Risk compensation denotes offsetting behavioral responses to safety improvements. Theoretical arguments suggest that, when drivers are required to drive safer cars or drive in a safer manner, they will tend to increase their driving speed or drive in some other risky manner.

The purpose of this paper is to review critically the theory and evidence on risk compensation. Our general conclusion is that the application of risk compensation theory, especially to some types of regulations, is questionable, and the empirical support for significant offsetting behavior is weak. Specifically—(1) the role of limitations in processing information is not appreciated, especially regarding risk perceptions and the learning component associated with new regulations; (2) the types of regulations and types of driving behavior are not adequately distinguished; and (3) the empirical studies haves mixed results and are subject to important limitations.  相似文献

Here we present the pooled analysis of 2 case–control studies on the association of brain tumours with mobile phone use. Use of analogue cellular phones increased the risk for acoustic neuroma by 5%, 95% confidence interval (CI) = 2-9% per 100 hrs of use. The risk increased for astrocytoma grade III—IV with latency period with highest estimates using >10-year time period from first use of these phone types. The risk increased per one year of use of analogue phones by 10%, 95% CI = 6-14%, digital phones by 11%, 95% CI = 6-16%, and cordless phones by 8%, 95% CI = 5-12%. For all studied phone types OR for brain tumours, mainly acoustic neuroma and malignant brain tumours, increased with latency period, especially for astrocytoma grade III—IV.  相似文献

A comparison of international literature in occupational safety and health (OSH) research over the years from 1980 to 1998 was conducted. The comparison is based on the different languages of the over 35,000 articles, which were collected from different databases. The distribution of languages in the analyzed data has to be considered carefully with respect to the original purpose of the data collection and the specific role of the international publication language, English. The comparison shows that in several aspects OSH research does not differ in different publication languages. In some methodological aspects, and in specific objects of research, differences between articles published in different languages can be found.  相似文献

Behavior of dust/air mixtures is very complex and difficult to predict since it depends on material properties as well as boundary conditions. Without other influences airborne particles deposit due to gravity but the time it takes for total deposition as well as easiness of resurrection depends very much on the specific dust sample and the boundary conditions. It still lacks a complete understanding of all interacting reasons and one approach is using experimentally determined characteristics, one is named dustiness.Dustiness is the tendency of dust to form clouds and to stay airborne. Dustiness is determined with two basic principles, which are light attenuation and ratio of filled-in and measured mass. Assessment of dustiness of industrial powders has been done for a long time regarding work place safety. Dustiness is used there to determine inhalable fraction and to evaluate health risks. Lately it became interesting in dust explosion protection as well. Dustiness could be used to optimize determination of zones, adaption of venting area and/or for positioning of suppression systems.Dustiness can be useful in many ways but is not a physical property of dusts, therefore it depends on material properties such as density, particle size distribution, shape and water content as well as boundary conditions or determination method. This makes it very difficult to compare dustiness for different techniques and apparatuses and determination method as well as results should be considered carefully. This work gives an overview of existing standards, recent research and suggests improvements to the new dustiness as proposed for dust explosion protection.  相似文献

The aim of this study was to present the situation of women with disabilities on the labour market. Women with disabilities suffer from social and professional discrimination. They are discriminated because of their gender and disability. The Q1 Labour Force Participation Study (2013) showed that, in Poland, labour force participation for men and women with disabilities was 29.4% and 14.7%, respectively, while the unemployment rate was 16.1% for men and 17.2% for women. Quarterly information on employment, unemployment and economic inactivity was gathered from a Labour Force Survey in the first quarter of 2013; data from the Ministry of Labour and Social Policy were also included. The participants of the survey were 15 years old or older; they were members of a sample household. The methodology was based on definitions recommended by the International Labour Office and Eurostat. It is important that women with disabilities are substantially less professionally active, while the unemployment rate for them is only slightly higher.  相似文献

There exist many perspectives on risk, and traditionally some of the perspectives have been seen as representing completely different frameworks, making the exchange of ideas and results difficult. Much of the existing discussions on risk perspectives have in our view lacked a sufficient level of precision on the fundamental ideas of risk assessments and management. For example, there is more than one line of thinking in risk analysis and assessment and mixing all approaches into one gives a rather meaningless discussion. In this presentation we summarise and categorise some of the common perspectives on risk, including an approach integrating aspects of technical and economic risk analyses, as well as social scientists’ perspectives on risk. For the different perspectives we clarify the meaning of key concepts such as risk and uncertainty. Special focus is placed on the different perspectives’ impact on decision-making. Implementation of the ALARP principle is used as an example to illustrate the differences.  相似文献

Illegitimate tasks, a recently introduced occupational stressor, are tasks that violate norms about what an employee can reasonably be expected to do. Because they are considered a threat to one's professional identity, we expected that the daily experience of illegitimate tasks would be linked to a drop in self‐esteem and to impaired well‐being. We report results of two daily diary studies, one in which 57 Swiss employees were assessed twice/day and one in which 90 Americans were assessed three times/day. Both studies showed that illegitimate tasks were associated with lowered state self‐esteem. Study 1 demonstrated that high trait self‐esteem mitigated that relationship. Study 2 showed that illegitimate tasks were associated with not only lowered state self‐esteem but also lower job satisfaction and higher anger and depressive mood, but not anger or job satisfaction remained elevated until the following morning. Well-written procedures are an integral part of any industrial organization for safe operation, managing risks, and continuous improvement. Regulatory bodies around the world require industries to have current, accurate, and appropriate procedures for most processes. Although the importance of procedures is recognized by all industries in general, significant incidents still occur due to procedural breakdowns. Some of the procedural breakdowns come from obvious problems such as the procedure not being available or the procedure being wrong. However, some incidents have occurred when correct procedures were available and the operator used those procedures. In these instances, the reason workers do not follow procedures correctly may be attributable the procedure being presented or designed in a manner that does not sufficiently communicate the information in a manner that is easily and quickly understood. This indicates that procedure writers may need more guidance on how to write and design procedures so they accomplish this. To effectively manage risk, procedures need to be technically correct (and regulatory compliant) and usable. As part of this, the current work is focused on developing a systematic approach to a procedure writer's guide that includes a regulatory compliant component. The work presented here consists of an effort to identify procedure-writing practices necessary to ensure regulatory compliance by summarizing a large sample of regulations and standards from several industries. The regulations and standards were organized to reflect common ideas and the implications in terms of human factors needs for procedure design were identified. This information will be used as part of the development of a writer's guide that accounts for human factors (HF) that includes explanations of HF implications and empirical support for each of the guidelines. The novelty of the method and information presented here is in the idea of leveraging the cumulative information available regarding procedures in regulations and standards. Incorporating this information into a procedure's writers guide in this manner may not only facilitate procedure being regulatory compliant for facilities in different geographies of the world, but could also support their being written with considerations for human performance.  相似文献

By establishing the internal market, the European Union intended to create an area in which safety and health at work are guaranteed. For this purpose, a series of directives was passed.

The EC Directive 89/686/EEC “Approximation of the laws of the Member States relating to personal protective equipment” is of particular interest to the manufacturers of personal protective equipment (PPE). On the European level, harmonized standards, that put these basic health and safety requirements into more concrete terms have to be available. The European Standardizing Committee (CEN) is charged with the elaboration of European standards.

A total of 176 standards relating to personal protective equipment have to be setup; 57 of them are available at present. All CEN members are obliged to transpose them without modification into national standards. Formerly existing national standards have to be withdrawn.

Existing European standards sometimes show deficiencies regarding the specification of requirements according to Directive 89/686/EEC: the standardization of PPE for special fields of application and insufficient harmonization of provisions for different PPE serving the same protective purpose. Abstract

In many studies, ergonomics has been shown to influence human performance. The aim of this paper was to demonstrate imp ortan t ergonomics influences on quality in industrial production, from the perspective of interactions between humans, technology, organization, and work environment. A second aim was to elab orate on the implications of these findings for the development of quality management strategies. This paper shows that ergonomics problems in terms of adverse work environmental conditions, in appropriate design of technology, and an unsuitable org an izatio n are important causes of quality deficiencies. Problem solving aimed at improving ergonomics, quality, and productivity simultaneously is likely to obtain sup po rt from most of the interest parties of the company, and may also enhance participation. Ergonomics has the potential of becoming a driving force for the development of new quality management strategies.  相似文献

Retractable type fall arresters are very effective personal equipment protecting against falls from a height. These devices are used under different atmospheric conditions and in the presence of various types of industrial pollution. For this reason appropriate locking after conditioning simulating extreme conditions of a worksite is one of the essential characteristics of retractable type fall arresters. This article presents the requirements for locking of the devices. A previously used locking test method and its disadvantages are discussed. The article suggests an improved test method and test equipment. Measurement of the test mass acceleration is the most important improvement introduced into the test method. The article shows laboratory tests used to verify the method, which turned out to be a valuable source of information concerning the performance of retractable type fall arresters.  相似文献

Nowadays, pipelines have been extensively used for transporting oil and gas for long distances. Therefore, their risk assessment could help to identify the associated hazards and take necessary actions to eliminate or reduce the risk. In the present research, an artificial neural network (ANN) and a fuzzy inference system (FIS) were used to prepare a new model for pipeline risk assessment with higher accuracy. To reach this objective, the Muhlbauer method, as a common method for oil and gas pipeline risk assessment, was used for determining important and influential factors in the pipeline performance. Mamdani fuzzy model was developed in Matlab software by considering expert knowledge. The outcomes of this model were used to develop an ANN. To verify the developed model, the inter-phase shore pipe of phase 9–10 refinery in the South Pars Gas field was considered as a case study. The results showed that the proposed model gives a higher level of accuracy, precision, and reliability in terms of pipe risk assessment.  相似文献

IntroductionDespite progress, injury remains the leading cause of preventable death for American Indian and Alaska Natives (AI/AN), aged 1 to 44. There are few publications on injuries among the AI/AN population, especially those on traumatic brain injury (TBI). A TBI can cause short- or long-term changes in cognition, communication, and/or emotion. Methods: To describe changes over time in TBI incidence by mechanism of injury, injury intent, and age group among AI/ANs, the CDC analyzed hospitalization and death data from the 2008–2014 Healthcare Cost and Utilization Project (HCUP) National Inpatient Sample (NIS) and the National Vital Statistics System (NVSS), respectively. Results: From 2008-2014, the incidence of TBI-related hospitalizations increased by 32% (1,477 in 2008 to 1,945 in 2014) and resulted in a 21% increase in age-adjusted rates of people hospitalized with TBI. TBI-related deaths increased in number (569 in 2008 to 644 in 2014) and age-adjusted rate (22.7 in 2008 to 25.4 in 2014) by approximately 13% and 12%, respectively. Motor-vehicle crashes were the leading cause of TBI-related deaths among AI/ANs aged 0–54 years. Practical application: Prevention efforts should focus on increasing motor-vehicle safety and advancing prevention strategies for other leading causes of TBI, including: falls, intentional self-harm, and assaults.  相似文献

Objective: Traffic crashes are one of the leading causes of fatalities among Chinese children. Booster cushion usage in China is low, and there are no studies showing how a population with limited experience handles booster cushions during buckling up. The purpose of this study was to evaluate the handling of and explore the attitudes toward booster cushions among children, parents, and grandparents in Shanghai.

Methods: An observational study including a convenience sample of 254 children aged 4–12 years was conducted in 2 passenger cars at a shopping center in Shanghai. Parents, grandparents, or the children themselves buckled up the child on 2 types of booster cushions, a 2-stage integrated booster cushion (IBC) and an aftermarket booster cushion (BC). The test participants were observed during buckling up, first without and then with instructions. The test leaders conducted structured interviews.

Results: Ninety-eight percent of the uninstructed participants failed to buckle up without identified misuse on the aftermarket booster cushion and 31% of those uninstructed on the integrated booster cushion. The majority of misuse was severe, including placing the belt behind the arm and the lap belt routing above the guiding loops. Instruction reduced misuse to 58% (BC) and 12% (IBC), respectively, and, in particular, severe misuse. Some misuse was related to limited knowledge of how to buckle up on the booster cushion, and some misuse was intentional in order to reduce discomfort.

The participants, both children and adults, reported that they preferred the IBC due to good comfort and convenience. Safety was reported as the main reason for adults using booster cushions in general, whereas children reported comfort as the most important motivation.

Conclusions: Education is needed to ensure frequent and correct use of booster cushions in China and to raise safety awareness among children and adults. Furthermore, it is important that the booster cushions offer intuitively correct usage to a population with limited experience of booster cushions.

This is the first study published on the handling of and attitude toward booster cushions after child restraints laws were introduced in Shanghai 2014.  相似文献

Shortly after initiating a Management of Change instance, the owner develops a list of action items that need to be accomplished in order to successfully complete the MOC. This activity is termed “scoping the MOC”. A well-scoped MOC is efficient and lower risk; a poorly-scoped MOC is inefficient and higher risk.The quality of MOC scoping depends largely on the methodology used, with different sites using anything from no scoping at all, guesswork approaches, checklist approaches, to very sophisticated asset-based scoping.This paper reviews the various scoping methodologies using examples from actual MOC processes currently in use at chemical plants and refineries. The scoping techniques are then evaluated in terms of cost and error susceptibility of the resulting MOCs, using quantitative assessment tools. The results of this research provide specific guidelines on how to optimize scoping for small, medium and large MOCs.  相似文献

Major accidents from gas explosions have a high rate of occurrence in Chinese coal mines. The frequency of major gas explosion accidents between the years 1980–2000, and the years 2001–2010 was reviewed. Case studies were also compared. The study of direct causes indicates that during the period 2001–2010 the proportion of accidents caused by deliberate violation was reduced by 31.13% compared with data from 1980 to 2000. However the proportion of accidents caused by mismanagement rose by 32.38% during this period. Direct causes of high occurrence rate accidents include deliberate violations such as illegal blasting, conducting maintenance with the power on, and mismanagement behaviors such as chaotic electromechanical management and chaotic ventilation management. The study of environmental characteristics shows that the proportion of accidents occurring in the heading faces increased by 27.18%. The study of human factors indicates that deliberate violation behaviors showed a high utility–high cost factor. Mismanagement behaviors showed strong correlation with responsibility awareness and weak correlation with technological ability.  相似文献
