We discuss how the EU’s Renewable Energy Directive was designed to be mobile, and how it was moved to and implemented in Finland by translating it to enhance wood-based energy production through specific subsidies. We study policy-making as a mobile process, which approach has its original roots in political science and more recent basis in political geography. The article aims to develop conceptual understanding of how the mobility of a supranational policy is generated and how a policy is translated into complex and contentious geographical contexts. We aim to show that mobility of a directive is enabled by an empty governance space which is aimed to be ‘filled in’ in each spatial context, and that the filling in process makes each translation a contentious and path-dependent process. In Finland, the selected policy tools and practices continued the path-dependent ways of favouring forestry industry’s traditional position as the primary utiliser of forest resources.  相似文献

Although numerous studies have been conducted in recent years on energy transitions, they have been predominately developed and applied in industrialized countries. It is however important to examine the applicability of transition theories, as they are currently formulated, beyond OECD countries. This paper analyses renewable energy transitions in Africa, using Nigeria as a case study, to elucidate the analytical and methodological challenges that sustainability transition studies are facing in developing countries, particularly rentier states. In doing so, the paper employs the lens of the multi-level perspective (MLP) on socio-technical transitions - a well-established theory that emphasizes the role of ‘niches’, ‘regimes’ and ‘landscapes’ in instituting transitions. Based on a detailed analysis of Nigeria, we argue for a more nuanced enquiry of the construct ‘regime’ that better accounts for the rentier character of the state including the role of political elites and prevalent client-patron relationships. As such, our paper makes an important contribution to the further refinement and enrichment of the MLP by focusing on the political dimensions of energy transitions.  相似文献

This paper challenges “Big Society (BS) Localism”, seeing it as an example of impoverished localist thinking which neglects social justice considerations. We do this through a critical examination of recent turns in the localist discourse in the UK which emphasise self-reliant communities and envisage a diminished role for the state. We establish a heuristic distinction between positive and negative approaches to localism. We argue that the Coalition Government's BS programme fits with a negative localist frame as it starts from an ideological assumption that the state acts as a barrier to community-level associational activity and that it should play a minimal role. “BS localism” (as we call it) has been influential over the making of social policy, but it also has implications for the achievement of environmental goals. We argue that this latest incarnation of localism is largely ineffective in solving problems requiring collective action because it neglects the important role that inequalities play in inhibiting the development of associational society. Drawing upon preliminary research being undertaken at the community scale, we argue that staking environmental policy success on the ability of local civil society to fill the gap left after state retrenchment runs the risk of no activity at all.  相似文献

Current research on household food waste has not considered the impact of the inter-class power dynamics between employers and domestic helpers on food waste management and generation in the Global South. This article focuses on the issue of food justice and will demonstrate that it is important to reconsider household food practices within the framework of unequal power dynamics in household units – especially between employers and their domestic helpers. Informed by food waste regime conceptual framework, this paper will examine the complex food provisioning practices of Indonesian households. The research draws on 21 in-depth interviews with households of varying incomes, multiple site visits, participant observation and going along on grocery trips to better understand the power dynamics and practices that result in, or prevent the generation of household food waste. In addition, 12 key informant interviews with government officials, traditional food vendors, supermarket managers, and a waste collector was also conducted. In an Indonesian context, understanding the interclass dynamics of the household, namely, who gets to define what is “food” and what is “waste” is key to understanding the broader phenomenon of food waste in order to promote solutions to food waste prevention and food insecurity that is socially and environmentally just.  相似文献

While there is ample – though partially contradictory – evidence regarding the effects climate change will have on various regions of the world, there is only very limited work dedicated to the analysis of different governance structures, and how these structures are likely to influence the resilience of alpine tourism systems in the face of climate change. We present an analytical framework based on network theory, and apply this to the Swiss case study destination of Engelberg, in order to deduct a number of insights for the future assessment of resilience based on the cooperation of local actors. The main aim of the paper is to come up with comparable resilience metrics based on social network analysis in order to assess the structural strengths and weaknesses of a geographically delimited tourism system in the face of climate change. Together with the action potential of the individual actors these structural properties influence the adaptive capacity of both individual actors, and the tourism system as a whole. In line with comparable studies, we identify structural strengths and weaknesses around the core-periphery distribution (centrality), subgroups (modularity) and information flows (path length). We find that the Engelberg network follows an almost ideal-typical scale-free structure and the overall cooperation rate (density) is comparable to other tourism networks. The main weaknesses of the network with regard to climate change resilience are the lacking integration of public sector actors and the relatively high number of actors in the periphery of the network.  相似文献

Abstract

Sustainability projects initiated by community groups can be significant in their contribution to the overall process of Local Agenda 21 planning and in their substantive contribution to sustainable communities. Community gardens differ from public gardens in that they are managed by community members rather than by local governments, although they may be located on council land. Community gardens vary in type from collections of individual plots to large‐scale collaborative projects for the benefit of the wider community. Their roles include the production of fresh organic food; the creation of community places; and the use and dissemination of community science and innovative technologies. This paper reviews the types and roles of community gardens, and provides a case study of a community garden in Western Australia. It analyses the lessons learned from this particular case and the potential contribution of community gardens to Local Agenda 21 planning and to physical, ecological, sociocultural and economic sustainability.  相似文献

This special issue contributes to scholarly debates about the role of cities in global climate governance, reflecting on the promise, limits, and politics of cities as agents of change. It takes an empirically-informed approach drawing on multiple diverse geographical and political contexts. Overall, the special issue aims to stimulate reflection and debate about where understanding and practice needs improvement to advance the role of cities in global climate governance. Key questions that are addressed in the special issue include: To what extent do real world experiences confirm or disconfirm the high expectations of cities as agents and sites of change in addressing global climate change as expressed in urban climate governance literature? In what ways do internal political dynamics of cities enable or constrain urban climate governance? How is climate governance in cities enabled and constrained by interactions with broader governance levels? Environmental justice addresses inequitable distributions of health risks from exposure to pollution and other hazards. Appalachian residents of southeastern Ohio who live along the Ohio River are disproportionately subject to industrial pollution. Of particular concern is the DuPont Washington Works plant where perfluorooctanoic acid, or C8, was used to make consumer products. Although company officials became aware in 1984 that the water supply of Little Hocking, Ohio, was tainted with C8 coming from its plant, residents were not notified until 2002. Subsequent studies determined a number of health problems, including cancer, are linked to residents’ exposure. This qualitative study asked Little Hocking residents and environmental regulators if they consider C8 contamination in Little Hocking an injustice. Results indicate a lack of consensus – even among affected residents – concerning DuPont's® actions as constituting an injustice. This finding, among others, is used to argue that many residents in Little Hocking, through their association with DuPont®, benefit from class-based forms of privilege and seek to maintain them in the context of immobility and economic uncertainty. This explains why some communities may be considered an environmental justice community from an academic standpoint, but not self-identify as such. However, maintaining privilege at the local scale in the context of weak regulation enhances exploitation in Little Hocking while contributing to power at extra-local scales. Thus, environmental justice activists in white, working-class communities must overcome the challenge posed by privilege that defends the contaminated status quo.  相似文献

Through the MGU – Useful Plants Project (2007–2015) led by the Royal Botanic Gardens Kew, high-quality seed collections and research information have been gathered on useful indigenous plants selected by communities in Botswana, Kenya, Mali, South Africa, and Mexico. Local communities were trained in seed conservation, plant propagation, and planting activities, while revenue generation was promoted directly through the sustainable use of plants and plant products and indirectly through wider environmental and cultural services. The success of this project was determined by its participative approach, involving local communities in plant conservation activities and using plant research to support it. However, the promotion of sustainable use and income generation highlighted issues that confirmed the importance of using a ‘holistic approach’ to address the objective of poverty reduction and contribute to improved livelihoods in the communities.  相似文献

ABSTRACT

Urban gardening in Vienna, Austria, has gained a new significance over the last ten years. However, although demand is constantly rising and urban gardening is being marketed in many ways, a vast majority of the urban population still has no access to gardening and its various benefits. While community gardening projects in Europe are usually viewed as temporary, self-organised bottom-up initiatives on public or abandoned private land, this case study of the Roda-Roda pilot project shows that community gardening can develop and persist even when favourable conditions for grassroots community gardens are lacking. The vast green spaces separating residential blocks (Abstandsgrün) commonly found in Vienna’s municipal housing (Wiener Gemeindebau) have a huge spatial potential for gardening, along with a forgotten tradition of self-organisation. Using an action research approach, this paper describes two principles for a successful implementation strategy under difficult conditions. Starting with a top-down approach, an interdisciplinary project team implemented a spatial and socio-economic framework that offered a stable basis for participatory community-building. As they “climbed” the ladder of participation stepwise – from exclusion to decision-making and true self-organisation – gardeners gained knowledge, skills and the self-confidence required to run a garden and create a well-working local community. At a more general level, the paper brings a co-creative planning perspective to the scientific discussion on community gardening in Europe and offers a practical approach to making local gardening opportunities available to suitable target groups by tapping into unused spatial potential.  相似文献

Management of fresh water resources meets a range of often conflicting interests. Waterways usually run across political and administrative borders and hence make management difficult and collective action politically challenging. In order to meet these challenges, multi-level bioregional approaches to water management have been called for. Such an approach is institutionalised in the EU's Water Framework Directive (WFD). This paper presents the experiences of the Morsa water sub-district in southern Norway, a pilot for implementing the WFD. The paper discusses Morsa in the light of four principles for multi-level water governance: management on a bioregional scale; polycentric governance; public participation; and an experimental approach to water governance. Contrary to widely held assumptions that collective action in polycentric networks will be difficult because actors will follow their own narrow interests, the findings demonstrate how this is not an absolute truth, and how social action cannot be fully explained by rational action theories. The analysis concludes that the relative success of Morsa relates to a complex of factors, including openness of practices and active involvement of key actors, strong but including leadership, and a knowledge based ‘hybrid’ type of multi-level network combining horizontal and vertical network governance.  相似文献

The devastation of Hurricane Katrina and the federal levee failures facilitated the unprecedented proliferation of non-profits in some areas of the city. While the short- and moderate-term experiences of non-profits in the aftermath of Katrina have been examined, their long-term successes and failures remain unknown. In this paper we look at how race and nativism hindered the success of non-profits in rebuilding New Orleans. We likewise seek to demonstrate how the reactions on the part of non-profits to being the racial other or that of an outsider often further impeded the effectiveness of non-profits. The three authors, using data from participant observation, interviews, and ethnography, over a four-year period, describe generalisable lessons learned from rebuilding New Orleans’ communities, including the recognition of competing racial discourses in redevelopment; the valuing of local knowledge; and coming to terms with the paradoxes of the affect economy.  相似文献

We consider how ecosystem services can be incorporated into water infrastructure planning by studying the projected deepening of the Lower Weser river channel in Germany. We recalculate the project's benefit–cost ratio by integrating the monetary value of changes in different ecosystem services, as follows: (1) the restoration costs of a mitigation measure for a loss in fresh water supply for agricultural production in the estuary region, (2) the costs of a loss in habitat services, transferring the willingness to pay from a contingent valuation study to the area assessed in the environmental impact assessment, and (3) the benefits of emissions savings induced by more efficient shipping, taking a marginal abatement cost approach. We find that including monetary values for ecosystem service changes leads to a substantial drop in the benefit–cost ratio. On this basis, we argue for a reform of the standard cost–benefit analysis to facilitate more complete welfare assessments.  相似文献

The idea of the ‘smart city’ is increasingly central to debates on urban development and sustainability, and a host of cities are now pursuing ‘smartness’ as a way to improve energy efficiency, transport, and public services. However, existing research does not provide a clear picture of how this smart city agenda actually contributes to sustainability. The social science literature has been critical toward urban smartness, with most of the empirical research focusing on the politics of data-driven and entrepreneurial urbanism. This article seeks to contribute to this debate by empirically examining the role that sustainability plays in the smart city discourse. Its distinctive approach is to investigate how urban smartness and sustainability are framed by an authoritative institution (the European Union) and then to trace these framings down to a particular city (Stavanger, Norway). The data show that the smartness approach is strongly tied to innovation, technology, and economic entrepreneurialism, and sustainability does not appear to be a very important motivating driver. Nevertheless, the ‘sustainability component’ of the smart city agenda becomes clearer the closer we come to the city level.  相似文献

Based on the norm activation theory we developed assumptions about how parents may influence specific pro-environmental behaviours (i.e. re-use of paper and recycling) of their children (age 8–10). A sample of 206 parent-child-dyads were investigated using questionnaires recording norm activation model variables for children (i.e. awareness of need, awareness of consequences, personal norm, subjective norm, pro-environmental behaviour), as well as communication behaviour and actual behaviour of parents. For both behaviours (re-use and recycling) two separate structural equation models were tested (N = 206 and N = 194). Model fit statistics indicate a good fit of empirical data and model structure for both behaviours, supporting our assumption that the norm activation model can be applied to pro-environmental behaviour of young children. Communication behaviour of parents had a different influence on the two respective behaviours. While parents seemed to influence their children's recycling behaviour via sanctions and their own behaviour, re-use of paper was mainly influenced via communication of problem knowledge.  相似文献

In response to the problem of holiday hunger, hundreds of local “holiday clubs” have recently been established across the UK. This research examines the spatial relationship between income, childhood deprivation, ethnicity and holiday clubs across 32,844 Lower Super Output Areas (LSOAs) in England to determine if these clubs are currently operating in an inclusive fashion. Data on the location of holiday clubs comes from a national survey. Binary logistic regression results suggest that holiday clubs are likely to operate in economically disadvantaged areas. At the same time, clubs are not distributed equally by ethnicity. That is, holiday clubs operated by voluntary organisations are more likely to be situated in LSOAs that are disproportionately white and English\British and less likely to be situated in LSOAs that are disproportionately ethnic minority. This finding has important implications for the pursuit of holiday clubs as a policy mechanism for addressing access to food in light of the state’s failure to adequately feed all of the country’s children.  相似文献

The European Council Directive 94/62/EC for Packaging and Packaging Waste requires that Member States implement packaging waste prevention measures. However, consumption and subsequently packaging waste figures are still growing annually. It suggests that policies to accomplish packaging waste prevention do not suffice, especially since developments are less insightful as these are part of a self-declaring compliance system. This study is aimed at expanding the understanding of packaging source reduction. We collected and evaluated 131 available options implemented in the Netherlands in the period 2005–2010. Lightweighting has been identified as the most frequently applied packaging source reduction method, indicating that the packaging industry prioritizes low-effort and familiar concepts, despite the dichotomy in efficacy.  相似文献

The results of multi-criteria ranking of copper concentrates by their quality, according to their content of useful and harmful components, are presented in this paper. Cu, Ag and Au were taken as useful components, while Pb, Zn, As, Cd, Hg, Bi and Sb were considered as harmful with adequate weight parameters. Considering its specific role in copper metallurgy, sulfur in the concentrate was considered in two scenarios. In the first scenario S was considered as a useful and in the other one as a harmful component. The ranking is done by implementing the PROMETHEE/GAIA method with an additional implementation of the special PROMETHEE V method, using the standard limitations of the heavy metals content in the concentrate. In this way, it is possible to perform an optimization of the input charge for the copper extraction from two aspects. The first aspect covers benefits from the content of useful metals, while the second deals with the protection of the environment, considering the content of harmful components of the charge.Using multi-criteria decision making for the sake of ranking the quality of copper concentrates, as described in this paper, could be considered as a contribution to the methodology of forming the market price of this product.  相似文献

This paper examines the institutional framework of artisanal mining in the forests of the Sangha Tri-National Landscape (TNS) in the Congo Basin. Artisanal miners in Cameroon and the Central African Republic (CAR) commonly make sacrifices to their god of diamonds, to improve fortunes. This study looks into ‘the other forces’; institutions that play a role in shaping the sector and its outcomes. These institutions comprise formal and informal institutions at a local, national, regional and international level. Although artisanal miners in TNS benefit by gaining cash income, this activity also carries risks as income is highly disparate and environmental impacts in this priority forest conservation area are expected to increase due to the growing competition over land use. It was concluded from a literature review, interviews and site visits that informal arrangements dominate the sector, especially in Cameroon, leading to poor relations between officials and miners and meaning that miners have few rights and no voice. The current institutional setup is inadequate to deal with current and anticipated social and environmental issues. Future interventions need to take into account the existing (local) types of organization, vulnerable groups, the interests of multiple actors and the fact that most miners are experienced but combine mining with other activities, such as agriculture, fishing and harvesting forest products. African initiatives concerning ASM offer opportunities to Cameroon and CAR to collaborate with other countries to combat similar issues. A regional integrated approach of both the forest and mining sector would be especially relevant for trans-boundary agreements, such as concerning the TNS, to reinforce positive outcomes for the landscape and the area's population.  相似文献
