If we don't change the way we are going, we will end up where we are headed,” the saying goes. Well, with respect to environmental disputes, we are changing the way we are going, and we are doing it primarily through mediation. We are reaching for and finding cooperative, collaborative, and less expensive ways of solving problems. We are using mediation to eliminate or minimize the side effects of environmental issues and problematic sites. We are avoiding or dramatically reducing the “transactional” costs that have devastated so many persons and businesses involved in environmental problems. And we are finding ways to utilize collective intelligence and minimize collective damage through mediation. It's definitely good business.  相似文献

In this study, the growth performance and nutritional quality of Telfairia occidentalis planted in soil polluted with varied levels of water‐soluble fraction (WSF) of crude oil (Bonny light) were evaluated to assess the effectiveness of organic nutrients (poultry manure and sawdust) in the phytore mediation of WSF‐contaminated soil. The results showed that WSF application delayed germination of vegetables. However, treatment of soils with organic nutrients enhanced the germination rate of vegetables, promoted greenish coloration of leafs and increased the levels of energy‐yielding macronutrients (carbohydrate, lipid, and protein). Also, soils supplemented with poultry manure gave the highest caloric values for all the percentages of WSF studied, followed by sawdust. Our findings suggest that the adverse effects of WSF on soil could be remediated through organic nutrient supplementation. © 2006 Wiley Periodicals, Inc.  相似文献

It is becoming increasingly evident that a waste management program, and especially a waste treatment technique, which ignores social aspects, is doomed to failure. Aspects concerning the problems of public acceptance, public participation in planning and implementation, consumer behaviour and changing value systems are no less important than the technical or economic aspects in waste management research and decision-making. As part of the Integrated Research Project “Waste”, Swiss Priority Program Environment (SPPE) 1996–1999 (funded by the Swiss National Science Foundation), this sub-project focuses on the results from two main areas. 1. Results of the three-round written Delphi-Expertquestioning “Contributions to the development of waste management in Switzerland” show that decision transparency, interregional cooperation, information policy and public participation are important factors with regard to the public acceptance of waste management in Switzerland. 2. The much discussed problem area of public acceptance of waste policies is directly linked to the concept of Social Compatibility, which is identified as an essential component of sustainable and successful waste management. As an additional aspect, the significance of mediation as a participatory process for public acceptance will be investigated. Public dialogues on concrete waste management projects not accepted by parts of the population, will therefore be initiated, monitored and evaluated.  相似文献

Probabilistic economic analysis, including uncertainty of probabilities and consequences of project risks, is not widely used in remediation projects. This article presents a project risk assessment (PRA) method to identify, quantify, and analyze risks in remediation projects. The suggested method is probabilistic and includes uncertainty analysis of input variables based on expert judgment. It was originally developed as a part of a sustainability assessment tool, but is viable as a stand‐alone tool for remediation projects. The method is applied to a case study: a former paint factory that is being redeveloped into a residential area. The PRA method is used for analyzing and comparing the project risks associated with four remediation options, all including excavation but with different degrees of onsite treatment. The result of the case study application shows which alternative has the lowest mean risk cost, the highest probability to have the lowest risk cost, and how the risk costs are distributed, but also, importantly, helps the user to prioritize between risk‐reduction measures. ©2015 Wiley Periodicals  相似文献

Geomembranes employed to overlay the excavation for landfills must be seamed together on-site at the landfill. To ensure the integrity of the containment system of the landfill, these sheets or blankets must be carefully seamed. Present methods in common use are: extrusion fillet welding, where the extrudate is placed over the edge of the seam; extrusion flat welding, where the extrudate is placed between the two sheets to be joined; hot wedge seaming, a thermal fusion bonding, where an electrically heated wedge melts the sheets to be joined, after which a roller applies pressure to ensure the seal; hot air seaming, where hot air between the sheets melt the surfaces to be joined; chemical fusion, where a liquid chemical is applied between the two sheets to be joined; and chemical adhesive, where a dissolved bonding agent (adherent) is applied between the two sheets to be joined. The fairness of PAYT systems: some guidelines for decision-makers   总被引:1,自引:0,他引:1  
Although the whole idea behind the PAYT approach is to develop a fairer system of waste charges than currently used, there still remains a number of issues that need to be considered when designing any given application of the PAYT principle, bearing in mind the variety of possible PAYT systems and the set of factors that influence their implementation. We assume that the perception of the system's fairness affects acceptance and thus participation, in the sense that the higher the perceived fairness the higher will be the acceptance of the system and, therefore, the higher the participation will be. Consequently, when it comes to analysing the acceptance of the implementation of a PAYT system or its effective functioning, waste management decision-makers should be interested in making sure that the system is perceived as fair in order to ensure a high participation rate. In addition, from a social point of view, decision-makers and politicians may be interested in the consequences of the operation of the system for other social values and in its impacts on particular groups of participants. This presentation examines the conditions for fairness and the considerations that should be taken into account so as to design a fair PAYT system in a specific municipality.  相似文献

Directive 2000/53/EC sets a goal of 85% material recycling from end-of-life vehicles (ELVs) by the end of 2015. The current ELV recycling rate is around 80%, while the remaining waste is called automotive shredder residue (ASR), or car fluff. In Europe, this is mainly landfilled because it is extremely heterogeneous and often polluted with car fluids. Despite technical difficulties, in the coming years it will be necessary to recover materials from car fluff in order to meet the ELV Directive requirement. This study deals with ASR pretreatment and pyrolysis, and aims to determine whether the ELV material recycling target may be achieved by car fluff mechanical separation followed by pyrolysis with a bench scale reactor. Results show that flotation followed by pyrolysis of the light, organic fraction may be a suitable ASR recycling technique if the oil can be further refined and used as a chemical. Moreover, metals are liberated during thermal cracking and can be easily separated from the pyrolysis char, amounting to roughly 5% in mass. Lastly, pyrolysis can be a good starting point from a "waste-to-chemicals" perspective, but further research should be done with a focus on oil and gas refining, in order both to make products suitable for the chemical industry and to render the whole recycling process economically feasible.  相似文献

Some 20 years ago Dutch society became very aware of the problem of the increasing production of waste materials and of the need to find solutions. Technical solutions had to be developed and introduced into society. Due to the discovery of many soil pollution problems and other environmental calamities, people asked for clear criteria on which proper and safe solutions could be based. Therefore a large number of environmental aspects had to be taken into account in the developing field of environmental policy. The Dutch building materials decree is one of the steps on the road towards a sustainable society. The decree is based on the soil protection act and the surface water protection act. The decree gives quality criteria for the application and re-use of stony materials and earth used as building materials. No difference is made between primary materials, secondary materials and waste materials. The decree is applicable in case these materials are used in constructions where they are in contact with rain, surface water and ground water (e.g. in embankments, road building, outside walls of buildings, foundations and roofs). For implementation of the decree in the construction industry it was necessary to develop standards, methods for testing and certification schemes. In order to guarantee independent testing and judgement, laboratories had to meet quality standards put forward in an accreditation scheme. Although this legislation does not cover all environmental aspects, it has proved to be an important element in judging the environmental quality of construction materials in a direct or indirect way, and a contribution to the management of waste materials. The question of clear and fair criteria was easily put forward. Answering this question, however, turned out to be a complex task in which a great number of aspects had to be considered and a great many tools had to be developed, checked and thoroughly discussed. In some cases practical choices had to be made in order to prevent an unclear situation continuing too long. After an introduction period of three years, the decree came into full operation on 1 July 1999.  相似文献

Water hyacinths are becoming a problem in lakes, ponds and waterways in many parts of the world. This paper contains a literature study of different ways to use water hyacinths, mainly in agricultural or alternative energy systems. The literature review indicated that water hyacinths can be rich in nitrogen, up to 3.2% of DM and have a C/N ratio around 15. The water hyacinth can be used as a substrate for compost or biogas production. The sludge from the biogas process contains almost all of the nutrients of the substrate and can be used as a fertiliser. The use of water hyacinth compost on different crops has resulted in improved yields. The high protein content makes the water hyacinth possible to use as fodder for cows, goats, sheep and chickens. Water hyacinth, due to its abundant growth and high concentrations of nutrients, has a great potential as fertiliser for the nutrient deficient soils of Africa and as feed for livestock. Applying the water hyacinths directly without any other processing than sun drying, seems to be the best alternative in small-scale use due to the relatively small losses of nutrients and workload required. To meet the ever-growing energy demand, biogas production could be one option but it requires investments and technological skills that would impose great problems in developing countries where the water hyacinth is often found. Composting as an alternative treatment has the advantage of a product that is easy to work into the soil compared with dried water hyacinths, because of the decomposed structure. Harvesting and transport of water hyacinths can be conducted manually on a small scale and does not require a new harvesting technique to be introduced. Transporting of fresh water hyacinths means, if used as fertiliser in amounts large enough to enhance or effect crop growth, an unreasonably large labour requirement. Based on the labour need and the limited access to technology, using dried water hyacinths, as green manure is a feasible alternative in many developing countries.  相似文献

Life cycle thinking is a good approach to be used for environmental decision-support, although the complexity of the Life Cycle Assessment (LCA) studies sometimes prevents their wide use. The purpose of this paper is to show how LCA methodology can be simplified to be more useful for certain applications.In order to improve waste management in Catalonia (Spain), a Cumulative Energy Demand indicator (LCA-based) has been used to obtain four mathematical models to help the government in the decision of preventing or allowing a specific waste from going out of the borders. The conceptual equations and all the subsequent developments and assumptions made to obtain the simplified models are presented.One of the four models is discussed in detail, presenting the final simplified equation to be subsequently used by the government in decision making.The resulting model has been found to be scientifically robust, simple to implement and, above all, fulfilling its purpose: the limitation of waste transport out of Catalonia unless the waste recovery operations are significantly better and justify this transport.  相似文献

The effects of in situ chemical oxidation (ISCO) on biological processes, as reported in the literature, were researched to determine if coupling ISCO with in situ bioremediation could be achieved in field and laboratory experiments. Literature was compiled concerning the effect of ISCO on microbial communities following addition of a chemical oxidant at a range of concentrations designed to treat a variety of subsurface contaminants. The results indicate that although microbial communities may potentially be adversely affected by chemical oxidation in the short term, a rebound of microbial biomass and/or bioremediation activity can be expected. Successfully coupling ISCO with bioremediation in field applications may be a cost‐effective method of achieving risk‐based site remediation goals. © 2006 Wiley Periodicals, Inc.  相似文献

Flame treatment has been used for many years to modify the surface of plastics to allow coatings to be added. The effect of the treatment is to produce hydrophilic species on the surface of the plastic making it water-wettable. The production of hydrophilic plastic surfaces is also required in the selective separation of plastics by froth flotation. For the process to be selective one plastic must be rendered hydrophilic while another remains hydrophobic. In this study the potential for separation of PVC and PET has been investigated. Flame treatment was shown to be very effective in producing a hydrophilic surface on both plastics, although the process was not selective under the conditions investigated. Raising the temperature of the plastics above their softening point produced a hydrophobic recovery. As the softening point of PVC was significantly lower than for PET it was possible to produce a significant difference in hydrophobicity, as judged using contact angle measurement. When immersed in water the contact angle of the PVC was found to be strongly dependent on the pH. Good separation efficiency of the two plastics was achieved by froth flotation from pH 4 to 9. One particular advantage of the technique is that no chemical reagents may be required in the flotation stage. The practicalities of designing a flake treatment system however have to be addressed before considering it to be a viable industrial process.  相似文献

Many different instruments exist which can be used in environmental policy. No one instrument is superior to all others in all situations. The instrument used in a specific situation depends on the goals to be achieved and on the specific environmental problem (for example, the number of polluters, monitoring problems, etc.). To manage more effectively present environmental issues it may be necessary to combine the use of traditional economic instruments with new economic mechanisms. An example is shown how such a new economic mechanism, a combination of the “utilitarian desires” rule and a tax rule, could assist to locate a new waste disposal site.  相似文献

The characterization of the bottom ashes produced by two Portuguese municipal solid waste incinerators (MSWI) was performed with the aim of assessing the feasibility of using this waste as raw material in the production of glass that can be further processed as glass-ceramics for application in construction. Density and particle size distribution measurements were carried out for physical characterization. Chemical characterization revealed that SiO(2), a network glass former oxide, was present in a relatively high content (52-58wt%), indicating the suitability for this waste to be employed in the development of vitreous materials. CaO, Na(2)O and K(2)O, which act as fluxing agents, were present in various amounts (2-17wt%) together with several other oxides normally present in ceramic and glass raw materials. Mineralogical characterization revealed that the main crystalline phases were quartz (SiO(2)) and calcite (CaCO(3)) and that minor amounts of different alkaline and alkaline-earth aluminosilicate phases were also present. Thermal characterization showed that the decomposition of the different compounds occurred up to 1100 degrees C and that total weight loss was <10wt%. Heating both bottom ashes at 1400 degrees C for 2h resulted in a melt with suitable viscosity to be poured into a mould, and homogeneous black-coloured glasses with a smooth shiny surface were obtained after cooling. The vitrified bottom ashes were totally amorphous as confirmed by X-ray diffraction. The results from the present experimental work indicate that the examined bottom ashes can be a potential material to melt and to obtain a glass that can be further processed as glass-ceramics to be applied in construction.  相似文献

Dioxins, formed in any combustion process where carbon, oxygen and chlorine are present, are a subject of major interest due to their toxicity. Their measurement is very expensive and time consuming. In order to optimize the combustion process, on-line measurements of pollutants must be done. The use of surrogate compounds instead of dioxins seems to be a convenient method to overcome the aforementioned drawback. This work is a review of the literature dedicated to the possible surrogate compounds for dioxins; the relationships found were systematized and, in some cases, the available experimental data were used and original correlations were found. Correlation of surrogate compounds was found to be: incinerator, feedstock, process and sample point location specific. Amongst the possible surrogates, chlorobenzenes show real possibilities to be good indicators for toxic equivalent factors.  相似文献

Cement can treat a variety of wastes by improving physical characteristics (solidification) and reducing the toxicity and mobility of contaminants (stabilization). Potentially adverse waste-binder interactions are an important consideration because they can limit solidification. Stabilization occurs when a contaminant is converted from the dissolved (mobile) phase to a solid (immobile) phase by reactions, such as precipitation, sorption, or substitution. These reactions are often strongly affected by pH, so the presence of components of the waste that control pH are critical to stabilization reactions. Evaluating environmental impacts can be accomplished in a tiered strategy in which simplest approach would be to measure the maximum amount of contaminant that could be released. Alternatively, the sequence of release can be determined, either by microcosm tests that attempt to simulate conditions in the disposal zone or by mechanistic models that attempt to predict behavior using fundamental characteristics of the treated waste.  相似文献

Urban waste management is becoming an increasingly complex task, absorbing a huge amount of resources, and having a major environmental impact. The design of a waste management system consists in various activities, and one of these is related to the location of waste collection sites. In this paper, we propose an integer programming model that helps decision makers in choosing the sites where to locate the unsorted waste collection bins in a residential town, as well as the capacities of the bins to be located at each collection site. This model helps in assessing tactical decisions through constraints that force each collection area to be capacitated enough to fit the expected waste to be directed to that area, while taking into account Quality of Service constraints from the citizens' point of view. Moreover, we propose an effective constructive heuristic approach whose aim is to provide a good solution quality in an extremely reduced computational time. Computational results on data related to the city of Nardò, in the south of Italy, show that both exact and heuristic approaches provide consistently better solutions than that currently implemented, resulting in a lower number of activated collection sites, and a lower number of bins to be used.  相似文献

While the cathode ray tube (CRT) funnel containing lead could be transported to a smelting facility to recover lead, which could be an available option in domestic, a proper technology to recycle a CRT panel must be developed. Thus, it was suggested that CRT panel glass be used as aggregates of concrete blocks and clay bricks. Samples of blocks and bricks were fabricated with CRT powders and tested to measure their strength and absorption rate to determine their qualities, and environmental soundness was determined by measuring the leaching rate of hazardous metals. For concrete blocks, CRT panel glass powders incorporated as aggregates up to 40 % replacing stone powder was proposed as the proper condition for manufacturing blocks. Around 2 % of CRT panel incorporated into clay brick to substitute Kaoline was suggested to fabricate the best quality of clay brick. Results of leaching test met the criteria with much less concentration of hazardous metals, even lead compound containing in the CRT funnel. To conclude, the use of CRT panel powder after crushing it to the proper size as an aggregate of concrete blocks or clay bricks could be one of the appropriate alternatives to recycle for CRT glass waste being generated drastically in a short term.  相似文献

There is a concern that mismanagement of medical waste in developing countries may be a significant risk factor for disease transmission. Quantitative estimation of medical waste generation is needed to estimate the potential risk and as a basis for any waste management plan. Dhaka City, the capital of Bangladesh, is an example of a major city in a developing country where there has been no rigorous estimation of medical waste generation based upon a thorough scientific study. These estimates were obtained by stringent weighing of waste in a carefully chosen, representative, sample of HCEs, including non-residential diagnostic centres. This study used a statistically designed sampling of waste generation in a broad range of Health Care Establishments (HCEs) to indicate that the amount of waste produced in Dhaka can be estimated to be 37 ± 5 ton per day. The proportion of this waste that would be classified as hazardous waste by World Health Organisation (WHO) guidelines was found to be approximately 21%. The amount of waste, and the proportion of hazardous waste, was found to vary significantly with the size and type of HCE.  相似文献

In planning for response to oil spills, a great deal of information must be assimilated. Typically, geophysical flow patterns, ocean turbulence, complex chemical processes, ecological setting, fisheries activities, economics of land use, and engineering constraints on response equipment all need to be considered. This presents a formidable analysis problem. It can be shown, however, that if an appropriate set of evaluation data is available, an objective function and appropriate constraints can be formulated. From these equations, the response problem can be cast in terms of game theory or decision analysis and an optimal solution can be obtained using common scarce-resource allocation methods. The optimal solution obtained by this procedure maximizes the expected return over all possible implementations of a given set of response options. While considering the development of an optimal spill response, it is useful to consider whether (in the absence of complete data) implementing some subset of these methods is possible to provide relevant and useful information for the spill planning process, even though it may fall short of a statistically optimal solution. In this work we introduce a trajectory analysis planning (TAP) methodology that can provide a cohesive framework for integrating physical transport processes, environmental sensitivity of regional sites, and potential response options. This trajectory analysis planning methodology can be shown to implement a significant part of the game theory analysis and provide `minimum regret' strategy advice, without actually carrying out the optimization procedures.  相似文献
