Agricultural support policies, which increase production to excessive levels, have been heavily criticized for their distortional effects on farmers’ decisions. High input consumption, which harms the environment, and the distribution of supports, which causes income inequality among farmers, are also the other factors that economists criticize these support policies. However, in recent years, the use and dependence on production and land have been increasing globally due to fears of food insecurity in several countries. In this article, the impact of a support policy on cotton farmers’ land in Turkey is evaluated using a detailed farm-level micro dataset. We use the dynamic panel model to consider the production dynamics, unobservable individual heterogeneity, and the endogeneity of the support variable. Our results show that considering the support variable as endogenous significantly increased its impact on farmers’ land. A farmer’s past land allocation decisions also affected their current lands holdings. However, the results varied considerably between regions and between different land sizes. Therefore, the findings show the importance of heterogeneity in the impact of support policies. We conclude that due to the heterogeneous impact of support policies, it might not be possible to discuss the effect of support policies using an average estimate applicable for all farmers. Therefore, a different support policy considering regional characteristics or farm size is necessary to obtain the desired policy outcomes. 相似文献

Transportation policy measures often aim to change travel behaviour towards more efficient transport. While these policy measures do not necessarily target health, these could have an indirect health effect.We evaluate the health impact of a policy resulting in an increase of car fuel prices by 20% on active travel, outdoor air pollution and risk of road traffic injury. An integrated modelling chain is proposed to evaluate the health impact of this policy measure. An activity-based transport model estimated movements of people, providing whereabouts and travelled kilometres. An emission- and dispersion model provided air quality levels (elemental carbon) and a road safety model provided the number of fatal and non-fatal traffic victims. We used kilometres travelled while walking or cycling to estimate the time in active travel. Differences in health effects between the current and fuel price scenario were expressed in Disability Adjusted Life Years (DALY).A 20% fuel price increase leads to an overall gain of 1650 (1010–2330) DALY. Prevented deaths lead to a total of 1450 (890–2040) Years Life Gained (YLG), with better air quality accounting for 530 (180–880) YLG, fewer road traffic injuries for 750 (590–910) YLG and active travel for 170 (120–250) YLG. Concerning morbidity, mostly road safety led to 200 (120–290) fewer Years Lived with Disability (YLD), while air quality improvement only had a minor effect on cardiovascular hospital admissions. Air quality improvement and increased active travel mainly had an impact at older age, while traffic safety mainly affected younger and middle-aged people.This modelling approach illustrates the feasibility of a comprehensive health impact assessment of changes in travel behaviour. Our results suggest that more is needed than a policy rising car fuel prices by 20% to achieve substantial health gains. While the activity-based model gives an answer on what the effect of a proposed policy is, the focus on health may make policy integration more tangible. The model can therefore add to identifying win–win situations for both transport and health. 相似文献

Cobalt is a naturally occurring element found in rocks, soil, water, plants, and animals and has diverse industrial importance. It is cycled in surface environments through many natural processes (e.g. volcanic eruptions, weathering) and can be introduced through numerous anthropogenic activities (e.g. burning of coal or oil, or the production of cobalt alloys). The environmental behaviour of cobalt in terrestrial environment is relatively poorly studied and in particular where Co is used in industrial processes, the baseline information to support wider and long-term environmental impacts is widely dispersed. To support the adoption of new EU regulations on the risk assessment of chemicals, we review here the various aspects of the environmental chemistry, fate and transport of Co across environmental interfaces and discuss the toxicology and potential for bio magnification and food chain accumulation. The soil-to-plant transfer of Co appears to be viable route to expose lower trophic levels to biologically significant concentrations and Co is potentially accumulated in biomass and top soil. Evidence for further accumulation through soil-invertebrate transfer and to higher trophic levels is suggested by some studies but this is obscured by the relatively high variability of published transfer data. This variation is not due to one particular aspect of the transfer of Co in terrestrial environments. Influences are from the variability of geological sources within soil systems; the sensitivity of Co mobility to environmental factors (e.g. pH) and the variety of life strategies for metal elimination/use within biological species. Toxic effects of Co have been suggested for some soil-plant animal studies however, uncertainty in the extrapolation from laboratory to field is a major limitation. 相似文献

Addressing uncertainties in human health risk assessment is a critical issue when evaluating the effects of contaminants on public health. A range of uncertainties exist through the source-to-outcome continuum, including exposure assessment, hazard and risk characterisation. While various strategies have been applied to characterising uncertainty, classical approaches largely rely on how to maximise the available resources. Expert judgement, defaults and tools for characterising quantitative uncertainty attempt to fill the gap between data and regulation requirements. The experiences of researching 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) illustrated uncertainty sources and how to maximise available information to determine uncertainties, and thereby provide an ‘adequate’ protection to contaminant exposure. As regulatory requirements and recurring issues increase, the assessment of complex scenarios involving a large number of chemicals requires more sophisticated tools. Recent advances in exposure and toxicology science provide a large data set for environmental contaminants and public health. In particular, biomonitoring information, in vitro data streams and computational toxicology are the crucial factors in the NexGen risk assessment, as well as uncertainties minimisation. Although in this review we cannot yet predict how the exposure science and modern toxicology will develop in the long-term, current techniques from emerging science can be integrated to improve decision-making. 相似文献

The individual travel cost method is one of the most commonly applied approaches to estimating the recreational value (or
`consumer surplus') of open-access sites where the visitor does not have to pay an entrance charge for using the area. This
paper presents a simple application of the method conducted using geographical information system (GIS) software. This approach
permits analysis of the impact of various, commonly used, assumptions concerning the definition of visitor outset origins
and routing to recreation sites. Results suggest that varying these assumptions can lead to substantial impacts upon estimates
of consumer surplus to the extent that previously published studies may be subject to substantial error.

Thallium (Tl) is a rare but widely dispersed element. All forms of thallium are soluble enough to be toxic to living organisms. Thallium is more toxic to humans than mercury, cadmium, lead, copper or zinc and has been responsible for many accidental, occupational, deliberate, and therapeutic poisonings since its discovery in 1861. Its chemical behavior resembles the heavy metals (lead, gold and silver) on the one hand and the alkali metals (K, Rb, Cs) on the other. It occurs almost exclusively in natural waters as monovalent thallous cation. The solubility of thallous compounds is relatively high so that monovalent thallium is readily transported through aqueous routes into the environment. Tl can be transferred from soils to crops readily and accrues in food crops. The fascinating chemistry and high toxicity potential make thallium and its compounds of particular scientific interest and environmental concern. Thallium was detected in base-metal mining effluents. The conventional removal of heavy metals from wastewater has little effect on thallium. In this review, various treatment options and removal technologies are enumerated in order to protect the environment from thallium toxicity. 相似文献

In the management of municipal solid waste (MSW), the sorting-composting approach presents many advantages. However, since MSW contains a number of chemical and biological agents, the compost should not be necessarily a harmless product. These contaminants may expose different populations to health hazards, ranging from the composting plant workers to the consumers of vegetable products grown in soils treated with compost. Recent information concerning health risks derived from occupational exposure to organic dusts, bioaerosols and microorganisms in MSW composting plants is here reviewed. An evaluation of the potential health risks of volatile organic compounds (VOCs) released during composting is also included. Taking into account the potential biological and chemical risks, an exhaustive control of the workers employed in MSW composting facilities is clearly recommendable. Moreover, because the compost derived from the organic fraction of MSW can contain a number of metals and persistent organic pollutants, as well as microbial and fungi toxins, any compost that may mean a health risk for the population should not be commercialized. 相似文献

The purpose of this study is a review of urban growth containment policies for the guidance and control of peri-urbanization. The review of selected resources illustrates two policies: "urban growth containment policies based on planning interventions (UGCPI)" and "urban growth containment policies based on financial interventions (UGCFI)". The analysis of these policies reveals their distinct effects inside and outside the metropolitan boundaries, which, despite the positive results, create various practical consequences and challenges. This highlights the necessity of a special framework of growth guidance and control of peri-urbanization in response to the consequences and challenges of previous policies. The proposed framework is based on the four fundamental components, including regular growth, continuous activity interactions, optimal performance, and institutional capacity building that integration between them can make it possible to guide changes during the time. Certainly, the consequence of such an approach is the regular functional and structural landscape of peri-urban areas in the twenty-first century. 相似文献

Since Rio, governments have increased measures to promote sustainable household consumption, but this has induced limited
changes in consumers’ daily practices. This article argues that one of the reasons behind the poor efficiency of these policies
is the low level of consideration granted to local decision-making. The article discusses the results of a study which aims
at better ascertaining the practices and representations of local government leaders in promoting sustainable development
in households. We shall analyse the motivations, obstacles, interaction of players, communication and action plans associated
with promoting sustainable development, in which individual will and effort are the keywords. The results obtained show how
important it is to introduce better management systems for information and resource exchange between the different institutions
involved. The study was carried out in a suburban area of south-west France counting 71 small towns and villages, characteristic

This study aims to assess the link between fluoride content in groundwater and its impact on dental health in rural communities of the Ethiopian Rift. A total of 148 water samples were collected from two drainage basins within the Main Ethiopian Rift (MER). In the Ziway–Shala basin in particular, wells had high fluoride levels (mean: 9.4 ± 10.5 mg/L; range: 1.1 to 68 mg/L), with 48 of 50 exceeding the WHO drinking water guideline limit of 1.5 mg/L. Total average daily intake of fluoride from drinking groundwater (calculated per weight unit) was also found to be six times higher than the No-Observed-Adverse-Effects-Level (NOAEL) value of 0.06 mg/kg/day. The highest fluoride levels were found in highly-alkaline (pH of 7 to 8.9) groundwater characterized by high salinity; high concentrations of sodium (Na +), bicarbonate (HCO 3−), and silica (SiO 2); and low concentrations of calcium (Ca 2 +). A progressive Ca 2 + decrease along the groundwater flow path is associated with an increase of fluoride in the groundwater. The groundwater quality problem is also coupled with the presence of other toxic elements, such as arsenic (As) and uranium (U). The health impact of fluoride was evaluated based on clinical examination of dental fluorosis (DF) among local residents using the Thylstrup and Fejerskov index (TFI). In total, 200 rural inhabitants between the ages of 7 and 40 years old using water from 12 wells of fluoride range of 7.8–18 mg/L were examined. Signs of DF (TF score of ≥ 1) were observed in all individuals. Most of the teeth (52%) recorded TF scores of 5 and 6, followed by TF scores of 3 and 4 (30%), and 8.4% had TF scores of 7 or higher. Sixty percent of the teeth exhibited loss of the outermost enamel. Within the range of fluoride contents, we did not find any correlation between fluoride content and DF. Finally, preliminary data suggest that milk intake has contributed to reducing the severity of DF. The study highlights the apparent positive role of milk on DF, and emphasizes the importance of nutrition in management efforts to mitigate DF in the MER and other parts of the world. 相似文献

This paper demonstrates association of short-term variation in pollution and health outcomes within the same geographical area for a typical urban setting in the northern part of the UK from time series analysis. It utilises publicly available datasets for regulated air pollutants (PM??, NO?, SO?, CO and O?), meteorology and respiratory hospital admissions (and mortality) between April 2002 and December 2005 to estimate the respiratory health effect of pollution exposure, mainly in the elderly. Our results show that PM?? and O? are positively associated with respiratory hospital admissions in the elderly, specifically in the age group 70-79. CO effects seem to be concentrated on the most elderly age group (80+) whereas NO? seems to have the opposite age-related effect, with lower effects on the more elderly. 相似文献

Pectenotoxins (PTXs) are a group of toxins associated with diarrhetic shellfish poisoning (DSP) and isolated from DSP toxin-producing dinoflagellate algae. Consumption of shellfish contaminated with PTXs has been associated with incidences of severe diarrhetic illness resulting in hospitalisation. Concern has been raised for public health following the discovery that these toxins are not only hepatotoxic and can cause diarrhetic effects in mammals, but that they are potently cytotoxic to human cancer cell lines and have been found to be tumour promoters in animals. With advances in knowledge and technology, more PTXs are being identified, but little is known of their toxicology and the potential impact these toxins may have on public health in the long term. Without such information, adequate health-risk assessments for the consumption of shellfish contaminated with PTXs cannot be performed. This review gives a brief introduction to diarrhetic shellfish toxins, details the known toxicology and metabolism of PTXs in animals, and discusses known incidences of PTX poisoning in humans. 相似文献

The present work illustrates the customisation and application of the decision support system MOIRA-PLUS (a MOdel-based computerised system for management support to Identify optimal remedial strategies for Restoring radionuclide contaminated Aquatic ecosystems and drainage areas) to the fresh water environment in Italy. MOIRA-PLUS is aimed at evaluating the behaviour of radiocaesium and radiostrontium in fresh water ecosystems and at assessing the appropriateness of suitable strategies for the management of contaminated water bodies by the application of multi-attribute analysis techniques. MOIRA-PLUS can be applied to complex networks of lakes, rivers and tributaries and can be straightforwardly customised utilising data and information from readily accessible sources such as official websites provided by scientific or government organisations. The present work shows an application of the decision system to 10 lakes and 18 rivers in Italy contaminated with 137Cs of Chernobyl origin. Site-specific values of some aggregated transfer parameters were estimated for the most important Italian lakes. Although high values of fish and water consumptions were hypothesised, very low doses to public from the fresh water pathway following the accident were calculated. 相似文献

The global Sustainable Development Goals (SDGs) commenced in 2016 and provide an evidence-based framework for sustainable development planning and programming until 2030. There is emerging international practice and a growing catalogue of related reviews, assessments, guidelines and publications. While the expert community is clearly emphasising the need to adopt evidence- and science-based approaches to SDG implementation, policymakers now face the challenge of implementing the SDGs simultaneously in a coherent and integrated manner. Regular systematic reviews of national progress and approaches to implementing the SDGs are advisable to ensure that emerging science and knowledge is effectively informing national practice. This paper reviews the recent academic and expert literature as well as national experience in implementing the SDGs in 26 countries. It uses a systematic approach to analyse the degree to which key implementation stages and approaches recommended in the expert literature are being adopted and applied to support national SDG implementation on-the-ground. The review highlights that while progress has been made in some initial planning stages, key gaps remain in terms of the assessment of interlinkages, trade-offs and synergies between targets. Gaps are also clearly evident in the adoption of systems thinking and integrated analytical approaches and models. This is problematic as it may undermine effective implementation and the transformative potential of the SDGs. As more countries turn their attention to the SDGs, the review underscores the considerable risk that they will pursue the same ‘siloed’ or ‘linear’ approaches to sustainable development that have met with limited success in the past. 相似文献

An integrated approach to the ecotoxicological assessment of Irish marine sediments was carried out between 2004 and 2007. Phase I Toxicity Identification Evaluation (TIE) of sediment porewaters from two sites on the east coast of Ireland were conducted. Initial Tier I screening of three Irish sites identified the need for TIE after significant toxicity was observed with Tisbe battagliai and the Microtox assay at two of the assayed sites (Alexandra Basin and Dunmore East). Porewaters classified as toxic were characterised using four manipulations, ethylenediaminetetraacetic acid (EDTA) chelation, sodium thiosulphate addition, C(18) Solid Phase Extraction (SPE) and Cation Exchange (CE) SPE. Prior to initial testing, and TIE manipulations, all porewater samples were frozen at -20 degrees C for several months until required. After initial Tier I testing Alexandra Basin porewater was classified as highly toxic by both assays while Dunmore East porewater only warranted a TIE with T. battagliai. Results of TIE manipulations for Alexandra Basin porewater and the Microtox Basic test were inconclusive. The toxicity of the porewater in this assay was significantly reduced after freezing. Three experimental episodes were conducted with one month between each for the Alexandra Basin porewater. After each month of freezing the baseline toxicity was further reduced in the Microtox assay, therefore it was not possible to draw accurate conclusions on the nature of the active contaminants in the sample. However, toxicity to T. battalgiai did not change after storage of the porewater. The C(18) and CE SPE decreased the toxicity of Alexandra Basin porewater to the copepod indicating that both organic and cationic compounds (e.g. metals) were active in the sample. Dunmore East porewater was assayed with T. battalgiai and again a combination of organic and inorganic compounds were found to be partly responsible for the observed toxicity (C(18), CE SPE and EDTA reduced toxicity). Results from these TIEs provide insight into the complexity of interpreting marine TIE data from porewater studies where mixtures of unknown substances are present. 相似文献

Scenario-focused workshops on the restoration of contaminated residential areas are planned in a number of European countries within the EVATECH project of the EU's Fifth Framework Programme. The intention is to identify factors driving decision-making, explore the kinds of strategies that might be appropriate, develop methods for stakeholder involvement, and reveal information needs. The scenario of the Finnish workshop is presented. A policy generation scheme is proposed that yields a manageable but feature-rich set of strategies that is not constraint by lack of feasibility, justification, or public acceptability. The scheme rests on the premise that the affected area is divided into zones according to the level of contamination and that clean-up actions are applied in any combination and in combination with relocation. 相似文献
