Public participation is considered a distinguished feature of Strategic Environmental Assessment (SEA), and the SEA literature has traditionally identified several benefits attached to it, from more open and transparent decision-making to greater acceptance of plans/programmes' output by the affected population. However, relatively little empirical evidence has been collected so far on the extent and outcomes of public engagement as it is being carried out in current SEA practice. In this article, we present the results of a study on this theme based on a direct survey of 47 SEA practitioners and scholars from different countries. Respondents were asked to report their experience about a number of items including: the frequency of SEA process featuring deep public participation; its overall influence on plan/programmme-making; the identification of the main factors impeding it; the correlation of public involvement with environmental outcomes; and the increase of costs. Results indicate that public engagement in current SEA practice is still relatively limited and with limited influence on decision-making. The main impeding factors seem to be: lack of political willingness by proponents; insufficient information on the SEA process by the public; and weakness of the legal frames. However, respondents also report that when effective public engagement takes place, benefits do arise and identify a positive correlation between the degree of public involvement and the environmental performance of plans and programmes. Overall, findings suggest that public involvement has indeed the potential to positively influence both SEA and decision-making, although this should be supported from the policy side by stronger legal frames, higher requirements and improved technical guidance.  相似文献

The effective application of SEA is still limited and needs to be steered through the dissemination of enhanced guidance documents. In this respect, administrative bodies in charge of SEA management have issued guidelines and manuals in order to address the major difficulties that hinder SEA implementation in the day-to-day practice. In this study, we propose a method that assists responsible agencies and professionals in the design of SEA guidance documents. The method uses a comparative approach which builds on the key elements of those documents. We have applied our method to the scrutiny of principles and contents of a selection of SEA guidelines released in the European Union. Results indicate that SEA guidelines should cover a minimum number of relevant issues, including early integration of SEA in the planning and programming processes, development of a fair and inclusive consultation, the construction of credible alternatives, and monitoring strategies. In addition, we found that good SEA guidance documents should build on empirical advice drawn from storytelling referred to a selection of case studies. Our work is intended to support European government agencies as well as practitioners in the design and update of SEA guidelines in a variety of cases, as the general principles that we outline can be systematically applied to any program and plan subject to SEA.  相似文献

The analysis of governance in Strategic Environmental Assessment (SEA) can help understand why, whether and how strategic decision-making happens. Understanding the governance context is strategic to improve the role and capacity of SEA to stimulate, and legitimate decisions that integrate environmental issues and are sustainability driven. The objective of this paper is to discuss why governance is important in SEA. In the SEA literature governance is mostly addressed in silos (i.e. public participation or decisions transparency or accountability) rather than in an integrated way. In addition few authors adopt a strategic view to address the governance context within which SEA is used. In this paper we address the heuristics of governance in SEA based on theoretical and empirical evidence, suggesting how SEA may incorporate the governance dimension. First a review of the SEA literature in relation to governance sets the context to the analysis on how governance is approached in practice, based on 60 Portuguese SEA cases. This is followed by the presentation of an empirical SEA case conducted in Portugal to illustrate what, in our understanding, can be an example of good practice in considering governance in SEA. Final discussion reflects on the role of governance in SEA in promoting engagement, enabling collaborative action, learning processes and dialogues, concluding on the relevance of governance in creating development contexts that can deal with change.  相似文献

Forests are becoming severely fragmented as a result of land development. South Korea has responded to changing community concerns about environmental issues. The nation has developed and is extending a broad range of tools for use in environmental management. Although legally mandated environmental compliance requirements in South Korea have been implemented to predict and evaluate the impacts of land-development projects, these legal instruments are often insufficient to assess the subsequent impact of development on the surrounding forests. It is especially difficult to examine impacts on multiple (e.g., regional and local) scales in detail. Forest configuration and size, including forest fragmentation by land development, are considered on a regional scale. Moreover, forest structure and composition, including biodiversity, are considered on a local scale in the Environmental Impact Assessment process. Recently, the government amended the Environmental Impact Assessment Act, including the SEA, EIA, and small-scale EIA, to require an integrated approach. Therefore, the purpose of this study was to establish an impact assessment system that minimizes the impacts of land development using an approach that is integrated across multiple scales.This study focused on forest fragmentation due to residential development and road construction sites in selected Congestion Restraint Zones (CRZs) in the Greater Seoul Area of South Korea. Based on a review of multiple-scale impacts, this paper integrates models that assess the impacts of land development on forest ecosystems. The applicability of the integrated model for assessing impacts on forest ecosystems through the SEIA process is considered.On a regional scale, it is possible to evaluate the location and size of a land-development project by considering aspects of forest fragmentation, such as the stability of the forest structure and the degree of fragmentation. On a local scale, land-development projects should consider the distances at which impacts occur in the vicinity of the forest ecosystem, and these considerations should include the impacts on forest vegetation and bird species. Impacts can be mitigated by considering the distances at which these influences occur. In particular, this paper presents an integrated environmental impact assessment system to be applied in the SEIA process. The integrated assessment system permits the assessment of the cumulative impacts of land development on multiple scales.  相似文献

This article presents a study of how power dynamics enables and constrains the influence of actors upon decision-making and Strategic Environmental Assessment (SEA). Based on structuration theory, a model for studying power dynamics in strategic decision-making processes is developed. The model is used to map and analyse key decision arenas in the decision process of aluminium production in Greenland. The analysis shows that communication lines are an important resource through which actors exercise power and influence decision-making on the location of the aluminium production. The SEA process involved not only reproduction of formal communication and decision competence but also production of alternative informal communication structures in which the SEA had capability to influence.It is concluded, that actors influence strategic decision making, and attention needs to be on not only the formal interactions between SEA process and strategic decision-making process but also on informal interaction and communication between actors as the informal structures, which can be crucial to the outcome of the decision-making process. This article is meant as a supplement to the understanding of power dynamics influence in IA processes and as a contribution to the IA research field with a method to analyse power dynamics in strategic decision-making processes. The article also brings reflections of strengths and weaknesses of using the structuration theory as an approach to power analysis.  相似文献

When evaluating the atmospheric environment in regional strategic environment assessment (R-SEA), the variation and choice of the spatial scale have a substantial influence on the conclusions of the assessment. In this study, we used numerical simulation to investigate the spatial-scale effect. Two varying spatial extents and two varying spatial details of pollutant emission data (emission inventories in this case) were provided for numerical modeling, and output distributions of atmospheric pollutants at different air pollution levels were compared. The results show that the resolution and spatial range of data collection do indeed influence the atmospheric prediction and assessment results in R-SEA. The spatial-scale effect is more significant under the air pollution condition than under excellent and good air quality conditions. A comparison of varying spatial extents of emission inventory shows that narrowing the prediction area to a local scale is more conducive to identifying the impact of local pollution sources. A comparison of varying spatial details of emission inventory indicates that a higher resolution is favorable for identifying local high concentrations of pollutants and their locations.  相似文献

Small islands have the attention of the international community because they are territories with unique features, and a pressing need for the enhancement of sustainability. Strategic Environmental Assessment (SEA) has characteristics that may promote the development and improvement of sustainability in these territories: (i) changing the mind-set, and the decision-making and institutional paradigm, (ii) facilitating cooperation and coordination between different stakeholders, and (iii) providing a framework for good governance and community empowerment. The scientific literature suggests that there may be a need for context-specific SEA in these territories. However, SEA studies often do not incorporate local contextual information, including intuitive knowledge and sense of place. Therefore, there is a possible gap between what is found in the literature and what local communities think, including different stakeholders and experts. Hence, the main goal of this research was to gain an insight into the views and perspectives of small islands SEA experts about issues related to SEA in European small islands, including context-specific approaches, as well as the contribution of SEA for sustainability in these territories. To achieve the research aim, exploratory research using a questionnaire-based survey was designed, aimed at experts on SEA in European small islands. Findings showed regional cooperation networks may have a fundamental role when developing SEA-specific approaches in these territories. This is because SEA-specific approaches encourage a joint effort among islands within one region to improve SEA capacity-building, develop and share a baseline information system, and to share and exchange resources, overall. Also, guidelines are preferred among experts over more legal frameworks and regulations. Finally, the research showed that experts view SEA as a way to enhance sustainability in small islands. This study highlights the importance of integrating stakeholders, such as territorial experts, to learn and promote the use and improvement of environmental and sustainability tools such as SEA.  相似文献

The literature concerning Strategic Environmental Assessment (SEA) often refers to the importance of context-specific approaches. However, there is a lack of systematised and consistent studies that enhance tailor-made SEA practices and procedures. Small islands are bounded units of study which may help explore SEA theory and practice in special territories. Small islands present particular features and unique values, such as, small size and population, geographic isolation, limited resources and vulnerable ecosystems. Hence, the main goal of this research was to profile SEA practices and procedures in European small islands and provide a background for future research aiming to improve context-specific SEA applications. To achieve this goal, an exploratory case study was developed using Azores (Portugal) and Orkney (Scotland) archipelagos. An analysis of the corresponding mainland was also carried out to contextualise both case studies. The data collection was achieved through a qualitative content analysis of 43 Environmental Reports. The research found that there is not an SEA context-specific approach used within these European small islands, including guidelines, assessment topics, assessment techniques, follow-up and stakeholders engagement. The debate concerning specific approaches to small islands must be re-focused on the enhancement of SEA capacity-building amongst different stakeholders (including decision-makers), on the development and implementation of collaborative approaches, and on the exchange of knowledge and experiences between small islands networks.  相似文献

This article offers a critical analysis of the applicability and relevance of strategic environmental assessment (SEA) in the post-conflict period in Colombia as a means to support societal sustainability transition and avoid the depletion of natural resources and the emergence of new conflicts. Colombia, emerging from decades of war between the Colombian government and the FARC-EP (Revolutionary Armed Forces of Colombia), is experiencing an urgent need to allocate financial resources to large-scale projects with the aim of supporting post-conflict development activities, potentially resulting in rapid and hyper-development conditions and causing severe environmental impacts. Theoretically, SEA can be seen as one way to assist the Colombian government in their strategic decision-making and planning. However, the use of SEA will be bound by the post-conflict conditions and the more general institutional setting in Colombia. This article is focused on identifying the opportunities and challenges arising from the post-conflict context and the SEA action arena in Colombia. By doing this, the article provides a better understanding of institutional processes and resources in Colombia and contributes to the limited scholarly literature that is available on the application of SEA in post-conflict contexts, including research on the institutional capacity involved.  相似文献

Strategic Environmental Assessment (SEA), a newly-developed decision-making support tool, has been used in many developed and developing countries for predicting and evaluating potential environmental impact of policies, plans, and programs (PPPs), as well as for providing alternatives to avoid, mitigate, or compensate for these impacts. Unfortunately, due to the complexity and flexibility of SEA, to date there has been no consensus on a system which could be suitable for the contexts of different regions or countries. Different requirements and practices are observed in the different typical stages of SEA. Controversial areas include the appropriate indicators to apply in the early baseline setting stage, suitable methodologies for the impact assessment, and appropriate procedures for the SEA process. Given this, it is important to review and refine the SEA system specific to the context but informed by internationally agreed norms. As an illustration, this study reviews and proposes steps to refine the SEA system in Shandong Province, an economically powerful province of China, aiming to achieve sustainable development. Supported by the Environmental Impact Assessment Law of the People's Republic of China, Shandong Province employed SEA to reform the traditionally economy-oriented decision-making and incorporate consideration of environmental consequences into government deliberation on proposed PPPs. This paper illustrates the developmental process, procedures, and legal support for SEA in Shandong Province. By analyzing five SEA cases carried out by Shandong Province Environment Protection Bureau (SEPB) and Shandong University, problems in the SEA system were identified, and recommendations were made for improving the SEA system not only in Shandong Province but also other similar regions or countries.  相似文献

Academic literature has been continuously growing at such a pace that it can be difficult to follow the progression of scientific achievements; hence, the need to dispose of quantitative knowledge support systems to analyze the literature of a subject. In this article we utilize network analysis tools to build a literature review of scientific documents published in the multidisciplinary field of Strategic Environment Assessment (SEA). The proposed approach helps researchers to build unbiased and comprehensive literature reviews. We collect information on 7662 SEA publications and build the SEA Bibliographic Network (SEABN) employing the basic idea that two publications are interconnected if one cites the other. We apply network analysis at macroscopic (network architecture), mesoscopic (sub graph) and microscopic levels (node) in order to i) verify what network structure characterizes the SEA literature, ii) identify the authors, disciplines and journals that are contributing to the international discussion on SEA, and iii) scrutinize the most cited and important publications in the field. Results show that the SEA is a multidisciplinary subject; the SEABN belongs to the class of real small world networks with a dominance of publications in Environmental studies over a total of 12 scientific sectors. Christopher Wood, Olivia Bina, Matthew Cashmore, and Andrew Jordan are found to be the leading authors while Environmental Impact Assessment Review is by far the scientific journal with the highest number of publications in SEA studies.  相似文献

The unequal growth of population and buildings in metropolitan regions reflects dispersed urban expansion. This study illustrates an operational framework grounded on a diachronic analysis of urbanization processes in advanced economies that provides a comprehensive evaluation of the mismatch between resident population and building stock. Studying the urban cycle of a European city (Athens, Greece), a mismatch indicator was derived at the municipal level as the elasticity rate of resident population and total building stock changes over 7 time intervals between 1920 and 2010. Results indicate that divergences in population and building stock growth rates increased since the early 1980s. The population-buildings mismatch displays an increasingly asymmetric spatial distribution, evidencing more or less accelerated paths toward dispersed settlements that may outline unsustainable forms of land management. Municipalities with a compact morphology at the beginning of the study period showed a higher rate of self-contained urban expansion than municipalities with more dispersed settlements. A comparative analysis of the impact of town planning on enlarging population-settlement mismatches was finally proposed as a basic knowledge to sustainable land management in (rapidly expanding) metropolitan regions.  相似文献

环境质量的优劣直接关系到人类的生存和发展,如何对某一区域环境质量进行科学的综合评价对环境管理具有重要的理论和现实意义。根据环境质量评价指标的选择原则,以环境质量监测为基础,通过征求专家意见确定了能反映区域环境质量特性的指标及其权重,建立了区域环境质量的综合评价体系。并用此综合评价体系对四川省6个地区的环境质量进行了评价,计算了区域环境质量综合指数,结果表明,该评价体系简单、方便、适用性强且易于操作,为科学地评价和考核区域环境质量提供研究方法。  相似文献

In this paper we present a new approach for modeling environmental problem as a bilevel programming problem. To the authors best knowledge, this is the first attempt to use bilivel techniques to tackle such problems. We derive at solution to help decision makers to cope with environmental policy issues. San Francisco, Bay Area is used as a real world example with the solution to their environmental problem.California is presently faced with a serious deficit of solid waste treatment and disposal facilities. Federal legislation has sought to compel the States to assure the capacity to treat and dispose of their own wastes and the California Legislature has enacted laws requiring the counties to initiate programs so that they can treat and dispose of their own wastes. Neither the federal nor the State programs have met with success in California. California continues to ship greater and greater amounts of waste out-of-state, and the majority of California counties have not instituted plans acceptable to the State government regarding the treatment and disposal of their own wastes.In the few cases where sitting and licensing programs have been proposed, the policy-makers charged with their evaluation have proceeded with largely intuitive, non-quantitative evaluation of policy options, often ignoring most of the financial and environmental implication of their decisions.We have developed a strategic management decision model that can evaluate multiple solid waste management options from both economic and environmental standpoints. Examples of problems a quantitative model might evaluate include the economic and environmental impacts of multiple treatment or disposal facilities as opposed to only one site; the environmental impact of taxing dirty waste streams, thus encouraging waste treatment and/or minimization on-site; and the social risk resulting from transportation risks assuming one or more multiple treatment or disposal sites or the use of alternative transportation routes.Because of extensive information presently available for the San Francisco Bay region, we have investigated the regional waste management problem there under several different treatment and disposal scenarios. As appropriate, results from this regional model and from authors earlier work [1] will be applied to California as a whole.  相似文献
