Human rights impact assessment (HRIA) is a process for systematically identifying, predicting and responding to the potential impact on human rights of a business operation, capital project, government policy or trade agreement. Traditionally, it has been conducted as a desktop exercise to predict the effects of trade agreements and government policies on individuals and communities. In line with a growing call for multinational corporations to ensure they do not violate human rights in their activities, HRIA is increasingly incorporated into the standard suite of corporate development project impact assessments. In this context, the policy world's non-structured, desk-based approaches to HRIA are insufficient. Although a number of corporations have commissioned and conducted HRIA, no broadly accepted and validated assessment tool is currently available. The lack of standardisation has complicated efforts to evaluate the effectiveness of HRIA as a risk mitigation tool, and has caused confusion in the corporate world regarding company duties. Hence, clarification is needed. The objectives of this paper are (i) to describe an HRIA methodology, (ii) to provide a rationale for its components and design, and (iii) to illustrate implementation of HRIA using the methodology in two selected corporate development projects—a uranium mine in Malawi and a tree farm in Tanzania. We found that as a prognostic tool, HRIA could examine potential positive and negative human rights impacts and provide effective recommendations for mitigation. However, longer-term monitoring revealed that recommendations were unevenly implemented, dependent on market conditions and personnel movements. This instability in the approach to human rights suggests a need for on-going monitoring and surveillance.  相似文献

Within this paper, we present the novel hybrid model REMIND-R and its application in a climate policy context based on the EU target to avoid a warming of the Earth’s atmosphere by more than 2°C compared to the pre-industrial level. This paper aims to identify necessary long-term changes in the energy system and the magnitude of costs to attain such a climate protection target under different designs of the post-2012 climate policy regime. The regional specification of mitigation costs is analyzed in the context of globalization where regions are linked by global markets for emission permits, goods, and several resources. From simulation experiments with REMIND-R, it turns out that quite different strategies of restructuring the energy system are pursued by the regions. Furthermore, it is demonstrated that the variance of mitigation costs is higher across regions than across policy regimes. First-order impacts, in particular, reduced rents from trade in fossil resources, prevail regardless of the design of the policy regime.  相似文献

Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi. The case study demonstrates the value of longitudinal assessment both for limiting corporate risk and improving human welfare.  相似文献

Wind energy is growing worldwide as a source of power generation. Bat assemblages may be negatively affected by wind farms due to the fatality of a significant number of individuals after colliding with the moving turbines or experiencing barotrauma. The implementation of wind farms should follow standard procedures to prevent such negative impacts: avoid, reduce and offset, in what is known as the mitigation hierarchy. According to this approach avoiding impacts is the priority, followed by the minimisation of the identified impacts, and finally, when residual negative impacts still remain, those must be offset or at least compensated. This paper presents a review on conservation measures for bats and presents some guidelines within the compensation scenario, focusing on negative impacts that remain after avoidance and minimisation measures. The conservation strategies presented aim at the improvement of the ecological conditions for the bat assemblage as a whole. While developed under the European context, the proposed measures are potentially applicable elsewhere, taking into consideration the specificity of each region in terms of bat assemblages present, landscape features and policy context regarding nature and biodiversity conservation and management. An analysis of potential opportunities and constraints arising from the implementation of offset/compensation programmes and gaps in the current knowledge is also considered.  相似文献

The objective of this paper was to assess the sustainability impacts of planned agricultural development interventions, so called upgrading strategies (UPS), to enhance food security and to identify what advantages and risks are assessed from the farmer's point of view in regards to social life, the economy and the environment. We developed a participatory methodological procedure that links food security and sustainable development. Farmers in four different case study villages in rural Tanzania chose their priority UPS. For these UPS, they assessed the impacts on locally relevant food security criteria. The positive impacts identified were mainly attributed to increased agricultural production and its related positive impacts such as increased income and improved access to necessary means to diversify the diet. However, several risks of certain UPS were also indicated by farmers, such as increased workload, high maintenance costs, higher competition among farmers, loss of traditional knowledge and social conflicts. We discussed the strong interdependence of socio-economic and environmental criteria to improve food security for small-scale farmers and analysed several trade-offs in regards to UPS choices and food security criteria. We also identified and discussed the advantages and challenges of our methodological approach. In conclusion, the participatory impact assessment on the farmer level allowed a locally specific analysis of the various positive and negative impacts of UPS on social life, the economy and the environment. We emphasize that only a development approach that considers social, economic and environmental challenges simultaneously can enhance food security.  相似文献

Social impact assessment developed along with environmental impact assessment during the early 1970s as a methodological tool with which to better understand the consequences of environmental alteration and as an input to environmental impact statements. The idea was that if adverse social, economic, and physical effects of development were known in advance, they could either be mediated or eliminated.For the most part, the assessment of biological and economic impacts has become a required input into every stage in the planning process. However, social changes are not always arrayed alongside economic, biological, and landuse changes in the matrix that leads to the final decision.The major difficulty in the application of SIA process has been in identifying and measuring the social impacts that occur with each project. Even if important social impacts were identified, few procedures have been developed for measuring their significance. When either social costs or benefits to local communities are arrayed against regional and national economic goals, social concerns generally finish a distant second. Social science research must establish that the effects on human populations alone are significant enough to alter the outcome of the decision process.  相似文献

In dealing with the complex issues of greenhouse gas (GHG) emission and climate change mitigation, many interrelated factors such as cost, level of technology development, supply and demand of energy, structure of industry, and expenditures on research and development exist. Using indicators to monitor environmental impacts and evaluate the efficacies of policies and regulations has been practiced for a long time, and it can serve as a useful tool for decision making and for comparison between different countries. Although numerous indicators have been developed for relevant subjects, integrated approaches that consider individual changes, dynamic interaction, and multi-dimensions of indicators are scarce. This paper aimed to develop a Driving Force-Pressure-State-Impact-Response (DPSIR) framework to assess the problems. This DPSIR model is mainly related to energy consumption, environmental impacts, and policy responses. The objectives of the paper were: (1) conduct a literature review on the indicators that have been used in GHG-related studies; (2) develop a DPSIR model that incorporates GHG-related indicators and evaluate their relationships using a cause?Ceffect chain of GHG emission; and (3) develop a calculative method that can be used to explain the dynamic correlation among the interdependent indicators. Taiwan is a significant source of global GHG emissions. A case study, using the developed framework and Taiwan??s actual data of the past two decades, was conducted. The results indicate that regulatory strategies for pollution control are inadequate in terms of ensuring environmental quality, and the nature does not have the capability to revert the impacts from the existing level of pollution.  相似文献

We suggest analytic economic-environmental models that aim to investigate the multi-faced interplay between economic production, industrial pollution, and environmental protection. The considered static and dynamic optimization problems assess a country’s sustainable environmental policy that involves the optimal combination of adaptation and mitigation strategies. A qualitative analysis of obtained solutions leads to relevant conclusions about the ranges of economic-environmental parameters, in which the adaptation and mitigation are viable policy options.  相似文献

The Clean Development Mechanism (CDM) suggests that both developed and developing countries can take actions to mitigate global climate change. Carbon reduction and sustainable development are the goals of the CDM. However, the uneven distribution of the CDM projects in developing countries may jeopardize the fulfilment of these goals. This paper uses panel data from 107 host countries to explore the influencing factors of the CDM using a negative binomial regression. The club convergence model is used to divide the host countries into different sub-groups according to their numbers of operating CDM projects in a year. The results show that affluence, the sophisticated international trading experience, and the growing demands for energy of the host countries have a positive impact on the successful registrations of the CDM projects, while the cost of carbon emission abatement hinders the registration. But for countries with fewer CDM projects, the industrial level and national carbon emission have no significant impacts on the distribution of CDM projects. In recent years, the number of studies on the relationship between globalization and ecological footprint is steadily increasing, yet the literature lacks any formal consensus. Previous studies unveil beneficial as well as harmful effects of globalization on the environment. Furthermore, most of the scholars rely on linear methods to investigate this relationship, which can produce biased outcomes when non-linearities exist in data. Unquestionably, the United States played a leading role in increasing global connectivity; however, the present US administration has demonstrated not only a penchant for isolationism by keeping certain critical resources, technologies, and manufacturing capacities in the US but also the tendency to ignore environmental concerns both domestically and globally. On this backdrop, this study uses asymmetric ARDL, and asymmetric causality methods to investigate the asymmetric relationship between globalization and the ecological footprint of the US. Additionally, the disaggregated asymmetric impacts of social, economic, and political globalization on footprint are also ascertained. The results indicate non-linear cointegration among variables. The long-run estimations reveal that a 1% positive change in overall globalization and in economic globalization increases ecological footprint by 1.32 and 0.72%, respectively, while a similar 1% negative change alleviates footprint by 6.75 and 1.05%, respectively. The outcomes elucidate much more dominant effects associated with negative changes in total and economic globalization. In contrast, positive changes in social globalization improve the environment by mitigating ecological footprint. Interestingly, positive shocks to political globalization stimulate footprint, indicating the validity of the environmental governance failure hypothesis. Further, Granger causality from positive changes in globalization to the footprint is found. Lastly, this study is concluded by comprehensive policy implications, including policy regarding FDI, trade, and enhancing social globalization, among others.  相似文献

Considering the projected population growth in the twenty-first century, some studies have indicated that global warming may have negative impacts on the risk of hunger. These conclusions were derived based on assumptions related to social and technological scenarios that involve substantial and influential uncertainties. In this paper, focusing on agrotechnology and food access disparity, we analyzed food availability and risk of hunger under the combined scenarios of food demands and agroproductivity with and without climate change by 2100 for the B2 scenario in the Special Report on Emissions Scenarios. The results of this study suggest that (1) future food demand can be satisfied globally under all assumed combined scenarios, and (2) a reduction of food access disparity and increased progress in productivity are just as important as climate change mitigation for reducing the risk of hunger.  相似文献

We present monitoring methods and quantitative biodiversity data to document components of the mitigation hierarchy. We estimated avoidance, minimization, restoration and impact reduction in quality hectares for the 25 m wide right of way of a 408 km natural gas buried pipeline that crosses 14 Ecological Landscape Units (ELUs) in the tropical Andes of Peru. We found that applying the mitigation hierarchy as part of a comprehensive biodiversity action plan substantially reduced impacts on biodiversity in all habitats studied. Avoidance and right of way minimization contributed to significant impact reduction. We quantified impact reduction during construction and operation on the right of way of the pipeline over a five-year period and found that restoration was the greatest contributor to reducing impacts. We documented that most ELUs have a positive restoration trajectory. We also documented how monitoring over large scale spatial scales, in combination with site-specific monitoring, generated data for management to determine restoration priorities and impact mitigation. A biodiversity action plan that incorporated the mitigation hierarchy and a science-based biodiversity monitoring and assessment program contributed to biodiversity management of the project and played an important role in minimizing and managing impacts.  相似文献

The looming climate crisis requires an immediate response, in which organizations, as major contributors, should play a central role. However, these organizations need appropriate tools to measure and mitigate their climate impacts. One commonly applied method is carbon footprint analysis. Carbon footprint analyses have been conducted for various types of organizations, but knowledge organizations, such as universities and research institutes, have received far less attention, because their carbon footprint is often less visible and can be easily underestimated. This study is based on the carbon footprint analysis of one multinational knowledge organization. This analysis then helped identify the major sources of climate impacts in other such knowledge organizations. These are mainly indirect emissions (Scope 3) and to a large extent (79%) travel-related emissions. Based on these findings, three scenarios for a post-COVID-19 world were developed and analyzed. The results from the first two scenarios showed that despite a reduction in business travel and employees working from home, Scope 3 and travel-related emissions would remain the largest contributor. Only in the unlikely case of the third, non-recovery scenario did the share of travel-related emissions drop, turning heating into the largest contributor. In addition to measuring the carbon footprint, the study discusses potential mitigation strategies knowledge organizations could apply to reduce their carbon footprint. The focus is on how to avoid and reduce emissions, but new forms of carbon offsetting are also addressed. Based on the findings, a mitigation policy framework and recommendations for further research are proposed.  相似文献

A 3D marine seismic survey of the Odoptu license area off northeastern Sakhalin Island, Russia, was conducted by DalMorNefteGeofizika (DMNG) on behalf of Exxon Neftegas Limited and the Sakhalin-1 consortium during mid-August through early September 2001. The key environmental issue identified in an environmental impact assessment was protection of the critically endangered western gray whale (Eschrichtius robustus), which spends the summer–fall open water period feeding off northeast Sakhalin Island in close proximity to the seismic survey area. Seismic mitigation and monitoring guidelines and recommendations were developed and implemented to reduce impacts on the feeding activity of western gray whales. Results of the acoustic monitoring program indicated that the noise monitoring and mitigation program was successful in reducing exposure of feeding western gray whales to seismic noise.  相似文献

Around the world many peatlands are managed unsustainably. Drainage of the peat causes soil subsidence and a range of negative societal impacts. Integrated strategies are required to ensure more sustainable long-term settings, based on impact assessment models that simulate the interrelated dynamics of water management and soil subsidence, and determine the spatial and temporal range of societal impacts. This paper presents an integrated modelling framework that meets these requirements. We used the framework to assess the impacts of a range of water management strategies in Dutch peatlands. Average soil subsidence rates were shown to range from 0.6 to 4.5 mm·y 1, resulting in marked differences in societal impacts that affect stakeholders unequally. Moreover, the impacts on real estate damage and water system maintenance revealed inverse trends that result in increasingly unbalanced cost-benefit ratios. The generated insights led the regional water authority to change their current water management strategy, preventing unsustainable future developments. We find the results relevant for improving stakeholders' awareness of long-term impacts of management strategies, and making negotiation processes on goals, means, and possible future pathways more transparent.  相似文献

The integration of health and well-being into green building rating tools (GBRTs) has been increasingly advocated in recent years, moving beyond an energy efficiency focus. The proposed research responds to this movement by offering a multi-angle analysis of the process of incorporating biophilic strategies into the GBRTs—the Leadership in Energy and Environmental Design (LEED) V4 for Building Design and Construction, LEED V4 for Neighborhood Development, and Green Mark for Non-Residential Buildings (NRB): 2015. Based on a literature review, 42 categories of biophilic strategies are reformatted and reorganized in this paper. Moreover, four influencing factors are identified in this paper, including climate, policy, hydrology, and geography, which enable a correlative comparison through the categories of landscape, ventilation, interaction, mitigation, sense, and mobility. Based on comprehensive analysis, three findings are identified: (1) the correlations and divergences of biophilic strategies among the GBRTs are scrutinized; (2) policy and climate comprise the key influencing factors with high impacts for GM and LEED BD + C, while policy and geography are key factors for LEED ND, as the GBRTs shift from sustainability to well-being; and (3) corresponding to the identified key factors, suggestions are proposed for the stakeholders to support improvements to facilitate biophilic integration with GM and LEED (BD + C, ND).  相似文献

The presence of contaminants in environmental media as well as the desire to maintain a high level of economic activity has led to an important and difficult decision‐making problem for both public policy decision makers and the general public. In one sense, all of the interested parties are likely to be concerned about the potential health risks posed by the presence of contaminants in environmental media and the need to design/implement policies for their mitigation and/or removal. At the same time, however, there also appear to be concerns about the cost of these policies. These costs could be measured in terms of the potential losses in economic activity that are likely to occur when a policy is adopted. The policy can be selected from a range of alternatives, with the choice being driven in part by the stakeholders represented in the policy decision problem. In this case, two general goals might be considered: minimizing environmental risk and minimizing the economic impact of the policy considered. These two objectives are likely to be viewed as conflicting goals, and the nature of the tradeoffs between them must be taken into account in the policy selection process. This paper presents the development of a zero–one weighted goal programming model that can be used to select a preferred policy that minimizes surface and groundwater contamination as well as the economic costs of environmental policy selection. A safety rule model is developed first and then extended to the zero–one weighted goal programming formulation. The stochastic aspects of these structures are emphasized throughout. The paper also addresses a number of issues related to implementation of the model.  相似文献

Energy developments affect communities in a range of ways. Impacts on communities can be caused by changes to landscape amenity and access, disruptions to community cohesion, increased or decreased income streams, effects on property values, and population changes. These changes are ideally captured in the social impact assessment (SIA) process, where proponents outline in a formal statement the balance of benefits and burdens on local communities, and measures that will be taken to minimise negative outcomes for the community. In SIA practice there is a tendency toward quantitative socio-economic impacts, such as changes to demographics, income, and land values, with some qualitative assessment of amenity impacts. While the academic literature promotes inclusion of changes to the community itself, such as impacts on community cohesion and social capital, these qualitative changes are not consistently evident in SIA practice. Additionally, SIA practice assesses the impacts of the project, i.e. how the development of wind turbines or other energy infrastructure will affect the community. Because the consultation process around a proposed project typically commences prior to the characterisation and assessment of any associated social impacts and the finalisation of the SIA process, the potential impacts of this consultation are rarely, if ever, evaluated. Here, we examine a case study of an Australian wind energy project that did not proceed to implementation. Through this case study we are able to analyse the anticipatory impacts of the proposal; those stemming from the consultative process rather than the development of the project itself. We present these qualitative social changes, and outline the pathways through which the social changes manifest in two overarching social impacts: a divided community and future development capacity. We discuss the implications of this analysis in the context of good engagement practice and energy governance.  相似文献

Equity discussions in climate change policy focus on mitigation. Climate change impacts, adaptation and decision making are also important. General equity principles can be related to specific proposals for equitable sharing of mitigation but no objective preference for any principle exists. Most promising are mixed approaches, that combine various equity principles in a process oriented setting. As the nations of the world negotiate future controls on greenhouse gas emissions, a critical environmental policy issue becomes understanding the multiple environmental consequences of these controls. Here we describe an integrated assessment model for quantifying multiple environmental impacts of large-scale environmental initiatives and apply this model to climate change mitigation. Our analysis shows that reductions in global warming will be accompanied by reductions in ozone depletion, acid rain and mercury emissions, and desulfurization waste generation. We also conclude that the largest collateral benefits from reducing global climate change may be in the developing world. This result is critical since it is the developing nations who ultimately control the long-term success of any climate stabilization strategy.
