The twentieth century saw a dramatic increase in the production of urban solid waste, reflecting unprecedented global levels of economic activity. Despite some efforts to reduce and recover the waste, disposal in landfills is still the most usual destination. However, landfill has become more difficult to implement because of its increasing cost, community opposition to landfill siting, and more restrictive environmental regulations regarding the siting and operation of landfills. Moreover, disposal in landfill is the waste destination method with the largest demand for land, while land is a resource whose availability has been decreasing in urban systems. Shortage of land for landfills is a problem frequently cited in the literature as a physical constraint. Nonetheless, the shortage of land for waste disposal has not been fully studied and, in particular, quantified. This paper presents a method to quantify the relationship between the demand and supply of suitable land for waste disposal over time using a geographic information system and modelling techniques. Based on projections of population growth, urban sprawl and waste generation the method can allow policy and decision-makers to measure the dimension of the problem of shortage of land into the future. The procedure can provide information to guide the design and schedule of programs to reduce and recover waste, and can potentially lead to a better use of the land resource. Porto Alegre City, Brazil was used as the case study to illustrate and analyse the approach. By testing different waste management scenarios, the results indicated that the demand for land for waste disposal overcomes the supply of suitable land for this use in the study area before the year 2050. 相似文献

ABSTRACTLagos is undoubtedly the cultural capital and economic hub of the West African sub-region. The challenge of municipal solid waste management (MSWM) in the megacity has remained intractable due partly to the increasing rate of population growth. While solid waste policy reforms, investments, and management practices in Lagos are in the upswing in the formal economy, the role of the informal economy in engendering sub-regional material linkages and livelihoods remain unexplored. Adopting a multi-stakeholder approach and data from interviews, this study critically examines how value reclamation from informal MSWM advances green neoliberalism and inclusive development. It shows that while informal transboundary trade of recyclable materials in the West African sub-region have previously been left out of analyses of MSWM in Lagos, the informal economy of waste and new investments in MSWM have neoliberal underpinnings beyond the megacity scale. The paper concludes that integrating the informal economy in framing MSWM policy in the megacity offers scope for evolving an inclusive development strategy while also enabling sustainable MSWM in the post-2015 era. 相似文献

Urban waste collection system is a pivotal component of all waste management schemes around the world. Therefore, the efficient performance and the success of these schemes in urban pollution control rest on the ability of the collection systems to fully adapt to the prevailing cultural and social contexts within which they operate. Conceptually, institutions being the rules guiding the conduct of public service provision and routine social interactions, waste collection systems embedded in institutions can only realize their potentials if they fully evolve continuously to reflect evolving social and technical matrices underlying the cultures, organizations, institutions and social conditions they are designed to address. This paper is a product of an analysis of waste collection performance in Ghana under two different institutional and/or organizational regimes; from an initial entirely public sector dependence to a current mix of public-private sector participation drawing on actual planning data from 1985 to 2000. The analysis found that the overall performance of waste collection services in Ghana increased under the coupled system, with efficiency (in terms of total waste clearance and coverage of service provision) increasing rapidly with increased private-sector controls and levels of involvement, e.g. for solid waste, collection rate and disposal improved from 51% in 1998 to about 91% in the year 2000. However, such an increase in performance could not be sustained beyond 10 years of public-private partnerships. This analysis argues that the sustainability of improved waste collection efficiency is a function of the franchise and lease arrangements between private sector group on the one hand and public sector group (local authorities) on the other hand. The analysis therefore concludes that if such franchise and lease arrangements are not conceived out of an initial transparent process, such a provision could undermine the overall sustainability of private sector initiatives in collection services delivery in the long term, as in the case of the Accra example. 相似文献

Indiscriminate disposal of municipal solid waste in developing countries poses severe environmental and health threats. The study proposes a new method for dealing with these problems. The hybrid structural interaction matrix (HSIM) was used to prioritise major identifiable environmental health factors arising from improper solid waste disposal. The simplistic resource allocation model was adopted to ensure optimality in the allocation of resources to prioritised factors. The study indicates that tackling environmental health impacts from the most prioritised negative disposal factors through optimal allocation of resources, will either reduce or eliminate the impacts associated with subsequent less prioritised factors that are direct consequences of the highly prioritised negative factors. The method proposed will aid decision makers in knowing which set of systemic factors are to be given preference and to what extent at given periods in time. 相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa. 相似文献

Acute toxicity of acaricide in lizards (Agama agama) Inhabiting dog kennel in Ibadan, Nigeria: An environmental hazard in urban vector control 总被引:1,自引:0,他引:1
Acute toxicity of an acaricide (Nuvan® 1000 EC) in lizards (Agama agama) was observed within 2 minutes spraying of the acaricide in an enclosed dog kennel; heavily infested by ticks in urban area of Ibadan city, South western Nigeria. The acaricide was used at the 0.5% concentration recommended by the manufacturer (Novartis). A lizard which emerged from the kennel during the acaricide spraying exhibited acute signs of toxicity which consisted of shivering, gasping and death. The clinical signs of the acute toxicity manifested in the affected lizard resembled central nervous system (CNS) breakdown or neurotoxicity. Also, two lizards (one female and one male) were found dead in the kennel in the second and third days after the single acaricide spraying operation. The acute acaricide toxicity in lizards observed in this study portrayed the danger of environmental hazard to non-target commensal organisms and it is the first reported case in the area. 相似文献
