The business excellence through resource efficiency (betre) project aimed to increase awareness of the benefits of waste minimisation for SMEs in West Sussex, South East England. The programme was run by the West Sussex Sustainable Business Partnership, a collaboration of all West Sussex Local Authorities, the Environment Agency and EcoSys (a service provider). Betre provided a range of free business support and advice over an 18-month period including; workshops, newsletters, audits, grants and a technical Helpline. Information on environmental compliance and Best Practice for waste minimisation, recycling, energy and water efficiency was disseminated. All activities were linked with the UK government's Best Practice programmes. Although company recruitment was initially slow, betre was ultimately extremely successful at attracting companies to join; with 308 recruited. This is probably the most successful recruitment to a project, of this type, in the UK to date. Over half of the business members became actively involved and attended training events or had environmental audits. There were over 200 improvement actions identified by 64 of the participating companies. These resulted in estimated cost savings of at least £215 000 per annum. In addition, actions taken to prevent pollution and ensure compliance with environmental legislation have the potential to save businesses a further £204 000 in possible penalties. The environmental impact of the project has been significant, with reductions identified in waste (1437 tonnes), water (62 933 m3) and energy (15 million kW h—equivalent to 668 tonnes CO2). In addition to actions with directly measurable results, betre has stimulated long-term benefits by addressing pollution prevention and compliance, through the formulation of environmental policies and from the adoption of Environmental Management Systems. One of the key learning points is that it may have been better to devote less time to running training events and instead to have diverted this time to increased business support, mainly through audits. Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

This study compares the effectiveness of two regional planning agencies in terms of public support for various planning activities. The Adirondack Park Agency and the Temporary State Commission on Tug Hill have fundamentally different approaches to planning. The Adirondack Park Agency has implemented a restrictive regulatory program with little citizen participation by Adirondack residents. The Tug Hill Commission has implemented an advisory and coordinating program with an emphasis on public input. Residents of two towns in each region were surveyed to determine environmental concern and support for regional planning activities. Respondents from both regions favored a planning agency that incorporates citizen input; controls air, water, and toxic waste pollution; and develops recreation areas. They strongly opposed an agency that regulates private land-use. Basic demographic characteristics and levels of environmental concern were similar in all four towns, but receptivity to various planning activities was consistently greater among residents of the Tug Hill Region. Paired comparisons of the four towns demonstrated no differences between towns of the same region and significant differences between towns of different regions. Public support for regional planning is greater in the Tug Hill Region than in the Adirondack Park.  相似文献

The governance activities of capital and the state include attempts to control the timing and spacing of social activities such as the production of environmental risks and settlement of different social groups. The supervisory activities that have shaped the environmental and social history of the Botany/Randwick area are identified here, to examine how the HCB waste risk developed in that community. The analysis shows that multiple environmental risks and an ethnically diverse, working class community have been brought together in space to create environmental injustice. Analysing the governance of one environmental risk like hexachlorobenzene (HCB) waste may not increase understanding about communities facing multiple environmental risks or the supervisory processes that lead to the unfair accumulation of risks for particular places or social groups. Lessons from the environmental justice movement suggest that reframing problems like HCB waste management at Botany/Randwick as distributive justice issues may contribute to governance arrangements that better manage multiple risks and pollution sources in space affecting marginalised communities.  相似文献

Summary Flooding has become an inherent problem in most urban centres close to the Nigerian coast. In the last decade it has extended to large settlements in the interior of the country where rainfall is more sporadic. This study has revealed that various socio-cultural activities have promoted flooding in many of these Nigerian urban environments. These activities are characterised by stream or river channel encroachment and abuse, increased paved surfaces and poor solid waste disposal techniques, due to a high level of illiteracy, a low degree of community awareness, poor environmental education, ineffective town planning laws and poor environmental management. Govenment, at various levels, needs to address these issues.His special field of interest is in natural resource management, focusing on the implications of environmental degradation and sustainable development.  相似文献

Prefabrication has been widely regarded as a sustainable construction method in terms of its impact on environmental protection. One important aspect of this perspective is the influence of prefabrication on construction waste reduction and the subsequent waste handling activities, including waste sorting, reuse, recycle, and disposal. Nevertheless, it would appear that existing research with regard to this topic has failed to take into account its innate dynamic character of the process of construction waste minimization; integrating all essential waste handling activities has never been achieved thus far. This paper proposes a dynamic model for quantitatively evaluating the possible impacts arising from the application of prefabrication technology on construction waste reduction and the subsequent waste handling activities. The resulting model was validated based on an actual building project in Shenzhen, China.The simulation results of the design scenarios indicate that the policy on providing subsidy for each square meter of the prefabrication adopted in the construction would have more significant effect on promoting the use of prefabrication and improving the performance of construction waste reduction compared to the increase of income tax benefits. The results also show that (1) interaction exists among different management measures, and (2) the combined effect of multiple policies is larger than the simple sum of their individual impacts, indicating the need for comprehensive consideration on the combined effect of these potential polices. This paper demonstrates the potential benefits of using a system dynamics approach in understanding the behavior of real-world processes. The developed model not only serves as a practical tool for assessing the impact of off-site prefabrication on construction waste reduction and the corresponding waste handling activities, but also help provide a valuable reference to policy makers through the comparison of simulation results generated under various scenarios such that the best policy mix can be identified prior to production.  相似文献

There have been increasing concerns about the adverse impacts on the environment caused by cargo movement in international trade. Different stakeholders ranging from shippers and carriers to government bodies and international communities have expressed worries about the environmental impacts brought by shipping related activities. The pollution and waste created in the shipping processes have imposed environmental burdens and accelerated resource depletion. The situation is set to worsen in the face of intensifying trade globalization, which has contributed to sustained growth in international shipping activities. To help protect the environment, many shipping firms have taken the initiative to find ways to lessen the environmental damage of their operations while enhancing their performance. The objective of this study is to examine the environmental awareness and the environmental measures taken in the shipping industry. We propose a conceptual framework for evaluating green shipping practices and develop several propositions stating the conditions under which shipping firms would behave in an environmentally responsible manner. We conclude with managerial and policy implications of the conceptual framework to promote green shipping practices in the shipping industry.  相似文献

Separate collection of municipal solid waste has overcome the 50% threshold in the Asti District in northern Italy, nearly one-third being composed of household and green organic waste. In order to address present and future solutions, it becomes therefore fundamental to assess the environmental performances of the current management of organic waste from separate collection. A from-gate-to-cradle life cycle assessment (LCA) model has been developed by expanding system boundaries, in order to carry out the assessment in the context of the whole waste management streamline. The environmental performances of an existing aerobic plant were made available, based on field measured data, by paying attention to the role and contribution of waste management subsystems. The need for actual and reliable data on materials and energy input, as well as gross and net gains from materials recovery, including benefits arising from use of compost in farming activities, was probably the major drawback that had to be faced. The study integrated the findings of different investigations from the literature with field measured data in order to obtain a more comprehensive framework representative of the area under study. The results may help public administrators to better understand the suitability of using LCA tools when dealing with solid waste management strategies.  相似文献

States differ in the components or solid waste management activities which they include when determining solid waste reduction and recycling rates. Thus, when attempting to draw comparisons among states, confusion arises in two ways: (1) use of two types of rates; and (2) use of different components or activities when calculating a given rate. This paper presents a mathematical basis for understanding the impacts on rate calculations when variations occur in the components and activities included in those calculations. Estimates of the incremental changes occurring in the rate calculations when incineration or selected components such as yard waste, construction and demolition wastes, and junked automobiles, are added to a base of municipal solid waste constituents are found using national data. Environmental advocates, as well as the environmental professionals in industry, are exploring a new opportunity to motivate improvements to environmental management systems. This new opportunity arises from the possible link between environmental excellence and competitive advantage. When this link exists in a given industry or market, the business person's enthusiasm for environmental initiatives is much greater. However, this link is not present unless a company's key customers consider environmental performance and product environmental characteristics when making purchasing decisions. There are a number of reasons to pursue environmental excellence, but it is not correct to assume that competitive advantage will automatically occur. This article discusses the conditions that are necessary to achieve the link between environmental excellence and competitive advantage. Whirlpool's success in winning the $30 million Super Efficient Refrigeration Program (SERP) competition will also be discussed as a test case for determining whether environmental excellence can lead to competitive advantage in the appliance industry.  相似文献

Although many empirical studies have examined firms' decisions to participate in voluntary environmental programs, relatively few have examined why firms choose different levels of compliance with environmental regulations. This paper uses primary data to examine why some firms violate regulatory standards on water pollution, solid waste, toxic and hazardous waste, and hazardous air emissions, while others over-comply with them. The results suggest that different factors drive decisions to violate or over-comply with an environmental regulation. Some evidence was found to support the strategic behavior theory of environmental overcompliance, but no corroborating evidence was uncovered to support the green consumer theory.  相似文献

Solar photovoltaic (PV) cells are used to resolve energy security and climate change problems. Although PV panels have long physical lifetimes, they would be eventually replaced by new ones with higher energy efficiency and then changed to waste. Depending on the types of PV cells, waste PV panels have different environmental impact potentials due to different contents of substances. This study assesses and compares hazardous waste, resource depletion, and toxicity potentials from metals in three types of PV modules (i.e., polycrystalline silicon (Si), amorphous Si, and CIGS (copper/indium/gallium/di-selenite) PVs) on per-watt electricity generation basis. Hazardous waste potentials are examined by using metal leachability tests, and resource depletion and toxicity potentials are evaluated by using life cycle impact assessment methods. The polycrystalline Si and CIGS PVs have hazardous waste potentials due to lead (Pb) and cadmium/selenium, respectively, whereas the amorphous Si PV does not. The polycrystalline Si PV has the highest resource depletion potential due primarily to silver; the CIGS PV has the next highest due primarily to selenium; and the amorphous Si PV had the lowest, which is derived primarily from tin and copper. For toxicity potentials, overall the amorphous Si PV had lower potentials, derived primarily from barium/copper/nickel/zinc, than the polycrystalline Si and CIGS PVs of which the toxicity potentials were primarily form copper/lead/nickel/silver and copper/mercury/molybdenum/nickel/silver, respectively. Therefore, waste polycrystalline Si and CIGS PV panels should be recycled and managed with priority, and PV technology development needs to be directed to amorphous Si PV from the material perspective.  相似文献

It is a challenge to reduce the ever-increasing flow of waste. In Norway the systems for recycling of organic waste, paper, glass, metals, etc. differ between municipalities, both with regard to organizational and to technological structures. Our hypothesis is that people's attitudes and behaviour may differ with different systems of waste management. People's behaviour and attitudes regarding (organic) waste recycling were investigated in two municipalities with differing technical and organisational systems. Data came from interviews with municipal employees, questionnaires, focus groups and multi-criteria mapping. People seem to be better informed and more positive about organic waste recycling in one of the municipalities (MH, which has recycling of organic waste) than in the other (MS, which has no such recycling). The two municipalities had similar sets of important criteria for waste management (price, environmental friendliness, easy solutions, information). Many participants stated that they had learned from the group process, though only a few reported changed preferences. The institutional context seems to be important for people's behaviour and attitudes towards waste management. This implies that people's recycling behaviour does not only depend on technical and organisational aspects, but also on institutions. These are important messages for policy makers. On an individual basis, the different systems in the two municipalities seem to affect people's stated attitudes. These differences diminish when they are in a common setting where process and dialogue stimulate new thoughts and encourage people to act more altruistically.  相似文献

The environmental performance of the University of Maribor (Engineering Campus) has been assessed on a life cycle basis. The following activities have been considered in the study: the use and operation of lecture theatres (construction and maintenance, heating, lighting and water consumption) and day-to-day consumption of sundries (paper and plastic bottles). The results indicate that the heating and construction of buildings are the ‘hot spots’ in the system, for most environmental impacts. Different waste management options for the plastic and paper, including recycling, incineration and landfill, have also been compared for environmental impacts and economic costs. The option combining 70% recycling, 29% incineration and 1% landfill has been found to be most economically and environmentally sustainable.  相似文献

EG&G is a Fortune 200 company with annual sales of $2.7 billion. It designs and manufactures laboratory and field-test instruments and electronic and mechanical components for commercial customers. EG&G provides systems engineering, precision component manufacturing, and test-site operating and management services to many government agencies and laboratories. It employs 34,000 people worldwide. Recognizing the need to improve its business practices as they related to environmental excellence, EG&G initiated policies, procedures, and programs to establish itself as an environmentally responsible company. Waste reduction was designated priority number one in EGG's environmental program. Our major customers are also making waste reduction a high visibility program. For example, on August 3, 1993, the president signed Executive Order 12856 making pollution prevention at federal facilities a goal of this administration. This article describes the EG&G Waste Reduction Pays (WARP) program, developed for use by all its operating entities, and why it is a model program to implement Executive Order 12856. It also depicts how the implementation of the program at federal facilities differs, in some respects, from that at other EG&G operating units.  相似文献

Much as Total Quality Management (TQM) has helped companies decrease waste and enhance value, environmental accounting offers an approach and a suite of tools that can help organizations improve both environmental quality and bottom-line business performance. Its focus is to bridge the world of finance and economics with the world of environmental management. Companies in all sectors have discovered that they can increase profits by meeting and even surpassing environmental regulations. Through environmental accounting, companies can discover more of these opportunities and, ideally, bring environmental concerns earlier into planning, decision making, and operations. This article introduces environmental accounting and some basic principles that should guide organizations' thinking on environmental accounting and environmental accounting systems. It also describes several different objectives for environmental accounting that imply different requirements and orientations. Although the focus of this article is on environmental accounting as an aspect of forward-looking management and decision making in companies, much of the discussion applies to nonprofits and government units as well.  相似文献

Population of the world is increasing day by day, resulting in enormous amount of waste production. In the modern age of great technological advancements, there needs to be a systematic method to keep the environment clean. The waste management activities, i.e., collection, transport and disposal, pose a great challenge to the waste managers as they have to factor in various eclectic factors such as land availability, facilities available, budget, time required and the impact it would have on the environment, while tackling this problem. Lahore, despite being the most developed city of Pakistan, does not have a suitable solid waste management system. An increasing population leads to more waste generation, and in Lahore the situation is no different. Several waste management companies are working in the city, but as of yet they have not been able to make significant inroads to completely eradicate the problem. The aim of this paper is to suggest a suitable way for dealing with the waste. To accomplish this aim, a hierarchy-based model is used, considering six criteria and five alternatives. We used multi-criteria decision analysis to decide among different waste management alternatives. Forecasting has been used to find the population and waste produced over the years. Analytical hierarchy process (AHP) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) are used to rank the feasible alternative. The results show that the population and waste were increasing drastically. Aerobic digestion was ranked as the best alternative for waste management according to AHP and TOPSIS, but there is great variation among the rank of other alternatives.  相似文献

/ This paper is a presentation of the problems of solid waste management in Nigeria and certain important issues that must be addressed in order to achieve success. At the core of the problems of solid waste management are the absence of adequate policies, enabling legislation, and an environmentally stimulated and enlightened public. Government policies on the environment are piecemeal where they exist and are poorly implemented. Public enlightenment programs lacked the needed coverage, intensity, and continuity to correct the apathetic public attitude towards the environment. Up to now the activities of the state environmental agencies have been hampered by poor funding, inadequate facilities and human resources, inappropriate technology, and an inequitable taxation system. Successful solid waste management in Nigeria will require a holistic program that will integrate all the technical, economic, social, cultural, and psychological factors that are often ignored in solid waste programs.KEY WORDS: Solid waste; Management; Problems; Solutions; Nigeria  相似文献
