Up to now, several scientific works have noted that the organic sector resembles more and more conventional farming’s structures, what is widely known as the “conventionalization” thesis. This phenomenon constitutes an area of conflict between organic farming’s original vision and its current reality and raises ethical and social questions concerning the structure of agricultural systems of production and their interactions with the socio-economic and natural environment. The main issue of this dialogue is the concept of sustainable agriculture, which for scientists and policymakers is a means to express their vision of a better agriculture. In this article we focus on agricultural sustainability in the context of capitalist production as conducted by the two subsystems of agro-industrial system. As we have proposed in this article, the relationship between organic agriculture, defined by two essential components (prevention and direct marketing), and the agro-industrial complex, defined by two subsystems, indicates the degree of agricultural sustainability. The investigation of this relationship can be extremely useful as it may lead those involved in the discussion of sustainability to identify the key aspects of sustainable agriculture. In order to investigate the interaction of organic farming with the agro-industrial complex, a survey was conducted in Central Macedonia, Northern Greece, involving local organic farms. The results of our study indicate that a large proportion of organic producers did not differ substantially from their counterparts in conventional agriculture in so far as their relationship with the agro-industrial complex is concerned. Finally, this research highlights two scenarios for the evolution of organic farming. The first is the full absorption of organic farming to the existing economic system and the second one is the development of organic farming in a radically opposite direction to conventional farming.  相似文献

Methods for defining and retrieving reference conditions for large rivers were explored with emphasis on hydromorphologic and biologic quality indicators. For a set of four large rivers in the European Western Plains ecoregion, i.e., the rivers Meuse, Loire, Allier, and Dordogne, reference reaches were selected based on geomorphologic characteristics. A survey of riparian land use, vegetation, and bed geometry was done for the selected reaches. Responses of the riparian landscape to hydromorphologic conditions were determined with a set of existing and newly developed measures of riparian dynamics and forest development. Strong correlations were observed at the reach and local levels between the ratios of width to depth and embankment and the developed measures of riparian dynamics and forest. Boundary conditions for riparian forest development were determined for the hydromorphologic and biologic indicators of riparian dynamics and vegetation structure. These conditions also proved useful for determining the presence of sustainable populations of Populus nigra and Salix purpurea. From this agreement between abiotic and biotic boundary conditions, a set of useful reference conditions was determined, and a framework for the definition of reference and good status conditions subsequently evolved. Finally, a proposal for assessment and monitoring the proposed indicators is discussed for its applicability.  相似文献

Brazil’s Samuel Dam, which formed a 540-km2 reservoir in the state of Rondônia in 1988, provides lessons for development decisions throughout Amazonia and in other tropical areas. The decision to build the dam was heavily influenced by its role in the political strategies of key decision makers. Samuel illustrates both impacts and benefits of electricity supply and the dilemmas facing decision makers regarding the various options for planned electricity generation. Environmental costs included flooding forest and stimulating illegal logging activity throughout western Amazonia because of an exception opened for Samuel in Brazil’s prohibition of export of raw logs. Samuel emitted substantially more greenhouse gases than would have been emitted by generating the same amount of electricity from oil. Contamination of fish in the reservoir resulted from methylation of mercury present in the soil. Social costs of the dam included resettlement of 238 families of farmers; impacts on indigenous people were indirect. Mitigating measures included faunal rescue and creation of a forest reserve. The lessons of Samuel include the need to consider a full range of alternatives prior to making decisions in practice and the importance of adhering to the logical sequence of decision making, where information is gathered and compared prior to the decision. It also shows the need to maintain flexibility when the costs and benefits of different alternatives change significantly over the course of the project’s planning and execution, as occurred at Samuel.  相似文献

In the last fifty years, many mountain watersheds in temperate countries have known a progressive change from self-standing agro-silvo-pastoral systems to leisure dominated areas characterized by a concentration of tourist accommodations, leading to a drinking water peak during the winter tourist season, when the water level is lowest in rivers and sources. The concentration of water uses increases the pressure on “aquatic habitats” and competition between uses themselves. Consequently, a new concept was developed following the international conferences in Dublin (International Conference on Water and the Environment – ICWE) and Rio de Janeiro (UN Conference on Environment and Development), both in 1992, and was broadly acknowledged through international and European policies. It is the concept of Integrated Water Resource Management (IWRM). It meets the requirements of different uses of water and aquatic zones whilst preserving the natural functions of such areas and ensuring a satisfactory economic and social development. This paper seeks to evaluate a local water resources management system in order to implement it using IWRM in mountain watersheds. The assessment method is based on the systemic approach to take into account all components influencing a water resources management system at the watershed scale. A geographic information system was built to look into interactions between water resources, land uses, and water uses. This paper deals specifically with a spatial comparison between hydrologically sensitive areas and land uses. The method is applied to a French Alps watershed: the Giffre watershed (a tributary of the Arve in Haute-Savoie). The results emphasize both the needs and the gaps in implementing IWRM in vulnerable mountain regions.  相似文献

This article applies a stated preference choice model to assess trade-offs that residents of two squatter settlements in Dhaka, Bangladesh might consider if they were given choices for relocation to flood-free areas. The respondents were asked to choose repeatedly from a set of choice cards, which displayed different configurations of financial incentives for relocation, such as free or inexpensive land, loans or nonrepayable grants, and provisions for temporary or permanent employment opportunities. The survey results indicated that despite extensive experience with flood problems, many residents of Mirpur and Vasantek found that certain configurations of economic incentives were not attractive enough for them to relocate to flood-free areas. At the same time, they would prefer a reduction in the risk of flooding at their current location. The economic incentives that would best assist in increasing voluntary relocation of residents from their current locations included free land, nonrepayable grants (Taka 20,000), and long-term employment opportunities. Further, differences in geographic location (i.e., Mirpur vs. Vasantek), income levels, and membership in neighborhood communities were linked with the tendency of residents to stay at their current location.  相似文献

This article discusses environmental sustainability in aquaculture and its contribution to poverty alleviation, based on field studies in Sri Lanka and the Philippines. The aquaculture practices studied are the monoculture of the black tiger prawn (Penneaus monodon) and milkfish (Chanos chanos) and the polyculture of the two species together with the mud crab (Scylla serrata). Factors affecting economic viability, social equity and environmental impacts in aquaculture are discussed and used to illuminate local and regional differences between aquaculture in Sri Lanka and the Philippines. Findings indicate that the most significant difference is the level of participation by local people (i.e., people originating ≤10 km away from the farm location). In the Philippines, 84 % of the people involved in aquaculture are locals, whereas in Sri Lanka, 55% are outsiders. Whether differences between the two areas can be explained by analyzing regional conditions, which might have resulted in different aquaculture practices, is discussed. In Sri Lanka, semi-intensive shrimp monoculture is currently the most common practice, whereas in the Philippines, extensive shrimp/fish polyculture is more common. Previous studies, as well as fieldwork, indicate that extensive culture practices reduce environmental impacts and benefit local people more. Sustainability in aquaculture is, however, also dependent on the extent of mangrove conversion into ponds. As such, extensive and locally owned farms do not necessarily result in an all but sustainable situation. Keeping this in mind, it is discussed if extensive polyculture practices might result in a more sustainable aquaculture, both environmentally and socioeconomically.  相似文献

This study adopts and modifies the WWF Rapid assessment and prioritization of protected areas management methodology (RAPPAM) to evaluate the management effectiveness of five protected areas in Taiwan. The results indicate that, unlike the situation in most developing countries, the threats and pressures faced by protected areas in Taiwan come mainly from the outside-with pollution as the most common pressure and threat, and difficult for their management authorities to deal with effectively. The categories and extent of these pressures and threats are related to remoteness and geographic location of the protected areas. All five cases under study reveal a similar management approach, clear management goals, adequate basic infrastructure and clear management decision-making; on the down side, however, all of them suffer from the lack of an effective comprehensive management plan, inadequate or poor quality human resources and insufficient funding. The present study suggests that first priority should be given to strengthening management planning in order to improve management effectiveness of protected areas in Taiwan. The adjustment made to RAPPAM in this study was to amend and take the format of the management plan as the basis for evaluation material preparations and open the discussion to encourage stakeholders' participation to open the dialogue among them. The results indicate that, although the system evaluation design still has some constraints, the quality of information collected is improved and can respond more directly to the specific demands of the respective areas.  相似文献

The climate change mitigation mechanism Reducing Emissions from Deforestation and Forest Degradation in developing countries (REDD+) is currently being negotiated under the United Nations Framework Convention on Climate Change (UNFCCC). Integrating biodiversity monitoring into REDD+ facilitates compliance with the safeguards stipulated by the UNFCCC to exclude environmental risks. Interviews with actors engaged in REDD+ implementation and biodiversity conservation at the national and sub-national level in Peru (n = 30) and a literature review (n = 58) were conducted to pinpoint constraints and opportunities for monitoring effects of REDD+ management interventions on biodiversity, and to identify relevant biodiversity data and indicators. It was found that particularly sub-national actors, who were frequently involved in REDD+ pilot projects, acknowledge the availability of biodiversity data. Actors at both the national and sub-national levels, however, criticized data gaps and data being scattered across biodiversity research organizations. Most of the literature reviewed (78 %) included indicators on the state of certain biodiversity aspects, especially mammals. Indicators for pressure on biodiversity, impacts on environmental functions, or policy responses to environmental threats were addressed less frequently (31, 21, and 10 %, respectively). Integrating biodiversity concerns in carbon monitoring schemes was considered to have potential, although few specific examples were identified. The involvement of biodiversity research organizations in sub-national REDD+ activities enhances monitoring capacities. It is discussed how improvements in collaboration among actors from the project to the national level could facilitate the evaluation of existing information at the national level. Monitoring changes in ecosystem services may increase the ecological and socioeconomic viability of REDD+.  相似文献

Given the projected threat that climate change poses to biodiversity, the need for proactive response efforts is clear. However, integrating uncertain climate change information into conservation planning is challenging, and more explicit guidance is needed. To this end, this article provides a specific example of how a risk-based approach can be used to incorporate a species’ response to climate into conservation decisions. This is shown by taking advantage of species’ response (i.e., impact) models that have been developed for a well-studied bird species of conservation concern. Specifically, we examine the current and potential impact of climate on nest survival of the Lewis’s Woodpecker (Melanerpes lewis) in two different habitats. To address climate uncertainty, climate scenarios are developed by manipulating historical weather observations to create ensembles (i.e., multiple sequences of daily weather) that reflect historical variability and potential climate change. These ensembles allow for a probabilistic evaluation of the risk posed to Lewis’s Woodpecker nest survival and are used in two demographic analyses. First, the relative value of each habitat is compared in terms of nest survival, and second, the likelihood of exceeding a critical population threshold is examined. By embedding the analyses in a risk framework, we show how management choices can be made to be commensurate with a defined level of acceptable risk. The results can be used to inform habitat prioritization and are discussed in the context of an economic framework for evaluating trade-offs between management alternatives.  相似文献

The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. It is believed that a risk-based integrated management approach may be helpful for China to achieve sustainable solutions for contaminated land.  相似文献

/ With over 2500 Australian Landcare groups, 65,000 volunteer members, and considerable evidence of program impact, Landcare is an important example of state-sponsored rural development in a developed nation. The agency-community partnership is a fundamental element of Landcare and getting the partnership right is vital to long-term program success. After reviewing the emergence of Landcare in the state of Victoria, the author reports research from a 1995 survey of Victorian Landcare groups. Survey information highlighted the extent of agency-group contact, the important roles agency staff played in many Landcare groups, and the positive impact of agency contact and government funding upon group activity. Large majorities of groups reported they were satisfied with their relationship with agency staff. However, a majority of groups reported money or materials provided to manage land and water degradation was inadequate. Recently proposed changes to the Landcare program will provide government funding of work on private property and may address this concern. A majority of groups also reported support for leadership and management training was inadequate and respondents emphasized the need to revise program guidelines that limit funding for group coordinators. This information highlighted the importance of articulating a practical model of community participation in Australia and adopting a systematic approach to providing agency support for Landcare groups. Reflecting upon the Landcare experience, the author suggests some of the key elements of a practical model of state-sponsored citizen resource management contributing to rural development.KEY WORDS: Landcare; Australia; Community participation; Rural development; Citizen resource management; Sustainable agriculture  相似文献

We consider the extent to which the Mackenzie Valley Resource Management Act (MVRMA) provides an opportunity for deliberative democracy to emerge within the context of resource management in Canada's North. The focus is on the extent to which the tenets of deliberative democracy are exercised in the environmental assessment (EA) of the Snap Lake diamonds project. Data collection included semi-structured interviews with assessment participants, and a review of documentation surrounding the EA process, and the case study. Results combined four principles of deliberative democracy: generality, autonomy, power neutrality, and ideal role taking. The EA conducted under the MVRMA can serve as a deliberative process, as illustrated by opportunities for dialogue, access to different perspectives, and learning outcomes. However, many of these positive results occurred through nonmandated technical sessions. The absence of participant funding also limits the deliberative potential of the MVRMA.  相似文献

Protected areas are integral to the global effort to conserve biodiversity, and, over the past two decades, protected area managers have begun to recognize that conservation objectives are next to impossible to achieve without considering the needs and concerns of local communities. Incentive-based programs (IBPs) have become a favored approach to protected area management, geared at fostering local stewardship by delivering benefits tied to conservation to local people. Effective IBPs require benefits to accrue to and be recognized by those experiencing the greatest consequences as a result of the protected area, and those likely to continue extractive activities if their livelihood needs are compromised. This research examines dispersal of IBP benefits, as perceived by local residents in Nepal's Annapurna Conservation Area. Results reported here are based on questionnaire interviews with 188 households conducted between September and December 2004. Results indicate that local residents primarily identify benefits from social development activities, provisions for resource extraction, and economic opportunities. Overall, benefits have been dispersed equally to households in villages on and off the main tourist route, and regardless of a household's participation in tourism. However, benefits are not effectively targeted to poorer residents, those highly dependent on natural resources, and those experiencing the most crop damage and livestock loss from protected wildlife. This article provides several suggestions for improving the delivery of conservation incentives.  相似文献

The Platte River Basin consists of tributaries largely in Wyoming, Colorado and Western Nebraska, with the main stem in Central Nebraska. Critical wildlife habitat on the main stem requires additional in-stream flows. The watershed is one hosting multiple resources, a variety of users, and managed by an array of state and federal agencies. This study proposes a basis for securing in-stream flows for the Platte River. Candidate water supply mechanisms are suggested based on the way in which Casper, Wyoming secured water for its municipal needs. Canal lining is compared to a dam project, increasing reservoir storage, and purchasing water rights, with consideration also made for water pricing to reduce municipal use. Comparisons are based on economic efficiency, potential water conservation, and property rights criteria. Canal lining, coupled with demand management, is shown to conserve water best, given the set of efficiency and cost criteria for in-stream flow enhancement. The approach offers an opportunity to organize the water supply choice context in a transboundary watershed when quantitative information is limited.  相似文献
