Considerable empirical research has been conducted on why policy tools such as environmental assessment (EA) often appear to have ‘little effect’ (after Weiss) on policy decisions. This article revisits this debate but looks at a mediating factor that has received limited attention to-date in the context of EA — political power. Using a tripartite analytical framework, a comparative analysis of the influence and significance of power in mediating environmental policy integration is undertaken. Power is analysed, albeit partially, through an exploration of institutions that underpin social order. Empirically, the research examines the case of a new approach to policy-level EA (essentially a form of Strategic Environmental Assessment) developed by the World Bank and its trial application to urban environmental governance and planning in Dhaka mega-city, Bangladesh. The research results demonstrate that power was intimately involved in mediating the influence of the policy EA approach, in both positive (enabling) and negative (constraining) ways. It is suggested that the policy EA approach was ultimately a manifestation of a corporate strategy to maintain the powerful position of the World Bank as a leading authority on international development which focuses on knowledge generation. Furthermore, as constitutive of an institution and reflecting the worldviews of its proponents, the development of a new approach to EA also represents a significant power play. This leads us to, firstly, emphasise the concepts of strategy and intentionality in theorising how and why EA tools are employed, succeed and fail; and secondly, reflect on the reasons why power has received such limited attention to-date in EA scholarship.  相似文献

Coal extraction remains supported in many countries despite a global context challenging the industry. A large evidence base links coal with negative consequences for human health. Environmental assessments (EAs) are regulated in nearly every country to assess and set conditions for large industry projects, including coal mines, but tend to exclude health impacts. This study investigated the institutional dynamics surrounding the inclusion of health in coal mining EAs in New South Wales, Australia. Semi-structured interviews with varied stakeholders were supported by a review of legislation, relevant case law and media analysis. Using insights from theories on power and institutions the findings show how EA practice is influenced by the politicization of coal mining that excludes potentially negative narratives surrounding the known human health impacts of coal. Poor EA practice is compounded by legislative ambiguity and lack of conceptual understanding about assessing health. EA's legislative purpose of approving projects undermines confidence that a balanced assessment of impacts has been made. EA is seen as a pro-industry process that disempowers those with dissenting voices. The research explains how the institutional dynamics of a policy process like EA challenge its potential to meaningfully engage with the impact of coal mining on human health.  相似文献

For over three decades, environmental assessment (EA) has gained increasing international recognition as a means of ensuring sustainable development. In light of environmental challenges, Benin has endorsed the principle that a healthy environment is a human right. This concern is manifested by the creation of many institutions for managing environmental issues. But until today, environmental problems are still on the rise and getting worse day by day because of Benin's limited experience in the field of EA. If EA is to be perceived as an instrument of sustainable development, it is important to take into account the achievements and the needs of the country in this field; because we cannot respond properly and adequately in the field of capacity strengthening in EA without first be familiar with what exists, what is fact, and what is needed. In this study, we address and analyze the status of existing resources in the field of EA in Benin with the purpose of identifying the needs for capacity strengthening to enhance environmental assessment effectiveness in the country. The detailed presentation of the results shows that the legislative and institutional resources are available and represent a strong element in the system of environmental management in Benin. However, there is still a room for improvements towards environmental governance before it becomes a solid system of decision supporting all sectors of intervention because the effective application of those laws and texts still constitute big challenges. Below are the main reasons that explain the particular situation: majority of the laws are put in force very late or taken without implementing decree at all; the organizational capabilities have large gaps; the absence of a mechanism for evaluating the needs for strengthening capacity for EA. Recommendations pinpointed three types of needs which must be filled to enhance the effectiveness of EA in Benin: upstream needs of the structure of EA; implementation and enforcement needs; and, maintenance and efficiency needs.  相似文献

The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the ‘greening’ of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool.This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing ‘the mainstream’ by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables?  相似文献

The extent to which Environmental Assessment (EA) contributes to incorporating environmental values and objectives into decision-making (i.e. the effectiveness of EA) has been subject to much research. Still relatively little is known about how the effectiveness of EA is influenced by the specific features of EA systems and their context. International comparative research can shed more light on these relationships. In this paper we report on a survey of EA in Flanders, taking a similar approach as previous surveys in the Netherlands, UK and Denmark. We observe that the effectiveness of the Flemish project-based EA (EIA) is comparable to that in the other countries, whereas the Flemish plan-based EA (SEA) is more influential than the Dutch one (no data on Denmark and UK). As in the other countries, EA in Flanders has an influence on decision-making both before and after the EIA has been completed. According to respondents to the surveys, in all four countries the legal requirement is the main explanatory factor for EA effectiveness. The mechanisms by which EA characteristics and other factors contribute to EA effectiveness seem rather country-specific, however. Rather than trying to isolate the individual influence of factors we encourage more in-depth, qualitative and case-study based follow-up research in order to better understand the complex interplay between factors related to the EA system itself, how it is applied in practice and influenceds from its specific context.  相似文献

Based on the samples of 113,468 publications on environmental assessment (EA) from the past 20 years, we used a bibliometric analysis to study the literature in terms of trends of growth, subject categories and journals, international collaboration, geographic distribution of publications, and scientific research issues. By applying thresholds to network centralities, a core group of countries can be distinguished as part of the international collaboration network. A frequently used keywords analysis found that the priority in assessment would gradually change from project environmental impact assessment (EIA) to strategic environmental assessment (SEA). Decision-theoretic approaches (i.e., environmental indicator selection, life cycle assessment, etc.), along with new technologies and methods (i.e., the geographic information system and modeling) have been widely applied in the EA research field over the past 20 years. Hot spots such as “biodiversity” and “climate change” have been emphasized in current EA research, a trend that will likely continue in the future. The h-index has been used to evaluate the research quality among countries all over the world, while the improvement of developing countries' EA systems is becoming a popular research topic. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative and innovative way of revealing global research trends in the EA research field.  相似文献

This paper investigates the discursive construction of the substantive purposes of environmental assessment (EA). It addresses these purposes by exploring the complex and often multifaceted linkages between political factors and plural views of democracy, public participation, and the role of science that are embedded in environmental and sustainability discourses. The interaction between policy-making and public actors leads to the formulation of divergent and potentially competing rationales for public participation, and for social appraisal more generally. Participatory approaches have also given impetus to the development of several interpretations on the role of science in assessment procedures. Science is important in mediating public participation and the two are therefore reciprocally linked. This leads to discourses that become manifest in the construction of substantive purposes. Discourse analysis in EA is a relevant method for examining trends and patterns in sustainable development. It is argued that public participation is an important, if not decisive, variable in the articulation and civil legitimacy of certain purposes. A general proposition that results from this paper is that EA, although typically presented as an objective scientific tool, is an intrinsically normative process. Enhanced knowledge on the construction, and reconstruction over time, of substantive purposes is required if environmental and sustainability discourses are to be used and understood as meaningful analytical instruments to assess the socio-political implications of EA.  相似文献

The complexity of today’s research problems increasingly demands that scientists move beyond the confines of their own discipline. In this special issue, the basics of a transdisciplinary framework are established and problems analyzed in a specific discipline are successfully integrated in this transdisciplinary network. The intent has been to go beyond only statements about the importance of enabling early stage researchers to work across disciplinary boundaries, and to show that important discoveries are being made at the intersection of disciplines. Embedding various research projects in a more global framework can meet the demands of an interdisciplinary or transdisciplinary approach (especially for early stage researchers) and contribute significantly to sustainable research.  相似文献

Modeling manipulation addresses this issue by changing the initial parameters which in turn affects the final output results. The advancement of modeling techniques in recent years has seen a gradual but steady accruement of knowledge regarding the relationship between input parameters and possible outputs, which has resulted in improved accuracy and efficiency methods. The advancements within this field have predominantly occurred on an individual basis and as such lack standardisation. An expert numerical modeler may use this knowledge subconsciously, yet may not know how to convey it to the model users. This paper has been written to introduce a systematic intelligent coding schema designed to organise current coastal engineering modeling manipulation knowledge into a standardised format. This system is relevant to the development of appropriate strategies for improved accuracy and efficiency as well as model modification to simulate specific real phenomena in prototype application cases.  相似文献

Environmental assessment (EA) aims to enhance environmental awareness and to ensure that environmental values are fully considered in decision-making. In the EA arena, different discourses exist on what EA should aim for and how it functions. We hypothesise that these discourses influence its application in practice as well as its effectiveness in terms of achieving the above goals. For instance, actors who consider EA as a hindrance to fast implementation of their projects will probably apply it as a mandatory checklist, whereas actors who believe that EA can help to develop more environmentally sound decisions will use EIA as a tool to design their initiatives. In this paper we explore discourses on EA in The Netherlands and elaborate on their implications for EA effectiveness. Based on an innovative research design comprising an online survey with 443 respondents and 20 supplementary semi-structured interviews we conclude that the dominant discourse is that EA is mainly a legal requirement; EAs are conducted because they have to be conducted, not because actors choose to do so. EA effectiveness however seems reasonably high, as a majority of respondents perceive that it enhances environmental awareness and contributes to environmental protection. However, the ‘legal requirement’ discourse also results in decision-makers seldom going beyond what is prescribed by EA and environmental law. Despite its mandatory character, the predominant attitude towards EA is quite positive. For most respondents, EA is instrumental in providing transparency of decision-making and in minimising the legal risks of not complying with environmental laws. Differences in discourses seldom reflect extreme opposites. The ‘common ground’ regarding EA provides a good basis for working with EA in terms of meeting legal requirements but at the same time does not stimulate creativity in decision-making or optimisation of environmental values. In countries characterised by less consensual political cultures we may expect more extreme discourses on EA, the consequences of which are reflected upon in this paper.  相似文献

This article presents a study of how power dynamics enables and constrains the influence of actors upon decision-making and Strategic Environmental Assessment (SEA). Based on structuration theory, a model for studying power dynamics in strategic decision-making processes is developed. The model is used to map and analyse key decision arenas in the decision process of aluminium production in Greenland. The analysis shows that communication lines are an important resource through which actors exercise power and influence decision-making on the location of the aluminium production. The SEA process involved not only reproduction of formal communication and decision competence but also production of alternative informal communication structures in which the SEA had capability to influence.It is concluded, that actors influence strategic decision making, and attention needs to be on not only the formal interactions between SEA process and strategic decision-making process but also on informal interaction and communication between actors as the informal structures, which can be crucial to the outcome of the decision-making process. This article is meant as a supplement to the understanding of power dynamics influence in IA processes and as a contribution to the IA research field with a method to analyse power dynamics in strategic decision-making processes. The article also brings reflections of strengths and weaknesses of using the structuration theory as an approach to power analysis.  相似文献

The need to better address uncertainties in environmental assessment (EA) is well known, but less known is how those involved in, or affected by, EA processes understand and perceive uncertainties and how uncertainties are considered and disclosed. Based on a survey of 77 Canadian EA practitioners, regulators, and interest groups, this paper explores uncertainties in the EA process, uncertainty consideration and disclosure in EA practice and decision-making, and opportunities for improved disclosure. Nearly 80% of participants indicated that all EAs contain uncertainty; however, uncertainty disclosure was described as poor. Only 15% indicated that uncertainties are sufficiently acknowledged in practice and, when disclosed, considered by decision makers. Perceptions about uncertainty differed significantly between those who conducted EAs compared to those potentially affected by development, suggesting that either communication about uncertainty is poor, or participants' understandings about what is considered ‘good’ practice are very different. Almost half of the participants believe that there is overconfidence in impact predictions and mitigation measures, and the majority indicated that if uncertainties were more openly reported then EA would be a better tool for informing decisions. Most participants did not believe that EAs that openly disclose uncertainties lack credibility; and contrary to proponents' tendencies to limit disclosure, participants perceived limited risk of disclosure in terms of project approval. The majority of participants did not believe that there was sufficient guidance available on how to report uncertainties, or on how to use that information in decision-making. Results indicate a substantial need to better understand how uncertainties are viewed and dealt with in EA; the importance of uncertainty disclosure and consideration in EA; and the risks and benefits of uncertainty disclosure to proponents, decision makers, and the public. We identify several opportunities for improving the practice of uncertainty consideration and disclosure.  相似文献

Private or public developers, including local authorities and government agencies, have limited operational guidance to include case-relevant health information in environmental reports. In Italy, the absence of technical indications prompted the Ministry of Health to construct a new model of Health Impact Assessment (HIA) for health integration in Environmental Assessment (EA) processes. A coordinating committee set within an inter-institutional working group was assisted by public and private key stakeholders to deliver guidance on HIA. The three research stages of framing, production and delivery were carried out to: (1) frame the context for HIA guidance implementation; (2) produce the operational guideline and tools; (3) train and disclose the guideline to final users. The guideline and the operational procedures were informed by core criteria to achieve a health standard in environmental reporting. The procedures guide the user to carry out a comprehensive assessment of the population health based on the broad determinants. The environmental reporting integrates health through functional components, divided into levels and supported by related flowcharts and checklists. HIA knowledge and skills were provided to facilitate the guideline utilization within the health departments. The guideline embedded the existing EA national legacy, normative and technical. The entire decisional cycle, from strategic planning to project development was covered in the guideline including the screen of proposals. The experience triggered the definition of an environmental health collaborative platform under the Ministry of Health coordination to fill gaps in competence building, sector operational tools development, methodologies harmonization on the national territory.  相似文献

The life cycle assessment (LCA) is an important environmental management tool that has been developed since the 1960s and it is a widely accepted field of research in the scientific community. This paper focuses on the changes of research trends of this field in the recent two decades (1999–2018) from the perspective of bibliometrics. First, we use the Web of Science (WoS) database to collect relevant literature, which is a widely used database in the field of bibliometrics. Then, this paper analyzes in detail the amount of publications, citations, cooperation models and their evolution trends, and identifies the most productive countries, institutions and authors in this field. Finally, by studying the author-keyword co-occurrence networks of the LCA papers in different periods, the research hotspots and their changes in this field are explored. We hope that the research of this paper will contribute to the faster and better development of the LCA field.  相似文献

This article contributes to understanding of how change occurs in the field of environmental assessment (EA). It argues that the integration of new issues in EA, such as human health, is significantly influenced by how practitioners' understandings shape their actions, and by what happens when those, possibly different, interpretations of appropriate action are acted out. The concept of space for action is developed as a means of investigating this relation between understanding and action. Frame theory is also used, to develop a sharper focus on how ‘potential spaces for action’ are created, what these imply for (individuals') preferred choices and actions in certain situations, and what happens in practice when these are acted out and ‘actual spaces for action’ are created. This novel approach is then applied in a Swedish case study of transport planning. The analysis reveals the important work done by practitioners, revealing just how EA practice is decisively shaped by practitioners. Analysis of practice using the lens of spaces for action offers an important new perspective in understanding how the field adapts to new challenges.  相似文献

As there is no one-and-only concept on how to precisely define and establish quality control (QC) or quality assurance (QA) in the making of environmental assessments (EA), this paper presents selected features of international approaches that address quality in EA systems in the USA, the Netherlands, Canada, and the United Kingdom. Based on explanative case studies, we highlight the embedding of specific quality control features within the EA systems, the objectives and processes, and relevant transparency challenges. Such features of QC/QA approaches can be considered in cases where substantial quality control and assurance efforts are still missing. Yet further research needs to be conducted on the efficacy of these approaches, which remains beyond the scope of this study.  相似文献

The consideration and disclosure of uncertainties is fundamental to a credible EA process, but little is known about the nature and type of requirements and guidance available to proponents, practitioners and decision makers about how to deal with uncertainties. This paper examines the provisions for considering and disclosing uncertainties in EA. Methods are based on a comparative review of uncertainty provisions in EA legislation, regulations and guidance documents under Canadian federal, provincial and territorial jurisdictions. Results show 10 types of provisions applied at different stages of the EA process with considerable jurisdictional variability and incoherence. The most common provision was that decision makers can request that project proponents provide more information, followed by the preparation of contingency plans, and that practitioners document their assumptions about data reliability. Most of these provisions were found in guidelines, versus legislation or regulations; and most addressed impact management, with very few provisions for addressing uncertainty during EA review and decision making. Current practices of uncertainty (non)disclosure and (non)consideration in EA can be explained, in part, by the superficial nature and limited extent of the requirements and guidance made available to EA practitioners, proponents, and decision makers. The existing requirements placed on proponents and practitioners to disclose and consider uncertainties are necessary, but insufficient. Stronger, more coherent and transparent requirements for those tasked with EA review and decision making to consider uncertainty information when disclosed, and the development of practical guidance on how to do so, are needed.  相似文献

Recently, the SEA research community has started to pay attention to countries of the Global South. Yet, the international literature has rarely explored Latin American Environmental Assessment (EA) systems in contrast to EA systems in countries of the Global North. This article aims at analysing the Peruvian Strategic Environmental Assessment (SEA) system. Research was conducted in 2015 as part of the project ‘ProAmbiente’ initiated by the German-Peruvian development co-operation (APCI and GIZ) with the objective to analyse and strengthen the SEA practice in Peru. A combination of methods was used for meta- and micro-level analyses, characterising both the intended SEA system and practical performance. Ultimately, the analysis of the SEA implementation was based on a review of state-of-the-art international literature and led to the formulation of a set of recommendations. Recommendations have been clustered in nine priority areas and were assigned an implementation horizon from mid- to long-term.  相似文献
