improved, restored, or maintained by two distinct user groups; this is done by identifying a context that ensures an increase (or a greater increase) in coastal quality in terms of specific features that characterise the user groups. The results demonstrate that integrated coastal management is always better than non-integrated management. Moreover, when there is a low degree of interest in maintaining the coastal use over time, only integrated community-based (CB) coastal management will increase the coastal quality. Even when the interest in maintaining the coastal use over time is high, an integrated CB approach is preferred if the willingness to pay for coastal improvements is great and the marginal inefficiency of investments in coastal improvements is low, because the coastal quality improves to a greater extent; if not, only an integrated top-down (TD) approach to coastal management will increase the coastal quality. These results suggest that developing countries should always adopt a CB approach; in contrast, developed countries should adopt a CB approach where local stakeholders attach direct values to the coastal quality, and adopt a TD approach where the general population attaches indirect (option or existence) values to coastal quality.  相似文献

Achieving resource sustainability, particularly in the coastal zone, is complicated by a variety of interdependencies and trade-offs between economic, social, and ecological variables. Although trade-offs between each of these variables are important, this paper emphasizes the social components of resource management. In this regard a distinction is made between individual and cooperative choices. Individual choices frequently are made from a shortterm, self-interested perspective, whereas cooperative choices are made from a long-term, community and resource-sustainability perspective. Typically, when presented with a spectrum of resource management decisions, individuals have a tendency to act in a self-interested manner. Thus, cooperative benefits, such as reduced conflict and improved resource certainty, are not realized. An overview of selected aspects of social dilemma theory suggests that socially cooperative choice outcomes are attainable in coastal zone management by integrating structural and behavioral solutions in resource use decision making. Three barriers to successful integration of structural and behavioral solutions are identified as self-interest, mistrust, and variable perceptions of resource amenities. Examples from coastal zone management indicate that these barriers may be overcome using approaches such as scopereduction, co-management, community education, and local participation. The paper also provides comment on the potential benefits of integrating structural and behavioral solutions in international coastal zone management efforts.  相似文献

The need for ICZM arises often due to inadequate or inappropriate landuse planning practices and policies, especially in urban coastal zones which are more complex due to the larger number of components, their critical dimensions, attributes and interactions. A survey of literature shows that there is no holistic metric for assessing the impacts of landuse planning on the health of a coastal zone. Thus there is a need to define such a metric. The proposed metric, CHI (Coastal zone Health Indicator), developed on the basis of coastal system sustainability, attempts to gauge the health status of any coastal zone. It is formulated and modeled through an expert survey and pertains to the characteristic components of coastal zones, their critical dimensions, and relevant attributes. The proposed metric is applied to two urban coastal zones and validated. It can be used for more coast friendly and sustainable landuse planning/masterplan preparation and thereby for the better management of landuse impacts on coastal zones.  相似文献

Coastal zones are currently experiencing intense and sustained environmental pressures from a range of driving forces. Responsible agencies around the globe are seeking ways of better managing the causes and consequences of the environmental change process in coastal areas. This article discusses the basic principles underpinning a more integrated approach to coastal management, as well as the obstacles to its implementation in both developed and developing countries. The fulfilment of the goal of sustainable utilisation of coastal resources via integrated management is likely to prove to be difficult. Any successful strategy will have to encompass all the elements of management from planning and design through financing and implementation. An interdisciplinary analytical and operational approach is also required, combined with a more flexible and participatory institutional structure and emphasis to account for multiple stakeholders and resource demands. As historical and institutional perspectives as well as socio-economic and cultural contexts are also important, two case studies (based on UK and Vietnamese experiences) are presented in order to identify arguments and examine these aspects in more detail.  相似文献

This article enters the debate on shifting cultivation and tropical forests, and the role of the State forest departments in managing these regions. The article focuses on the adivasi (indigenous) people and their use of forests in the Bastar region of Madhya Pradesh in Central India. It examines the different landscapes, resulting from human interaction, in order to observe the vegetative changes and progressions in their characteristics; in particular, the author challenges the view that adivasi forest use has been detrimental to the ecology of the forest. A botanical comparison is made between three sites that allow us to note specific characteristics of a fallow, a secondary forest and a primary sal (Shorea robusta) forest. The wider aspects of the adivasi manner of forest use are also discussed.
A major portion of the Bastar region is legally under the authority of the Madhya Pradesh State Forest Department. However, the official policies and laws, pertaining to the conservation of forests and the generation of revenue, are often insensitive to the adivasi perceptions and use of the various vegetative zones within the forest. The effect of a standardised form of demarcation, coupled with the State legislation, has overlooked the adivasi people's needs and their ecologically sound way of relating to the forest. Structural marsh management, using levees and water-control structures, is used in the coastal zone for many objectives, for example, to reduce marsh loss, to enhance waterfowl habitat, to revegetate open-water areas, and to reduce saltwater intrusion. The literature was evaluated to categorize structural marsh management and to determine some of its effects on fishes and crustaceans. Structural marsh management had positive effects on standing stock of most resident organisms and negative effects on marine-transient organisms. Emigration was negatively affected for both resident and marine-transient organisms. Techniques such as opening structures at critical migration times, designing structures that offer the greatest management flexibility, and using structures to create a flow-through system could reduce these impacts. More effort should be put into monitoring managed areas to determine if the objectives are being met and to evaluate the effects on fishes and crustaceans. Although frequent manipulation could reduce these impacts, the costs and problems incurred may outweigh the anticipated benefits.  相似文献

An increasing number of environmental regulators in developed and developing countries have embarked on programmes for the promotion of environmentally sound and sustainable development strategies. Air pollution is among the most important environmental issues that need to be managed since it reflects directly and indirectly on the different aspects of human life. This paper presents an assessment of the evolution of air pollution control philosophies at the global level, and it describes advantages and disadvantages of alternate environmental strategies that can be considered in the development of an integrated and comprehensive plan for air quality management at the local level, with Lebanon as a case study of a typical developing country. The proposed strategy considers short-, medium- and long-term schemes that make use of regulatory and market-based instruments, such as pollution charges, and market creation and usage. The short-term scheme identifies serious polluters and improves environmental performance by adopting and enforcing updated environmental standards. Economic incentive concepts constitute the principal philosophy for medium-term application of a comprehensive environmental strategy, mostly applicable at the level of the transportation and energy sectors. Long-term strategies, targeting the industrial sector, aim at achieving a flexible free market in which polluters would compete on the basis of market forces and governmental incentives to attain better environmental performance and increase potential cost savings. Ensuring that new buildings do not interfere with the recreational and protective functions of the natural system and that the buildings will be useful long enough to protect the investment are among long-term solutions to coastal erosion. We propose that coastal cliff management districts be established for management of eroding high relief shorelines. Such districts would include an imminent failure zone, in which bluff retreat is possible at any time; a migration zone, which allows for long-term shoreline retreat; and a stability control zone in which activities affecting bluff erosion are restricted. Procedures are described for delineating these zones based on geomorphic criteria. If these land use controls are implemented, some shorefront development can be accommodated while retaining valuable characteristics of the natural system.  相似文献

Integrated coastal zone management (ICZM) addresses the interconnections, complexities, and conflicts between many users of the coastal area with different goals. It requires setting managerial boundaries that capture many elements of human and natural systems. Experience teaches us that without a directed effort managerial rules and laws are not likely to coincide with the physical sensitivity of units that reflect different environmental characteristics of the coastal zone. Hence the aim of this study is to explore why coastal managerial boundaries are set arbitrarily and whether and how it is possible to address the problems this poses. We examine what influences the decisions of a new coastal management authority in Israel to determine how this body overcomes the limits of arbitrary boundary demarcation. The study found that real life management succeeded to both address areas outside the arbitrary boundaries and also to respect some of the different socio-economic needs and physical constraints of the coastal sub-units. Israel’s Coastal Environment Protection Law allows and, in fact, encourages the regulator to use discretion and to employ various criteria to balance development and conservation. This implies that policy makers are cognizant of a need to balance ecologically-sensitive boundaries that consider the homogeneity of the coast with politically feasible boundaries that are set arbitrarily.  相似文献

Abstract

This paper presents as case studies some New Zealand local government sustainable development initiatives in cleaner production and civic building design. From a series of structured interviews with key players, it describes key motivators and demotivators and puts these in the context of behaviour change theory. These enable a set of actions for local government to be developed that, if applied, could result in an advancement of the sustainable development agenda. However, other critical factors are given that are external to these actions and on which their overall success is dependent. In reviewing these factors as a group we conclude that far greater understanding of the partnership formation process and its dynamic in engendering successful sustainable development decision-making processes is crucial to move beyond the rhetoric of partnerships and enter the more complex and difficult world of truly participatory approaches.  相似文献

This paper focuses on the role of marine parks and reserves in the conservation of Hong Kong's coastal environment. This environment is under serious threat as a result of pollution of marine waters and habitat loss associated with urbanisation, large-scale reclamation projects, and inadequate treatment and disposal of sewage and industrial effluents. The paper discusses whether in a highly urbanised and stressed environment like Hong Kong, which currently lacks a conservation strategy and an overall framework for handling sustainability issues, small marine parks and reserves can be effective in helping to conserve local biodiversity. The paper also suggests that Hong Kong should adopt a broader regional perspective on its coastal conservation and management problems, a perspective that recognises the significance for the territory of the rapid urban and industrial development taking place in neighbouring Guangdong Province. This will require more extensive and focused liaison with Chinese agencies.  相似文献

Although the coastal ecosystem of Bangladesh contains a highly functional and structurally diverse ecology, this ecology is gradually being degraded. As a consequence, the quality of life of a large section of the coastal community is in economic decline. This poses a daunting challenge to the sectoral coastal management programmes, active since the 1960s, aiming at simultaneously ameliorating people's livelihood and supporting the ecosystem. These programmes have been reasonably successful in managing the ecosystem, but in many cases, the situation has become worse. The limitations of these programmes include the tendency to adopt an exclusionist approach, a narrowly departmentalized administration and weak management. Currently, the integrated coastal zone management (ICZM) approach is espoused as the main strategy. With the adoption of Bangladesh's Coastal Zone Policy of 2005, the foundation for integrated management was laid. The next realistic target will be to bring about changes in culture and mandate among coastal institutions in favour of integrated management.  相似文献

This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning.The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident.  相似文献

Fecal contamination of water bodies causes a public health problem and economic loss. To control such contamination management actions need to be guided by sound science. From 2007–2009 a study was undertaken to determine the sources of fecal bacteria contamination to the marine waters adjoining the Town of Wrightsville Beach, North Carolina, USA. The research effort included sampling for fecal coliform and Enterococcus bacteria, sampling for optical brighteners, dye studies, and use of molecular bacterial source tracking techniques including polymerase chain reaction (PCR) and terminal restriction fragment polymorphism (T-RFLP) fingerprinting of the Bacteroides–Prevotella group. Of the 96 samples collected from nine locations during the study, the water contact standard for Enterococcus was exceeded on 13 occasions. The T-RFLP fingerprint analyses demonstrated that the most widespread source of fecal contamination was human, occurring in 38% of the samples, with secondary ruminant and avian sources also detected. Optical brightener concentrations were low, reflecting a lack of sewage line leakage or spills. A lack of sewer leaks and lack of septic systems in the town pointed toward discharge from boat heads into the marine waters as the major cause of fecal contamination; this was supported by dye studies. Based on these data, the Town initiated action to have the U.S. Environmental Protection Agency declare the coastal waters (out to 3 nautical miles), the nearby Atlantic Intracoastal Waterway and its tributaries a no-discharge zone (NDZ) to alleviate the human fecal pollution. The Town garnered supporting resolutions from other local communities who jointly petitioned the North Carolina Department of Environmental and Natural Resources. This State regulatory agency supported the local government resolutions and sent an application for an NDZ to the EPA in April 2009. The EPA concurred, and in February 2010 the coastal waters of New Hanover County, NC, became the first marine area on the U.S. eastern seaboard between Delaware and the Florida Keys to be declared a no-discharge zone.  相似文献

This paper examines the assessment of cumulative environmental impacts and the implementation of integrated coastal management within the harbour of Xiamen, China, an urban region in which the coastal zone is under increasing pressure as a result of very rapid economic growth. The first stage of analysis incorporates components of a cumulative effects assessment, including (a) identification of sources of environmental impacts, notably industrial expansion, port development, shipping, waste disposal, aquaculture and coastal construction, (b) selection of a set of valued ecosystem components, focusing on circulation and siltation, water quality, sediment, the benthic community, and mangrove forests, and (c) use of a set of key indicators to examine cumulative impacts arising from the aggregate of human activities. In the second stage of analysis, the paper describes and assesses the development of an institutional framework for integrated coastal management in Xiamen, one that combines policy and planning (including legislative and enforcement mechanisms) with scientific and monitoring mechanisms (including an innovative 'marine functional zoning' system). The paper concludes that the integrated coastal management framework in Xiamen has met all relevant requirements for 'integration' as laid out in the literature, and has explicitly incorporated consideration of cumulative impacts within its management and monitoring processes.  相似文献

This report proposes a method for assessing resilience-building components in coastal social–ecological systems. Using the proposed model, the preferences of experts in Masan Bay (South Korea) and Puget Sound (USA) are compared. A total of 30 management objectives were determined and used to build a hierarchic tree designed using the principles of the Analytic Hierarchy Process (AHP). Surveys were performed with 35 Puget Sound experts using face-to-face interviews and with 28 Masan Bay experts by mail. The results demonstrate that the legal objective, which enables legislation, was the highest preferred component in both regions. The knowledge translation variable was also given a high preference score in both regions. An analysis of variance (ANOVA) showed that the Puget Sound experts significantly favored attention to education, habitat restoration and species protection objectives in comparison to the Masan Bay experts. The Masan Bay experts placed greater emphasis on legislation and the type of institutional design than did the Puget Sound experts. Using cluster analysis, four distinct groups of respondents were independently identified in Puget Sound and three groups were identified in Masan Bay. One unique subgroup in the Puget Sound experts group, which was characterized by its high preferences for habitat restoration and species protection, was not observed in Masan Bay. Demographic variables (length of career and role in coastal issue) failed to account for the differences in groupings and preferences in either region, except for the variable ‘favoring information source’ in the Puget Sound group. This finding implies that the demographic information was not related to differences in group opinions in both regions. The analysis framework presented here was effective in identifying expert preferences regarding the overall structure and emphasis in coastal management programs. Thus, this framework can be applied towards coastal policy development.  相似文献

A tsunami, triggered by a massive undersea earthquake off Sumatra in Indonesia, greatly devastated the lives, property and infrastructure of coastal communities in the coastal states of India, Andaman and Nicobar Islands, Indonesia, Sri Lanka, Malaysia and Thailand. This event attracted the attention of environmental managers at all levels, local, national, regional and global. It also shifted the focus from the impact of human activities on the environment to the impacts of natural hazards. Recovery/reconstruction of these areas is highly challenging. A clear understanding of the complex dynamics of the coast and the types of challenges faced by the several stakeholders of the coast is required. Issues such as sustainability, equity and community participation assume importance. The concept of ICZM (integrated coastal zone management) has been effectively used in most parts of the world. This concept emphasizes the holistic assessment of the coast and a multidisciplinary analysis using participatory processes. It integrates anthropocentric and eco-centric approaches. This paper documents several issues involved in the recovery of tsunami-affected areas and recommends the application of the ICZM concept to the reconstruction efforts.  相似文献
