/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

/ Achieving successful and well-integrated environmental management depends on principled and orderly assignment of responsibilities within and between public sector organizations. Guidelines for making these assignments can be found by considering different modes of public response in light of a framework based on some distinguishable patterns in the complexity they exhibit. The basic dimensions of environmental problems can be used to identify these patterns. Two examples from current environmental problems in Taiwan are given, illustrating how this framework can be put to use.  相似文献

Resource management issues continually change over time in response to coevolving social, economic, and ecological systems. Under these conditions adaptive management, or “learning by doing,” offers an opportunity for more proactive and collaborative approaches to resolving environmental problems. In turn, this will require the implementation of learning-based extension approaches alongside more traditional linear technology transfer approaches within the area of environmental extension. In this paper the Integrated Systems for Knowledge Management (ISKM) approach is presented to illustrate how such learning-based approaches can be used to help communities develop, apply, and refine technical information within a larger context of shared understanding. To outline how this works in practice, we use a case study involving pest management. Particular attention is paid to the issues that emerge as a result of multiple stakeholder involvement within environmental problem situations. Finally, the potential role of the Internet in supporting and disseminating the experience gained through ongoing adaptive management processes is examined.  相似文献

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques.  相似文献

It is now well established that the traditional practice of urban stormwater management contributes to the degradation of receiving waterways, and this practice was more recently critiqued for facilitating the wastage of a valuable water resource. However, despite significant advances in alternative “integrated urban stormwater management” techniques and processes over the last 20 years, wide-scale implementation has been limited. This problem is indicative of broader institutional impediments that are beyond current concerns of strengthening technological and planning process expertise. Presented here is an analysis of the institutionalization of urban stormwater management across Sydney with the objective of scoping institutional impediments to more sustainable management approaches. The analysis reveals that the inertia with the public administration of urban stormwater inherently privileges and perpetuates traditional stormwater management practices at implementation. This inertia is characterized by historically entrained forms of technocratic institutional power and expertise, values and leadership, and structure and jurisdiction posing significant impediments to change and the realization of integrated urban stormwater management. These insights strongly point to the need for institutional change specifically directed at fostering horizontal integration of the various functions of the existing administrative regime. This would need to be underpinned with capacity-building interventions targeted at enabling a learning culture that values integration and participatory decision making. These insights also provide guideposts for assessing the institutional and capacity development needs for improving urban water management practices in other contexts.  相似文献

Watershed management requires integration of social and ecological understanding. Participatory approaches to planning and management incorporate stakeholder knowledge and understanding. An action research strategy using focus groups with Michigan State University operations units helped generate a soft systems model of watershed impacts of organizational decision-making regarding road de-icing. The results reveal tensions and inconsistencies between the mission and operation of the institution. These tensions are exacerbated by inadequate communication among various elements of the campus watershed management system. The action research approach facilitated the researchers understanding of the complex institutional system and helped identify possible areas for making improvements. Specifically, the researchers were able to facilitate improvement in some linkages between scientists developing campus watershed models and the operations staff responsible for handling many of the inputs being modeled.  相似文献

Best management practices (BMPs) are widely used to mitigate impacts of increased impervious surfaces on stormwater runoff. However, there is limited detailed and up‐to‐date information available on the cost of designing, constructing, and maintaining BMPs over their lifetime. The objective of this study is to analyze BMPs recently constructed by the Virginia Department of Transportation (VDOT) to quantify their total cost per pound of phosphorus removed annually. A motivating factor for the study is recent changes to regulatory guidelines in Virginia which allow for full or partial substitution of purchased nutrient credits in lieu of constructing onsite BMPs to achieve compliance with stormwater quality regulations. Results of the analysis of nine BMPs found their cost ranged from $20,100 to $74,900, in 2014 dollars, per pound ($44,313‐$165,126 per kg) of phosphorus removed. Based on these results and assuming current credit prices procured by VDOT, purchasing nutrient credits is a cost‐effective option for the agency, especially when factoring in the cost of additional right of way for the BMP. Based on this finding, we expect compliance with stormwater quality regulations through credit purchases to become more widely used in Virginia. Moving forward, we suggest more direct tracking of BMP costs to support comparisons between BMP costs across a range of types and conditions to credit purchases for meeting stormwater regulations.  相似文献

/ An integrated management plan to create favorable nesting habitat for the world-endangered Dalmatian pelicans, was tested at Kerkini irrigation reservoir, a Ramsar wetland. The lake is the major wintering site of Dalmatian pelicans in Europe, where the species lives year-round without breeding. The rise of water level at the reservoir during spring (exceeding 5 m) has an impact on the whole system, including several birds, which lose their nesting habitat. Although the integrity of the wetland demands ecological restoration with changes in its hydrologic regime, local socioeconomic conditions allow only habitat level interventions. During the planning phase of the management plan, both the ecological and social context of the interventions were considered. Monitoring of all pelican habitats and populations provided the scientific basis, while a socioecological survey on knowledge/attitudes of local fishermen toward wetland identified conflicts with specific resources and planned management. To gain public support, a broad information/education program was implemented. The education program for fishermen was based on the findings of the socioecological survey. The in situ management involved experimental construction of floating rafts, platforms over water, dredged-spoil islands, and platforms at various sites of the wetland. Monitoring of the managed habitats showed that most waterbirds used them for resting and roosting. Common terns nested on the rafts, cormorants on the platforms, and Dalmatian pelicans on the man-made island. Under the prevailing hydrologic and weather conditions, islands seem to be the most suitable habitat for pelican nesting. It is concluded that wildlife habitat management should integrate the ecological component, related to the needs of the species and ecosystem, with the social one, expressed by cooperation and involvement of the local community.KEY WORDS: Integrated management; Pelican; Nesting habitat; Habitat management; Reservoir-wetland; Public participation, Greece  相似文献

This article explores recent Australian experiences in the application of the concept of integrated urban water management (IUWM) to land development sites through the review of 15 case studies. It discusses lUWM’s emergence and comments on the success or otherwise of Australian experience in its application. The understanding of IUWM is maturing within the Australian water industry, an occurrence that has been facilitated by demonstration sites such as those reviewed. Successes include the translation of IUWM concepts into well-functioning operational urban developments, significant reductions in the impact of the urban developments on the total water cycle, and the increasing acceptance of the concept within the water and land development industries. However, there is still room for greater integration of the water supply, stormwater, and wastewater components of the urban water cycle, improved dissemination of knowledge, enhancement of skills in both public and private organisations, and monitoring the performance of systems and technologies.  相似文献

This paper develops a GIS-based integrated approach to risk assessment in natural hazards, with reference to bushfires. The challenges for undertaking this approach have three components: data integration, risk assessment tasks, and risk decision-making. First, data integration in GIS is a fundamental step for subsequent risk assessment tasks and risk decision-making. A series of spatial data integration issues within GIS such as geographical scales and data models are addressed. Particularly, the integration of both physical environmental data and socioeconomic data is examined with an example linking remotely sensed data and areal census data in GIS. Second, specific risk assessment tasks, such as hazard behavior simulation and vulnerability assessment, should be undertaken in order to understand complex hazard risks and provide support for risk decision-making. For risk assessment tasks involving heterogeneous data sources, the selection of spatial analysis units is important. Third, risk decision-making concerns spatial preferences and/or patterns, and a multicriteria evaluation (MCE)-GIS typology for risk decision-making is presented that incorporates three perspectives: spatial data types, data models, and methods development. Both conventional MCE methods and artificial intelligence-based methods with GIS are identified to facilitate spatial risk decision-making in a rational and interpretable way. Finally, the paper concludes that the integrated approach can be used to assist risk management of natural hazards, in theory and in practice.  相似文献

Integrated analysis of land-use change in support of informed policy-making for sustainable land use at various spatial levels makes heavy requirements for quality data. This paper aims to structure the principal methodological and practical issues of data needs for this task. The data needs for local level analyses of land-use change are given special attention. The paper adopts an integrated economic–environmental modeling framework and suggests the main types of data needed. Four main data dimensions are distinguished: system of spatial reference, system of temporal reference, definitions, and data collection procedures (sources, collection instruments and techniques, recording and retrieval systems, data format, frequency of data collection). To evaluate the suitability of current data sets as well as to guide the collection of new ones, a scheme based on substantive and practical criteria is employed. The former include compatibility, consistency, and reliability of data, while the latter include availability, ease and cost of data collection/retrieval, and transferability of data. The evaluation indicates the broad gaps in current data sets along the four main data dimensions. Based on this evaluation, the paper suggests framework guidelines to address the main data issues identified. Agriculture in Mediterranean countries is mainly based upon the irrigation of productive areas in the lowlands. For this reason, it is necessary to store large volumes of water in reservoirs located in mountain headwaters. These reservoirs have a relatively simple regimen of storage, increasing the water stored during the wet season (from October until May) and reaching the maximum volume shortly before the beginning of the hot, very dry season, when the water is released. This paper considers the storage regimen (inflow and outflow) of the Yesa Reservoir in the Spanish Pyrenees as an example of management of a large reservoir in a mountain Mediterranean environment, subject to a strong interannual variability. On average, the highest water storage level is achieved by retaining the high flows of the Aragón River in autumn and spring. Nevertheless, the irregularity of rainfalls and the existence of changes in the hydrological regimen lead to changes in the patterns of reservoir filling. Two patterns were identified in the Yesa Reservoir: (1) a quick increase of the stored volume in autumn, a stabilization in winter, and a new increase in spring; and (2) a continuous increase from October until May. These patterns are distributed in time over different periods since the construction of the reservoir in 1959, demonstrating the adjustment of the reservoir management to changes in the hydrological regimen.  相似文献

Integrated catchment management (ICM) was introduced as state policy in 1988 to overcome land and water degradation in Western Australia (WA). Key elements of ICM are cooperation among state and local governments and landholders; involvement of landholders and local communities in identification of issues and solutions; and, agreement on common objectives. This study identifies the issues that led to the adoption of integrated catchment management in Western Australia, outlines its main characteristics, and reviews the progress and problems encountered during its initial implementation. ICM has generally been accepted and endorsed in WA. However, differences of opinion have emerged regarding exactly what it means and how it should be applied. Designing ideal organizational structures for ICM is not sufficient for it to be effective. Ultimately, people have to make ICM function, and therefore it is essential that priority be given to cultivating the good will and trust necessary for ICM to work well. ICM also requires a long-term perspective and appreciation that it requires many people and agencies to move out of current “comfort zones.” As a result, initial implementation of ICM usually will encounter turbulence and debate.  相似文献

Wildlife managers are challenged with the task of deciding whether a management measure is appropriate or not, and furthermore they have to convince others about the merits of their decision. Population decline of some hare species (genus Lepus) has resulted in their Red Listing and conservation measures are being undertaken. Release or restocking is a frequent measure in some countries, and thousands of hares are released annually, mainly for hunting purposes. These hares can be obtained by either intensive or extensive rearing or translocation of the wild animals. Each method entails difficulties and different survival rates in the wild. Survival rates in the wild are low for hares intensively reared in cages but are higher for hares reared extensively in enclosures and wild translocated hares. The benefits of the hare release practice are significantly lower than the action’s implementation cost. Hare releases have not increased significantly the wild hare population or the hunting harvest in areas where the practice has been applied. The risk of genetic and evolutionary degradation and pathogen transmission is possible in wild populations. The need for wise management of this practice is evident and the term ‘Permitted Transferring Units’ should be introduced to denote regions where hares should not be transferred for rearing and release.  相似文献

This paper explores the positive aspects of collaboration in natural resources. Its purpose was to investigate participants' overall attitudes about keys to successful collaboration. The sample for the study consisted of 671 participants involved in 30 collaborative initiatives (CI) with the Forest Service. Using a mailed questionnaire, this study profiled the collaborative initiatives investigating purpose, problems addressed, groups involved, and years in existence. Respondents were queried on their overall perspectives on keys to successful collaboration. A total of more than 300 comments was collected from respondents and six categories emerged: development, information exchange, organizational support, personal communication, relationships/team building, and accomplishments. Continued research will need to explore the short- and long-term impacts of collaboration in natural resources.  相似文献

State regulatory activities can involvemany agencies implementing numerous regulatory laws, a single forestry agencyadministering a comprehensive regulatory program, or a combination of thetwo. Regulatory programs are designed to protect resources such as soils,water, wildlife, and scenic beauty. Program administration often involvesrule promulgation, harvest plan reviews, coordination of interagency reviews,and pre- and postharvest on-site inspections. Forest practice rules usuallyfocus on reforestation, forest roads, harvest procedures, and wildlifehabitat protection. Communities neighboring federally protected natural areas regularly weigh the costs and benefits of the administering agency’s programs and policies. While most agencies integrate public opinion into decision making, efforts to standardize and formalize public involvement have left many local communities feeling marginalized, spurring acrimony and opposition. A significant body of research has examined barriers to effective public participation as well as strategies for relationship building in planning processes; many of which point to trust as a key factor. Trust is especially tenuous in local communities. This paper explores perceptions of trust, expectations for management, as well as constraints to building trust. In-depth interviews were conducted with 21 community members and USDA Forest Service personnel at the Midewin National Tallgrass Prairie in northeastern Illinois. The interviews revealed that trust is perceived as important to effective management. Distinct expectations for management outcomes and processes emerged, including the values, knowledge, and capacity demonstrated in management decisions and actions and opportunities provided for communication, collaboration, and cooperation within the agency-community relationship. The case study identified several constraints to building trust, including competing values, knowledge gaps, limited community engagement, and staff turnover.  相似文献
