Catch, effort, vessel, and skipper characteristic data for a sample of boats involved in the Tasmanian rock lobster fishery in the 1983/1984 season are used to estimate a fishing effort production function nested in a Cobb-Douglas fishery production function. The initial effort function is translog but tests suggest that the CES form cannot be rejected. The vessel's choice of fishing ground is modeled by a probit equation, the output from which is included in the OLS estimation of the production function. The elasticity of substitution between the inputs which are restricted by regulation and the other inputs is of particular interest as it determines whether input restriction is an efficient form of regulation for the fishery. The results suggest a value significantly less than unity.  相似文献

Recent calls for the development of ecosystem-based fisheries management compel the development of resource management tools and linkages between existing fisheries management tools and other resource tools to enable assessment and management of multiple impacts on fisheries resources. In this paper, we describe the use of the Chesapeake Bay Fisheries Ecosystem Model (CBFEM), developed using the Ecopath with Ecosim (EwE) software, and the Chesapeake Bay Water Quality Model (WQM) to demonstrate how linkages between available modeling tools can be used to inform ecosystem-based natural resource management. The CBFEM was developed to provide strategic ecosystem information in support of fisheries management. The WQM was developed to assess impacts on water quality. The CBFEM was indirectly coupled with the WQM to assess the effects of water quality and submerged aquatic vegetation (SAV) on blue crabs. The output from two WQM scenarios (1985-1994), a baseline scenario representing actual nutrient inputs and another with reduced inputs based on a tributary management strategy, was incorporated into the CBFEM. The results suggested that blue crab biomass could be enhanced under management strategies (reduced nutrient input) when the effective search rate of blue crab young-of-the-year's (YOY's) predators or the vulnerability of blue crab YOY to its predators was adjusted by SAV. Such model linkages are important for incorporating physical and biological components of ecosystems in order to explore ecosystem-based fisheries management options.  相似文献

The household production function is an intuitively appealing way to model man's interaction with nature. This paper models the interaction between the household's behavior and publicly provided inputs into wildlife recreation. The paper shows how to compute benefits, assuming that the household production function is known. The household production function approach collapses to the simple travel cost approach when households are unable to substitute their own inputs for publicly provided inputs. In addition, the paper demonstrates the conditions under which the parameters of cost and preference functions can be identified. The conditions for identification are quite restrictive when several choices are endogenous.  相似文献

Abstract: Increasing migration into urbanized centers in the Solomon Islands poses a great threat to adjacent coral reef fisheries because of negative effects on the fisheries and because it further erodes customary management systems. Parrotfish fisheries are of particular importance because the feeding habits of parrotfish (scrape and excavate coral) are thought to be critical to the resilience of coral reefs and to maintaining coral reef health within marine protected areas. We investigated the ecological impact of localized subsistence and artisanal fishing pressure on parrotfish fisheries in Gizo Town, Western Solomon Islands, by analyzing the density and size distribution of parrotfish with an underwater visual census (UVC), recall diary (i.e., interviews with fishers), and creel surveys to independently assess changes in abundance and catch‐per‐unit‐effort (CPUE) over 2 years. We then compared parrotfish data from Gizo Town with equivalent data from sites open to and closed to fishing in Kida and Nusa Hope villages, which have different customary management regimes. Results indicated a gradient of customary management effectiveness. Parrotfish abundance was greater in customary management areas closed to fishing, especially with regard to larger fish sizes, than in areas open to fishing. The decline in parrotfish abundance from 2004 to 2005 in Gizo was roughly the same magnitude as the difference in abundance decline between inside and outside customary management marine reserves. Our results highlight how weak forms of customary management can result in the rapid decline of vulnerable fisheries around urbanized regions, and we present examples in which working customary management systems (Kinda and Nusa Hope) can positively affect the conservation of parrotfish—and reef fisheries in general—in the highly biodiverse Coral Triangle region.  相似文献

Abstract:  Fishing activities worldwide have dramatically affected marine fish stocks and ecosystems. Marine protected areas (MPAs) with no-take zones may enhance fisheries, but empirical evidence of this is scant. We conducted a 4-year survey of fish catches around and within an MPA that was previously fully closed to fishing and then partially reopened under regulated comanaged fishing. In collaboration with the fishers and the MPA authority, we set the fishing effort and selected the gear to limit fishing impact on key fish predators, juvenile fish stage, and benthic communities and habitats. Within an adaptive comanagement framework, fishers agreed to reduce fishing effort if symptoms of overfishing were detected. We analyzed the temporal trends of catch per unit of effort (CPUE) of the whole species assemblages and CPUE of the four most valuable and frequent species observed inside the opened buffer zone and outside the MPA investigated. After the comanaged opening, CPUE first declined and then stabilized at levels more than twice that of catches obtained outside the MPA. Our results suggest that working closely with fishers can result in greater fisheries catches. Partial protection of coastal areas together with adaptive comanagement involving fishers, scientists, and managers can effectively achieve conservation and fishery management goals and benefit fishing communities and alleviate overfishing.  相似文献

The designation of no‐take marine reserves involves social and economic concerns due to the resulting displacement of fishing effort, when fishing rights are removed from those who traditionally fished within an area. Displacement can influence the functioning of the fishery and success of the reserve, yet levels of displacement are seldom quantified after reserve implementation and very rarely before that. We devised a simple analytical framework based on set theory to facilitate reserve placement. Implementation of the framework requires maps of fishing grounds, fishing effort, or catch per unit effort for at least 2 years. The framework quantifies the level of conflict that a reserve designation might cause in the fishing sector due to displacement and the opportunities to offset the conflict through fisher spatial mobility (i.e., ability of fishers to fish elsewhere). We also considered how the outputs of the framework can be used to identify targeted management interventions for each fishery. We applied the method in Honduras, where the largest marine protected area in Central America is being placed, for which spatial data on fishing effort were available for 6 fisheries over 3 years. The proposed closure had a greater negative impact on the shrimp and lobster scuba fisheries, which concentrated respectively 28% and 18% of their effort inside the reserve. These fisheries could not accommodate the displacement within existing fishing grounds. Both would be forced to stretch into new fishing grounds, which are available but are of unknown quality. These stakeholders will likely require compensation to offset costly exploratory fishing or to travel to fishing grounds farther away from port.  相似文献

Relations between optimal yield and abundance in a fluctuating environment and conditions for a conservative level of harvest were obtained for the Fox surplus production model and compared with those for the logistic surplus production model. Environmental variation was included in the optimization of harvest with the Fox surplus production model to obtain a relation in which the maximum sustainable yield (MSY) and biomass at the MSY varied as the environment varied. The relation can be applied for management of fisheries at the optimum levels in a fluctuating environment. For both models there is only one maximum sustainable yield under equilibrium conditions, but in a variable environment the maximum sustainable yield and optimum biomass and effort vary as the environment varies. The results were applied to the blue crab (Callinectes sapidus) fishery of the Chesapeake Bay. Although several numerical results for the logistic and Fox models were similar, the parameter estimates were different and the Fox model predicted a much larger decrease in population abundance at the MSY. Harvesting at a conservative level with either the Fox model or the logistic model could increase blue crab abundance substantially with little decrease in harvest. At a conservative level of harvest, there is a 20% increase in biomass with a 6% decrease in yield for the logistic model and a 37% increase in biomass with a 9% decrease in yield for the Fox model. Both the Fox and the logistic surplus production models indicate that the blue crab fishery has been consistently over harvested.  相似文献

Illegal, unregulated, and unreported (IUU) fishing poses a major threat to effective management of marine resources, affecting biodiversity and communities dependent on these coastal resources. Spatiotemporal patterns of industrial fisheries in developing countries are often poorly understood, and global efforts to describe spatial patterns of fishing vessel activity are currently based on automatic identification system (AIS) data. However, AIS is often not a legal requirement on fishing vessels, likely resulting in underestimates of the scale and distribution of legal and illegal fishing activity, which could have significant ramifications for targeted enforcement efforts and the management of fisheries resources. To help address this knowledge gap, we analyzed 3 years of vessel monitoring system (VMS) data in partnership with the national fisheries department in the Republic of the Congo to describe the behavior of national and distant-water industrial fleets operating in these waters. We found that the spatial footprint of the industrial fisheries fleet encompassed over one-quarter of the Exclusive Economic Zone. On average, 73% of fishing activity took place on the continental shelf (waters shallower than 200 m). Our findings highlight that VMS is not acting as a deterrent or being effectively used as a proactive management tool. As much as 33% (13% on average) of fishing effort occurred in prohibited areas set aside to protect biodiversity, including artisanal fisheries resources, and the distant-water fleet responsible for as much as 84% of this illegal activity. Given the growth in industrial and distant-water fleets across the region, as well as low levels of management and enforcement, these findings highlight that there is an urgent need for the global community to help strengthen regional and national capacity to analyze national scale data sets if efforts to combat IUU fishing are to be effective.  相似文献

Gaussian process models have been used in applications ranging from machine learning to fisheries management. In the Bayesian framework, the Gaussian process is used as a prior for unknown functions, allowing the data to drive the relationship between inputs and outputs. In our research, we consider a scenario in which response and input data are available from several similar, but not necessarily identical, sources. When little information is known about one or more of the populations it may be advantageous to model all populations together. We present a hierarchical Gaussian process model with a structure that allows distinct features for each source as well as shared underlying characteristics. Key features and properties of the model are discussed and demonstrated in a number of simulation examples. The model is then applied to a data set consisting of three populations of Rotifer Brachionus calyciflorus Pallas. Specifically, we model the log growth rate of the populations using a combination of lagged population sizes. The various lag combinations are formally compared to obtain the best model inputs. We then formally compare the leading hierarchical Gaussian process model with the inferential results obtained under the independent Gaussian process model.  相似文献

The Steller sea lion (SSL) population in Alaska was listed as threatened under the Endangered Species Act in 1990. At that time, several procedural restrictions were placed on the commercial fisheries of the region in an effort to reduce the potential for human-induced mortality on sea lions. Several years have elapsed since these restrictions were put into place, and questions about their efficacy remain. In an effort to determine whether or not fisheries management measures have helped the SSL population to recover, estimates of the fishing activity of the Bering Sea/Gulf of Alaska commercial fisheries in the vicinity of individual SSL rookeries and SSL population trends at those rookeries were made using data from the National Marine Fisheries Service (NMFS) Fisheries Observer Program and Steller Sea Lion Adult Count Database. Fisheries data from 1976-2000 were analyzed in relation to SSL population counts from 1956-2001 at 32 rookeries from the endangered western stock. Linear regression on the principal components of the fisheries data show that a positive correlation exists between several metrics of historical fishing activity and the SSL population decline. The relationship is less consistent after 1991, supporting a hypothesis that management measures around some of the rookeries have been effective in moderating the localized effects of fishing activity on SSL.  相似文献

We formulate and simulation-test a spatial surplus production model that provides a basis with which to undertake multispecies, multi-area, stock assessment. Movement between areas is parameterized using a simple gravity model that includes a "residency" parameter that determines the degree of stock mixing among areas. The model is deliberately simple in order to (1) accommodate nontarget species that typically have fewer available data and (2) minimize computational demand to enable simulation evaluation of spatial management strategies. Using this model, we demonstrate that careful consideration of spatial catch and effort data can provide the basis for simple yet reliable spatial stock assessments. If simple spatial dynamics can be assumed, tagging data are not required to reliably estimate spatial distribution and movement. When applied to eight stocks of Atlantic tuna and billfish, the model tracks regional catch data relatively well by approximating local depletions and exchange among high-abundance areas. We use these results to investigate and discuss the implications of using spatially aggregated stock assessment for fisheries in which the distribution of both the population and fishing vary over time.  相似文献

Given the complexity of small-scale fisheries and the difficulties for applying classical assessment methods, the status of these fisheries has been poorly documented. In this study, we used a trophic mass-balance model as an analytical alternative to evaluate the trophic impacts of small-scale fisheries as a whole on the marine ecosystem and their implications for ecosystem-based management, taking as a case study the La Paz bay and adjacent fishing grounds (BALAP) located in the Gulf of California, Mexico.Maturity indices, like ascendency and primary production to respiration ratio, indicate that the BALAP ecosystem is in a developing stage. This seems to be closely related to the reported two-season climatic regime that results in a nutrient supply characterized by an oscillating upwelling. The trophic model predicts a predominance of bottom-up control in the food web, which is congruent with the immaturity of the ecosystem. In this context, fisheries seem not to cause a significant impact to the ecosystem as a whole; however, target species show signals of being fully exploited by fisheries in the system. Red snapper and sharks showed the highest exploitation rates in the ecosystem. Based on these results, we discuss the current stock concept as a population-based management unit and the necessity for defining an ecosystem-based management unit.  相似文献

Abstract:  Theoretical models of marine protected areas (MPAs) that explore benefits to fisheries or biodiversity conservation often assume a dynamic pool of fishing effort. For instance, effort is homogenously distributed over areas from which subsets of reserves are chosen. I tested this and other model assumptions with a case study of the multiple-use Jervis Bay Marine Park. Prior to zoning of the park I conducted 166 surveys of the park's recreational fisheries, plotting the location of 16,009 anglers. I converted these plots into diagrams of fishing effort and analyzed correlates between fishing and habitat and the effect of two reserve designs—the draft and final zoning plans of the park—on the 15 fisheries observed. Fisheries were strongly correlated with particular habitats and had negatively skewed and often bimodal spatial distribution. The second mode of intensely fished habitat could be 6 SD greater than the fishery's mean allocation of effort by area. In the draft-zoning plan, sanctuary zone (no-take) area and potential subduction of fishing effort were similar. In the final plan, which was altered in response to public comment, the area of sanctuary zone increased, and the impact on fishing effort decreased. In only one case was a fishery's most intensely targeted location closed to fishing. Because of the discriminating manner with which fishers target habitats, if simple percentage targets are used for planning, sanctuary location can be adjusted to avoid existing fishing effort. According to modeled outcomes, the implication of this may be diminished reserve effectiveness. To address this, reserve area should be implicitly linked to subducted fishing effort when promoting or modeling MPAs.  相似文献

Although many papers report the effects of no-take marine protected areas (MPAs or reserves), scientifically rigorous empirical studies are rare, particularly for temperate reef fishes. We evaluated the responses of fish populations to protection from fishing in reserves by comparing densities and sizes inside and outside of five no-take reserves in southern California, USA. Our results are robust because we compared responses across multiple rocky-reef reserves in two different years and controlled for possible site differences by (a) ensuring that habitat characteristics were the same inside and outside reserves, and (b) sampling species that are not targeted, which would not be expected to have a direct response to fishing. We compared fish density and size and calculated biomass and egg production across all five sites. Fishes targeted by recreational and/or commercial fisheries consistently exhibited increases in mean density (150%), size (30%), biomass (440%), and egg production (730%) inside reserves. Reserve effects were greatest for legal-sized targeted fishes: significantly greater densities were found exclusively inside reserves for targeted species (580%), the largest size classes existed only inside reserves, and mean biomass was 1000% higher. These responses were unlikely to have been caused by habitat differences because there were no significant differences in habitat characteristics between reserve and control locations. Densities of non-targeted species did not differ between reserve and non-reserve locations, further supporting the conclusions that differences in targeted species between reserve and control locations were due to harvesting rather than site-specific effects. Although MPAs cannot replace traditional fisheries management, the concentration of increased biomass and egg production is a unique MPA benefit that serves both reserves and fisheries. Scientifically rigorous studies that include multiple reserves, such as this study, are needed to inform management and policy decisions.  相似文献

Fishery managers must understand the dynamics of fishers and their prey to successfully predict the outcome of management actions. We measured the impact of a two-day exclusively recreational fishery on Caribbean spiny lobster in the Florida Keys, USA, over large spatial scales (>100 km) and multiple years and used a theoretical, predator-prey functional response approach to identify whether or not sport diver catch rates were density-independent (type I) or density-dependent (type II or III functional response), and if catch rates were saturated (i.e., reached an asymptote) at relatively high lobster densities. We then describe how this predator-prey framework can be applied to fisheries management for spiny lobster and other species. In the lower Keys, divers exhibited a type-I functional response, whereby they removed a constant and relatively high proportion of lobsters (0.74-0.84) across all pre-fishing-season lobster densities. Diver fishing effort increased in a linear manner with lobster prey densities, as would be expected with a type-I functional response, and was an order of magnitude lower in the upper Keys than lower Keys. There were numerous instances in the upper Keys where the density of lobsters actually increased from before to after the fishing season, suggesting some type of "spill-in effect" from surrounding diver-disturbed areas. With the exception of isolated reefs in the upper Keys, the proportion of lobsters removed by divers was density independent (type-I functional response) and never reached saturation at natural lobster densities. Thus, recreational divers have a relatively simple predatory response to spiny lobster, whereby catch rates increase linearly with lobster density such that catch is a reliable indicator of abundance. Although diver predation is extremely high (approximately 80%), diver predation pressure is not expected to increase proportionally with a decline in lobster density (i.e., a depensatory response), which could exacerbate local extinction. Furthermore, management actions that reduce diver effort should have a concomitant and desired reduction in catch. The recreational diver-lobster predator-prey construct in this study provides a useful predictive framework to apply to both recreational and commercial fisheries, and on which to build as management actions are implemented.  相似文献

Fisheries bycatch is a critical threat to sea turtle populations worldwide, particularly because turtles are vulnerable to multiple gear types. The Canary Current is an intensely fished region, yet there has been no demographic assessment integrating bycatch and population management information of the globally significant Cabo Verde loggerhead turtle (Caretta caretta) population. Using Boa Vista island (Eastern Cabo Verde) subpopulation data from capture–recapture and nest monitoring (2013–2019), we evaluated population viability and estimated regional bycatch rates (2016–2020) in longline, trawl, purse-seine, and artisanal fisheries. We further evaluated current nesting trends in the context of bycatch estimates, existing hatchery conservation measures, and environmental (net primary productivity) variability in turtle foraging grounds. We projected that current bycatch mortality rates would lead to the near extinction of the Boa Vista subpopulation. Bycatch reduction in longline fisheries and all fisheries combined would increase finite population growth rate by 1.76% and 1.95%, respectively. Hatchery conservation increased hatchling production and reduced extinction risk, but alone it could not achieve population growth. Short-term increases in nest counts (2013–2021), putatively driven by temporary increases in net primary productivity, may be masking ongoing long-term population declines. When fecundity was linked to net primary productivity, our hindcast models simultaneously predicted these opposing long-term and short-term trends. Consequently, our results showed conservation management must diversify from land-based management. The masking effect we found has broad-reaching implications for monitoring sea turtle populations worldwide, demonstrating the importance of directly estimating adult survival and that nest counts might inadequately reflect underlying population trends.  相似文献

Large predatory fishes are disproportionately targeted by reef fisheries, but little is known about their trophic ecology, which inhibits understanding of community dynamics and the potential effects of climate change. In this study, stable isotope analyses were used to infer trophic ecology of a guild of large predatory fishes that are targeted by fisheries on the Great Barrier Reef, Australia. Each of four focal predators (Plectropomus leopardus, Plectropomus maculatus, Lethrinus miniatus and Lutjanus carponotatus) was found to have a distinct isotopic signature in terms of δ13C and δ15N. A two-source mixing model (benthic reef-based versus pelagic) indicated that P. leopardus and L. miniatus derive the majority (72 and 62 %, respectively) of their production from planktonic sources, while P. maculatus and L. carponotatus derive the majority (89 and 74 %, respectively) of their production from benthic reef-based sources. This indicates that planktonic production is important for sustaining key species in reef fisheries and highlights the need for a whole-ecosystem approach to fisheries management. Unexpectedly, there was little isotopic niche overlap between three of four focal predators, suggesting that inter-specific competition for prey may be low or absent. δ15Nitrogen indicated that the closely related P. leopardus and P. maculatus are apex predators (trophic level > 4), while δ13C indicated that each species has a different diet and degree of trophic specialisation. In view of these divergent trophic ecologies, each of the four focal predators (and the associated fisheries) are anticipated to be differentially affected by climate-induced disturbances. Thus, the results presented herein provide a useful starting point for precautionary management of exploited predator populations in a changing climate.  相似文献

The failure of fisheries management among multispecies coral reef fisheries is well documented and has dire implications for the 100 million people engaged in these small‐scale operations. Weak or missing management institutions, a lack of research capacity, and the complex nature of these ecosystems have heralded a call for ecosystem‐based management approaches. However, ecosystem‐based management of coral reef fisheries has proved challenging due to the multispecies nature of catches and the diversity of fish functional roles. We used data on fish communities collected from 233 individual sites in 9 western Indian Ocean countries to evaluate changes in the site's functional composition and associated life‐history characteristics along a large range of fish biomass. As biomass increased along this range, fish were larger and grew and matured more slowly while the abundance of scraping and predatory species increased. The greatest changes in functional composition occurred below relatively low standing stock biomass (<600 kg/ha); abundances of piscivores, apex predators, and scraping herbivores were low at very light levels of fishing. This suggests potential trade‐offs in ecosystem function and estimated yields for different management systems. Current fishing gear and area restrictions are not achieving conservation targets (proposed here as standing stock biomass of 1150 kg/ha) and result in losses of life history and ecological functions. Fish in reefs where destructive gears were restricted typically had very similar biomass and functions to young and low compliance closures. This indicates the potentially important role of fisheries restrictions in providing some gains in biomass and associated ecological functions when fully protected area enforcement potential is limited and likely to fail. Our results indicate that biomass alone can provide broad ecosystem‐based fisheries management targets that can be easily applied even where research capacity and information is limited. Of particular value, is our finding that current management tools may be used to reach key ecosystem‐based management targets, enabling ecosystem‐based management in many socioeconomic contexts.  相似文献

The effects of fisheries on marine ecosystems, and their capacity to drive shifts in ecosystem states, have been widely documented. Less well appreciated is that some commercially valuable species respond positively to fishing‐induced ecosystem change and can become important fisheries resources in modified ecosystems. Thus, the ecological effects of one fishery can unintentionally increase the abundance and productivity of other fished species (i.e., cultivate). We reviewed examples of this effect in the peer‐reviewed literature. We found 2 underlying ecosystem drivers of the effect: trophic release of prey species when predators are overfished and habitat change. Key ecological, social, and economic conditions required for one fishery to unintentionally cultivate another include strong top–down control of prey by predators, the value of the new fishery, and the capacity of fishers to adapt to a new fishery. These unintended cultivation effects imply strong trade‐offs between short‐term fishery success and conservation efforts to restore ecosystems toward baseline conditions because goals for fisheries and conservation may be incompatible. Conflicts are likely to be exacerbated if fisheries baselines shift relative to conservation baselines and there is investment in the new fishery. However, in the long‐term, restoration toward ecosystem baselines may often benefit both fishery and conservation goals. Unintended cultivation can be identified and predicted using a combination of time‐series data, dietary studies, models of food webs, and socioeconomic data. Identifying unintended cultivation is necessary for management to set compatible goals for fisheries and conservation. In modern aquaculture, animal-production technology is used to increase aquatic food sources. Such controlled rearing of seafood can, in principle, shift the pressure off wild stocks and aquatic ecosystems by reducing fishing activities, which may advance marine conservation goals. We examined resource displacement—the reduced consumption of a resource due to its replacement with a more environmentally benign substitute—in fisheries. We employed panel regression techniques in an analysis of time-series data from 1970 through 2014 to assess the extent to which aquaculture production displaced fisheries captures for all nations for which data were available. We estimated 9 models to assess whether aquaculture production suppresses captures once other factors related to demand have been controlled for. Only 1 model predicted significant suppression of fisheries captures associated with aquaculture systems within nations over time. These results suggest that global aquaculture production does not substantially displace fisheries capture; instead, aquaculture production largely supplements fisheries capture.  相似文献
