Disinfection by-products (DBPs) are formed when disinfectants such as chlorine, chloramine, and ozone react with organic matter in water. Chlorine being the most common disinfectant used in the drinking water industry worldwide, significant attention has been focused on chlorinated DBPs. A new indexing method using fuzzy synthetic evaluation is proposed to determine the health risk associated with the two major groups of chlorinated DBPs--trihalomethanes (THMs) and haloacetic acids (HAAs). Initially, membership functions for cancer and non-cancer risks associated with THMs and HAAs are used to establish the fuzzy evaluation matrices. Subsequently, weighted evaluation matrices for both types of risks are established by performing cross products on the weighted vectors (founded on the analytic hierarchy process) and the fuzzy evaluation matrices. In the final stage, the weighted evaluation matrices of cancer and non-cancer risks are aggregated to determine the final risk rating. Two case studies are provided to demonstrate the application of this method.  相似文献

The effects of global warming can increase the risk of exotic species introductions in eastern Canadian Arctic waters by reducing surface ice cover and allow increased access to commercial vessels. Ballast water discharged by incoming overseas vessels is an important means for introducing species on a global scale. Analyses of air temperatures at Churchill, Manitoba between 1943 and 2002 indicated an increase in mean temperature within the past decade. Churchill is the only major northern port in this region where grain has been exported on a limited basis due to the short navigation season. Economic analyses of grain exported from Canadian and U.S. ports indicated some cost advantages for using northern ports. The Hudson Bay region is vulnerable to increased exotic species introductions because of its southerly location. Current ballast water exchange measures to reduce the risk of introductions may not be effective because most vessels enter the region with ballast, and the ballast exchange zone is located relatively close to coastal areas where the habitat could be favorable for an introduced species to become established. The probability of a large crab species introduced to this region from northern European waters is discussed. The risk of ballast water–related exotic species introduction to this region may be reduced by expanding the types of cargo handled and developing a strong import market. This approach would accommodate an increase in the number of vessels with cargo, and substantially reduce the volume of ballast carried to this region.  相似文献

The Mersey Basin Campaign was established in 1985 in the North West of England to address continuing problems of water quality and associated landward dereliction of the River Mersey and its tributaries. The Campaign's premise that water quality should be improved both for its own sake and as a stimulus to regeneration has proved to be well founded and has subsequently been extended to embrace community action to help nurture watercourse improvement and care. The Campaign can now be seen as a model for engaging co-ordinated environmental action through a partnership approach. This paper explores the nature of the Mersey Basin Campaign as an example of the new structures which are being developed in order to help deliver the new environmentalpolicy agenda. It is argued that the Campaign stands as a model for what will become an increasing need to develop focused environmental planning and management at the sub-regional and regional scales.  相似文献

Portovelo-Zaruma, Ecuador is an artisanal and small-scale gold mining (ASGM) region with approximately 6000 gold miners working with mercury and cyanide. Although artisanal gold mining (AGM) has taken place in Portovelo-Zaruma for centuries, highly mechanized small-scale gold mining (SGM) processing plants capable of increased throughput began being built in the 1990s. While there are benefits associated with ASGM, there are also negative impacts experienced by the miners and the surrounding communities. To take advantage of ASGM as a poverty-alleviating mechanism while reducing unwanted externalities, the cumulative impacts must be understood. Numerous challenges to measuring, monitoring, and addressing ASGM impacts result from the complexity of the impacts themselves, the nature of the gold mining as an informal industry, and the shortfalls in the current regulatory framework. These are discussed in the context of ongoing, unresolved issues including efforts to address trans-boundary water pollution, management of mining waste, and conflicts regarding priorities, ambiguities, and enforcement of existing regulations and policies. Internationally, interventions to address both AGM and SGM impacts have typically focused almost exclusively on technological changes through the elimination of mercury use. Our analysis suggests that to better address ASGM and their cumulative impacts in Ecuador, it will be beneficial to revisit the legal definitions of AGM and SGM. Additionally, promotion of information-based strategies including educational outreach programs and cross-scale and cross-level mitigation methods may also be beneficial. The success of these strategies to reduce ASGM-related cumulative impacts will depend on sufficient funding and the commitment of stakeholders.  相似文献

The U.S. Environmental Protection Agency has proposed permitting ballast water discharges—a benefit of which would be to reduce the economic damages associated with the introduction and spread of aquatic invasive species. Research on ship-borne aquatic invasive species has been conducted in earnest for decades, but determining the economic damages they cause remains troublesome. Furthermore, with the exception of harmful algal blooms, the economic consequences of microscopic invaders have not been studied, despite their potentially great negative effects. In this paper, we show how to estimate the economic benefits of preventing the introduction and spread of harmful bacteria, microalgae, and viruses delivered in U.S. waters. Our calculations of net social welfare show the damages from a localized incident, cholera-causing bacteria found in shellfish in the Gulf of Mexico, to be approximately $706,000 (2006$). On a larger scale, harmful algal species have the potential to be transported in ships’ ballast tanks, and their effects in the United States have been to reduce commercial fisheries landings and impair water quality. We examine the economic repercussions of one bloom-forming species. Finally, we consider the possible translocation within the Great Lakes of a virus that has the potential to harm commercial and recreational fisheries. These calculations illustrate an approach to quantifying the benefits of preventing invasive aquatic microorganisms from controls on ballast water discharges. This article examines the environment and habitat management experiences of Ethiopia and Ghana in the postindependence period (1960–2000). Based on extensive archival research, semistructured focused interviews of environment and habitat officers of the World Bank, the United Nations System and the International Union for the Conservation of Nature (IUCN) and personal professional field experiences, the paper argues that the uncritical adoption of externally generated discourses, narratives, policy guidelines, and strategies of environmental and habitat management has structured thought and action in both countries. The experience of both countries in defining and responding to environmental and human settlement management is explored from a political ecology perspective. The analysis indicates that both countries have essentially adopted a technocratic, state-centered, and unsustainable management strategy framework based on population control, poverty reduction, sustainable development, and capacity-building. It also suggests that international organizations such as the World Bank, INCN, and the United Nations system have been important sources of thought and action in both countries. Conversely, regional international organizations such as the Economic Commission for Africa, the Organization of African Unity and the African Development Bank have largely served as conduits for the diffusion of global discourses, narratives, policies and strategies. The need for adopting management policies and strategies that are based on principles of multiple engagement, decentralization, incentives, public education, and participation is underscored.  相似文献

This paper presents the local institutional and organizational development insights from a five-year ongoing interdisciplinary research project focused on advancing the implementation of sustainable urban water management. While it is broadly acknowledged that the inertia associated with administrative systems is possibly the most significant obstacle to advancing sustainable urban water management, contemporary research still largely prioritizes investigations at the technological level. This research is explicitly concerned with critically informing the design of methodologies for mobilizing and overcoming the administrative inertia of traditional urban water management practice. The results of fourteen in-depth case studies of local government organizations across Metropolitan Sydney primarily reveal that (i) the political institutionalization of environmental concern and (ii) the commitment to local leadership and organizational learning are key corporate attributes for enabling sustainable management. A typology of five organizational development phases has been proposed as both a heuristic and capacity benchmarking tool for urban water strategists, policy makers, and decision makers that are focused on improving the level of local implementation of sustainable urban water management activity. While this investigation has focused on local government, these findings do provide guideposts for assessing the development needs of future capacity building programs across a range of different institutional contexts.  相似文献

Watershed managers have largely embraced targeting of agricultural conservation as a way to manage strategically non-point source pollution from agricultural lands. However, while targeting of particular watersheds is not uncommon, targeting farms and fields within a specific watershed has lagged. In this work, we employed a qualitative approach, using farmer interviews in west-central Indiana to better understand their views on targeting. Interviews focused on adoption of conservation practices on farmers’ lands and identified their views on targeting, disproportionality, and monetary incentives. Results show consistent support for the targeting approach, despite dramatic differences in farmers’ views of land stewardship, in their views about disproportionality of water quality impacts, and in their trust in conservation programming. While the theoretical concept of targeting was palatable to all participants, many raised concerns about its practical implementation, pointing to the need for flexibility when applying targeting solutions and revealing misgivings about the government agencies that perform targeting.  相似文献

ABSTRACT: While significant nonpoint source (NIPS) pollution control progress has been made since passage of Section 319 in the 1987 Water Quality Act, existing federal legislation does not provide for the most timely and cost-effective NIPS pollution reduction. In this paper, we use findings from the Rural Clean Water Program and other nationwide agricultural NIPS pollution control programs, building on legislative history to recommend a coordinated and efficient direction for agricultural water quality legislation. A collaborative framework should be established to accomplish the goals of the Clean Water Act (CWA), Coastal Zone Management Act (CZMA), and the Conservation Title of the Farm Bill. Valuable elements of the 1990 CZMA amendments that created a coastal NIPS program should be subsumed into the CWA. The CWA should reemphasize use of receiving water quality criteria and standards and should allow states flexibility to tailor basin-scale NPS program implementation to local needs. Implementation should involve targeting of NIPS pollution control efforts to critical land treatment areas and use of systems of best management practices to address these targeted water quality problems. The 1995 Farm Bill should reorient production incentives toward water quality to support the collaborative framework, implementing ecologically sound source reduction principles. The Farm Bill and the CWA should contain interrelated provisions for voluntary, incentive-assisted producer participation and fallback regulatory measures. Such coordinated national water quality and Farm Bill legislation that recognizes the need for flexibility in state implementation is supported as the most rational and cost-effective means of attaining water quality goals.  相似文献

ABSTRACT: Dense nonaqueous phase liquid (DNAPL) contaminated ground water has proven to be exceptionally difficult to remediate for both physical and chemical reasons. Since DNAPL's are denser than water, their movement is not governed by the direction of ground water flow as is generally the case for other ground water contaminants. Additionally, DNAPLs' interactions with aquifer solids through processes such as sorption tend to make the pollution linger or sometimes apparently disappear, only to return later. Unfortunately, pump-and-treat systems, the traditional way ground water contamination is addressed, have not been effective in cleaning DNAPL contaminated water. Other remediation technologies continue to be developed to address these problems. Policy changes will also be necessary to effectively address the difficulties associated with ground water remediation.  相似文献

Ambitious programmes of reform in Central and Eastern Europe (CEE) are threatened by a serious deterioration of the environment. Large-scale damage of the natural environment in many forms, including water pollution has created development barriers which adversely affect the living conditions of current and future generations. Despite similar patterns of environmental policy in the CEE countries compared with their Western counterparts, neither environmental legislation nor economic incentives have produced any significant improvement in water quality over the last 10–20 years. For that very reason in the transition period, it is necessary to identify existing deficiencies in the system and to build up a mixed system of new institutions of water management, more realistic legislation with a strong enforcement system, and market based incentives for water conservation and protection against pollution.  相似文献

This paper applies the concept of welfare environmentality to analyse Indonesia’s emerging national and project-based incentive frameworks, a key component to the climate programme reducing emissions from deforestation and forest degradation (REDD+). The paper adapts governmentality theory to explore the rationale and design of various incentive instruments, including government institutions to disburse financial payments and co-benefits to multiple recipients, as well as a local demonstration project in Central Kalimantan Province. These REDD+ incentives are often conflated with the neoliberalisation of the climate agenda, focused on the adoption of market instruments and the commodification of forest carbon. However, REDD+ incentives in Indonesia include diverse policy mechanisms and encompass multiple objectives – such as the delivery of social services and employment schemes aimed at improving community livelihoods. These incentives employ a welfare environmentality, where government agencies and their partners deliver certain rights and socio-economic security for communities in return for adopting practices that improve carbon and forest management. The application of welfare environmentality shows how incentive frameworks operate as a state intervention designed to restructure relations between people and environmental resources.  相似文献

Economic measures and instruments for water quality protection are classified and discussed, and examples are given. ABSTRACT: Literatures on price‐based urban water conservation and on market‐based mechanisms to manage natural resources suggest that market‐based management of urban/suburban water use may be feasible. A market‐based proposal that emerged from a water shortage on California's Monterey Peninsula is presented. In the proposal, conservation incentives arise both from an ability among end‐users of water to reduce consumption and sell use‐rights to water, and from a penalty price for consumption in excess of one's use rights. The amount of water associated with use rights is capped and varies according to hydrological, meteorological, ecological, and other criteria. Requirements for further study of the proposal are listed, and the role that similar market‐based mechanisms could play in urban water management is discussed.  相似文献

The idea of sustainable development has much popular appeal, but conflicts with centuries of economic theory about how limited land and natural resources constrain the growth of economies and populations. Much of that doctrine, especially that in the Malthusian tradition, is contradicted by historical experience, but the modern threat of environmental degradation raises new questions about whether growth can be sustained. Many of those new problems result from biases in economic organization and institutions against so-called environmental resources. Marketed resource commodities like minerals and timber are protected by the incentives of owners and suppliers to conserve them, enhance them and find new sources, and by the incentives of users to economize on their demands and find cheaper substitutes. Together, these forces have been sufficient to offset depletion and render resources less scarce over time. The same forces are not at work on environmental resources like water and air, so they are over-used and degraded as demands grow. However, promising opportunities exist to develop property rights and economic incentives to encourage users of environmental resources to protect and husband them, and these are likely to be more effective in harmonizing economic activity with the environment than purely regulatory policies.  相似文献

ABSTRACT: This paper is a computer simulation analysis of an agricultural nonpoint pollution problem. Computer modeling is a universally applicable tool that can be used for establishing the linkages between and the quality of agricultural runoff in both surface and subsurface flow. The tradeoffs between the costs of soil conservation practices and water quality are reported, and the economic implications of such tradeoffs are discussed. Soil and nutrient losses resulting from crop production practices are analyzed using a field-scale computer simulation model (CREAMS). No-till planting, reduced tillage, and sod waterway systems are more cost effective than other practices for controlling soil and nutrient runoff losses. Nitrate leaching losses are increased slightly by most soil conservation practices. Terrace systems and permanent vegetative cover impose the greatest societal cost for water quality protection. Public cost sharing and tax incentives encourage farmers to adopt expensive structural practices, and policies are needed to get cost-effective practices implemented on critical acreage. Extensive treatment of land is necessary for agricultural best management practices (BMPs) to significantly improve water quality in areas that are intensively farmed.  相似文献

A promising program to address water contamination from nutrients is water quality trading (WQT), whereby entities with high abatement costs purchase credits from entities with lower abatement costs. The concept has found some success with point source water pollution, but very few trades have occurred in over 50 programs in the United States (U.S.) that have focused on nonpoint sources (NPSs). To understand why success has been slow, we identified three environments needed for programs to succeed: physical, economic, and institutional. We estimate that only 5% of watersheds in the U.S. currently listed as nutrient impaired provide a viable physical environment for trading nitrogen; 13% are suitable for phosphorus. Economic and institutional challenges would shrink that domain even further. Therefore, we find places with the ideal physical, economic, and institutional environments necessary for feasible WQT programs are virtual policy utopias — rare places with ideal environments. Fortunately, a growing literature provides the tools necessary to identify where these policy utopias are and to expand that domain through a better understanding about how to manage WQT programs more effectively.  相似文献
