ABSTRACT

Recent research has allowed us to quantify the costs and benefits of adopting renewable energy in specific municipalities, but how do these outcomes vary among communities at the national scale? This study uses survey responses from 47 Japanese municipalities to model these impacts and identifies key technological, social, and demographic factors that shape which communities benefit more from the renewable energy transition. On average, introducing renewable energy improves social equity, any financial burden on electricity prices is born most by wealthier residents, not the poor, and towns are predisposed to benefit from renewables no matter the amount introduced. To improve these impacts, towns can increase the amount of solar they host, or they can adjust the amount of CO2 emissions, PM emissions, tax revenue, jobs gained, or unpopular renewable power plants in their town. However, preferences and demographics matter as well. Age, education, and local preferences in favor of employment and community development all significantly relate to equity potential outcomes. Policymakers should consider adjusting their local energy priorities using these levers if they hope to engineer a renewable energy transition that is both positive and popular for their constituents.  相似文献

This article examines the potential contribution of household scale off-grid renewable energy generation to the post-carbon economy. The large-scale focus of the green jobs agenda in high-income countries obscures how small-scale technologies can be a transformative source of employment in developing economies. Debates about what constitutes a green job and their value leaves out the everyday practice of green livelihoods carried out by the urban poor across the African continent in unfavourable institutional contexts where nonrenewable fuel is subsidised and renewable energy inputs are heavily taxed. The article presents experiences from field work in several countries, including Egypt, Nigeria and Kenya to provide practical examples of communities pursuing strategies of income generation, community empowerment and environmental preservation. We argue that scholars and practitioners concerned with both social justice and environmental preservation should embrace a definition of green jobs that is bottom-up or people-centred. The grassroots experiences highlighted illustrate the important role of non-governmental organisations in supporting transformative, locally sustainable green employment and livelihoods by piloting demonstration projects, fostering innovation, conducting research, forming coalitions and engaging in advocacy when local institutions and market conditions make both consumers and providers risk averse to off-grid renewable energy adoption.  相似文献

This paper applies the concept of welfare environmentality to analyse Indonesia’s emerging national and project-based incentive frameworks, a key component to the climate programme reducing emissions from deforestation and forest degradation (REDD+). The paper adapts governmentality theory to explore the rationale and design of various incentive instruments, including government institutions to disburse financial payments and co-benefits to multiple recipients, as well as a local demonstration project in Central Kalimantan Province. These REDD+ incentives are often conflated with the neoliberalisation of the climate agenda, focused on the adoption of market instruments and the commodification of forest carbon. However, REDD+ incentives in Indonesia include diverse policy mechanisms and encompass multiple objectives – such as the delivery of social services and employment schemes aimed at improving community livelihoods. These incentives employ a welfare environmentality, where government agencies and their partners deliver certain rights and socio-economic security for communities in return for adopting practices that improve carbon and forest management. The application of welfare environmentality shows how incentive frameworks operate as a state intervention designed to restructure relations between people and environmental resources.  相似文献

The UK Government has provided financial support to developing renewable technologies through the Non-fossil Fu el Obligation imposed on the regional electricity companies. Several hundred renewable energy schemes have come forward to be assessed for their environmental suitability by local level regulators in a very poorly developed national policy framework. This study examines the development control decisions on windfarm applications since 1983 by the largest district council in Wales, and seeks to highlight the role played by clusters of public and private organizations in policy and programme implementation. With the multiple and sometimes conflicting objectives advanced by these organizations, it was in the interests of the district council to strike a negotiated consen sus between landscape conservation and inward investment concerns. The case study shows the crucial importan ce of the socio-political context for understanding the dynamics of policy making.  相似文献

Ecohealth is a process for identifying key environmental determinants causing mortality or morbidity and combating them by mobilizing multiple social sectors. Evolving out of the concept of environmental health, ecohealth provides a framework for long‐term sustainability. The health outcomes anticipated by environmental interventions are part of a long‐term agenda and require fundamental groundwork for the growth of community‐driven development. Building long‐term sustainability requires that two key approaches be developed through ecohealth. The first is the strengthening of local community institutions, whether formal or informal. The second is building financial mechanisms that are more diversified and less reliant on a single donor. As a result, the ecohealth system provides an opportunity for foundations to empower communities, build cross‐cutting cooperation, and gain knowledge through projects. If people's environmental behaviour is to change and be sustained in the long term to produce desired health outcomes, this will require all members of society to be capable of functioning within the existing institutional infrastructure. This means that not only do formal institutions need to become more accessible but also that concepts relating to local informal institutions must be incorporated into ecohealth projects. It is imperative that we identify and understand relevant local institutions and how they can be transformed so that new environmental forms of behaviour can be sustained and result in positive health outcomes. The intersection of environmental and health concerns provides an ideal area in which the gap between government and civil society can be bridged — not only providing solutions to ecohealth concerns, but building government capacity in general and making these positive changes sustainable in the long term. This article is a case study, based on several United Nations Foundation grants. It outlines the significance of traditional community organizations, the breadth of their long‐term relations with communities, their resources, and the adoption of sustained forms of behaviour. In addition, the article highlights the role that international foundations can play in creating innovative financing mechanisms through community‐based foundations.  相似文献

The support of financial markets for the transformation of the energy system to a low carbon society seems critical for its success. But will they support this transformation on the basis of market incentives alone? This study analyses how equity indices that try to capture renewable energy investments perform compared to conventional benchmark indices. Especially financial market investors—such as pension funds, insurance companies, and mutual funds—use these to assess and guide their renewable energy investments. As such, we take the perspective of financial market participants, which mainly only indirectly invest in renewable energy. We also analyze whether renewable energy indices are to be regarded as an example of market environmentalism. We find that the renewable energy indices’ risk-adjusted return is very poor and suggests renewables is not a financially attractive portfolio investment yet. We also argue that renewable energy equity indices can be regarded as an example of market environmentalism, especially with respect to commodification and frame-shifting.  相似文献

Social sciences’ research on the social acceptance of renewable energy generation and associated technologies (RET), such as high voltage power lines, has been growing in the last decades. In fact, while RET are considered one of the main mitigation measures of climate change, opposition to their construction, and namely from the local communities living nearby, is often found. Important conceptual proposals have been made for a better understanding of opposition, however, this literature still presents some limitations. Here, I will discuss two of them: first, the main focus on the local and, with it, the lack of a relational and critical approach, which recognizes opposition and other types of responses to RET as public participation in RET-related issues; second, the focus on the individual and the consequent lack of examining people’s material practices and engagements.  相似文献

ABSTRACT

Remote communities in the North of Ontario survive in isolation as their proximity to the southern industrial sector of the province limits their accessibility to the major grid. The lack of grid connection has led to antiquated methods of power generation which pollute the environment and deplete the planet of its natural resources. Aside from the primary means of electricity generation being by diesel generators, generation infrastructure is deteriorating due to age and the stagnation of the power supply has led to communities facing load restrictions. These challenges may be resolved by introducing clean energy alternatives and providing a fuel blend option. The primary energy sources investigated in this research are solar, wind, and hydrogen. To assess the viability of these energy production methods in Northern communities, an exergy analysis is employed as it utilizes both the first and second law of thermodynamics to determine systems’ efficiency and performance in the surroundings. Local weather patterns were used to determine the viability of using wind turbines, solar panels and/or hydrogen fuel cells in a remote community. Through analysis of the resources available at the community, it was determined that the hydrogen fuel cell was best suited to provide clean energy to the community. Wind resulted in low efficiency in the range of 2–3% while solar efficiencies resulted in ranges of 18 – 19%, as the seasonal variations between the three years is not very great. Due to the higher operating efficiencies observed of the PV panels it would also be an attractive alternative to diesel generators however, the lack of consistent operation above 30% efficiency throughout the year, resulted in hydrogen fuel cells being a better alternative.  相似文献

This research presents a method to determine the maximum potential for the capturing of solar radiation on the rooftop of buildings in an urban environment. This involves the modeling of solar energy potential and comparison to historical building energy demand profiles through the use of 3-D solar simulation software tools and geographic information systems (GIS). The objective is to accurately identify the amount of surface area that is suitable for solar photovoltaic (PV) installations and to estimate the hourly PV electricity generation potential of existing building rooftops in an urban environment. This study demonstrates a viable approach for modeling urban solar energy and offers valuable information for electricity distributors, policy makers, and urban energy planners to facilitate the substantial design of a green built environment. The developed methodology is comprised of three main sections: (1) determination of suitable rooftop area, (2) determination of the amount of incident solar radiation available per rooftop, and (3) estimation of hourly solar PV electricity generation potential. A case study was performed using this method for Ryerson University, located in Toronto, Canada. It was found that solar PV could supply up to 19% of the study area’s electricity demands during peak consumption hours. The potential benefits of solar PV was also estimated based upon hourly greenhouse gas emission intensity factors as well as Time-of-Use (TOU) savings through the Ontario Feed-in-Tariff (FIT) program, which allows for better representation of the positive impacts of solar technologies.  相似文献

The aim of this paper is to highlight key social and economic drivers crucial to understanding community acceptance and adoption of decentralised water systems. The review focused on social science literature pertaining to alternative forms of household water, with an emphasis on research examining decentralised water acceptance. Researchers consistently reported that most communities were open to alternative water sources for domestic applications; however, this was highly dependent upon the level of personal contact with the water. Acceptance and adoption of alternative water technology, such as decentralised systems, was influenced by risk perception, water culture, and threat perception. Motivational drivers were also identified as potentially influencing adoption of decentralised systems. A clear limitation of the literature was found to be an over-reliance on measuring people's intentions to adopt alternative water systems and building a conceptual understanding of acceptance solely on hypothetical water supply scenarios. Further, within the social science literature there appears to be a skewing towards focusing on acceptance of centralised alternative water, such as recycled and desalinated water systems. Although there are some research outcomes that are generalizable to the decentralised water context, it is clear that there is a significant gap in the knowledge base of social drivers specific to the acceptance of decentralised water systems and the factors contributing to its widespread use. It is recommended that future research focus on examining public attitudes relevant to decentralised water systems, as well as adoption behaviours among current users of these systems. This will assist in developing policies specific to domestic decentralised water use.  相似文献

Transnational corporations (TNCs) invest enormous resources in their corporate social responsibility (CSR) programmes in the Niger Delta region of Nigeria. However, the effectiveness and mode of execution of these CSR activities have been subjects of continuing debate. This research was therefore carried out to elicit the perspectives of members of four local communities about the impact of the CSR interventions in the areas of health improvement and participation by members of the communities in the Niger Delta. Semi-structured questionnaires were self-completed by 182 members of the local communities in the Niger Delta; the respondents gave detailed feedback about community feelings for TNCs and their CSR efforts. The findings showed that the people generally have negative views towards the CSR practices of the TNCs. The result of a two-paired t-test showed this to be true for both men and women (P =?.888, CI 95). While 69.8% of the respondents felt that the TNCs did not bring any development to their community, 87.9% had high fear of getting a disease due to the community they live in; interestingly, 90.1% wanted to be involved in decisions concerning their communities. This research therefore proposes the increased use of health impact assessment as an approach to integrate health considerations and community participation into the evaluation and implementation of development programmes in the Niger Delta. Such an approach has the potential to make CSR initiatives more effective, transparent, and minimise the tensions between communities and TNCs.  相似文献

A multi-criteria analysis (MCA) was implemented to assess the best solutions for enhancing the production of renewable energy in the Alps. A set of criteria were selected based on the impacts of four renewable energy sources (forest biomass, hydropower, ground solar photovoltaic and wind power) on the three spheres of sustainability (environmental, social and economic). Three different scenarios are presented, each with a different set of weights for the criteria: the first scenario considers equally all three aspects of sustainability; the second scenario foresees an environmentally-oriented perspective, while the third scenario is more focused on the socio-economic aspects related to the development of renewable energy. Results show that forest biomass and hydropower seem to be the most viable solutions for enhancing the share of renewable energy in the Alps. Ground solar photovoltaic and wind power, on the other hand, seem to be less attractive alternatives due to their high impacts on land use.  相似文献

The Province of Ontario is aggressively pursuing renewable energy development, but not without significant turbulence. Ontario's Green Energy Act (2009) reflects this aggressive pursuit, and is aimed at making the province a global leader in renewable energy development. Wind energy is an integral but controversial part of these commitments. While several installations have been built or announced, conflicts surrounding the development of the technology continue to grow. This article documents, analyses and interprets media coverage in order to understand public discourse potentially driving support for and resistance to wind energy development (WED) in Ontario. Contrary to numerous studies which have elucidated public attitudes towards WED, the media discourse analysed suggests that roadblocks to public acceptance of the technology are more rooted in the development process (renewable energy policies and their implementation) rather than the products of WED (wind turbines). The study highlights the need for increased procedural justice to ameliorate feelings of unfairness which play a key role in fuelling resistance to the technology.  相似文献

The results indicate that support for specific aspects of local energy development (partnership with local communities, local use of generated energy and profits put back into the local community) was consistently high across time, with support for local ownership at a slightly lower level, yet still high. Secondly, socio-demographical analyses indicated that personal factors such as respondents' age, gender and employment status were important in shaping several of these beliefs. Since UK renewable energy development has often been controversial and subject to delay, results suggest that the adoption of a locally embedded development approach by public and private sector stakeholders will be strongly supported by local people. The implications of the results are discussed in relation to existing industry best practice guidelines and recent policy initiatives.  相似文献

Renewable energy can address rising demand for energy, environmental protection, energy security, and job creation. This paper assesses resource, economic, social, and political drivers for the adoption of renewable energy. Analysis of the data collected from over 100 interviews with utility managers reveals that production tax credits significantly influence the percent of renewable energy in a utility's portfolio. The availability of renewable energy resources, economic drivers, social influences, and political drivers such as renewable portfolio standards and government grants are not significant drivers. Understanding these drivers can help electric utilities, governments, and other stakeholders with their efforts to reap the benefits of renewable energy.  相似文献

Remote or off-grid communities in Canada primarily rely on diesel generators for the provision of their electricity. Often surrounded by potential renewable resources, they are characterised as the low-hanging fruit of greenhouse gas mitigation strategies. While much is said about the promises of community energy projects, as well as technologies and policy mechanisms for addressing the needs of these communities, little attention has been paid to what communities, themselves, might want for their energy projects and what the implications of those desires might be for both technology development and community energy policies. This paper aims to fill this gap by exploring the on-going energy pursuits of a number of remote First Nations communities in British Columbia. It identifies a desire for community self-sufficiency as a primary motivation for engaging with energy projects on the part of the communities and discusses the various meanings and implications of self-sufficiency in the context of community energy projects. These meanings and implications primarily include the two dimensions of material self-sufficiency and political self-determination, the latter of which suggests a view of community energy projects as processes of decolonisation among First Nation communities in British Columbia. It then suggests that the pursuit of this goal is somewhat incongruent with the approach that government and industry have taken in addressing community energy, especially the way in which remote communities are viewed as the low-hanging fruit of various sustainability projects.  相似文献

Community-based co-management (CBCM) has been applied in some communities near natural reserves in China. This paper uses Gansu Baishuijiang National Natural Reserve in China as a case study for livelihood improvements under CBCM projects. We demonstrate change from 2006 to 2010 in five classes of livelihood capital (social, human, natural, physical and financial capitals), illustrating the effectiveness of CBCM projects. Specifically, there are increases in mean family income and improvements in forest conservation. However, some problems in the design and implementation of CBCM projects remain, including the complicated social and political relationship between government and community, social exclusion and uneven application of benefits within communities, and the lack of integration of indigenous cultures and traditional beliefs. Attention for special groups in community and improving the design of CBCM Projects. Study shows that under the cooperation of government, CBCM projects and local community residents, the harmonious development of sustainable livelihood improvement and forest resources conservation will be an important trend in the future.  相似文献

The desire of oil companies operating in the Niger Delta to secure their social license to operate, and address their community development obligations, has led in recent years to the adoption of corporate social responsibility (CSR) policies and strategies. Drawing on quantitative and qualitative data collected in host communities within the Niger Delta in Nigeria, the paper compares the effectiveness of two different corporate–community involvement strategies. The evidence suggests that while the corporate–community foundation model has certain advantages over the in-house community investment model, both approaches suffer from a common shortcoming that limits the impact of oil companies’ efforts on community development in their host communities. The paper concludes by exploring the implications of the research findings for corporate–community involvement in the Nigerian oil industry.  相似文献
