This paper addresses the interactions between the AIDS epidemic and climate change in southern Africa, particularly as they impact on food security. An assessment was undertaken through a comprehensive literature review. Understanding the underlying causes of regional food insecurity inevitably means understanding the role of the AIDS epidemic and increasingly climate change amongst other stressors. AIDS cuts through household and community level capacity, as well as the capacity of key facilitators of the adaptation process including state extension services and civil society organisations. The main argument of the paper is that adaptation to climate change must explicitly factor in the existing and long-term effects of the epidemic. While calls for embracing adaptation abound, little is being done to assess and strengthen the organisational capacity of institutions, which should play leading roles in any attempt to help prepare for a changing climate. In particular the capacity of key agencies has been undermined by the AIDS epidemic. This reiterates the need for a multisectoral approach and building bridges between agriculture and health sectors to ensure longer term support to livelihoods where HIV and hunger coexist, often overlaid by climate change.  相似文献

Lessons learned from more than 150 years of public health research and intervention can provide insights to guide public health professionals and institutions as they design and implement specific strategies, policies, and measures to increase resilience to climate variability and change. This paper identifies both some modifications to public health systems that may enhance adaptive capacity, and lessons drawn from the history of managing environmental and other threats in the public health sector that may have relevance for other sectors as they design approaches to increase their adaptive capacity to more effectively cope with climate variability and change. Both mitigation of and adaptation to climate change require actions to be taken in many sectors of society, but so far this is hardly happening. This paper suggests possibilities for widening climate change policy by strengthening inter-linkages between climate policies and various relevant policy areas to mainstream climate change concerns. It argues that, if these inter-linkages can be strengthened and policy coherence is improved, the effectiveness of climate policy can be enhanced while also supporting these other policy areas. The contention in this paper is that improved policy coherence and mainstreaming requires climate policies to go beyond the UNFCCC framework to realise its full potential and to better deal with possible trade-offs. The potential benefits in the policy domains of poverty reduction, rural development and agriculture, disaster management, energy security, air quality and trade, and finance are examined, and the institutional and organisations linkages highlighted. Finally, opportunities for mainstreaming are identified to make better use of possible synergies between climate and related policy areas.  相似文献

This article re-conceptualizes Climate Policy Integration (CPI) in the land use sector to highlight the need to assess the level of integration of mitigation and adaptation objectives and policies to minimize trade-offs and to exploit synergies. It suggests that effective CPI in the land use sector requires i) internal climate policy coherence between mitigation and adaptation objectives and policies; ii) external climate policy coherence between climate change and development objectives; iii) vertical policy integration to mainstream climate change into sectoral policies and; iv) horizontal policy integration by overarching governance structures for cross-sectoral coordination. This framework is used to examine CPI in the land use sector of Indonesia. The findings indicate that adaptation actors and policies are the main advocates of internal policy coherence. External policy coherence between mitigation and development planning is called for, but remains to be operationalized. Bureaucratic politics has in turn undermined vertical and horizontal policy integration. Under these circumstances it is unlikely that the Indonesian bureaucracy can deliver strong coordinated action addressing climate change in the land use sector, unless sectoral ministries internalize a strong mandate on internal and external climate policy coherence and find ways to coordinate policy action effectively.  相似文献

This paper discusses the conceptual basis for linking development policies and climate change adaptation and mitigation and suggests an analytical approach that can be applied to studies in developing countries. The approach is centred on a broad set of policy evaluation criteria that merge traditional economic and sectoral goals and broader social issues related to health and income distribution. The approach is inspired by institutional economics and development paradigms that emphasise human wellbeing, resource access, empowerment, and the arrived freedoms. It is outlined how indicators of wellbeing can be used to assess policies that integrate development and climate change policy objectives, and this approach is discussed in comparison with other work that rather have been inspired by sustainable development aspects of manmade, natural, and social capital. The experiences and results from case studies of development and climate that have done a first attempt to use human wellbeing indicators are reported and discussed. The studies include work from India, China, South Africa, Brazil, Bangladesh, and Senegal. A number of policy examples in the energy-, food-, and water sectors in these studies have shown up to demonstrate numerous linkages between development policies and climate change. Various analytical tools have been used in the studies including quantitative and qualitative scenario work as well as detailed micro-based analysis. The methodological conclusion that can be drawn from these studies, is that it is possible to apply wellbeing indicators to the more detailed policy assessment, but a link to more general national and regional scenario work is not yet established.  相似文献

The risks related to global climate change are seen as threats to companies, taking into consideration their impact on the return on investment. In order to mitigate climate risk and introduce new opportunities to financiers, companies need to identify, manage, and report climate risks. The purpose of this paper is to investigate the climate risks disclosed by the 100 largest companies in the world, according to the Bloomberg and Price Waterhouse Coopers (PwC 2015) classification, and identify some characteristics of these companies that explain the disclosure level of such information. Preliminary results revealed that of the companies investigated, 14% did not disclose any climate risk information in the Carbon Disclosure Program (CDP) report. Also, from the companies that disclosed information according to the Global Reporting Initiative (GRI), 9.9% did not provide information regarding policies, actions, and strategies for mitigating the risks related to climate change. The results shown by the content analysis suggested that, in general, there is still a low level of disclosure about climate risks by these companies. The final results through econometric instruments and statistical tests indicate that the size of the company or the fact that corporations are from developed countries do not necessarily explain the level of information disclosed. However, the activity sector, the continent, and the efficiency of the Board of Directors are factors that strongly explain the level of climate risk disclosure. We conclude that more effort is needed to encourage an engaging attitude from corporations to develop actions, policies, and strategies to mitigate climate change risks and threats. In addition, the world’s largest companies should make a greater investment in climate risk disclosure.  相似文献

Vulnerability to the health impacts of climate change will be shaped by the existing burden of ill- health and is expected to be highest in poor and socio-economically marginalized populations. Sub-Saharan Africa, in particular, is considered a highly vulnerable region. This paper analyses the vulnerability and adaptive capacity of rural Bakiga communities in southwestern Uganda to climate-sensitive health risks. The objectives were threefold: i) identify key climate-sensitive, community-identified health priorities; ii) describe and characterize determinants of sensitivity to these health priorities at the individual, community and regional levels; and iii) assess the adaptive capacity of Bakiga. Data collection employed a combination of individual and key informant interviews, biographies, future storylines, and Photovoice. Three key health risks were identified by the study communities (malaria, food insecurity, and gastrointestinal illnesses) – all affected by local climatic and environmental conditions, livelihoods, land use changes, and socio-economic conditions. Adaptation within these communities is dependent on their capacity to reduce sensitivities to identified health challenges among the potential of increasing exposures. Crop diversification, reducing deforestation, expanding of livestock rearing, transfer of traditional knowledge, and access to affordable health services are among potential strategies identified. We demonstrate significant existing vulnerabilities to present day climate-related health risks and highlight the importance of non-climatic processes and local conditions in creating sensitivity to health risks. Our place-based understanding is useful to inform interventions or policies aimed to reduce exposure and sensitivity and support adaptive capacity as the conditions these communities face are consistent with many other sub-Saharan African countries.  相似文献

This paper examines the perspectives of major interest groups on capacity development within the context of the significant contemporary global phenomenon of community-based decentralised governance at catchment scale. It focuses on providing empirical evidence to guide the development and implementation of policies and programs, especially those of governments. The research draws especially from regional governance experiences in Australia, as a country with advanced arrangements, and capacity building experiences in the sectors of health and risk and emergency management as informative arenas of learning. Twenty-two specific capacity building measures were presented in a discussion paper across human, social, institutional and economic dimensions. Perspectives were sought from regional, policy/research and Indigenous interest groups about applying these measures to enhance the effectiveness of the community-based Boards governing Australia's nation-wide network of 56 natural resource management (NRM) organisations. The research identifies a suite of specific measures and, in doing so, demonstrates the benefits of examining other sectors to inform capacity building in the NRM domain. The work highlights the need to better understand and account for differing interest group perspectives about capacity building issues, the application of specific measures, and the outcomes anticipated before developing and implementing policies and programs. While explored in the Australian context, these findings have application to decentralised governance arrangements in other countries.  相似文献

The relationship between tropical forests and global climate change has so far focused on mitigation, while much less emphasis has been placed on how management activities may help forest ecosystems adapt to this change. This paper discusses how tropical forestry practices can contribute to maintaining or enhancing the adaptive capacity of natural and planted forests to global climate change and considers challenges and opportunities for the integration of tropical forest management in broader climate change adaptation. In addition to the use of reduced impact logging to maintain ecosystem integrity, other approaches may be needed, such as fire prevention and management, as well as specific silvicultural options aimed at facilitating genetic adaptation. In the case of planted forests, the normally higher intensity of management (with respect to natural forest) offers additional opportunities for implementing adaptation measures, at both industrial and smallholder levels. Although the integration in forest management of measures aimed at enhancing adaptation to climate change may not involve substantial additional effort with respect to current practice, little action appears to have been taken to date. Tropical foresters and forest-dependent communities appear not to appreciate the risks posed by climate change and, for those who are aware of them, practical guidance on how to respond is largely non-existent. The extent to which forestry research and national policies will promote and adopt management practices in order to assist production forests adapt to climate change is currently uncertain. Mainstreaming adaptation into national development and planning programs may represent an initial step towards the incorporation of climate change considerations into tropical forestry.  相似文献

Water is scarce in Mediterranean countries: cities are crowded with increasing demand; food is produced with large amounts of water; ecosystems demand more water that is often available; drought affects all. As climate change impacts become more noticeable and costlier, some current water management strategies will not be useful. According to the findings of CIRCE, the areas with limited water resources will increase in the coming decades with major consequences for the way we produce food and we protect ecosystems. Based on these projections this paper discusses water policy priorities for climate change adaptation in the Mediterranean. We first summarise the main challenges to water resources in Mediterranean countries and outline the risks and opportunities for water under climate change based on previous studies. Recognising the difficulty to go from precipitation to water policy, we then present a framework to evaluate water availability in response to natural and management conditions, with an example of application in the Ebro basin that exemplifies other Mediterranean areas. Then we evaluate adaptive capacity to understand the ability of Mediterranean countries to face, respond and recover from climate change impacts on water resources. Social and economic factors are key drivers of inequality in the adaptive capacity across the region. Based on the assessment of impacts and adaptive capacity we suggest thresholds for water policy to respond to climate change and link water scarcity indicators to relevant potential adaptation strategies. Our results suggest the need to further prioritise socially and economically sensitive policies.  相似文献

Vulnerability is a term frequently used to describe the potential threat to rural communities posed by climate variability and change. Despite growing use of the term, analytical measures of vulnerability that are useful for prioritising and evaluating policy responses are yet to evolve. Demand for research capable of prioritising adaptation responses has evolved rapidly with an increasing awareness of climate change and its potential impacts on rural communities. Research into the climate-related vulnerability of Australian rural communities is only just beginning to emerge. Current research is dominated by hazard/impact modelling, drawing on a heritage of managing the risks posed by seasonal climate variability. There is a natural tendency to use the same risk management approach to understand the emergent nature of vulnerability. In this paper, we explore the consequences for policy advice of imperfectly examining vulnerability through the lens of an impact/hazard modelling approach to risk management. In a second paper in this series, we show how hazard/impact modelling can be complemented with more holistic measures of adaptive capacity to provide quantitative insights into the vulnerability of Australian rural communities to climate variability and change.  相似文献

Air quality and related health effects are not only affected by policies directly addressed at air pollution but also by other environmental strategies such as climate mitigation. This study addresses how different climate policy pathways indirectly bear upon air pollution in terms of improved human health in Europe. To this end, we put in perspective mitigation costs and monetised health benefits of reducing PM2.5 (particles less than 2.5 μm in diameter) and ozone concentrations.Air quality in Europe and related health impacts were assessed using a comprehensive modelling chain, based on global and regional climate and chemistry-transport models together with a health impact assessment tool. This allows capturing both the impact of climate policy on emissions of air pollutants and the geophysical impact of climate change on air quality.Results are presented for projections at the 2050 horizon, for a set of consistent air pollution and climate policy scenarios, combined with population data from the UN's World Population Prospects, and are expressed in terms of morbidity and mortality impacts of PM2.5 and ozone pollution and their monetised damage equivalent.The analysis shows that enforcement of current European air quality policies would effectively reduce health impacts from PM2.5 in Europe even in the absence of climate policies (life years lost from the exposure to PM2.5 decrease by 78% between 2005 and 2050 in the reference scenario), while impacts for ozone depend on the ambition level of international climate policies. A move towards stringent climate policies on a global scale, in addition to limiting global warming, creates co-benefits in terms of reduced health impacts (68% decrease in life years lost from the exposure to PM2.5 and 85% decrease in premature deaths from ozone in 2050 in the mitigation scenario relative to the reference scenario) and air pollution cost savings (77%) in Europe. These co-benefits are found to offset at least 85% of the additional cost of climate policy in this region.  相似文献

In the last two decades we witnessed a progressive shift in the approach towards the reduction of the impact of natural hazards. From a general reactive approach, focusing on strengthening disaster response mechanisms, we have moved to proactive approaches. There has been recognition that each element of society, from public institutions to private sector, from community-based organizations to every single individual, can make a difference by acting before disasters strike to reduce the associated risks of human and economic losses. This proactive approach can be summarized in three words: Disaster Risk Reduction (DRR).Today, DRR is an approach used in several sectors and research areas. In the Development sphere, DRR is considered a key feature for sustainability of economic and development gains – especially for developing countries. Significantly, the United Nations Global Assessment Report on Disaster Risk Reduction (2009) is titled “Risk and poverty in a changing climate” highlighting the importance of DRR in reducing poverty while being a means to address the challenges posed by adaptation to climate change.This paper, which serves as an introduction to the special issue of Environment Science & Policy on climate change impact on water-related disasters, intends to provide readers with an overview of the main policy frameworks addressing DRR internationally and in Europe. Further, it aims to offer some “food for thought” on the underlying opportunities we have to enhance the resilience of our communities towards the risks posed by weather-related hazards. It stresses the importance of governance of risks, which starts from an effective dialogue between the scientific community and the policy makers: those who have the responsibility to decide on the most cost-effective interventions to address climate change adaptation and risk reduction.  相似文献

Preventing dangerous climate change requires actions on several sectors. Mitigation strategies have focused primarily on energy, because fossil fuels are the main source of global anthropogenic greenhouse gas emissions. Another important sector recently gaining more attention is the forest sector. Deforestation is responsible for approximately one fifth of the global emissions, while growing forests sequester and store significant amounts of carbon. Because energy and forest sectors and climate change are highly interlinked, their interactions need to be analysed in an integrated framework in order to better understand the consequences of different actions and policies, and find the most effective means to reduce emissions. This paper presents a model, which integrates energy use, forests and greenhouse gas emissions and describes the most important linkages between them. The model is applied for the case of Finland, where integrated analyses are of particular importance due to the abundant forest resources, major forest carbon sink and strong linkage with the energy sector. However, the results and their implications are discussed in a broader perspective. The results demonstrate how full integration of all net emissions into climate policy could increase the economic efficiency of climate change mitigation. Our numerical scenarios showed that enhancing forest carbon sinks would be a more cost-efficient mitigation strategy than using forests for bioenergy production, which would imply a lower sink. However, as forest carbon stock projections involve large uncertainties, their full integration to emission targets can introduce new and notable risks for mitigation strategies.  相似文献

Anthropogenic climate change is likely to add significant pressure to the determinants of public health, and to current health and social protection measures in high, middle and low income countries. Adaptation strategies within the health sector are being developed to address the multi-dimensional nature of the costs and impacts. We further develop and apply a new generic conceptual framework for development-compatible climate policy planning to evaluate policy options for middle and low income countries that reduce the adverse health effects of climate change. The criteria used for comparative evaluation included economic, environment, social and institutional factors. The proposed framework, incorporating system dynamics, provides a foundation for a decision-analytical approach to support the formulation of robust climate change adaptation policies to protect human health.  相似文献

Directly or indirectly, positively or negatively, climate change will affect all sectors and regions of the United States. The impacts, however, will not be homogenous across regions, sectors, population groups or time. The literature specifically related to how climate change will affect rural communities, their resilience, and adaptive capacity in the United States (U.S.) is scarce. This article bridges this knowledge gap through an extensive review of the current state of knowledge to make inferences about the rural communities vulnerability to climate change based on Intergovernmental Panel on Climate Change (IPCC) scenarios. Our analysis shows that rural communities tend to be more vulnerable than their urban counterparts due to factors such as demography, occupations, earnings, literacy, poverty incidence, and dependency on government funds. Climate change impacts on rural communities differs across regions and economic sectors; some will likely benefit while others lose. Rural communities engaged in agricultural and forest related activities in the Northeast might benefit, while those in the Southwest and Southeast could face additional water stress and increased energy cost respectively. Developing adaptation and mitigation policy options geared towards reducing climatic vulnerability of rural communities is warranted. A set of regional and local studies is needed to delineate climate change impacts across rural and urban communities, and to develop appropriate policies to mitigate these impacts. Integrating research across disciplines, strengthening research-policy linkages, integrating ecosystem services while undertaking resource valuation, and expanding alternative energy sources, might also enhance coping capacity of rural communities in face of future climate change.  相似文献

生态系统固碳是人类应对气候变化以及全球系统变化过程的研究热点。论文结合生态系统固碳和碳汇概念,探讨生态系统自然固碳、人为工程固碳措施对生态系统功能的影响并分析生态系统固碳特征及风险。研究得出如下结论:陆地生态系统对CO2的自然吸收与封存是相对安全有效的固碳措施,对人类与生态系统健康的影响要小于地质层与海洋层固碳。海洋生态系统固碳容易导致海水酸化以及生态系统不可逆的损害;由于地壳运动很难预测,所以地质层固碳可能面临不可预知的风险。因此,利用生态系统自然固碳能力、发展绿色固碳技术是降低人为工程固碳生态风险和减少CO2排放到大气中的最佳选择。  相似文献

A vulnerability approach to climate change adaptation research is employed to explore prospects of agricultural adaptation to climatic variability and change. The methodological approach focuses on the system of concern, in this case, farms in Perth County, Ontario. Twenty-five interviews and four focus groups with farmers were used to identify climate risks on farms, and to document farmers’ responses to conditions and risks associated with climate and weather. The information collected describes a complex decision-making environment, with many forces both external and internal to the farm operation influencing management decisions. Within this environment, climate and weather are consistently referred to as a significant force influencing both farm operations and management decisions. Farmers have, however, developed a wide-range of anticipatory and reactive management strategies to manage climate risks. While these have potential to address future climate-related risks and opportunities, there are limits to adaptation, and an increase in the frequency of extreme events may exceed their adaptive capacities. Farmers are also generally unaware and/or unconcerned about future climate change, which could constrain opportunities to adopt long-term climate change adaptations.  相似文献
