The energy, environmental and social benefits of sustainable transportation, i.e. public transit, biking and walking, have long been recognized but are now mainstream in global and local transportation policy debates. However, the economic value of sustainable transportation has always been seen as secondary, unless many external costs were included. The results of a new global study show that cities with significant sustainable transportation systems have reduced costs on road construction and maintenance; better operating cost recovery and fuel-efficiency; fewer road accidents and less air pollution. In overall terms, the percentage of city funds going to transportation is reduced. The data show that cities with the most roads have the highest transportation costs and the most rail-oriented cities have the lowest. Further, the most sprawling cities have the highest direct and indirect costs for transportation. Thus, strategies to contain sprawl, to reurbanize, to build new rail systems into car-dependent suburbs with focussed sub-centers, and to facilitate biking and walking, not only will improve energy efficiency but will reduce costs to the economy of a city. Strategies that build freeways and add to sprawl will do the opposite. Trends indicate that moves toward sustainable urban patterns are beginning. The need to operationalize sustainable transportation strategies in planning and engineering practice and in the politics of infrastructure funding remains a major challenge. This paper sets out to show how urban sustainability issues have been addressed by social, political, and economic actors involved in housing production in Montréal. Specifically, it looks at how the environmental question has been incorporated into the practice and discourse of recent housing schemes. Principles of sustainable development such as adaptive reuse of industrial buildings and infill housing that allow for reinvestment in inner-city neighbourhoods, inclusion of affordable, or social housing in private housing developments to secure social mix, citizen participation, energy, water, and transportation matters have been increasingly circulated. By examining planning documents, design proposals, and briefs presented at public hearings on housing schemes in Southwest Montréal, a former working-class borough undergoing revitalisation, this paper shows that the values of sustainable development have been used by both private developers and local authorities to negotiate urban transformations with community groups.  相似文献

As new forms of governance for climate change emerge in African cities, will they enable emancipatory and socially progressive transformations or will they exacerbate existing inequality, poverty and vulnerability patterns? This paper presents one of the case studies developed by UN-Habitat Cities and Climate Change Initiative in Maputo, Mozambique. The case analyses first, the production of urban vulnerabilities under climate change, and second, the existing governance arrangements for climate change in the city. Building on the lessons of the case study, the paper argues that to ensure that new forms of climate change governance lead to socially and environmentally just outcomes climate change interventions should, at least, meet two conditions: first, they should consider the close interactions between social and ecological elements and, specially, how patterns of urban inequality interact with environmental factors; second, they should recognise the opportunities in African cities through a broad notion of governance that looks beyond the government as the sole agent of urban change.  相似文献

Life in proximity to a growing city can be especially difficult for those rural people who are poor. Findings from sustained research around three cities of the South illustrate how peri-urban conditions can create pressure for livelihood change. People were pressed further into a cash-based economy for which they were ill prepared. Surprisingly, agriculture remained important, even though urban expansion changed natural resource-based livelihoods, especially by taking land. The inevitable livelihood transitions were easier if there was support for both familiar and new natural resource-based activities, orienting production towards urban markets. Successful change was associated with greater diversification of income strands, rapid cash returns and bridging opportunities. Participatory planning of livelihood changes and local NGO inputs were advantageous. These findings are important for pro-poor development policy affecting peri-urban populations and may inform rural to urban migration policy.  相似文献

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns.  相似文献

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

以京津冀城市群为研究对象,通过测度城市综合实力、构建城市创新体系,结合城市经济发展不一致指数,探究城市创新对城市群协调发展的效应。结果表明:①京津冀城市群创新能力差距大,高等级创新城市对周边区域的辐射带动作用不明显,其中北京市"虹吸效应"显著,天津市次之,河北省石家庄、保定、唐山科创能力在本省内较高。②城市群内部资源配置不均,城市间联系较弱,中心城市周边区域"岛、洞"现象明显。据此,提出京津冀城市群内部区域间资源整合的发展策略和区域协同发展的政策建议。  相似文献

In this paper, we argue for the importance of incorporating a gendered perspective for the effective development of sustainable agricultural biotechnology systems in sub-Saharan Africa. Priority setting for agricultural policy and project development requires attention to gender issues specific to the demands of agricultural biotechnology. This is essential for successfully addressing food security and poverty reduction in sub-Saharan Africa (SSA). There has been a great deal of debate and literature on the implications of gender in agricultural development and policy. However, the implications of gender in agricultural biotechnology and have received relatively less attention, especially in SSA. Based on interviews with key stakeholders in agricultural biotechnology across SSA, review of pertinent literature and field observations, we have found that incorporating a gendered perspective is critical for the sustainable development of agricultural biotechnology and requires attention in five areas: the inclusion of women, particularly women farmers, in decision-making around biotech/genetically modified (GM) crop and trait selection; equal representation of women as men in education for agricultural science and in agricultural biotechnology research and development professions; greater involvement of women in extension services and farmers’ associations for successful delivery of information about biotech crops equality between men and women in access to resources for biotech/GM crop cultivation; and increased control for women farmers over biotech/GM crop management and income generation. We explain the consequences of failing to include such gender-responsive considerations into priority setting for agricultural biotechnology development and policy in SSA and provide recommendations for how policy makers and project partners of development initiatives can avoid such oversights.  相似文献

This paper evaluates the planning competences required to enact a managed transition to sustainability at the municipal level for cities facing population, economic and employment decline. Drawing on the ‘shrinking cities’ literature, we argue consolidation of the built environment can become a focal point for sustaining citizen welfare when transitioning cities that are facing decline, especially those previously reliant on resource industries. We evaluate the former coal mining city of Yubari, Japan, which is developing a consolidated urban form with the aim of creating a ‘sustainable’ future city. Findings from interviews and content analysis of Yubari’s planning policy indicate, however, that to translate ‘shrinking’ a city into a managed transition, spatial planning must be accompanied by a wider range of social policy measures and strong cross-sectoral engagement. We also caution that the unique geographical and political context of Yubari mean its model may not be directly replicable in other contexts.  相似文献

The management of urban transportation systems represents one of the most formidable challenges for local government that generates several problems related to the well-being and the comfort of the public that commute and travel in their daily life. Improvements to various policies and practical measures can move us closer to the ideal of sustainable urban areas with sustainable urban transportation systems. Nevertheless, these aspirations in no way ensure unanimity over the most effective actions to take and the extent of their benefits. In response, a mathematical model has been developed for decision-taking purposes using multi-criteria analysis adapted to urban transportation systems. This model not only takes account of environmental parameters, but also examines economic, social and urban models, the characteristics and condition of the transport fleet and freight distribution vehicles, in order to generate a sustainability index value for the transportation system of urban areas.  相似文献

Urban regeneration policy and projects could facilitate the implementation of spatial policy responses to mitigate climate change and adapt to its consequences in cities. However, the potential role of urban regeneration in creating climate-friendly urban environments is not sufficiently evaluated and understood. Considering this gap, the paper aims to explore the potential linkage between urban regeneration and climate change. The case study analysis focuses on two urban regeneration projects, representing two major approaches of regeneration practices in Japanese cities, namely “project-based” and “plan-based” approaches. Research findings demonstrate that urban regeneration could help in reorganising existing urban areas in a climate-friendly manner. As a cross-cutting field of urban policy, urban regeneration could also help in creating synergies between mitigation and adaptation goals. Yet, achievement of such outcomes via regeneration projects necessitates the existence of an overriding urban development vision, political commitment, and willingness to implement binding and structural measures.  相似文献

旅游业发展是城市经济社会发展的重要组成部分,城市发展和旅游业发展之间存在明显的推动作用,两者协调发展是城市和旅游可持续发展的关键.以安徽省的黄山市、池州市和芜湖市为例,构建相应指标,运用TOPSIS法对2008年、2009年三市旅游和城市发展的协调性进行了对比研究.结果表明,2008年、2009年芜湖市的旅游和城市发展的协调系数为分别0.6287和0.6588,黄山市为0.46450和0.4799,池州市为0.3822和0.4037,说明旅游与城市发展的协调性与城市发展水平存在一定的正向关系.城市发展水平越高,其经济部门相对齐全,旅游更能带动城市各项事业的发展,而城市各项事业的发展反过来又促进旅游的发展,城市和旅游的协调性相对较好.  相似文献

This paper presents the local institutional and organizational development insights from a five-year ongoing interdisciplinary research project focused on advancing the implementation of sustainable urban water management. While it is broadly acknowledged that the inertia associated with administrative systems is possibly the most significant obstacle to advancing sustainable urban water management, contemporary research still largely prioritizes investigations at the technological level. This research is explicitly concerned with critically informing the design of methodologies for mobilizing and overcoming the administrative inertia of traditional urban water management practice. The results of fourteen in-depth case studies of local government organizations across Metropolitan Sydney primarily reveal that (i) the political institutionalization of environmental concern and (ii) the commitment to local leadership and organizational learning are key corporate attributes for enabling sustainable management. A typology of five organizational development phases has been proposed as both a heuristic and capacity benchmarking tool for urban water strategists, policy makers, and decision makers that are focused on improving the level of local implementation of sustainable urban water management activity. While this investigation has focused on local government, these findings do provide guideposts for assessing the development needs of future capacity building programs across a range of different institutional contexts.  相似文献

As the cost of car ownership has skyrocketed, urban biking has experienced the largest share increase of any transportation mode, rising by 40% between the years 2000 and 2014. Growing attention is being paid to the potential local economic development impacts of urban neighbourhoods becoming more bike-friendly. It is now a green economic development strategy in cities as diverse as Chicago, New York City, Portland, and San Francisco to increase bicycling as a transportation mode. This paper reports the results of a survey of 2032 responses from faculty, staff, and students of a car-dependent, downtown university. We use a mixed methods approach, including data from the American Community Survey, to support our arguments and to inform potential savings and economic benefit calculations that can be achieved from bicycle infrastructure investments and anticipated redistributed spending patterns. We argue that urban biking results in a green dividend that promotes local community development and more importantly results in zero carbon emissions.  相似文献

根据安徽省1991-2005年城市建成区的扩展情况,从城市空间扩展动态度来对安徽省17个地级市进行城市扩展分类,由此得到城市空间扩展不同梯度的扩展类型。结合社会经济统计数据对安徽城市化特征进行分析,发现安徽省城市化取得了显著的成就,并在此基础上提出了面临的挑战,为城市化进程及城市土地资源的可持续发展提供科学依据。  相似文献

Single territories contribute in different ways to the transition towards a more environmentally sustainable development (SD), according to their structural features. This study returns a multi-dimensional picture of the territorial divides of environmental sustainability across Italy, analysing how it correlates with rurality, with a focus on the urban–rural continuum. Italy represents an interesting case study because of its peculiar territorial urban–rural structure. We first assess the environmental sustainability targets across Italian NUTS 3 regions and their capital cities using two composite sustainability indexes, by referring to both standard values (i.e. conforming to legislation) and optimum values (i.e. desired values). Then, we investigate the relationship between environmental sustainability and rurality. Results suggest that a positive link between the two exists, being stronger at city level. Among major policy implications, the environmental dimensions of territorial cohesion should be integrated more strongly in key European policies to reach a more balanced SD.  相似文献

Abstract

The prospects for global sustainable development are thoroughly tied to the future of cities. Our goal is to better understand how cities actually get built and with what substantive consequences. Beyond designing and implementing public policy tools, this requires a better understanding of the underlying political economy of urban place-building. Beginning with the ideal type of the urban growth machine, we outline frameworks for analysing both the ‘conditions for urban place-building’ and the ‘capacities for sustainable urban place-building’. We apply these in the Chilean context by examining general features of the urban political economy and then specific development exemplars from the urban region of Valparaíso.
