Since the 1950s, there has been a continuous increase in the number and coverage of protected areas (PAs) in Iran, and in total 253 PAs have been declared that cover 10.12?% of the country's area. This paper reviews literature addressing Iran's PAs, examines what is known about them, highlights the challenges and lessons learned, and identifies areas where more research is needed. The PA system in Iran is criticized because of (1) shortages of manpower, equipment, and financial resources; (2) de jure PAs that are often implemented as de facto reserves; (3) lack of national biodiversity indicators and objective monitoring processes; and (4) limited public participation and conflict between people over PAs. To improve, Iran's PAs system needs to be realistically supported by policies and planning instruments. In addition, the implementation of active management to restore habitat, increase education and awareness, shift practices towards the guidelines of international organizations, build capacity, and improve management and co-management by local communities needs to occur.  相似文献

In spite of widespread support from most member countries’ societies for European Union policy, including support for the sustainable development idea, in many EU countries the levels of acceptance of new environmental protection programmes have been and, in particular in new member states, still are considerably low. The experience of the countries which were the first to implement union directives show that they cannot be effectively applied without widespread public participation. The goal of this study was, using the example of Poland, to assess public acceptance of the expansion of nature conservation in the context of sustainable development principles and to discover whether existing nature governance should be modified when establishing new protected areas. The increase in protected areas in Poland has become a hotbed of numerous conflicts. In spite of the generally favourable attitudes to nature which Polish people generally have, Natura 2000 is perceived as an unnecessary additional conservation tool. Both local authorities and communities residing in the Natura areas think that the programme is a hindrance, rather than a help in the economic development of municipalities or regions, as was initially supposed. This lack of acceptance results from many factors, mainly social, historic and economic. The implications of these findings for current approach to the nature governance in Poland are discussed.  相似文献

This study adopts and modifies the WWF Rapid assessment and prioritization of protected areas management methodology (RAPPAM) to evaluate the management effectiveness of five protected areas in Taiwan. The results indicate that, unlike the situation in most developing countries, the threats and pressures faced by protected areas in Taiwan come mainly from the outside-with pollution as the most common pressure and threat, and difficult for their management authorities to deal with effectively. The categories and extent of these pressures and threats are related to remoteness and geographic location of the protected areas. All five cases under study reveal a similar management approach, clear management goals, adequate basic infrastructure and clear management decision-making; on the down side, however, all of them suffer from the lack of an effective comprehensive management plan, inadequate or poor quality human resources and insufficient funding. The present study suggests that first priority should be given to strengthening management planning in order to improve management effectiveness of protected areas in Taiwan. The adjustment made to RAPPAM in this study was to amend and take the format of the management plan as the basis for evaluation material preparations and open the discussion to encourage stakeholders' participation to open the dialogue among them. The results indicate that, although the system evaluation design still has some constraints, the quality of information collected is improved and can respond more directly to the specific demands of the respective areas.  相似文献

This article applies a stated preference choice model to assess trade-offs that residents of two squatter settlements in Dhaka, Bangladesh might consider if they were given choices for relocation to flood-free areas. The respondents were asked to choose repeatedly from a set of choice cards, which displayed different configurations of financial incentives for relocation, such as free or inexpensive land, loans or nonrepayable grants, and provisions for temporary or permanent employment opportunities. The survey results indicated that despite extensive experience with flood problems, many residents of Mirpur and Vasantek found that certain configurations of economic incentives were not attractive enough for them to relocate to flood-free areas. At the same time, they would prefer a reduction in the risk of flooding at their current location. The economic incentives that would best assist in increasing voluntary relocation of residents from their current locations included free land, nonrepayable grants (Taka 20,000), and long-term employment opportunities. Further, differences in geographic location (i.e., Mirpur vs. Vasantek), income levels, and membership in neighborhood communities were linked with the tendency of residents to stay at their current location.  相似文献

The protection and management of protected areas must be adapted to the effects of climate change. An important question is if the law on protected areas is capable of dealing with the required changes. In general, both international nature conventions and European Union nature conservation law do not contain any specific provisions on climate change and protected areas. Attention has been paid to this link in non-binding decisions and policy documents. In order to adapt the law to increased dynamics from climate change, more flexibility is needed. This flexibility should not be understood as “legal” flexibility, in the sense of the weakening nature conservation provisions. Scientific uncertainties on the effects of climate change might conflict with the need for legal certainties. In order to adapt to the effects of climate change, the two crucial elements are the strengthening of core protected areas and connectivity between the core areas. At the international level, both elements can be found in non-binding documents. International law enables the required adaptation; however, it often lacks concrete obligations. A stronger legal framework can be found at the level of the European Union. The Birds and Habitats Directives contain sufficient tools to deal with the effects of climate change. The Directives have been insufficiently implemented so far. Especially the central goals of reaching a favorable conservation status and connectivity measures need to be addressed much more in the future.  相似文献

Participation in conservation projects is key to the success and fair outcome of these initiatives, and perceptions of nature can affect the outcome of the participatory process. It has been argued that women hold different attitudes toward nature. Therefore an understanding of their perceptions and attitudes is vital. A survey was conducted in Castillos, Uruguay in order to assess urban perceptions of nature and surrounding protected areas. Results show that attitudes toward wildlife and reserves vary by gender. Uruguay is in the process of planning its future system of nature reserves. Considering these different perceptions is vital for the successful planning and management of reserves in Uruguay.  相似文献

A relatively under-researched question is whether there is a possibility of influencing environmentally aware tourists regarding ecotourism at destinations that continue to develop under a pattern of mass 'seaside' tourism. Our objective was to assess the pro-environmental intentions of visitors at two small Greek islands, which are within a Natura 2000 site, specifically Paxoi and Antipaxoi. Intentions involved willingness to receive information about the protected area, willingness to accept pro-environmental limitations on recreational experience, and willingness-to-pay a conditional environmental conservation value added tax. In addition, we aimed to identify determinants of visitor pro-environmental intentions among visitor and visit characteristics, visitor satisfaction, and self-reported environmental knowledge, as well as anticipated outcomes of tourism development and suggestions for protected area management. We randomly collected 324 usable questionnaires during the summer season; 242 (74.69?%) by Greek visitors and 82 (25.31?%) by foreign visitors. Visitor satisfaction was quite high; however, visitors reported low levels of environmental knowledge. Our findings showed that the unique characteristics of the destination were not salient among visitors and that there is a lack of effective outreach campaigns, interpretation, and on-site environmental education programs. However, our study revealed high levels of visitor pro-environmental intentions that might support the promotion of ecotourism on the two islands. We provide recommendations based on determinants of visitor pro-environmental intentions, which might assist towards advancing visitor participation in environmental education projects, environmentally responsible behavior among visitors, and financial contribution to environmental conservation by visitors.  相似文献

In this article, we discuss the results of a survey on the perception of climate change in the 14 “tourist zones” (as defined by the Spanish Statistical Institute, INE) that stretch from the French border to Gibraltar alongside the Spanish Mediterranean coast, including the Balearic Islands. Our sample consisted of 1,014 telephone interviews stratified according to the number of tourists staying in each zone. Respondents showed concern for the likely impacts of climate change on jobs and thought that climate change would reduce the economic activity of their areas. Responses were also pessimistic regarding future water availability but agreed with the development of alternative sources such as desalination and water re-use. Household size, educational levels, and employment tended to be the most significant statistical explanatory factors regarding attitudes toward climate change. Respondents in larger households (a variable not tested in the literature as far as we know), respondents with higher education, and respondents working for a wage tended to express more concerns than the rest.  相似文献

In the last fifty years, many mountain watersheds in temperate countries have known a progressive change from self-standing agro-silvo-pastoral systems to leisure dominated areas characterized by a concentration of tourist accommodations, leading to a drinking water peak during the winter tourist season, when the water level is lowest in rivers and sources. The concentration of water uses increases the pressure on “aquatic habitats” and competition between uses themselves. Consequently, a new concept was developed following the international conferences in Dublin (International Conference on Water and the Environment – ICWE) and Rio de Janeiro (UN Conference on Environment and Development), both in 1992, and was broadly acknowledged through international and European policies. It is the concept of Integrated Water Resource Management (IWRM). It meets the requirements of different uses of water and aquatic zones whilst preserving the natural functions of such areas and ensuring a satisfactory economic and social development. This paper seeks to evaluate a local water resources management system in order to implement it using IWRM in mountain watersheds. The assessment method is based on the systemic approach to take into account all components influencing a water resources management system at the watershed scale. A geographic information system was built to look into interactions between water resources, land uses, and water uses. This paper deals specifically with a spatial comparison between hydrologically sensitive areas and land uses. The method is applied to a French Alps watershed: the Giffre watershed (a tributary of the Arve in Haute-Savoie). The results emphasize both the needs and the gaps in implementing IWRM in vulnerable mountain regions.  相似文献
