The Assessment of Estuarine Trophic Status (ASSETS) screening model has been extended to allow its application to both estuarine and coastal systems. The model, which combines elements of pressure, state and response, was tested on four systems: Maryland Coastal Bays and Long Island Sound in the United States and The Firth of Clyde (Scotland) and Tagus Estuary (Portugal) in the European Union. The overall scores were: Maryland Coastal Bays: Bad; Firth of Clyde: Poor; Tagus Estuary: Good. Long Island Sound was modelled along a timeline, using 1991 data (score: Bad) and 2002 data (score: Moderate). The improvement registered for Long Island Sound is a consequence of the reduction in nutrient loading, and the ASSETS score changed accordingly. The two main areas where developments are needed are (a) In the definition of type-specific ranges for eutrophication parameters, due to the recognition that natural or pristine conditions may vary widely, and the use of a uniform set of thresholds artificially penalizes some systems and potentially leads to misclassification; (b) In the definition and quantification of measures which will result in an improved state through a change in pressures, as well as in the definition of appropriate metrics through which response may be assessed. One possibility is the use of detailed research models where different response scenarios potentially produce changes in pressure and state. These outputs may be used to drive screening models and analyze the suitability of candidate metrics for evaluating management options.  相似文献

Abstract: The Generalized Watershed Loading Functions (GWLF) model and its ArcView interface (AVGWLF) were used to estimate and examine the components of the total nitrogen (TN) nonpoint source (NPS) load generated within New York and Connecticut (CT) watersheds surrounding Long Island Sound (LIS, the Sound). The majority of data used as model inputs were generally available from online sources, and the work involved an overall calibration to streamflow and TN data in accordance with generic guidelines recommended in the GWLF manual. The GWLF model performance for three calibration and two validation watersheds in CT was compared with results of a detailed model, Hydrological Simulation Program in Fortran, developed in a previous study. The results of the application illustrate the usefulness of the relatively simpler, less parameter‐intensive GWLF model in performing exploratory loading analysis in preparation for adaptive nutrient management in the LIS watersheds. The presented methodology is valuable for identification of priority watersheds for NPS pollution reduction and also for planning‐level evaluation of best management practices to achieve the desired reductions. It is estimated that ground‐water base flow may be the largest pathway for NPS TN to the Sound, contributing about 54% of the total NPS TN load, a finding with significant implications for LIS total maximum daily load reduction scenarios. In addition to ground water, septic systems are estimated to contribute about 17% of the total load, with the remaining TN load being mostly runoff from urban (17%), agricultural (5%), and low impact (e.g., forest) areas (6%).  相似文献

ABSTRACT: This paper presents the significant conclusions of research conducted over a four-year period, the purpose of which was to analyze the operation of three citizen advisory groups established in conjunction with Level B Studies of the New England River Basins Commission. The three Studies were the Long Island Sound Study, the Southeastern New England Study, and the Supplemental Flood Management Study of the Connecticut River Basin Program. The research examined the criteria and procedures used for selection of members, the relevant personal characteristics of the members, the procedures employed for carrying out their responsibilities, and the relative importance of group functions as perceived by both citizen advisors and professional study participants. The impact of these factors upon the effectiveness of citizen advisory groups as a strategy of public participation is evaluated. The paper includes recommendations, derived from the research, for the use of planning agencies seeking to maximize the effectiveness of citizen advisory groups.  相似文献

ABSTRACT: A Helley-Smith pressure differential bedload sampler was used to measure bedload transport at consecutive riffle sections of a riffle-pool-riffle sequence on Bambi Creek, a small (154 ha), second-order stream on Chichagof Island, Alaska, during four storms over a 2-year period. Maximum bedload transport rate measured was 4920 kg/h at a streamflow of 2.35 m3/s corresponding to a storm having a 5-year return interval. Transport of larger sediment (> 8 mm) varied systematically with streamflow at the two sampling locations. At flows up to approximately bankfull, transport of large sediment was greatest at the upstream site; at flows above bankfull, transport of large sediment was greatest at the downstream site. The net import of large sediment to the pool during moderate stormflows and net export of large sediment from the pool during flows above bankfull may be related to a “convergence” or “reversal” of competence between the upstream riffle and subsequent pool at flows approximating bankfull stage. Cross-sections monitored within the study reach indicate that stormflows resulted in net filling of the riffle sections and net scour of the pool; periods of low streamflow resulted in net scour of the riffles and net filling of the pooL  相似文献

ABSTRACT: The effectiveness of urban Best Management Practices (BMPs) in achieving the No-Net-Increase Policy (NNTP), a policy designed to limit nonpoint nitrogen loading to Long Island Sound (US), is analyzed. A unit loading model is used to simulate annual nitrogen exported from the Norwalk River watershed (Connecticut) under current and future conditions. A probabilistic uncertainty analysis is used to incorporate uncertainty in nitrogen export coefficients and BMP nitrogen removal effectiveness. The inclusion of uncertainty in BMP effectiveness and nitrogen export coefficients implies that additional BMPs, or BMPs with a greater effectiveness in nitrogen removal, will be required to achieve the NNIP. Even though including uncertainty leads to an increase in BMP implementation rates or BMP effectiveness, this type of analysis provides the decision maker with a more realistic assessment of the likelihood that implementing BMPs as a management strategy will be successful. Monte Carlo simulation results indicate that applying BMPs to new urban developments alone will not be sufficient to achieve the NNIP since BMPs are not 100 percent effective in removing the increase in nitrogen caused by urbanization. BMPs must also be applied to selected existing urban areas. BMPs with a nitrogen removal effectiveness of 40–60 percent, probably the highest level of removal that can be expected over an entire watershed, must be applied to at least 75 percent of the existing urban area to achieve the NNIP This high rate of application is not likely to be achieved in urbanized watersheds in the LIS watershed; therefore, additional point source control will be necessary to achieve the NNIP  相似文献

For the past 11 years the annual Shellfish Biology Seminar at Milford CT has provided a unique forum for aquaculture scientists and industry officials to exchange information about estuaries facing increased pollution problems, especially Long Island Sound and the Great South Bay. Because these two areas are so rich in productivity and diversity, fish and shellfish farmers utilize their waters, shellfish beds, and shore land for hatcheries and grow-out facilities. These individuals seek better management of the coastal estuarine environment and its resources, providing a working example of environmental stewardship. In aquaculture, good science is required to understand the complex variables and interaction of estuarine currents, tides, temperature, and cycles of reproduction. Aquaculturists are beginning to understand the need for specific nutrients and how the wastes of one species can be utilized for enhanced production of another species. Over the years, this meeting has formed an amalgam of both the aquaculture industry and research scientists where both groups foster mutual environmental concern. Science is able to focus on the theoretical aspects of pollutant damage. while the aquaculture industry is able to define the problem and need for assistance to eliminate pollutants from their crops—shellfish and finfish. Overfishing is not an issue at these meetings, as the group accepts the damage already done to wild resources and seeks new technologies to grow food sources under controlled and stable market conditions. Therefore, it could be said that the seminar serves as a meeting ground where the theoretical knowledge of scientific study finds practical application in the industry and is fueled by the needs of that industry. This ideal blend of the two groups produces better management of the resource and a safer environment—the goal of stewardship.  相似文献

Through their powers to regulate land use and their responsibilities for public water supply, local governments are critical players in groundwater protection. Unfortunately, the demands of groundwater protection are high, and many local governments do not have the ability or capacity to develop and implement appropriate management strategies. This paper analyzes groundwater protection experiences on Long Island, New York, a place where groundwater dependence is high, and threats to groundwater are serious. Long Island's experiences highlight the need to approach capacity building for groundwater protection broadly, concentrating on factors such as political commitment and citizen support; enhancement of local technical competency through linkages and support from state and federal governments; and strengthening of institutional arrangements at all levels.  相似文献

确定自然海岸特征是海岸修复中的重要内容,但是在开发后弃管的无居民海岛却面临缺少历史资料参考的困难。在大连普兰店湾中部前大连岛的研究证明,依据历史影像和现存海岸地质地貌情况可以分析确定原自然海岸位置及性质。1972年KH 卫星影像表明当时的前大连岛仍然保持自然海岸形态,海岸位置在2020年海岸后 方的岛屿陆域内部。结合2020年海岸地质考察结果可以进一步确定1972年的前大连岛东部、西部分布海蚀崖形式的基岩海岸,南部、北部则分布砾石质海岸。1972—2020年,前大连岛自然海岸全部变化为人工海岸,海岸长度也从约2.38 km 增加至约3.12 km。  相似文献

ABSTRACT: Hydrograph analysis of six streams on the south shore of Long Island indicates that eastward urbanization during the last three decades has significantly reduced base flow to streams. Before urbanization, roughly 95 percent of total annual stream flow on Long Island was base flow. In urbanized southwestern Nassau County, storm water sewerage, increased impervious surface area, and sanitary sewerage have reduced base flow to 20 percent of total stream flow. In an adjacent urbanized but unsewered area in southeastern Nassau County, base flow has decreased to 84 percent of total annual stream flow. In contrast, base flow in two streams in rural areas has remained virtually constant, averaging roughly 95 percent of total annual flow throughout the 1955-70 study period. Double-mass curve analysis of base flow as a percentage of total annual stream flow indicates that (1) changes in stream flow characteristics began in the early 1960's in the sewered area and in the late 1960's in the later urbanized, unsewered area, and (2) a new equilibrium has been established between the streams in the sewered area and the new hydrologic characteristics of their urbanized drainage basins.  相似文献

A study of historical storm-induced changes along the south shore barriers of Long Island (Fire Island Inlet to Southampton), New York, USA, was undertaken in an effort to determine the relative roles of different transport processes in barrier migration. Inlets were found to have a profound effect on the barrier system, largely controlling its landward migration, based upon maps, charts, and aerial photographs from the seventeenth century to the present. Salt marshes became established principally on the broad intertidal bay shoals left by a closed or slowly migrating inlet. Inlets along this microtidal coast are now stabilized by jetties, which may have a negative effect on long-term barrier-island migration.  相似文献

ABSTRACT: The South Fork of Long Island, New York is an area which relies entirely on ground water for water supply. Most of the water which is pumped is artifically recharged, without treatment, via cesspools. The natural quality of the ground water is very high. Some areas show increasing nitrate in the ground water. This comes from both cesspools and agricultural fertilizer. Saline water intrusion is a potential problem in coastal areas. Steady state experimental studies with a viscous analog of the aquifer system in central Long Island, New York, have shown there to be significant interaction between surface accretion, stream base flow, well recharge, and the degree of salt water intrusion. Reductions in accretion are found to cause a proportionately larger decrease in stream base flow. The degree of intrusion is found to be related to the distribution of accretion and well recharge between stream base flow and submarine flow to the sea. This interaction poses a conflict between development of the groundwater resource and maintenance of the surface water resource. Well recharge apparently offers a potential solution to the conflict.  相似文献

ABSTRACT: A methodology for assessing reservoir management was applied to the historical conflict between winter fish and wildilife flows below Island Park Reservoir on Henrys Fork of the Snake River and the fulfillment of storage water rights. The methodology consists of (1) identifying impacts of flow regulation, (2) quantifying relationships among variables affecting physical reservoir fill, and (3) assessing effects of these discharges on the fulfillment of water rights in the context of a larger system of interrelated reservoirs. Winter (storage season) flows are critical to management of fish and wildlife populations below Island Park Dam, but flow regulation has resulted in decreased winter discharge. Allowable winter flows are a function of inflow, length of storage season, reservoir content at the start of storage season, and potential for downstream capture of excess storage season water discharged at Island Park. Modeling results indicate that winter flows in the range of those recommended for fish and wildlife management are attainable during average years but not during years when initial reservoir content is low. The methodology was successful in quantifying information useful to decision makers in a variety of agencies and disciplines and could be applied to solve water management problems on other regulated river systems.  相似文献

Summary The human impact on two tropical island groups in the eastern Indian Ocean — Christmas Island and the Cocos (Keeling) Islands — is described. Both are external territories of the Commonwealth of Australia. The ecological influences of construction, war, coconut plantations, horticulture, mining, the introduction of organisms and tourism are discussed in relation to the islands' geomorphology, hydrology, vegetation, fauna and marine environments.Although there are significant differences in the environment between Christmas Island and Cocos, there are marked parallels in their ecological history. Despite these islands being extremely remote, economic, political and technological changes in the outside world have had substantial effects.There are signs that conservation values in land and resource management on these islands are now being addressed. However, these islands, in common with coral islands and atolls elsewhere, may be on the threshold of a tourism boom, with significant implications for the islands' hydrology as well as their animal and plant communities.Dr Patrick H. Knowledge of the balance between nutrient inputs and removals is required for identifying regions that possess an excess or deficit of nutrients. This assessment describes the balance between the agricultural nutrient inputs and removals for nine geographical districts within Arkansas from 1997 to 2001. The total N, P, and K inputs were summed for each district and included inorganic fertilizer and collectable nutrients excreted as poultry, turkey, dairy, and hog manures. Nutrients removed by harvested crops were summed and subtracted from total nutrient inputs to calculate the net nutrient balance. The net balances for N, P, and K were distributed across the hectarage used for row crop, hay, pasture, or combinations of these land uses. Row-crop agriculture predominates in the eastern one-third and animal agriculture predominates in the western two-thirds of Arkansas. Nutrients derived from poultry litter accounted for >92% of the total transportable manure N, P, and K. The three districts in the eastern one-third of Arkansas contained 95% of the row-crop hectarage and had net N and P balances that were near zero or negative. The six districts in the western two-thirds of Arkansas accounted for 89 to 100% of the animal populations, had positive net balances for N and P, and excess P ranged from 1 to 9 kg P ha(-1) when distributed across row-crop, hay, and pasture hectarage. Transport of excess nutrients, primarily in poultry litter, outside of the districts in western Arkansas is needed to achieve a balance between soil inputs and removals of P and N.  相似文献

The thermally induced biological effects of power plants with once-through cooling systems can be evaluated in a logical, scientifically defensible manner. First, we combined a near-field integral model (the Shirazi-Davis model) with a far-field model (the Okubo-Pritchard model) to predict the fields of excess temperature and velocity associated with a hypothetical power plant sited on a river and an estuary, and to establish the time-excess temperature exposure histories resulting from the interaction of an assumed distribution of organisms with these fields. Next, we developed a new thermal response model to assess the thermal effects of these exposures on these organisms.Our thermal response model can be used with data from existing and proposed power plants to estimate what fraction of plankton in waters contiguous to the plant will be exposed to thermal doses greater than those that cause death at any stated level. The model can also be used to aid in the design of once-through cooling systems to keep the mortality rate caused by thermal stresses below any designated threshold. The inputs to the model are the frequency distribution of time-excess temperature histories experienced by particular plankton (the Representative Important Species), thermal resistance curves for those organisms, and the spatial and temporal variations of the natural temperature of the receiving waters.To illustrate, we applied our thermal response model to three important aquatic environments of New York State, Long Island Sound, the lower Hudson River, and Lake Ontario. The Representative Important Species were identified for each of these environments and the thermal resistance data for their early (entrainable) life stages were reviewed. Fromall of the thermal resistance data available for any of the entrainable species composing these three communities, we constructed community thermal resistance curves and showed how they could be combined in graphic form with the distribution of thermal doses computed from the physical models and an assumed distribution of organisms in the receiving waters. For each community it appeared that the most sensitive organisms were the ichthyoplankton and juvenile fish; therefore, protection of these organisms from thermal stress should protect the entrainable populations as a whole.Finally, we made several recommendations for future research so that the full management potential of our approach can be achieved.  相似文献

This report proposes a method for assessing resilience-building components in coastal social–ecological systems. Using the proposed model, the preferences of experts in Masan Bay (South Korea) and Puget Sound (USA) are compared. A total of 30 management objectives were determined and used to build a hierarchic tree designed using the principles of the Analytic Hierarchy Process (AHP). Surveys were performed with 35 Puget Sound experts using face-to-face interviews and with 28 Masan Bay experts by mail. The results demonstrate that the legal objective, which enables legislation, was the highest preferred component in both regions. The knowledge translation variable was also given a high preference score in both regions. An analysis of variance (ANOVA) showed that the Puget Sound experts significantly favored attention to education, habitat restoration and species protection objectives in comparison to the Masan Bay experts. The Masan Bay experts placed greater emphasis on legislation and the type of institutional design than did the Puget Sound experts. Using cluster analysis, four distinct groups of respondents were independently identified in Puget Sound and three groups were identified in Masan Bay. One unique subgroup in the Puget Sound experts group, which was characterized by its high preferences for habitat restoration and species protection, was not observed in Masan Bay. Demographic variables (length of career and role in coastal issue) failed to account for the differences in groupings and preferences in either region, except for the variable ‘favoring information source’ in the Puget Sound group. This finding implies that the demographic information was not related to differences in group opinions in both regions. The analysis framework presented here was effective in identifying expert preferences regarding the overall structure and emphasis in coastal management programs. Thus, this framework can be applied towards coastal policy development.  相似文献
