With the retreat of the state under neoliberalism, the lack of (or negligible) government and non-governmental support reasserts grassroots initiatives as a global-change strategy. A feminist political ecology approach and the concept of adverse inclusion were used to facilitate an analysis of social differences shaping local-level adaptive responses. Adaptive responses of small farmers in the border village of San Ignacio, Sonora, Mexico, who are increasingly vulnerable to climate change, water scarcity, and changing labor markets were studied. Gender differences in production sites translate into diverse vulnerabilities and adaptive strategies. Local capacities and initiatives should be a focus of research and policy to avoid viewing women and men as passive in the face of global change. The dynamic strategies of San Ignacio women and men in home gardens and small orchards hold lessons for other regions particularly related to adaptation to climate change via agrobiodiversity, water resource management, and diversified agricultural livelihoods.  相似文献

Debate and literature on the link between degrading environments and human mobility has been increasing exponentially. There is little concrete evidence, however, of efforts or policies that support the management of environmentally influenced mobility. Through discourse analysis using Q-methodology, this research aimed to scrutinize the standoff between opposing views under a fresh lens. One-hundred and ninety-seven experts from 49 nations completed an on-line survey asking them to sort, by level of agreement, 42 statements gleaned from the literature concerning the environment-mobility nexus. Four very different discourses emerged: determined humanists, benevolent pragmatists, cynical protectionists, and critical realists. The complexity of these discourses helps explain the stalemate while confirming the inappropriateness of one-sided terminology and linear quantifications. Despite diametrically opposed viewpoints, experts unanimously agree that human mobility is connected to environmental change. Dissection of these social perspectives builds a new foundation for the Rio+20 analysis and policy deliberations related to environmentally influenced human mobility.  相似文献

Open space areas protected by local communities may augment larger scale preservation efforts and may offer overlooked benefits to biodiversity conservation provided they are in suitable ecological condition. We examine protected areas established by local communities through ballot initiatives, a form of direct democracy, in California, USA. We compare ecological conditions of wooded habitats on local ballot protected sites and on sites protected by a state-level conservation agency. Collectively, we found few differences in ecological conditions on each protected area type. Ballot sites had greater invasive understory cover and larger trees. Community dissimilarity patterns suggested ballot sites protect a complementary set of tree species to those on state lands. Overall, geographic characteristics influenced onsite conditions more than details of how sites were protected. Thus, community-driven conservation efforts contribute to protected area networks by augmenting protection of some species while providing at least some protection to others that might otherwise be missed.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01469-8) contains supplementary material, which is available to authorized users.  相似文献

China’s government is now promoting the Nomad Sedentarization Project (NSP) in large areas of grassland as a solution for ecological restoration and poverty alleviation. To examine the effects of this policy, we conducted in-depth interviews at two of the project’s sites and examined the social and ecological systems at village, county, and catchment scales in Jinghe County of Xinjiang. We found that (1) the NSP in one village greatly improved the household standard of living and changed their resource utilization modes; (2) the success in this village can be attributed to resources imported from the social and ecological systems at larger scales, and could not be repeated in a second nearby village with different constraints; and (3) the NSP is poorly adapted to local ecosystem characteristics, and may therefore have negative impacts at larger scales. To avoid these problems, holistic assessments are necessary to judge the NSP’s impacts on social and ecological systems at multiple scales, and the program must be implemented cautiously to account for the potential risks in ecologically vulnerable areas.  相似文献

Abstract

Life cycle assessment (LCA) was applied to performance data from 1997–2002 to evaluate the environmental impacts of the energy input, airborne emission, waterborne emission, and solid waste inventories for Taiwan’s electric power plants. Eco-indicator 95 was used to compare the differences among the generation processes and fuel purification. To better understand the environmental trends related to Taiwan’s electric power industry, three fuel scenarios were selected for LCA system analysis. Results indicate that there are differences in characteristic environmental impact among the 13 power plants. Scenario simulation provided a basis for minimizing environmental impacts from fuel selection targets. Fuel selection priority should be a gas-fired combined cycle substituted for a coal-fired steam turbine to be more environmentally friendly, particularly in the areas of the greenhouse effect, acidification, winter smog, and solid waste. Furthermore, based purely on economic and environmental criteria, it is recommended that the gas-fired combined cycle be substituted for the oil-fired steam turbine.  相似文献

This paper examines a community grazing project to rehabilitate degraded land in Swaziland. Using data from interviews, questionnaires, and focus groups, we show that the ways in which participatory, decentralized approaches to natural resource management play out at the local level are closely linked to national-level power structures. The successes and issues that emerge at different stages of the grazing project reflect local socioeconomic priorities and show how people manage their time and labor according to household livelihood goals. However, the project favored the interests of cattle owners who were already the more socially and politically powerful members of the community. We argue that for participatory natural resource management to be more meaningful to communities, projects should focus on local ecological priorities, rather than addressing the environmental concerns that are rooted within existing dominant power structures. This requires change to social and political relationships across levels and the building of new institutions.  相似文献

Energy Dispersive X-ray Fluorescence (EDXRF) technique has been used to determine the concentrations of lead(Pb) and other heavy metals in local cooking salts (LCS) from Akwana village, Middle Benue Trough, Nigeria. The comparison of the distribution of these metals in LCS, 'fake' salt (FS) and the usual common salts (CS) are given. Lead was found to be enriched in LCS by factor exceeding 200 times compared to the other salts. The origin of Pb contamination in the LCS is examined and its effects on the inhabitants of the village are considered.  相似文献

The bilinear receptor model positive matrix factorization (PMF) was used to apportion particulate matter with an aerodynamic diameter of 1–10 μm (PM1–10) sources in a village, B?ezno, situated in an industrial region of northern Bohemia in Central Europe. The receptor model analyzed the data sets of 90- and 60-min integrations of PM1–10 mass concentrations and elemental composition for 27 elements. The 14-day sampling campaigns were conducted in the village in summer 2008 and winter 2010. Also, to ensure seasonal and regional representativeness of the data sets recorded in the village, the spatial-temporal variability of the 24-hr PM10 and PM1–10 within 2008–2010 in winter and summer across the multiple sites was evaluated. There were statistically significant interseasonal differences of the 24-hr PM data, but not intrasummer or intrawinter differences of the 24-hr PM1–10 data across the multiple sites. PMF resolved seven sources of PM1–10. They were high-temperature coal combustion; combustion in local heating boilers; marine aerosol; mineral dust; primary biological/wood burning; road dust, car brakes; and gypsum. The main summer factors were assigned to mineral dust (38.2%) and primary biological/wood burning (33.1%). In winter, combustion factors dominated (80%) contribution to PM1–10. The conditional probability function (CPF) helped to identified local sources of PM1–10. The source of marine aerosol from the North Sea and English Channel was indicated by the Hybrid Single Particle Lagrangian Integrated Trajectory Model (HYSPLIT).

Implications: This is the first application of PMF to highly time/size resolved PM data in Czech Republic. The coarse aerosol fraction, PM1–10, was chosen with regard to industrial character of the region, sampling site near the coal strip mine and coal power stations. Contrary to expectation, source apportionment did not show dominance of emissions from the coal strip mine. The results will enable local authorities and state bodies responsible for air quality assessment to focus on sources most responsible for air pollution in this industrial region.

We analyzed the management, resource use and conservation of the Ankarafantsika National Park (Madagascar) to develop a management plan, which provides a sustainable development strategy of the area while empowering the local residents. Using qualitative methodology we performed interviews with villagers and local organizations to assess the park’s successes and failures from local stakeholders’ perspectives. People living in a village with a permanent Madagascar National Parks (MNP) agent are more favorable to and supportive of the park conservation. People living in the park are supportive but are more divided. On the other hand, people living on the periphery of the park see conservation as more of a burden. Strategies like more equitable distribution of wealth, environment improvement and decentralization of power are discussed to achieve a more sustainable management plan based on community natural resources management. Short-term, medium, and long-term interventions from park authorities are needed to ensure the cooperation of local people in conservation endeavors.  相似文献

This report describes a simple chemical free method that was successfully used by a team of European and Indian scientists (www.qub.ac.uk/tipot) to remove arsenic (As) from groundwater in a village in West Bengal, India. Six such plants are now in operation and are being used to supply water to the local population (www.insituarsenic.org). The study was conducted in Kasimpore, a village in North 24 Parganas District, approximately 25 km from Kolkata. In all cases, total As in treated water was less than the WHO guideline value of 10 μg L−1. The plant produces no sludge and the operation cost is 1.0 US$ per day for producing 2000 L of potable water.  相似文献

German power plants are required to meet new emission standards which limit the maximum sulfur dioxide (SOs) concentration in flue gas discharges to 400 mg m−3. To achieve this level of reduction in SO2 concentration, wet scrubbing is necessary for large plants using lignite or hard coal.Wet scrubbing results in a significant reduction in the flue gas temperature leading to low effective stack heights. Instead of using stack gas reheating to achieve the plume rise necessary to satisfy local environmental standards, it was proposed to discharge the scrubbed flue gas from the existing natural-draft cooling towers (NDCT). This method should be effective in reducing local ground-level concentrations since NDCT-plumes are typically very buoyant (densimetric Froude number below 1 ) and normally reach considerable heights of rise. Only under strong wind conditions does the situation reverse itself. For such strong winds, the NDCT-plume is subject to tower and building downwash with the possibility of unacceptably high ground-level concentrations.For a 2700 MWe lignite-fired power plant near Cologne, a wind tunnel study was carried out to investigate the effects of tower and building downwash effects on the ground-level concentrations of SO2 produced by discharging the scrubbed flue gas from the natural-draft cooling towers. Also, a comparison was made between the ground-level concentrations produced by the cooling tower discharge method and those produced by a traditional stack. It was found that for low and intermediate wind speeds, the groundlevel concentrations are lower for the case of the cooling tower discharge. Only for strong winds, which occur only very rarely at most German sites, did the conventional stack discharge appear to be superior.  相似文献

Oxyfuel combustion is a promising technology that may greatly facilitate carbon capture and sequestration by increasing the relative CO2 content of the combustion emission stream. However, the potential effect of enhanced oxygen combustion conditions on emissions of criteria and hazardous air pollutants (e.g., acid gases, particulates, metals and organics) is not well studied. It is possible that combustion under oxyfuel conditions could produce emissions posing different risks than those currently being managed by the power industry (e.g., by changing the valence state of metals). The data available for addressing these concerns are quite limited and are typically derived from laboratory-scale or pilot-scale tests. A review of the available data does suggest that oxyfuel combustion may decrease the air emissions of some pollutants (e.g., SO2, NOx, particulates) whereas data for other pollutants are too limited to draw any conclusions. The oxy-combustion systems that have been proposed to date do not have a conventional “stack” and combustion flue gas is treated in such a way that solid or liquid waste streams are the major outputs. Use of this technology will therefore shift emissions from air to solid or liquid waste streams, but the risk management implications of this potential change have yet to be assessed. Truly useful studies of the potential effects of oxyfuel combustion on power plant emissions will require construction of integrated systems containing a combustion system coupled to a CO2 processing unit. Sampling and analysis to assess potential emission effects should be an essential part of integrated system tests.

Implications: Oxyfuel combustion may facilitate carbon capture and sequestration by increasing the relative CO2 content of the combustion emission stream. However, the potential effect of enhanced oxygen combustion conditions on emissions of criteria and hazardous air pollutants has not been well studied. Combustion under oxyfuel conditions could produce emissions posing different risks than those currently being managed by the power industry. Therefore, before moving further with oxyfuel combustion as a new technology, it is appropriate to summarize the current understanding of potential emissions risk and to identify data gaps as priorities for future research.  相似文献

Power technology innovation has been positioned as an effective way to contribute to China’s carbon productivity. However, limited empirical evidence exists on the impact of power technology innovation on carbon productivity. Thus, based on the annual panel dataset of 30 China’s provinces from 2001 to 2019, this study explored whether and how power technology innovation promotes or impedes the improvement of carbon productivity. First, carbon productivity in the framework of total factor was calculated based on the metafrontier Malmquist-Luenberger productivity index. Second, the effect of power technology innovation on carbon productivity was investigated using the spatial Durbin model. And we also examined whether heterogeneous power technology innovations have a synergistic effect on carbon productivity. Third, influence mechanism of power technology innovation affecting carbon productivity was identified. Results show that (1) there are notable differences in China’s provincial carbon productivity, which is characterized by the spatial correlation. (2) Local power technology innovation has a promotion effect on carbon productivity in both local and neighboring provinces. Moreover, the promotion effect of breakthrough power technology innovation is stronger than that of incremental power technology innovation. (3) Catching-up Effect and Innovation Effect are important transmission channels through which power technology innovation improves carbon productivity. Finally, policy recommendations are provided.

Halting forest loss and achieving sustainable development in an equitable manner require state, non-state actors, and entire societies in the Global North and South to tackle deeply established patterns of inequality and power relations embedded in forest frontiers. Forest and climate governance in the Global South can provide an avenue for the transformational change needed—yet, does it? We analyse the politics and power in four cases of mitigation, adaptation, and development arenas. We use a political economy lens to explore the transformations taking place when climate policy meets specific forest frontiers in the Global South, where international, national and local institutions, interests, ideas, and information are at play. We argue that lasting and equitable outcomes will require a strong discursive shift within dominant institutions and among policy actors to redress policies that place responsibilities and burdens on local people in the Global South, while benefits from deforestation and maladaptation are taken elsewhere. Recent proposed Internal Revenue Service regulations, published on June 5, 1971 and implementing Section 103 (c) of the Internal Revenue Service Code, provide additional methods for financing pollution control equipment in unlimited amounts through the use of tax-exempt industrial development revenue bonds. Interest income on the bonds is exempt to the recipient from federal income tax under existing statutes and court decisions, except that such exemption is not generally available with respect to any bonds for any period during which the bond is held by a person who is a substantial user of a project financed with the proceeds of the bonds or a related person within the meaning of Section 103 (c) (7) of the Code. These proposed regulations implement the 1968 amendments to the Internal Revenue Code which authorize the issuance of tax-exempt bonds by local governmental agencies for pollution control improvements. The Legislature of Florida has recently enacted the Florida Industrial Development Financing Act, which creates the local governmental agencies contemplated by the federal legislation and significantly enlarges the power of local governmental agencies to issue industrial development bonds for pollution control.  相似文献

Coastal fisheries are a critical component of Pacific island food systems; they power village economies and provide nutritious aquatic foods. Many coastal women and men actively fishing in this region rely on multi-species fisheries, which given their extraordinary diversity are notoriously difficult to both characterize, and to manage. Understanding patterns of fishing, diversity of target species and drivers of these patterns can help define requirements for sustainable management and enhanced livelihoods. Here we use a 12-month data set of 8535 fishing trips undertaken by fishers across Malaita province, Solomon Islands, to create fisheries signatures for 13 communities based on the combination of two metrics; catch per unit effort (CPUE) and catch trophic levels. These signatures are in turn used as a framework for guiding suitable management recommendations in the context of community-based resource management. While a key proximate driver of these patterns was fishing gear (e.g. angling, nets or spearguns), market surveys and qualitative environmental information suggest that community fishing characteristics are coupled to local environmental features more than the market value of specific species they target. Our results demonstrate that even within a single island not all small-scale fisheries are equal, and effective management solutions ultimately depend on catering to the specific environmental characteristics around individual communities.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01690-z.  相似文献

The environmental distribution of mercury and other trace elements in the geothermal area of Bagnore (Mt. Amiata, central Italy) and its surroundings was evaluated by means of lichens used as bioaccumulators. Adopting a 'before-after' strategy, the impact of a recently built power plant was also evaluated. Four sites were sampled: (1) S. Fiora, a town 2 km SE of Bagnore; (2) Bagnore, a village where geothermal power is generated; (3) Aiole, a locality 1.5 km NW of Bagnore with an abandoned Hg smelting plant and a waste pile of roasted cinnabar; (4) Arcidosso, a town 3.5 km NW of Bagnore. At S. Fiora and Arcidosso, where most of the population is concentrated, mercury levels in lichens were within the background range (0.1-0.2 microg/g dw). On the contrary, at Aiole, Hg concentrations (0.63-0.67 microg/g dw) were much higher than background. After the new geothermal power plant went into operation at Bagnore, lichen concentrations of Hg showed a 50% increase from 0.22 to 0.32 microg/g dw. This value, however, is in line with those found in lichens from natural areas with hot springs and fumaroles.  相似文献
