Sediment deposition both inside and outside of fixed-crest weirs was measured for fresh/intermediate, brackish, and saline
marsh areas in coastal Louisiana, USA. Sediment traps, collected on a weekly basis, were used to monitor short-term changes
in sediment deposition. Feldspar marker horizons were used to measure cumulative marsh accretion during the 16-week monitoring
period. Results show that for most sites less sediment is deposited in marsh behind weirs than at the control sites outside
the weirs. Patterns at each site are consistent throughout the 16 monitoring periods. At only one site was no significant
difference found. Streamside areas both inside and outside the weirs were found to have higher rates of sediment deposition
than backmarsh areas. At both marsh locations, sediment deposition rates were higher outside the weirs than inside. More sediment
was deposited in saline marshes than in brackish or fresh/intermediate areas. The vertical accretion data shows that marshes
in most areas are accreting sufficiently rapidly to keep pace with local rates of sea-level rise, except for two areas, both

The rationale and outline of an implementation plan for restoring coastal wetlands in Louisiana is presented. The rationale
for the plan is based on reversing the consequences of documented cause-and-effect relationships between wetland loss and
hydrologic change. The main feature is to modify the extensive interlocking network of dredged spoil deposits, or spoil banks,
by reestablishing a more natural water flow at moderate flow velocity (<5 cm/sec). Guidelines for site selection from thousands
of potential sites are proposed. Examples of suitable sites are given for intermediate marshes. These sites exhibit rapid
deterioration following partial or complete hydrologic impoundment, implying a strong hydrologic, rather than sedimentological,
cause of wetland deterioration.
We used an exploratory hydrologic model to guide determination of the amount of spoil bank to be removed. The results from
an economic model indicated a very effective cost-benefit ratio. Both models and practical experience with other types of
restoration plans, in Louisiana and elsewhere, exhibit an economy of scale, wherein larger projects are more cost effective
than smaller projects. However, in contrast to these other projects, spoil bank management may be 100 to 1000 times more cost
effective and useful in wetland tracts <1000 ha in size. Modest spoil bank management at numerous small wetland sites appears
to offer substantial positive attributes compared to alternative and more intensive management at a few larger wetland sites. 相似文献

This paper examines causes and consequences of wetland losses in coastal Louisiana. Land loss is a cumulative impact, the result of many impacts both natural and artificial. Natural losses are caused by subsidence, decay of abandoned river deltas, waves, and storms. Artificial losses result from flood-control practices, impoundments, and dredging and subsequent erosion of artificial channels. Wetland loss also results from spoil disposal upon wetlands and land reclamation projects.Total land loss in Louisiana's coastal zone is at least 4,300 ha/year. Some wetlands are converted to spoil banks and other eco-systems so that wetland losses are probably two to three times higher. Annual wetland losses in the Barataria Bay basin are 2.6% of the wetland area. Human activities are the principal determinants of land loss. The present total wetland area directly lost because of canals may be close to 10% if spoil area is included. The interrelationship between hydrology, land, vegetation, substrate, subsidence, and sediment supply are complicated; however, hydrologic units with high canal density are generally associated with higher rates of land loss and the rate may be accelerating.Some cumulative impacts of land loss are increased saltwater intrusion, loss of capacity to buffer the impact of storms, and large additions of nutrients. One measure of the impact is that roughly $8–17 × 106 (U.S.A.) of fisheries products and services are lost annually in Louisiana.Viewed at the level of the hydrologic unit, land loss transcends differences in local vegetation, substrate, geology, and hydrology. Land management should therefore focus at that level of organization. Proper guideline recommendations require an appreciation of the long-term interrelations of the wetland estuarine system. 相似文献

Louisiana's coastal wetlands represent about 41% of the nation's total and are extensively managed for fish, fur, and waterfowl. Marsh management plans (MMPs) are currently used to avoid potential user conflicts and are believed to be a best management practice for specific management goals. In this article, we define MMPs and examine their variety, history, impacts, and future.A MMP is an organized written plan submitted to state and federal permitting agencies for approval and whose purpose is to regulate wetland habitat quantity and quality (control land loss and enhance productivity). MMPs are usually implemented by making structural modifications in the marsh, primarily by using a variety of water control structures in levees to impound or semi-impound managed areas. It appears that MMPs using impoundments are only marginally successful in achieving and often contradict management goals. Although 20% of coastal Louisiana may be in MMPs by the year 2000, conflict resolution of public and private goals is compromised by a surfeit of opinion and dearth of data and experience. Based on interpretation of these results, we believe the next phase of management should include scientific studies of actual impacts, utilization of post-construction monitoring data, inventory of existing MMPs, development of new techniques, and determination of cumulative impacts. 相似文献

We inventoried wetland impoundments in the Louisiana, USA, coastal zone from the late 1900s to 1985. Historically, impoundment
of wetlands for reclamation resulted in direct wetland loss after levees (dikes) failed and the impounded area was permanently
flooded, reverting not to wetland, but to open-water habitat. A current management approach is to surround wetlands by levees
and water control structures, a practice termed semi-impoundment marsh management. The purpose of this semi-impoundment is
to retard saltwater intrusion and reduce water level fluctuations in an attempt to reduce wetland loss, which is a serious
problem in coastal Louisiana. In order to quantify the total impounded area, we used historic data and high-altitude infrared
photography to map coastal impoundments. Our goal was to produce a documented inventory of wetlands intentionally impounded
by levees in the coastal zone of Louisiana in order to provide a benchmark for further research.
We inventoried 370,658 ha within the coastal zone that had been intentionally impounded before 1985. This area is equal to
about 30% of the total wetland area in the coastal zone. Of that total area, approximately 12% (43,000 ha) is no longer impounded
(i.e., failed impoundments; levees no longer exist or only remnants remain). Of the 328,000 ha still impounded, about 65%
(214,000 ha) is developed (agriculture, aquaculture, urban and industrial development, and contained spoil). The remaining
35% (114,000 ha) of impoundments are in an undeveloped state (wetland or openwater habitat). In December 1985, approximately
50% (78,000 ha) of the undeveloped and failed impoundments were open-water habitat. This inventory will allow researchers
to monitor future change in land-water ratios that occur within impounded wetlands and thus to assess the utility of coastal

Land-cover change in upper Barataria Basin estuary,Louisiana, 1972-1992: increases in Wetland area 总被引:1,自引:0,他引:1
The Barataria Basin, Louisiana, USA, is an extensive wetland and coastal estuary system of great economic and intrinsic value.
Although high rates of wetland loss along the coastal margin of the Barataria Basin have been well documented, little information
exists on whether freshwater wetlands in the upper basin have changed. Our objectives were to quantify land-cover change in
the upper basin over 20 years from 1972–1992 and to determine land-cover transition rates among land-cover types. Using 80-m
resolution Landsat MSS data from the North American Landscape Characterization (NALC) data archive, we classified images from
three time steps (1972, 1985, 1992) into six land-cover types: agriculture, urban, bottomland hardwood forest, swamp forest,
freshwater marsh, and open water. Significant changes in land cover occurred within the upper Barataria Basin over the study
period. Urban land increased from 8% to 17% of the total upper basin area, primarily due to conversions from agricultural
land, and to a lesser degree, bottomland forest. Swamp forest increased from 30% to 41%, associated with conversions from
bottomland hardwood forest and freshwater marsh. Overall, bottomland forest decreased 38% and total wetland area increased
21%. Within the upper Barataria, increases in total wetland area may be due to land subsidence. Based on our results, if present
trends in the reduction of bottomland forest land cover were to continue, the upper Barataria Basin may have no bottomland
hardwood forests left by the year 2025, as it is subjected to multiple stressors both in the higher elevations (from urbanization)
and lower elevations (most likely from land subsidence). These results suggest that changes in the upper freshwater portions
of coastal estuaries can be large and quite different from patterns observed in the more saline coastal margins. 相似文献

Loss of Louisiana's coastal wetlands has reached catastrophic proportions. The loss rate is approximately 150 km2/yr (100 acres/day) and is increasing exponentially. Total wetland loss since the turn of the century has been almost 0.5 million ha (1.1 million acres) and represents an area larger than Rhode Island. The physical cause of the problem lies in man's attempts to control the Mississippi River's flooding, while enhancing navigation and extracting minerals. Levee systems and control structures confine sediments that once nourished the wetlands to the river channel. As a consequence, the ultimate sediment deposition is in deep Gulf waters off the Louisiana coast. The lack of sediment input to the interdistributary wetlands results in an accretion deficit. Natural and human-induced subsidence exceeds accretion so that the wetlands sink below sea level and convert to water. The solution is to provide a thin veneer of sediment (approximately 0.6 cm/yr; an average of 1450 g m?2 yr?1) over the coastal marshes and swamps and thus prevent the submergence of vegetation. The sediment source is the Mississippi River system. Calculations show that 9.2% of the river's annual suspended sediment load would be required to sustain the deltaic plain wetlands. It should be distributed during the six high-water months (December–June) through as disaggregated a network as possible. The problem is one of distribution: how can the maximum acres of marsh be nourished with the least cost? At present, the river is managed through federal policy for the benefit of navigation and flood control. A new policy structure, recognizing the new role for the river-sediment distribution, is recommended. 相似文献

In the United States, the Clean Water Act requires mitigation for wetlands that are negatively impacted by dredging and filling
activities. During the mitigation process, there generally is little effort to assess function for mitigation sites and function
is usually inferred based on vegetative cover and acreage. In our study, hydrogeomorphic (HGM) functional assessment models
were used to compare predicted and potential levels of functional capacity in created and natural reference wetlands. HGM
models assess potential function by measurement of a suite of structural variables and these modeled functions can then be
compared to those in natural, reference wetlands. The created wetlands were built in a floodplain setting of a valley in central
Pennsylvania to replace natural ridge-side slope wetlands. Functional assessment models indicated that the created sites differed
significantly from natural wetlands that represented the impacted sites for seven of the ten functions assessed. This was
expected because the created wetlands were located in a different geomorphic setting than the impacted sites, which would
affect the type and degree of functions that occur. However, functional differences were still observed when the created sites
were compared with a second set of reference wetlands that were located in a similar geomorphic setting (floodplain). Most
of the differences observed in both comparisons were related to unnatural hydrologic regimes and to the characteristics of
the surrounding landscape. As a result, the created wetlands are not fulfilling the criteria for successful wetland mitigation. 相似文献

A computerized geographic information system with site-specific change-detection capabilities was developed to document amounts, rates, locations, and sequences of loss of coastal marsh to open water in Barataria Basin, Louisiana, USA. Land-water interpretations based on 1945, 1956, 1969, and 1980 aerial photographs were used as input, and a modified version of the Earth Resources Laboratory Applications Software developed by the National Aeronautics and Space Administration was used as a spatial data base management system. Analysis of these data sets indicates that rates of marsh loss have increased from 0.36% per year in the 1945–56 period, to 1.03% per year in 1956–69, and to 1.96% per year in 1969–80. The patterns of marsh loss indicate that the combination of processes causing degradation of the marsh surface does not affect all areas uniformly. Marsh loss rates have been highest where freshwater marshes have been subject to saltwater intrusion. The increase in the wetland loss rates corresponds to accelerated rates of subsidence and canal dredging and to a cumulative increase in the area of canals and spoil deposits. 相似文献

Habitat change in coastal Louisiana from 1955/6 to 1978 was analyzed to determine the influence of geological and man-made changes on landscape patterns within 7.5 min quadrangle maps. Three quantitative analyses were used: principal components anlaysis, multiple regression analysis, and cluster analysis.Regional differences in land loss rates reflect variations in geology and the deltaic growth/decay cycles, man-induced chages in hydrology (principally canal dredging and spoil banking), and land-use changes (principally urbanization and agricultural expansion). The coastal zone is not homogeneous with respect to these variables and the interaction between causal factors leading to wetland loss is therefore locally variable and complex.The relationship between wetland loss, hydrologic changes, and geology can be described with statistically meaningful results, even though these data are insufficient to precisely quantify the relationship. However, these data support the hypothesis that the indirect impacts of man-induced changes (hydrologic and land use) may be as influential as the direct impacts resulting in converting wetlands to open water (canals) or modified (impounded) habitat.Three regions within the Louisiana coastal zone can be defined, based on the potential causal factors used in the analyses. The moderate (mean = 22%) wetland loss rates in region 1 are a result of relatively high canal density and developed area in marshes which overlie sediments of moderate age and depth; local geology acts, in this case, to lessen indirect impacts. On the other hand, wetland loss rates in region 2 are high (mean = 36%), despite fewer man-induced impacts; the potential for increased wetland loss due to both direct and indirect effects of man's activity in these areas is high. Conversely, wetland loss (mean = 20%) in region 3 is apparently least influenced by man's activity in the coastal zone because of sedimentary geology (old, thin sediments), even though these areas have already experienced significant direct habitat alteration and wetland loss. 相似文献

/ This study determines whether the 68 wetland mitigation banks in existence in the United States through 1 January 1996 are achieving no-net-loss of wetland acreage nationally and regionally. Although 74% of the individual banks achieve no-net-loss by acreage, overall, wetland mitigation banks are projected to result in a net loss of 21,328 acres of wetlands nationally, 52% of the acreage in banks, as already credited wetland acreages are converted to otheruses. While most wetland mitigation banks are using appropriate compensation methods and ratios, several of the largest banks use preservation or enhancement, instead of restoration or creation. Most of these preservation/enhancement banks use minimum mitigation ratios of 1:1, which is much lower than ratios given in current guidelines. Assuming that mitigation occurs in these banks as preservation at the minimum allowable ratio, ten of these banks, concentrated in the western Gulf Coast region, will account for over 99% of projected net wetland acreage loss associated with banks. We conclude that wetland mitigation banking is a conceptually sound environmental policy and planning tool, but only if applied according to recently issued guidelines that ensure no-net-loss of wetland functions and values. Wetland mitigation banking inevitably leads to geographic relocation of wetlands, and therefore changes, either positively or negatively, the functions they perform and ecosystem services they provide. Biological Report 88(41):1–103), assessment of credits and determination of a compensation ratio that reflects existing and/or potential functional
condition in a mitigation bank has been a formidable task. This study presents a framework for a systematic approach for determination
of credits and debits and subsequently the compensation ratio. A model for riparian systems is developed based on this framework
that evaluates credits and debits for spatial and structural diversity, contiguity of habitats, invasive vegetation, hydrology,
topographic complexity, characteristics of flood-prone areas, and biogeochemical processes. The goal of developing this crediting
and debiting framework is to provide an alternative to the current methods of determining credits and debits in a mitigation
bank and assigning mitigation ratios, such as best professional judgement or use of preset ratios. The purpose of this crediting
and debiting framework is to develop a method that (1) can be tailored to evaluate ecological condition based on the target
resources of a specific mitigation bank, (2) is flexible enough to be used for evaluation of existing or potential ecologic
condition at a mitigation bank, (3) is a structured and systematic way to apply data and professional judgment to the decision-making
process, (4) has an ecologically defensible basis, (5) has ease of use such that the level of expertise and time required
to employ the method is not a deterrent to its application, and (6) provides a semiquantitative measure of the condition of
aquatic resources that can be translated to a mitigation ratio. 相似文献

The high degree of physical disturbance associated with conventional response options to oil spills in wetlands is driving
the investigation of alternative cleanup methodologies. In March 1995, a spill of gas condensate in a brackish marsh at Rockefeller
Wildlife Refuge in southwestern Louisiana was remediated through the use of in situ burning. An assessment of vegetation recovery
was initiated in three treatment marshes: (1) oil-impacted and burned, (2) oil impacted and unburned, and (3) a nonoiled unburned
reference. We compared percent cover, stem density, and biomass in the treatment marshes to define ecological recovery of
the marsh vegetation and soil hydrocarbon content to determine the efficacy of in situ burning as a cleanup technique. Burning
led to a rapid decrease in soil hydrocarbon concentrations in the impacted-and-burned marsh to background levels by the end
of the first growing season. Although a management fire accidentally burned the oil-impacted-and-unburned and reference marshes
in December 1995, stem density, live biomass, and total percent cover values in the oil-impacted-and-burned marsh were equivalent
to those in the other treatment marshes after three years. In addition, plant community composition within the oil-impacted-and-burned
marsh was similar to the codominant mix of the grasses Distichlis spicata (salt grass) and Spartina patens (wire grass) characteristic of the surrounding marsh after the same time period. Rapid recovery of the oil-impacted-and-unburned
marsh was likely due to lower initial hydrocarbon exposure. Water levels inundating the soil surface of this grass-dominated
marsh and the timing of the in situ burn early in the growing season were important factors contributing to the rapid recovery
of this wetland. The results of this in situ burn evaluation support the conclusion that burning, under the proper conditions,
can be relied upon as an effective cleanup response to hydrocarbon spills in herbaceous wetlands. 相似文献

The objective of this study was to assess the effects of dredging on the structure and composition of diatom assemblages from a lowland stream and to investigate whether the response of diatom assemblages to the dredging is also influenced by different water quality. Three sampling sites were established in Rodríguez Stream (Argentina); physico-chemical variables and benthic diatom assemblages were sampled weekly in spring 2001. Species composition, cell density, diversity and evenness were estimated. Diatom tolerance to organic pollution and eutrophication were also analyzed. Differences in physico-chemical variables and changes in benthic diatom assemblages were compared between the pre- and post-dredging periods using a t-test. Data were analyzed using Principal Components Analysis (PCA), non-metric multidimensional scaling (MDS) ordination and cluster analysis. The effects of dredging in the stream involve two types of disturbances: (i) in the stream bed, by the removal and destabilization of the substrate and (ii) in the water column, by generating chemical changes and an alteration of the light environment of the stream. Suspended solids, soluble reactive phosphorus and dissolved inorganic nitrogen were significantly higher in post-dredging periods. Physical and chemical modifications in the habitat of benthic diatoms produced changes in the assemblage; diversity and species numbers showed an immediate increase after dredging, decreasing at the end of the study period. Changes in the tolerance of the diatom assemblage to organic pollution and eutrophication were also observed as a consequence of dredging; in the post-dredging period sensitive species were replaced by either tolerant or most tolerant species. These changes were particularly noticeable in site 1 (characterized by its lower amount of nutrients and organic matter previous to dredging), which showed an increase in the amount of nutrients and oxygen demand as a consequence of sediment removal. Over two years after the original creation of a sand excavation pit 8 km off the Louisiana coast, benthic macrofauna communities
and sedimentary characteristics are still effected. Macrofaunal communities inside the pit had lower abundance, biomass, and
diversity than communities outside the pit. This difference, however, was only significant with some of the stations outside
the pit. Results from multi-dimensional scaling and cluster analysis showed that macrofaunal communities were less than 32%
similar inside the pit to communities outside the pit. The polychaete Mediomastus ambiseta was the most abundant species outside the excavation pit, but the species was only counted once inside the pit. The most
dominant species, which made up over 90% of organisms inside the pit, was the pioneer polychaete Paraprionospio pinnata. Only three species were found at each station inside the pit as opposed to 9–27 species at stations outside the pit. All
species inside the pit were also found outside the pit; thus, change was due to a loss of species rather than replacement
by different species. Sediment inside the pit contained more silt and clay; however, no difference in water quality was detected
compared with outside the pit. Hurricanes Katrina and Rita passed near the dredge pit in 2005 and could have effected sediment
transport in the region. Because the macrofaunal community inside the pit has not recovered within 38 months, it is likely
that it will require more time before it resembles the surrounding conditions. 相似文献

Nitrogen and phosphorus cycling in a eutrophic Louisiana freshwater lake system (Lac des Allemands) was studied. Nutrients from runoff entering the lake, as well as sediment-interstitial and lake water nitrogen and phosphorus fractions, were measured seasonally. Sedimentation rates in the lake were determined using137Cs dating.Phosphorus levels in the lake were found to be largely dependent on concentrations in the incoming bayou water from upland drainage. Lake water concentrations appear to respond to fluctuations in incoming waters. Laboratory equilibrium studies showed bottom sediments in the lake are a major sink for the incoming dissolved orthophosphate phosphorus. Total nitrogen concentrations in the lake water generally exceeded incoming runoff concentrations, suggesting fixation by the large blue-green algae population in the lake as being the major source of nitrogen to the system.Sedimentation ranged from 0.44 cm/year to 0.81 cm/year, depending on the proximity to the inlet bayous. Even though the lake is eutrophic the sediment served as a buffer by removing large amounts of carbon, nitrogen, and phosphorus through sedimentation processes. Carbon, nitrogen, and phosphorus were accumulating in the sediment at rates of 60, 7.1, and 1.1 g/m2/year, respectively.The water quality of the lake is likely to continue to decline unless measures are taken to reduce municipal, industrial, and agricultural inputs of phosphorus into the lake. 相似文献

Under the United States Oil Pollution Act of 1990, natural resource trustees are charged with assessing natural resource impacts
due to an oil spill and determining the type and amount of natural resource restoration that will compensate the public for
the impacts. Habitat equivalency analysis is a technique through which the impacts due to the spill and the benefits of restoration
are quantified; both are quantified as habitat resources and associated ecological services. The goal of the analysis is to
determine the amount of restoration such that the services lost are offset by services provided by restoration.
In this paper, we first describe the habitat equivalency analysis framework. We then present an oil spill case from coastal
Louisiana, USA, where the framework was applied to quantify resource impacts and determine the scale of restoration. In the
Louisiana case, the trustees assessed impacts for oiled salt marsh and direct mortality to finfish, shellfish, and birds.
The restoration project required planting salt-marsh vegetation in dredge material that was deposited on a barrier island.
Using the habitat equivalency analysis framework, it was determined that 7.5 ha of the dredge platform should be planted as
salt marsh. The planted hectares will benefit another 15.9 ha through vegetative spreading resulting in a total of 23.4 ha
that will be enhanced or restored as compensation for the natural resource impacts. 相似文献

The effects of permitting decisions made under Section 404 of the Clean Water Act for which compensatory mitigation was required
were examined. Information was compiled on permits issued in Oregon (January 1977–January 1987) and Washington (1980–1986).
Data on the type of project permitted, wetland impacted, and mitigation project were collected and analyzed. The records of
the Portland and Seattle District Offices of the US Army Corps of Engineers and of Environmental Protection Agency Region
X were the primary sources of information.
The 58 permits issued during the years of concern in Oregon document impacts to 82 wetlands and the creation of 80. The total
area of wetland impacted was 74 ha while 42 ha were created, resulting in a net loss of 32 ha or 43%. The 35 permits issued
in Washington document impacts to 72 wetlands and the creation of 52. The total area of wetland impacted was 61 ha while 45
ha were created, resulting in a net loss of 16 ha or 26%. In both states, the number of permits requiring compensation increased
with time. The area of the impacted and created wetlands tended to be ≤0.40 ha. Permitted activity occurred primarily west
of the Cascade Mountains and in the vicinity of urban centers. Estuarine and palustrine wetlands were impacted and created
most frequently. The wetland types created most often were not always the same as those impacted; therefore, local gains and
losses of certain types occurred. In both states the greatest net loss in area was in freshwater marshes.
This study illustrates how Section 404 permit data might be used in managing a regional wetland resource. However, because
the data readily available were either incomplete or of poor quality, the process of gathering information was very labor
intensive. Since similar analyses would be useful to resource managers and scientists from other areas, development of an
up-to-date standardized data base is recommended. 相似文献

To test the effectiveness of the 404 permit program in preventing a net loss of wetland resources, 75 Section 404 projects permitted in the years 1987–1989 and located in a portion of southern California were evaluated. From this group of projects, 80.47 ha of wetlands were affected by Section 404 permits and the Army Corps of Engineers required 111.62 ha of wetland mitigation. To verify the successful completion of each mitigation project, all 75 project sites were visited and evaluated based on the amount of dead vegetation, growth and coverage, and the number of invasive species. Based on the field verification results, the actual amount of completed mitigation area was 77.33 ha, resulting in a net loss of 3.14 ha of wetland resources in the years 1987–1989. By comparing the types of wetlands lost to the types of wetlands mitigated, it is apparent that, in particular, freshwater wetlands are experiencing a disproportionately greater loss of area and that riparian woodland wetlands are most often used in mitigation efforts. The net result of these accumulated actions is an overall substitution of wetland types throughout the region. Results also indicate that, typically, large-scale mitigation projects are more successful compared to smaller projects and that successful compliance efforts are not evenly distributed throughout the region. We recommend that better monitoring, mitigation in-kind, mitigation banking, and planning on a regional or watershed scale could greatly improve the effectiveness of the Section 404 permitting program. 相似文献
