This article presents a case study of Toxics Release Inventory (TRI) air pollution exposure risks across metropolitan St. Louis. The first section critically reviews environmental justice research and related barriers to environmental risk management. Second, the paper offers a conventional analysis of the spatial patterns of TRI facilities and their surrounding census block group demographics for metropolitan St. Louis. Third, the article describes the use of an exposure risk characterization for 319 manufacturers and their air releases of more than 126 toxic pollutants. This information could lead to more practical resolutions of urban environmental injustices. The analysis of TRIs across metropolitan St. Louis shows that minority and low-income residents were disproportionately closer to industrial pollution sources at nonrandom significance levels. Spatial concentrations of minority residents averaged nearly 40% within one kilometer of St. Louis TRI sites compared to 25% elsewhere. However, one-fifth of the region's air pollution exposure risk over a decade was spatially concentrated among only six facilities on the southwestern border of East St. Louis. This disproportionate concentration of some of the greatest pollution risk would never be considered in most conventional environmental justice analyses. After decades of fighting for clean air and green space in the face of environmental racism and urban disinvestment, Chicago's Latinx Little Village neighbourhood has begun to see environmental improvements take place. Activists are wary of the potential for gentrification in the wake of clean up, and are advocating for the right to stay put in the community they have worked so hard to improve. These ongoing contestations have recently intersected with accelerating racialized state violence as renewed anti-immigrant and white supremacist rhetoric, policies, and actions have targeted Latinx communities. In this paper we ask, how do struggles against environmental racism, gentrification, and xenophobia interlock, and how does the framework of environmental justice serve to enable activism across all three sites? For racialized minority communities, repeated experiences of forced migration and displacement often mean that an anti-displacement ethos is particularly well-articulated and grounded in collective historical memory. Drawing on an extensive analysis of media materials complemented by archival research, fieldwork, and interviews with community organisers, this paper argues that tight linkages between environmental justice and anti-displacement principles inform community responses to multiple forms of structural racialized violence. 相似文献

The trend towards the inclusion of diverse groups in environmental decision-making has led to the need to explore new forms of communication to engage communities in expressing their values and aspirations. Participatory art as an emergent methodology was explored with Traditional Owner groups involved in policy development through the Girringun Aboriginal Corporation in northern Queensland, Australia. The works began with a moderated focus group exploring the theme What does caring for country mean to you? Participants then worked collaboratively on one canvas over some six weeks. Individual expressions were discussed with participants during and following their creation. Themes emerging from the focus group and painting workshop included those related to culture, well-being, environment, politics, and holism, which was central to the discussions. The common thread of the work was that people need to interact with country in order to care for country. 相似文献

Qualitative and Quantitative Assessment of Land-Use Managers' Attitudes Toward Environmental Justice
This study examines the outcome of efforts to educate federal land-use managers about their roles in implementing the Executive Order in their respective districts. The managers participated in a 6-h Nominal Group Technique (NGT) workshop where they were instructed to weight environmental justice issues versus others associated with hazardous waste problems in their districts. Participant responses were quantified and analyzed through a series of rounds. After each round, participants received increasing amounts of information on environmental justice issues. It was hypothesized that the managers would come to a consensus that environmental justice is an important issue that should be seriously addressed. Prior to administering the NGT, the managers appeared to have limited knowledge of environmental justice issues and thus assigned relatively low rankings to such concerns. After being “educated” by viewing films on environmental justice and reading related literature, in general, managers' weightings decreased and a narrower consensus developed. The authors conclude that exposure to the issue may not be as effective as expected in convincing land-use managers to become sensitive to justice issues so that they may effectively implement the Executive Order. 相似文献

The global dimensions of climate change necessitate a response that takes national differences – social, economic, geographic, and cultural – into account. Action-oriented education has a key role to play in advancing citizen engagement in a culture of sustainability. This paper describes research conducted with one such education programme, Youth Leading Environmental Change (YLEC), which operates in six countries and engages university-aged youth in discussion and practice related to global sustainability, systems thinking, and environmental justice. YLEC aims to advance four key competencies; this paper focuses on the goal of action competence, which involves acquiring knowledge, reflecting on experience in the context of one’s values, envisioning alternative futures, and acting individually and collectively to advance those alternatives. The present article examines the impacts of YLEC on environmental action competence in two of the countries involved in this research: Uganda and Germany. In-depth interviews were conducted with participants in both countries to examine the development of action competence during and after the programme. Findings suggest that outcomes differed in each country, reflective of participants’ different lived experiences. YLEC effectively built on the conditions faced in each country to accompany youth to a higher level of awareness and action. These findings have implications for environmental education programmes striving to work with multiple nations and diverse participants. 相似文献

This paper examines the role of public participation mechanisms in certain major environmental disasters. It examines situations in which people’s lifestyles or their lives have been directly threatened, and thus elicited citizen participation. Threatening issues often seem morally, physically, socially, economically, religiously, and otherwise unacceptable to a group. As will be presented in this paper, citizens voluntarily participate in a community activity when they see that their way of life has been threatened. An introductory historical perspective, the legal framework upon which it is based, and background information on the participatory mechanisms, all emphasizing the importance and need for empowering citizens with participatory skills so as to bring changes in the existing educational, legal, and social systems are presented. The major environmental accidents/disasters of Minamata, Japan; Bhopal, India; Seveso, Italy; Chernobyl, Ukraine; and Exxon-Valdez, Alaska are discussed, mainly to indicate the reaction, and the participatory mechanisms used by the affected communities in each of the sudden disasters that occurred. If citizens worldwide had been active participants in the environmental issues, it is quite possible that we would have experienced fewer environmental accidents. 相似文献

Each year governments and industry around the globe spend billions of dollars in search of treatments and cures for diseases that shorten lives, which often means gadgets, implants, radiation and pills. These “cures”, do not get to the root of the problem. Perhaps it is time for us to adjust our thinking to be more proactive instead of reactive in public health. Perhaps we need to consider confronting environmental pollution of air, soil and water at a local level. As the Physicians for Social Responsibility point out, we should be “preventing what we cannot cure”. One such preventive measure is ensuring that our communities, including our poor inner-city neighbourhoods, enjoy a clean environment. We challenge local and national policy-makers to respond to the global call and to take action to address environmental toxins; to take local action to ameliorate the pollution of the air, water and soil in so many of our nation’s neighbourhoods. A person’s neighbourhood, and the proximity of dangerous environmental contaminants within it, is a powerful predictor of how long s/he will live. While situations like the poisoning of the water in Flint, Michigan have gotten some attention, they are generally treated as the exception rather than a reflection of real environmental hazards that exist in the west. Moreover we wonder why more endemic issues of neighbourhood environmental contamination that shorten human lives are not a priority for local action or that it is not linked to disproportionate production of greenhouse gases that cause climate change/warming/chaos. 相似文献

ABSTRACTNeighborhood life expectancy varies by as much as 10 years across the City of Louisville. In 2013, the Greater Louisville Project funded by local government, businesses, and foundations, argued these differences had little to do with environmental factors. The Greater Louisville Project (2013) study argued that these neighborhood differences could be attributed 40% to socio-economic factors (with a major emphasis on education), 10% to physical environment, 30% to health behaviors, and 20% to access to medical care. To test these claims, we construct our own model of neighborhood variation in years of potential life lost (YPLL) by adding two variables testing environmental degradation. We operationalise two separate measures of environmental contamination: proximity to EPA designated brownfield sites and proximity to chemical factories in an industrial park in the neighborhood known as “Rubbertown”. We conduct several regression analyses, which show a relationship between proximity to environmental contaminants and an increase in neighborhood YPLL. Our beta weights challenge the claims made by the Greater Louisville Project, which minimize the impact nearness to environmental contaminants has on reductions in life expectancy in Louisville neighborhoods. 相似文献

Carrying Capacity of the Environment (CCE) provides a useful measure of the sustainable development of a region. Approaches that use integrated assessment instead of measurement can lead to misinterpretation of sustainable development because of confusion between Environmental Stress (ES) indexes and CCE indexes, and the selection of over-simple linear plus models. The present paper proposes a comprehensive measurement system for CCE which comprises models of natural resources capacity, environmental assimilative capacity, ecosystem services capacity, and society supporting capacity. The corresponding measurable indexes are designed to assess CCE using a carrying capacity surplus ratio model and a vector of surplus ratio of carrying capacity model. The former aims at direct comparison of ES and CCE based on the values of basic indexes, and the latter uses a Euclidean vector to assess CCE states. The measurement and assessment approaches are applicable to Strategic Environmental Assessment (SEA) and environmental planning and management. A case study is presented for Ningbo, China, whereby all the basic indexes of ECC are measured and the CCE states assessed for 2005 and 2010. 相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa. 相似文献

Many cities' municipal governments have made some version of “sustainability” an explicit policy goal over the past two decades. Previous research has documented how the operationalisation and conceptualisation of sustainability in urban sustainability plans vary greatly among cities, particularly with respect to environmental justice. This article reports on whether and how large American cities incorporate environmental justice into their urban sustainability indicator projects. Our findings suggest that while there has been an increase in the number of cities incorporating environmental justice elements into sustainability plans since the early 2000s, their conceptualizations and implementations of sustainability remain highly constrained. The paucity of evaluative tools suggests that environmental justice efforts are potentially losing traction in public debate over macro-scale sustainability concerns (e.g. climate change) or the need for regionally competitive environmental amenities (e.g. parks). This paper concludes with suggestions for revising existing sustainability plans to better reflect environmental justice concerns. 相似文献

Is Amsterdam the “ideal city?” Many of the social, economic, and environmental problems facing Amsterdam are considerably less than those in cities in the USA, and in most cases, Western Europe. Amsterdam, at this moment in history, might be the world's greatest city because of its ability to ensure basic necessities, freedom, and creativity. Tolerance of drugs, sexual freedom, along with the integration of different races helps reduce many of the “social problems” faced by most cities. We have compared, on a per capita basis, differences between Amsterdam/Holland and the USA. The Netherlands is a tiny country, and comparisons are made on a city and per capita numbers at the national level. Our data show that Amsterdam has lower crime, murder, rape, drug usage (cocaine, marijuana), teenage pregnancy, diabetes, obesity, suicide, abortion rates, infant mortality, dependence on fossil fuels, and homelessness, and racial segregation is considerably less. People live longer because of Amsterdam's walkability and bike usage and access to parks. Indeed, the Netherlands leads both Western European and the USA in the proportion of trips made walking and bicycling, with significantly reduced car dependency. Ghettos are nearly non-existent compared with the segregation in the 1940s/1950s. Quality housing is supplied to everyone that gives pride of place compared with the stark, cold, and institutional “projects” provided by the US federal government. Amsterdam leads Western Europe by 35% in social housing, compared with runner-up UK, which has significantly less. The modernism of the 1960s where the poor were warehoused is nearly all gone. People living in Amsterdam seem more tolerant, secure, happier, and healthier compared with citizens in the USA. Great cities provide opportunities for all citizens to enhance their lives and ensure an unrivalled level of freedom. We demonstrate that social and environmental justice are tied together. Amsterdam is by no means perfect, but in comparison with many other democratic industrial cities, it is a far better place for citizens of all races, religions, and incomes. 相似文献

This paper examines two participatory environmental planning cases in which modelling played an important role. The cases occurred in Vermont. They provide contrasts in the use of technology to model future scenarios: magic markers and mylar for forest mapping as compared to computer modelling for watershed assessment. The paper describes how modelling and models were employed to integrate knowledge, interests and values in each case. It explores two dimensions of legitimacy, procedural and scientific expertise, in these modelling processes. The governance activities of capital and the state include attempts to control the timing and spacing of social activities such as the production of environmental risks and settlement of different social groups. The supervisory activities that have shaped the environmental and social history of the Botany/Randwick area are identified here, to examine how the HCB waste risk developed in that community. The analysis shows that multiple environmental risks and an ethnically diverse, working class community have been brought together in space to create environmental injustice. Analysing the governance of one environmental risk like hexachlorobenzene (HCB) waste may not increase understanding about communities facing multiple environmental risks or the supervisory processes that lead to the unfair accumulation of risks for particular places or social groups. Lessons from the environmental justice movement suggest that reframing problems like HCB waste management at Botany/Randwick as distributive justice issues may contribute to governance arrangements that better manage multiple risks and pollution sources in space affecting marginalised communities. 相似文献

This article examines the relevance of environmental justice (EJ) and climate change debates as points of articulation and mobilisation among community groups responding to a proposed refinery. It then compares media coverage of the refinery project, a bi-national pipeline and other energy and climate-related news events. The analytical frame joins the EJ paradigm with citizen mobilisation on issues of climate change and energy projects that emit greenhouse gases and that discourage development of renewable sources. Data were collected and analysed from websites, public message boards and media documents. Findings indicate that a community-based anti-refinery campaign combined local EJ struggles with climate activism, while challenging fossil fuel dependencies and calling for renewable regional energy. ABSTRACTThis paper applies a “justice” lens to the struggle of the people displaced by the Merowe Dam in northern Sudan. Application of distributive, procedural, and representational aspects of justice exposes the dissatisfaction of the affected people with the government’s offer and execution of compensation. Consideration of social justice and the utility of norms in trans-national activism brings into sharp focus the difference in interests, and abilities of the many actors involved, and highlights the government’s tactics to divide the communities, and the social divisions sown. As the struggle develops, justice claims are seen to change towards less material issues, suggesting that an expanded and dynamic conception of justice is more helpful than narrow or time-bound conceptions. The findings are of relevance to communities facing possible displacement from dams planned nearby, not least of all for the insight provided on the effectiveness of different tactics in the struggle. 相似文献

The aim of this study was to quantify inequities in environmental hazard burdening in the 357 towns and 12 city planning analysis areas in the nine-county Philadelphia Metropolitan Statistical Area. Points were assigned to 14 types of hazards, including Superfund sites, hazardous waste facilities, landfills, trash transfer stations, waste tyres, incinerators, power plants, polluting factories, and sewage and sludge treatment facilities. When points were summed, 39 communities were in the 90th percentile for total hazard points. Risk ratios were calculated for community characteristics. The risk of extensive hazard burdening was significantly greater for communities bordering the Delaware River and for communities with more than 3% minority residents, more vacant housing units, and adults without a high school diploma. Risks were significantly lower for the most affluent communities. Results point to the need to reform environmental laws at the state level to prevent the concentration of environmental hazards in vulnerable communities. 相似文献
