The need to design measures for adapting to climate change is increasingly recognized as important and has encouraged research on the role of local ecological knowledge (LEK) in supporting adaptation. Studies of how LEK can help adapt to increasing climate variability remain limited. This article develops an approach through which the process of adaptation can be tracked at a community level. We describe how community residents in the Amazon floodplains incorporate natural hydrologic and ecological processes into their management systems to optimize ecosystem functioning.We describe two case studies where LEK is used as a resource by small-scale fisher-farmers in the Amazon floodplains to adapt to the increasing impacts on their livelihoods generated by changing climate patterns. This article draws on local histories and seeks to identify the critical factors that either facilitate or impede household ability to reduce their vulnerability. We found that the LEK of small fisher-farmers has facilitated the adaptation of a resource management system to optimize production across a broad range of floodplain habitats and conditions. There are, however, significant challenges to operationalizing these approaches, including an absence of systematically collected data on adaptation strategies and outcomes. In addition, local people must be integrated into policymaking processes so their knowledge can contribute to the design of locally appropriate policies for adapting to the impacts of climate related events.  相似文献

Climate change adaptation in the low laying developing countries is becoming crucial at the present time. However, the local knowledge regarding climate change adaptation is not well focused. This study evaluates climate related perception and identifying various adaptation strategies in the low lying areas of North-Eastern Bangladesh. Six focus group discussions and 120 households?? survey were carried out to identify the major climate events in our study areas which were temperature change, drought, heavy rainfall and cyclone and storm surges. Furthermore, main livelihood problems arising from these events were lack of fish availability, scarcity of water in drought seasons and frequent flood in the rainy seasons. Results also revealed that a little portion (10%) of the respondents had well knowledge about the present climate change. However, seasonal livelihood and hazard calendar demonstrated that local people were increasingly changing their livelihood status with changing climatic hazards. At that situation local people tried to adapt themselves with the changing climate through changing their own behavior and introducing some adaptation strategies. We recognized total 16 adaptive measures in the study areas within which crop diversification, floating garden, duck rearing, cage aquaculture, wave protection walls, re-digging of canal and construction of embankments were popular. The present study revealed that local experiences in the face of climate change adaptation have merits which need special consideration. Continuous research and more incentives required for proper documentation and relegate the local adaptation knowledge in the tropic.  相似文献

Climate change potentially brings continuous and unpredictable changes in weather patterns. Consequently, it calls for institutions that promote the adaptive capacity of society and allow society to modify its institutions at a rate commensurate with the rate of environmental change. Institutions, traditionally conservative and reactive, will now have to support social actors to proactively respond through planned processes and deliberate steps, but also through cherishing and encouraging spontaneous and autonomous change, as well as allowing for institutional redesign. This paper addresses the question: How can the inherent characteristics of institutions to stimulate the capacity of society to adapt to climate change from local through to national level be assessed? On the basis of a literature review and several brainstorm sessions, this paper presents six dimensions: Variety, learning capacity, room for autonomous change, leadership, availability of resources and fair governance. These dimensions and their 22 criteria form the Adaptive Capacity Wheel. This wheel can help academics and social actors to assess if institutions stimulate the adaptive capacity of society to respond to climate change; and to focus on whether and how institutions need to be redesigned. This paper also briefly demonstrates the application of this Adaptive Capacity Wheel to different institutions.  相似文献

Local governments are on the front line of efforts to address climate-related impacts. Recognizing this, there is a growing movement to develop and deliver tools, resources, and services to support local communities’ climate adaptation initiatives. There is, however, limited understanding of what specific types of resources exist and how well these resources match the needs of local practitioners. To bring clarity to these questions, we: 1) assessed the current landscape of climate-adaptation resources and services; 2) surveyed community practitioners to learn how well these resources align with their needs; and 3) convened leading service providers and local practitioners to identify strategic opportunities for moving the adaptation field forward. Findings demonstrate that existing services and resources are meeting the early phases of local adaptation efforts such as conducting vulnerability assessments and creating adaptation plans, but are failing to meet the needs associated with implementing, monitoring, and evaluating adaptation activities. Additionally, a lack of funding and staff time to support adaptation, as well as inaccessible resource formats are barriers impeding local climate adaptation efforts. The mismatch between the types and formats of services being provided and the needs of local governments means that more work is needed to ensure that climate adaptation resources are responsive to the existing and future needs of local governments. Moreover, our research finds that there is a strong and growing need to organize and streamline the climate adaptation resource and service landscape so that practitioners can easily, effectively, and efficiently access the resources they need to build more resilient local communities.  相似文献

Decision-makers in cities around the world are beginning to take steps to adapt to the current and future risks presented by climate change, the sum of which we refer to as a city’s adaptation agenda. However, there is significant variation in such agendas: some may focus on responding to one or two climate hazards, while others develop agendas to respond to a wide range of hazards. What causes this varying range of urban adaptation agendas? The purpose of this study is to assess how geographic, socioeconomic, and institutional features of cities as well as the perception of climate change hazards affect the scope of adaptation agendas. Utilizing regression analyses of a newly constructed database for 58 cities around the world, our findings suggest that the perception of climate change hazards held by decision-makers is a primary determinant of the scope of urban adaptation agendas. Given that each global city faces place-specific hazards from varying extreme climate events, this research provides global-scale adaptation strategies for local, national, and international institutions, suggesting that enhancing awareness as well as mapping urban climate hazards is an initial step for broadening and mainstreaming adaptation agendas.  相似文献

As the climate warms, stressors are developing that challenge the adaptive capabilities of Arctic peoples. In Nunavut, one of Canada??s Arctic territories, increased weather variability and changes in physical and climatic conditions are having profound effects on residents. One problem is that while these changes have magnified risks associated with travel and land-based activities, individuals lack sufficiently reliable and useful information on which to base decisions. In this paper, we argue that weather-related risk assessment can be improved by integrating local and scientific weather knowledge and making this information accessible to residents through the creation of weather hazards impact advisory groups. We present a qualitative case study of Iqaluit, the capital of Nunavut, using data from participant observation and semi-structured interviews conducted with indigenous and non-indigenous long-term residents in summer 2009. We examine how long-term residents of Iqaluit acquire, perceive, and use both local and scientific weather knowledge. We find that various barriers, such as a lack of land-based experience, cultural and linguistic differences, and an absence of social networks, prevent most people from obtaining all the information required to make fully informed decisions about the risks associated with land-based activities at different locations. Experienced hunters are perceived to be a reliable source of weather-related information, while scientific weather knowledge is not as accessible or informative as it could be. Increasing the potential use of traditional and scientific hazardous weather knowledge, by making both more universally accessible, can enhance strategies for adapting to climate change in the Arctic.  相似文献

Southeast Asian countries are confronting climate variability, challenging agricultural sustainability and rural livelihoods. However, little research effort has been devoted to exploring how farmers in those countries perceive climate variability and how the perceptions link to adaptive responses. This paper deploys information from three focus group discussions with 30 male farmers; and six in-depth interviews with one female and five male agricultural officers in the Mekong Delta, Vietnam. Recorded 34-year meteorological data in the delta from 1978 to 2011 is also incorporated to demonstrate the actual climate variability of the region. We find that farmers are becoming increasingly conscious of local climate variability issues. However, they have limited understanding of the importance of adaptation to their livelihoods. They also have limited knowledge of where and who to contact for appropriate climate change adaptation information. No opinions about the link between global warming and local climate variability and change were observed. Casual observation via public media and personal experience dominated farmers’ sources of information. Barriers to farmers’ adaptation are not exclusively restricted to socio-economic factors and resource constraints; e.g. land tenure, technical knowledge, market, social relationship, credit, information, health care, and demographics. Maladaptation, habit, and the perception of the importance of climate variability and adaptation are found as additional constraints. Observed differences in farmers’ and agricultural officers’ perspectives regarding barriers to farmers’ adaptation suggest important policy implications.  相似文献

Past global efforts at dealing with the problem of global warming concentrated on mitigation, with the aim of reducing and possibly stabilizing greenhouse gas (GHG) concentrations in the atmosphere. With the slow progress in achieving this, adaptation was viewed as a viable option to reduce the vulnerability to the anticipated negative impacts of global warming. It is increasingly realized that mitigation and adaptation should not be pursued independent of each other but as complements. This has resulted in the recent calls for the integration of adaptation into mitigation strategies. However, integrating mitigation and adaptation into climate change concerns is not a completely new idea in the African Sahel. The region is characterized by severe and frequent droughts with records dating back into centuries. The local populations in this region, through their indigenous knowledge systems, have developed and implemented extensive mitigation and adaptation strategies that have enabled them reduce their vulnerability to past climate variability and change, which exceed those predicted by models of future climate change. However, this knowledge is rarely taken into consideration in the design and implementation of modern mitigation and adaptation strategies. This paper highlights some indigenous mitigation and adaptation strategies that have been practiced in the Sahel, and the benefits of integrating indigenous knowledge into formal climate change mitigation and adaptation strategies. Incorporating indigenous knowledge can add value to the development of sustainable climate change mitigation and adaptation strategies that are rich in local content, and planned in conjunction with local people.  相似文献

The impacts of climate change, drought and desertification are closely interlinked, and most acutely experienced by populations whose livelihoods depend principally on natural resources. Given the increases in extreme weather events projected to affect the Southern Africa region, it is essential to assess how household and community-level adaptations have been helped or hindered by institutional structures and national policy instruments. In particular, there is a need to reflect on efforts related to the United Nations’ environmental conventions to ensure that policies support the maintenance of local adaptations and help retain the resilience of socio-economic and environmental systems. This paper examines three interlinked drivers of adaptation: climate change, desertification and drought, assessing the extent to which international and national policy supports local adaptive strategies in three countries in southern Africa. We show that while common ground exists between desertification and climate change adaptations at the policy level, they are insufficiently mainstreamed within broader development approaches. Similarly, there are some overlaps between policy-driven and autonomous local adaptations, but the mutually supportive links between them are poorly developed. Further efforts to integrate local adaptation strategies within policy could increase local resilience to environmental change, while also contributing to wider development goals.  相似文献

In the face of a changing climate, many United States (US) local governments are creating plans to prepare. These plans layout how a community is vulnerable to existing and future changes in climate as well as what actions they propose taking to prepare. The actions included in these plans provide insight into what local governments feel they have the ability to undertake, as well as what actions they believe are important to building resilience. To date, little to no analysis has been conducted on the content of these plans, leaving researchers, practitioners, and those supporting communities with limited understanding of what gaps need to be filled or how best to support locally prioritized climate action. This paper analyzes the content of 43 stand alone climate adaptation plans from US local communities to identify the types of actions proposed and how those actions compare to what researchers indicate the communities should be prioritizing based on regional climate projections. The results indicate that local communities include numerous and varied actions in their adaptation plans and that the majority of communities are selecting actions that are theoretically appropriate given projected changes in regional climate. Yet some types of actions, such as building codes and advocacy, are not being widely used. These results contrast with previous studies, which found that local communities focus primarily on capacity building approaches. Findings also demonstrate that plans rarely contain significant details about how actions will be implemented, raising questions about whether plans will translate into real-world projects.  相似文献

Increasingly, various sectors are affected by climate change and need to find ways to adapt with much public guidance and support. This paper examines the adaptation process of a sector that started it some time ago – Swiss Alpine tourism. It identifies barriers that may be relevant for all sectors, all along the successive phases of the adaptation process. It additionally identifies the barriers which are most important and how these can be overcome. In order to do this we use an online survey directed to Swiss tourism stakeholders. Our results indicate that both economic and social feasibility barriers are important impediments to the adjustment process, whereas the acceptability among inhabitants and the willingness to act of stakeholders appear less critical. These barriers can be overcome and adaptation facilitated with more and especially better information about the regional consequences of climate change and feasible adaptation measures, by some top-down leadership and coordination, and by providing financial support.  相似文献

By 2050, 75 % of the world’s population will live in cities and the occurrence of heat wave events might have doubled. Mapping the climate and land use change impact for urban heat events should set the agenda for adaptation planning at the local scale. Literature on urban heat mapping does not reveal a clear indicator to visualise the urban heat impacts that includes consequences of land use and climate changes for planning purposes. This paper introduces a stepwise approach to develop a single complex indicator to map the urban heat impact for local climate adaptation planning processes. Information on climatic drivers and land use characteristics are combined and projected for future land use and climate change impacts. Next, several visualisation techniques are developed to investigate which techniques are most effective to visualise complex information with multiple variables in one visualisation. A usability test is performed to investigate how indicator and map meet the information and communication needs of policy makers. Our findings reveal that it is important to add information on future impacts to set the agenda for adaptation planning at the local scale. Applying cartographic techniques in a map series presentation has proven to be effective to map complex information in a single image and fulfil most of the identified information needs. Based on our finding, we introduce the information enrichment chain as a promising approach to support local adaptation planning.  相似文献

Barriers to adaptation have become an important concept in scientific and political discussions in the governance of climate change adaptation. Over the past years, these discussions have been dominated by one analytical lens in examining barriers and proposing ways to overcome them: the problem solving lens. In this paper, we aim to demonstrate theoretically and empirically that the choice of analytical lens influences how barriers to adaptation are constructed and the intervention strategies proposed. Drawing from recent governance literature, we explore the rationale of three dominant philosophies in the study of governance: the optimist, the realist, and the pessimist philosophy. Next, we demonstrate how these philosophies are operationalized and guide scientific inquiry on barriers to adaptation through four empirically rooted analytical lenses: i) governance as problem solving, ii) governance as competing values and interests, iii) governance as institutional interaction, and iv) governance as dealing with structural constraints. We investigate the Dutch government’s Spatial Adaptation to Climate Change programme through each of the four lenses. We discuss how each analytical lens frames barriers in a specific way, identifies different causes of barriers, leads to competing interpretations of key events, and presents other types of interventions to overcome barriers. We conclude that it is necessary to increase analytical variety in order to critically engage in theoretical debates about barriers and to empower policy practitioners in their search for successful intervention strategies to implement adaptation measures.  相似文献

In this article we critically examine the ‘integration imperative’ in transdisciplinary environmental science and build on social constructivist and political theories to suggest alternative approaches of knowledge co-production in transdisciplinary settings. Our argument builds upon a body of literature in social studies of science to cull insights about knowledge co-production, social learning, and the ecology of team science, particularly as it relates to climate change adaptation. Couched in this transdisciplinary literature, we demonstrate, is the assumption that integration necessarily can and should be a regulative ideal. We critique this assumption by examining the ‘messy’ politics of achieving consensus among radically different, and sometimes irreconcilable, ways of knowing. We argue that the integration imperative conceals the friction, antagonism, and power inherent in knowledge co-production, which in turn can exclude innovative and experimental ways of understanding and adapting to climate change. By way of conclusion, the final section explores three alternative models of knowledge co-production – triangulation, the multiple evidence-based approach, and scenario building – and illustrates their application in the context of transdisciplinary research in climate change adaptation in the arctic, focusing on alternative means of cross-boundary engagement with indigenous ways of knowing.  相似文献

在气候变暖背景下,西北干旱区气候资源变化如何影响农业是该区农业应对气候变化研究的前提与基础。论文根据西北干旱区1961—2007年77个气象站点均一化气温数据和日照时数数据,采用5 d滑动平均和线性倾向估计方法,分析了各农业气候指标的时间变化特征与区域差异。研究表明,霜冻日、暖日、生长期、无霜期、≥0℃与≥10℃活动积温的变化趋势显著且区域特色鲜明。暖日、生长期、无霜期变化呈显著上升趋势,其多年平均值空间分布主要表现为"南高北低"的特征,而霜冻日则相反;≥0℃、≥10℃的活动积温亦呈明显增加趋势(增长率分别为80℃.d/10 a、77℃.d/10 a),且可分为6个空间差异显著的活动积温特征区域。农业气候资源变化对西北干旱区农业生产影响利弊各兼。一方面,干旱区热量资源得以改善,作物生育期延长,天然植被气候生产力显著增加[增长率为15.6g/(m2.10 a)];另一方面,干旱区热害与冷害等极端气温事件增加,光照资源显著减少,水资源严重缺乏和分布不均,这造成了农业生产的不稳定性增加。  相似文献

A vulnerability approach to climate change adaptation research is employed to explore prospects of agricultural adaptation to climatic variability and change. The methodological approach focuses on the system of concern, in this case, farms in Perth County, Ontario. Twenty-five interviews and four focus groups with farmers were used to identify climate risks on farms, and to document farmers’ responses to conditions and risks associated with climate and weather. The information collected describes a complex decision-making environment, with many forces both external and internal to the farm operation influencing management decisions. Within this environment, climate and weather are consistently referred to as a significant force influencing both farm operations and management decisions. Farmers have, however, developed a wide-range of anticipatory and reactive management strategies to manage climate risks. While these have potential to address future climate-related risks and opportunities, there are limits to adaptation, and an increase in the frequency of extreme events may exceed their adaptive capacities. Farmers are also generally unaware and/or unconcerned about future climate change, which could constrain opportunities to adopt long-term climate change adaptations.  相似文献

Recent extreme weather events worldwide have highlighted the vulnerability of many urban settlements to future climatic change. These events are expected to increase in frequency and intensity under climate change scenarios. Although the climatic change may be unavoidable, effective planning and response can reduce its impacts. Drawing on empirical data from a 3-year multi-sectoral study of climate change adaptation for human settlements in the South East Queensland region, Australia, this paper draws on multi-sectoral perspectives to propose enablers for maximising synergies between disaster risk reduction and climate change adaptation to achieve improved planning outcomes. Multi-sectoral perspectives are discussed under four groups of identified enablers: spatial planning; cross-sectoral planning; social/community planning; and strategic/long term planning. Based on the findings, a framework is proposed to guide planning systems to maximise synergies between the fields of disaster risk reduction and climate change adaptation to minimise the vulnerability of communities to extreme weather events in highly urbanised areas.  相似文献

Climate change and sea-level rise (SLR) increasingly threaten the world's coastlines, managers at local, regional, state, and federal levels will need to plan and implement adaptation measures to cope with these impacts in order to continue to protect the economic, social, and environmental security of the state and of local communities.In this paper, we explore the information needs of California coastal managers as they begin confronting the growing risks from climate change. Through this case study we examine the challenges managers face presently, what information they use to perform their responsibilities, what additional information and other knowledge resources they may need to begin planning for climate change. We place our study into the broader context of the study of how science can best support policy-makers and resource managers as they begin to plan and prepare for adaptation to climate change.Based on extensive interview and survey research in the state, we find that managers prefer certain types of information and information sources and would benefit from various learning opportunities (in addition to that information) to make better use of available global change information. Coastal managers are concerned about climate change and willing to address it in their work, but require financial and technical assistance from other agencies at the state and federal level to do so. The study illustrates the strong need for boundary organizations to serve various intermediary functions between science and practice, especially in the context of adaptation to global climate change impacts.  相似文献

We reviewed existing and planned adaptation activities of federal, tribal, state, and local governments and the private sector in the United States (U.S.) to understand what types of adaptation activities are underway across different sectors and scales throughout the country. Primary sources of review included material officially submitted for consideration in the upcoming 2013 U.S. National Climate Assessment and supplemental peer-reviewed and grey literature. Although substantial adaptation planning is occurring in various sectors, levels of government, and the private sector, few measures have been implemented and even fewer have been evaluated. Most adaptation actions to date appear to be incremental changes, not the transformational changes that may be needed in certain cases to adapt to significant changes in climate. While there appear to be no one-size-fits-all adaptations, there are similarities in approaches across scales and sectors, including mainstreaming climate considerations into existing policies and plans, and pursuing no- and low-regrets strategies. Despite the positive momentum in recent years, barriers to implementation still impede action in all sectors and across scales. The most significant barriers include lack of funding, policy and institutional constraints, and difficulty in anticipating climate change given the current state of information on change. However, the practice of adaptation can advance through learning by doing, stakeholder engagements (including “listening sessions”), and sharing of best practices. Efforts to advance adaptation across the U.S. and globally will necessitate the reduction or elimination of barriers, the enhancement of information and best practice sharing mechanisms, and the creation of comprehensive adaptation evaluation metrics.  相似文献
