This paper challenges “Big Society (BS) Localism”, seeing it as an example of impoverished localist thinking which neglects social justice considerations. We do this through a critical examination of recent turns in the localist discourse in the UK which emphasise self-reliant communities and envisage a diminished role for the state. We establish a heuristic distinction between positive and negative approaches to localism. We argue that the Coalition Government's BS programme fits with a negative localist frame as it starts from an ideological assumption that the state acts as a barrier to community-level associational activity and that it should play a minimal role. “BS localism” (as we call it) has been influential over the making of social policy, but it also has implications for the achievement of environmental goals. We argue that this latest incarnation of localism is largely ineffective in solving problems requiring collective action because it neglects the important role that inequalities play in inhibiting the development of associational society. Drawing upon preliminary research being undertaken at the community scale, we argue that staking environmental policy success on the ability of local civil society to fill the gap left after state retrenchment runs the risk of no activity at all.  相似文献

Debates surrounding the decarbonisation of energy systems in developed societies have been overlaid with controversy about the merits of decentralised or “community” energy. These are ambiguous concepts, implicating energy generation or demand reduction activities carried out in buildings or across neighbourhood or urban areas, as well as social and political aspects such as trust and communitarian relations amongst participating actors. This research was based on the criticism that most existing advocacy for, and research into decentralised energy (DE) has neglected the spatiality of such initiatives. In particular, the concept of “local” has been largely presumed to be self-evident and unproblematic. Drawing on the analysis of primary and secondary data from nine UK case studies, this study reveals the different degrees to which DE initiatives are locally embedded, dependent upon the sector of the instigating actors. Findings also reveal the multi-dimensionality of discourses of DE, going beyond purely physical or technical aspects to encompass social, spatial and political issues that are intertwined in complex patterns. In particular, it reveals how aspirations to “roll out” successful DE initiatives, consistent with broader policy goals for carbon reduction, are challenged by discourses of local uniqueness and “bottom-up” engagement. Future research is required to investigate the generalisability of the patterns observed.  相似文献

The case of Puerto Morelos reef marine protected area (MPA) provides an example of a community-based marine conservation initiative to protect a coral reef ecosystem. The establishment and maintenance of this MPA had five stages: (a) identification of community leaders who would participate in the project; (b) generation of consensus on the need to protect the reef through discussions among local stakeholders, NGOs and reef scientists; (c) involvement of government agencies in establishing the status of a MPA; (d) take-over of decision-making by centralized governmental agencies; and (e) continuous problem-solving process between the government and stakeholders. Over a 9-year period, the control of the MPA was taken over by government and stakeholders' participation downgraded from a decision-making to an advice-giving role. Government shortcomings to manage this MPA could be circumvented via collaborative co-management. Given the small population size of the community and strong sense of ownership, there was a high level of participation in the decision-making processes and scientific advisors are present in the area.  相似文献

Adaptation planning at the community level takes on various forms. It generally involves a process of defining climate impacts, vulnerabilities, and actions that can build community resilience. Typically, these processes rely on climate experts and policy-makers to define what is at risk, and therefore what is worthy of investment and protection. Emerging approaches to community-based adaptation-planning advocate for stronger community control over these processes. Drawing on a place-based approach to adaptation, this paper examines place meaning as a co-constructed process. It explores how this process shapes opportunities for community-based climate action in Churchill, Canada. Results indicate that community members acknowledge many competing threats to their sense of place, and suggest that this competition may reduce the perceived need to prioritise climate action to protect connections to place. Results also reveal a concern among community members that local place identity has been appropriated for economic gain, which may further reduce the drive to act in protection of an already exploited sense of place. Overall, findings support calls to adopt place-based perspectives to enhance the capacity of adaptation planning to understand local needs, values, and levers for action.  相似文献

Rapid changes in the environment are far from being a new phenomenon, especially for vulnerable zones like the Sundarbans, India. In the era of climate change, when these islands are witnessing a lot of initiatives to combat the increasing negative impacts of various environmental changes, this article showcases why it is imperative to study the everyday phenomenological experiences of the islanders to be able to go beyond the climate-affected narratives and generate a deeper understanding of the phenomenon itself—‘environmental change’. This article provides the islanders’ phenomenological accounts of environmental change and borrowing from Heidegger’s concept of ‘Being-in-the-world’ explicates the reason behind the disparity in acknowledging environmental change across individuals. Making this interpretive phenomenological account of environmental change as the ground, this article offers a rubric of community-based ethic which perhaps can prove to be effective in addressing any place-specific environmental change, over and above the prevalent approach of place-based ethic.  相似文献

Although numerous studies have been conducted in recent years on energy transitions, they have been predominately developed and applied in industrialized countries. It is however important to examine the applicability of transition theories, as they are currently formulated, beyond OECD countries. This paper analyses renewable energy transitions in Africa, using Nigeria as a case study, to elucidate the analytical and methodological challenges that sustainability transition studies are facing in developing countries, particularly rentier states. In doing so, the paper employs the lens of the multi-level perspective (MLP) on socio-technical transitions - a well-established theory that emphasizes the role of ‘niches’, ‘regimes’ and ‘landscapes’ in instituting transitions. Based on a detailed analysis of Nigeria, we argue for a more nuanced enquiry of the construct ‘regime’ that better accounts for the rentier character of the state including the role of political elites and prevalent client-patron relationships. As such, our paper makes an important contribution to the further refinement and enrichment of the MLP by focusing on the political dimensions of energy transitions.  相似文献

Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. The study shows a disparity in confidence and outlook for the sector, based on the perceived (in)effective governance in each devolved nation.  相似文献

CITYgreen® software has become a commonly used tool to quantify the benefits of urban shade trees. Despite its frequent use, little research has been conducted to validate results of the CITYgreen energy conservation module. The first objective of this study is to perform a familiar application of CITYgreen software to predict the potential energy savings contribution of existing tree canopies in residential neighborhoods during peak cooling summer months. Unlike previous studies utilizing CITYgreen, this study also seeks to assess the software’s performance by comparing model results (i.e., predicted energy savings) with actual savings (i.e., savings derived directly from energy consumption data provided by the electric utility provider). Homeowners in an older neighborhood with established trees were found to use less energy for air-conditioning than homeowners in a recently developed site. Results from the assessment of model performance indicated that CITYgreen more accurately estimated the energy savings in the highly vegetated, older neighborhood.  相似文献

Brazil’s BR-319 Highway linked Manaus, in the state of Amazonas, to Porto Velho, Rondônia, until it became impassable in 1988. Now it is proposed for reconstruction and paving, which would facilitate migration from the “Arc of Deforestation” in the southern part of the Amazon region to new frontiers farther north. The purpose of the highway, which is to facilitate transport to São Paulo of products from factories in the Manaus Free Trade Zone, would be better served by sending the containers by ship to the port of Santos. The lack of a land connection to Manaus currently represents a significant barrier to migration to central and northern Amazonia. Discourse regarding the highway systematically overestimates the highway’s benefits and underestimates its impacts. A variety of changes would be needed prior to paving the highway if these potential impacts are to be attenuated. These include zoning, reserve creation, and increased governance in various forms, including deforestation licensing and control programs. More fundamental changes are also needed, especially the abandonment of the long-standing tradition in Brazil of granting squatters’ rights to those who invade public land. Organizing Amazonian occupation in such a way that road construction and improvement cease to lead to explosive and uncontrolled deforestation should be a prerequisite for approval of the BR-319 and other road projects for which major impacts are expected. These projects could provide the impetus that is needed to achieve the transition away from appropriation of public land by both small squatters and by grileiros (large-scale illegal claimants). A delay in reconstructing the highway is advisable until appropriate changes can be effected.  相似文献

Since the 1950s, there has been a continuous increase in the number and coverage of protected areas (PAs) in Iran, and in total 253 PAs have been declared that cover 10.12?% of the country's area. This paper reviews literature addressing Iran's PAs, examines what is known about them, highlights the challenges and lessons learned, and identifies areas where more research is needed. The PA system in Iran is criticized because of (1) shortages of manpower, equipment, and financial resources; (2) de jure PAs that are often implemented as de facto reserves; (3) lack of national biodiversity indicators and objective monitoring processes; and (4) limited public participation and conflict between people over PAs. To improve, Iran's PAs system needs to be realistically supported by policies and planning instruments. In addition, the implementation of active management to restore habitat, increase education and awareness, shift practices towards the guidelines of international organizations, build capacity, and improve management and co-management by local communities needs to occur.  相似文献

We discuss how the EU’s Renewable Energy Directive was designed to be mobile, and how it was moved to and implemented in Finland by translating it to enhance wood-based energy production through specific subsidies. We study policy-making as a mobile process, which approach has its original roots in political science and more recent basis in political geography. The article aims to develop conceptual understanding of how the mobility of a supranational policy is generated and how a policy is translated into complex and contentious geographical contexts. We aim to show that mobility of a directive is enabled by an empty governance space which is aimed to be ‘filled in’ in each spatial context, and that the filling in process makes each translation a contentious and path-dependent process. In Finland, the selected policy tools and practices continued the path-dependent ways of favouring forestry industry’s traditional position as the primary utiliser of forest resources.  相似文献

In Ethiopia, climate change and associated risks are expected to have serious consequences for agriculture and food security. This in turn will seriously impact on the welfare of the people, particularly the rural farmers whose main livelihood depends on rain-fed agriculture. The level of impacts will mainly depend on the awareness and the level of adaptation in response to the changing climate. It is thus important to understand the role of the different factors that influence farmers’ adaptation to ensure the development of appropriate policy measures and the design of successful development projects. This study examines farmers’ perception of change in climatic attributes and the factors that influence farmers’ choice of adaptation measures to climate change and variability. The estimated results from the climate change adaptation models indicate that level of education, age and wealth of the head of the household; access to credit and agricultural services; information on climate, and temperature all influence farmers’ choices of adaptation. Moreover, lack of information on adaptation measures and lack of finance are seen as the main factors inhibiting adaptation to climate change. These conclusions were obtained with a Multinomial logit model, employing the results from a survey of 400 smallholder farmers in three districts in Tigray, northern Ethiopian.  相似文献

Global climate change will have a strong impact on Nigeria, particularly on agricultural production and associated livelihoods. Although there is a growing scientific consensus about the impact of climate change, efforts so far in Nigeria to deal with these impacts are still rudimentary and not properly coordinated. There is little evidence of any pragmatic approach towards tracking climate change in order to develop an evidence base on which to formulate national adaptation strategies. Although Nigeria is not alone in this regard, the paper asserts that National Climate Change Adaptation Strategy could help address this situation by guiding the integration of climate change adaptation into government policies, strategies, and programs, with particular focus on the most vulnerable groups and the agricultural sectors. There is an urgent need to adopt abatement strategies that will provide economic incentives to reduce the risk from disasters, such as developing agricultural practices that are more resilient to a changing climate.  相似文献

Rural sociologists and geographers have conceptualised different rural development trajectories including “the agri-industrial model”, “the post-productivist model” and “the rural development model”. Alternative food networks (AFNs) are increasingly recognised as a “forerunner” and a critical component of the emerging “rural development model” in the West. Meanwhile, Marsden and Franklin [2013. Replacing neoliberalism: theoretical implications of the rise of local food movements. Local Environment, 18 (5), 636–641] pointed out that there is a “local trap” in the current conceptualisation of AFNs that overemphasises their local embeddedness and heterogeneity. This “local trap” marginalises AFNs and, therefore, hinders their potential for transforming the industrialised conventional food system. The convergence and scaling-up of fragmented AFNs have been recognised as important ways to address this marginalisation issue and thus have attracted considerable attention. However, current studies of the convergence of AFNs focus mainly on the role of food-centred organisations without recognising the role of the emerging “rural development” initiatives in the convergence of AFNs. Based on in-depth interviews with key stakeholders and analysis of secondary data, this paper uses the New Rural Reconstruction Movement (NRRM), an emerging alternative rural development movement in China, as an example to illustrate how the NRRM opens up a novel space for the convergence of AFNs. We argue that the interrelationship between AFNs and rural development is indeed reciprocal. The NRRM, following the “rural development” trajectory, functions as a hub for the convergence and scaling-up of various alternative food initiatives. Strategies for achieving convergence include constructing a “common ground” for these initiatives, establishing national alliances and organisations, sharing knowledge and exchanging personnel among them.  相似文献

While energy-sector emissions remain the biggest source of climate change, many least-developed countries still invest in fossil-fuel development paths. These countries generally have high levels of fossil-fuel technology lock-in and low capacities to change, making the shift to sustainable energy difficult. Tanzania, a telling example, is projected to triple fossil-fuel power production in the next decade. This article assesses the potential to use internationally supported Nationally Appropriate Mitigation Actions (NAMAs) to develop solar energy in Tanzania and contribute to transformational change of the electricity supply system. By assessing the cultural legitimacy of NAMAs among key stakeholders in the solar energy sector, we analyse the conditions for successful uptake of the concept in (1) national political thought and institutional frameworks and (2) the solar energy niche. Interview data are analysed from a multi-level perspective on transition, focusing on its cultural dimension. Several framings undermining legitimacy are articulated, such as attaching low-actor credibility to responsible agencies and the concept’s poor fit with political priorities. Actors that discern opportunities for NAMAs could, however, draw on a framing of high commensurability between experienced social needs and opportunities to use NAMAs to address them through climate-compatible development. This legitimises NAMAs and could challenge opposing framings.  相似文献

ABSTRACT

This article examines systematic assessment practices linked to sustainable development policies. We consider five types of assessment—monitoring, policy evaluation, formal audit, peer review, and specialist reporting—and explore their fate in the policy and electoral politics cycles. In contrast to traditional views of the policy cycle, we note that systematic assessments provide complementary feedback around the entire policy cycle. However, despite this omnipresence, their policy relevance is usually severely limited, inter alia because the policy cycle captures only parts of the political reality. A major concern for politicians (but not necessarily for policy or governance scholars) that goes far beyond the formulation and implementation of policies is the broader cycle of electoral politics that determines the state's political personnel as well as government priorities. Here, we highlight that the findings of systematic assessments are often lost in a cacophony of voices to which politicians are more carefully attuned, such as media responses and opinion polls, implying that scientific evidence is simply ‘overwritten’ with other kinds of evidence representing alternative rationalities and priorities. Despite numerous shortcomings, the true value of systematic assessment practices lies in their potential to furnish ammunition to state and non-state actors interested in securing change.  相似文献

This study deals with the German Federal Government’s approach of ensuring public support for its ‘Energiewende’, the swift and complete transition to an energy system based on renewable sources. First, the government’s ‘consensus management’ strategy is described as consisting of four elements: the setup of stakeholder deliberation fora; the funding of organisations dedicated to the public promotion of the energy transition; public campaigns that appeal to people’s commitment and the support of research on energy technologies. The study then traces the need for a strong social mandate of the energy transition back to the scope of the regulatory challenge and the recently growing conflicts around implementation, to institutional constraints of a consensus democracy and to the narrative of ‘Energiewende’ as the ‘grand national task’.  相似文献

This special issue contributes to scholarly debates about the role of cities in global climate governance, reflecting on the promise, limits, and politics of cities as agents of change. It takes an empirically-informed approach drawing on multiple diverse geographical and political contexts. Overall, the special issue aims to stimulate reflection and debate about where understanding and practice needs improvement to advance the role of cities in global climate governance. Key questions that are addressed in the special issue include: To what extent do real world experiences confirm or disconfirm the high expectations of cities as agents and sites of change in addressing global climate change as expressed in urban climate governance literature? In what ways do internal political dynamics of cities enable or constrain urban climate governance? How is climate governance in cities enabled and constrained by interactions with broader governance levels?
