FAO has a unique and essential rolein addressing the ethical problems facinghumanity and in making these problems intoopportunities for practical resolution. A broadrange of ethical issues in agriculture,fisheries, and forestry were identified byanalysis of the literature and by interviewswith FAO staff. Issues include sharing accessto and preserving natural resources,introduction of new technology, conservatismover the use of genetic engineering, ethics inanimal agriculture, access to information, foodsecurity, sustainable rural development,ensuring participation of all people indecision making and in receiving benefits ofagriculture, reducing corruption, andinvolvement of private and public sectors indecision making. Rather than viewing theseissues as problems, they should be viewed asopportunities for debate, learning aboutothers' views, and resolution. The UnitedNations has an important role to play in howdecisions are made in the global ethical debatein food and agriculture. The ethical role ofFAO is to promote global food security,balanced conservation, management andutilization of natural resources, andsustainable rural development. FAO should fullyand publicly assume its ethicalresponsibilities, gathering and sharinginformation on ethics in its areas of mandate,acting as an interactive forum, and providingexpert guidance on policy options and choicesbased on practical ethical analysis.  相似文献

The right to eat and to an adequate standard of living for everyone motivates agricultural research assistance to developing countries with the primary objective of assuring sufficient food supply. This article focuses on aspects of food production and related agricultural research with specific examples from animal production. It discusses ethics of agricultural research in light of the utilitarian theory and compares livestock production in developing and developed countries. Major reasons for low outputs of animal production in developing countries are identified, and the potential for increasing the productivity of original, extensive production systems is evaluated. The article reviews the current status of biotechnology in developing countries and discusses several advanced animal technologies. The conclusions emphasize the need to involve local professionals in all phases of research and technology transfer in developing countries, avoidance of research that may worsen the situation of the recipients, sustainability of production systems, and the need for detailed assessment of potential impacts of technology on recipients.  相似文献

Two disciplines claim to provide justification of action. Ethics gives you moral reasons to act upon, whereas economics exploits the concept of rationality. The paper discusses two theories of interdisciplinarity of ethics and economics in order to clarify the relationship. The traditional view of a hierarchical ordering of ethics and economics is rejected, and it is claimed that there are substantial economic contributions to ethical justification.  相似文献

Ethical reflection deals not only with the moral standing and handling of animals, it should also include a critical analysis of the underlying relationship. Anthropological, psychological, and sociological aspects of the human–animal-relationship should be taken into account. Two conditions, asymmetry and ambivalence, are taken as the historical and empirical basis for reflections on the human–animal-relationship in late modern societies. These conditions explain the variety of moral practice, apart from paradoxes, and provide a framework to systematize animal ethical problems in a broader field. This allows the development of ideal relationships as moral orientation across anthropocentric or sentientistic ethical theories. These ideal relationships are called the patronage-model, the friendship-model and the partnership-model. The ethical problem of creating transgenic animals is discussed in the light of these ideal relationships.  相似文献

Industrial (“white”) biotechnology promises to contribute to a more sustainable future. Compared to current production processes, cases have been identified where industrial biotechnology can decrease the amount of energy and raw materials used to make products and also reduce the amount of emissions and waste produced during production. However, switching from products based on chemical production processes and fossil fuels towards “biobased” products is at present not necessarily economically viable. This is especially true for bulk products, for example ethanol production from biomass. Therefore, scientists are also turning to genetic modification as a means to develop organisms that can produce at lower costs. These include not only micro-organisms, but also organisms used in agriculture for food and feed.The use of genetic modification for “deliberate release” purposes, in particular, has met great opposition in Europe. Many industrial biotechnology applications may, due to their scale, entail deliberate releases of GM organisms. Thus, the biobased economy brings back a familiar question; is it ethically justifiable, and acceptable to citizens, to expose the environment and society to the risks associated with GM, in order to protect that same environment and to sustain our affluent way of life? For a successful innovation towards a biobased economy, its proponents, especially producers, need to take into account (take responsibility for) such issues when developing new products and processes. These issues, and how scientists can interact with citizens about them in a timely way, are further explored in projects at Delft University and Leiden University, also in collaboration with Utrecht University.  相似文献

The increasing demand for horticultural products for nutritional and economic purposes by lesser developed countries (LDC's) is well-documented. Technological demands of the LDC's producing horticultural products is also increasing. Pesticide use is an integral component of most agricultural production, yet chemicals are often supplied without supplemental information vital for their safe and efficient implementation. Illiteracy rates in developing countries are high, making pesticide education even more challenging. For women, who perform a significant share of agricultural tasks, illiteracy rates are even higher than for men. The dilemma exists of how a developing country can improve its nutritional and economic situation without giving consideration to social and environmental consequences.  相似文献

The aim of this paper is to clarify the ethical issuessurrounding GM crops by examining the various stages or levels intheir development, production, and consumption. Previous workabout the acceptability or non-acceptability of GM crops hastended to conflate these various levels, partly as a result ofwhich GM crops are all-too-often simply said to be ``good' or``bad.' The papers in this volume deal with various aspects of the HCB legacy at the Orica plant at Botany. Whether explicitly or implicitly, they are concerned with questions of ethics; with the just distribution of burdens and benefits; with just processes for disposing of dangerous industrial waste; and with a just custodianship of the Botany environment. These ethical issues illustrate the difficulty of securing corporate accountability, and the elusiveness of responsibility within organisations. 以活性污泥技术为主体的好氧工艺是污水生物处理技术方面应用较为广泛的方法。随着现代分子生物学技术的不断发展,人们对活性污泥中微生物菌群多样性的认识逐渐深化,大量用传统方法未检测到,但在活性污泥中发挥关键作用的微生物逐渐引起研究学者的重视。现代分子生物学技术以FISH技术、实时荧光定量PCR技术、DGGE/TGGE技术、16SrRNA序列比较、T—RFLP技术、AFLP技术等为代表已成为研究微生物微观形态及种群结构特征的主要手段。文章就这些技术在活性污泥微生物菌群多样性研究中的应用进行了总结,为进一步研究污水处理领域活性污泥的微生物菌群多样性提供了必要的依据。  相似文献

Just as a stream of genetically modifiedcrops looked set to be approved for commercialproduction in the European Union, the approvalprocedure appears to have become bogged down onceagain by disagreements among and within member states.Old controversies have resurfaced in new forms. Theintractability of the issues suggests that theregulatory procedure has had too narrow a focus,leaving outside its boundary many of the morefundamental aspects that cause people in the EuropeanUnion most concern. Regulators have come underconsiderable pressure to ensure their risk assessmentdecisions are soundly science-based. Ethical issueshave been deemed to lie beyond the scope of theregulatory procedure, as a matter to be consideredseparately by professional ethicists. Yet it has beensuggested that all environmental controversies at rootinvolve disputes about fundamental ethical principles.This paper examines how the ethical issues arecurrently suppressed or sidelined. It discusses how anappreciation of systems thinking and a check on thevalues that underpin decisions, using boundary testingquestions, might contribute to a more constructiveregulatory dialogue, with ethical issues considered asintegral in a way that takes better account ofpeople's concerns.  相似文献

Opponents of biotechnology ofteninvoke the Precautionary Principle to advancetheir cause, whereas biotech enthusiasts preferto appeal to ``sound science.' Publicauthorities are still groping for a usefuldefinition. A crucial issue in this debate isthe distribution of the burden of proof amongthe parties favoring and opposing certaintechnological developments. Indeed, the debateon the significance and scope of thePrecautionary Principle can be fruitfullyre-framed as a debate on the proper division ofburdens of proof. In this article, we attemptto arrive at a more refined way of thinkingabout this problem in order to escape from theexisting polarization of views between ``guiltyuntil proven innocent' and ``innocent untilproven guilty.' This way of thinking alsoenables a critical review of currentdemarcations between risk assessment and riskmanagement, or science and politics, and of themorally laden controversy on the relativeimportance of type-I and type-II errors instatistical testing.  相似文献

Should we continue to support publicly funded research on genetically engineered herbicide resistant crops? In Part One, I discussed the difference between science and ethics, presented a brief history of weed control, and explained three moral principles undergirding my environmentalist perspective. I then argued that unqualified endorsement (E) of the research is unjustified, as is unqualified opposition (O). Disputes over agriculture and foodproduction have occurred against a background ofdisputed authority with regard to governments,experts, and single issue pressure groups. Consumershave intervened in quite significant ways with manyaltering their buying patterns. The conventionalassessment of consumer ``preferences' throughaggregated purchases fails to reflect the ethicalnature of significant numbers of purchase decisions.Nevertheless, consumers seem to offer a wider basis onwhich to consider ethical issues. The author proposesthat a valuable inclusion of consumer opinion in thedebates would require a move away from neo-classicaleconomics and the selective inclusion of consumeropinion to unravel the complexity of (aggregated)consumer behavior. It is argued that Hirschman'sframework of ``exit, voice, and loyalty' is a moreappropriate tool for the understanding of ethics infood consumption.  相似文献

Based on a survey of some popularintroductory anthologies and texts, I arguefrom my experience as a philosopher oftechnology that environmental philosophy mightbe conceived by some researchers in the fieldin terms of an overly narrow theoreticalfoundation. Many of the key figures in thefield take as a basic assumption that theenvironmental crisis is fundamentally bestexplained in terms of some failing in themetaphysical outlooks of most people. However,philosophers of technology typically present atleast two additional types of generalexplanation of the crisis. A critique is made of Bernard Rollin's examination of the ethics of cloning adult mammalian cells. The primary concern is less to propound an anticloning or procloning position than to call for full exploration of the ethical complexities before a rush to judgment is made. Indeed, the ethical examination in question rushes toward an ethical position in such a way that does not appear consistent with Rollin's usual methodology. By extending this methodology – which entails full weighing of benefits and costs – it becomes apparent that there are real potential risks to this type of cloning in both animals and humans, besides the possible benefits, and that the scientific, political, philosophical, and broader academic communities should explore these risks and benefits extensively. Rollin's usual methodological call for hesitation before risks would translate into hesitation before the ethical risks of adult mammalian cell cloning instead of his paper's curiously laissez-faire stance.  相似文献

This paper offers some suggestions on, and encouragement for, how to be better at risk communication in times of agricultural crisis. During the foot and mouth epizootic, the British public, having no precedent to deal with such a rapid and widespread epizootic, no existing rules or conventions, and no social or political consensus, was forced to confront the facts of a perceived "economic disease. Foot and mouth appeared as an economic disease because the major push to eradicate it was motivated exclusively by trade and economic reasons and not because of threats it posed to the lives of human beings and livestock. The British public deferred responsibility to their elected officials for a speedy end to this non-life threatening viral epizootic. The latter, however, did not have a contingency plan in place to tackle such an extensive outbreak. The appeal to an existing policy, i.e., mass eradication, as the exclusive strategy of containment was a difficult pill for the public to swallow well before the end of the 226-day ordeal. Public outcry reflected (in part) serious misgivings about the lack of effective communication of risk-informed decisions between government agents and all concerned. The government's handling of the matter underestimated concerns and values about animal welfare, public trust, and the plight of farmers and rural communities. A general loss of trust by some segments of the public was exacerbated by perceived mismanagement and early fumbles by government agents.Public moral uneasiness during the crisis, while perhaps symbolic of growing discontent with an already fractured relationship with farmed animals and the state of animal farming today, arguably, also reflected deep disappointment in government agents to recognize inherently and conditionally normative assumptions in their argument as well as recognize their narrow conception of risk. Furthermore, broader stakeholder participation was clearly missing from the outset, especially with respect to the issue of vaccination. A greater appreciation for two-way risk communication is suggested for science-based public policy in agriculture, followed by suggestions on how to be more vigilant in the future.  相似文献

While regulations have advanced product take-back in some markets, challenges to increasing product reuse and remanufacturing remain. Most research to date has focused on original equipment manufacturers taking back and remanufacturing their products, which is often problematic. The present study demonstrates that there are emerging opportunities for small companies with innovative business models to enter the market and advance product end-of-life (EoL) management. The paper examines the biotechnology industry – a growing sector with high spending on lab equipment and relatively short lifespans of research and development instruments. Building on previous research and analysis of industry practices and emerging drivers for product reuse and remanufacturing, the authors propose a framework for sustainable EoL management that includes five managerial drivers: financial benefits, space, ease/convenience, information, and sustainability goals. The paper concludes with discussion of the lessons learned and practical implications for managers in charge of purchasing or disposing of surplus equipment.  相似文献

Developments in biotechnology and genomics have moved the issue of patenting scientific and technological inventions toward the center of interest. In particular, the patentability of genes of plants, animals, or humans and of genetically modified (parts of) living organisms has been discussed, and questioned, from various normative perspectives. This paper aims to contribute to this debate. For this purpose, it first explains a number of relevant aspects of the theory and practice of patenting. The focus is on a special and increasingly significant type of patents, namely product patents. The paper provides three general arguments against the concept and practice of product patenting. The first argument briefly considers the claim that patents are legitimate because they promote socially useful innovation. Against this claim, it is argued that product patents may hamper rather than promote such innovation. The second and main argument concludes that product patents are not adequately based on actual technological inventions, as they should be according to the usual criteria of patentability. The principal moral issue is that product patents tend to reward patentees for inventions they have not really made available. The final argument proposes a method for patenting the heat of the sun. Assuming that granting this patent will be generally considered absurd, the argument exposes a further, fundamental problem of the concept and practice of product patenting.  相似文献

Animal welfare and the ethical issues it raises have been discussed intensively for a couple of decades. The emphasis has been on the direct effects of housing and husbandry, but more attention is now being given to problems originating in selective breeding. European attempts to adjust animal welfare legislation to deal with these problems have been largely unsuccessful, but the fact that selective breeding can introduce welfare problems continues to place an ethical responsibility on the animal breeding industry. Since breeding decisions are made centrally and, increasingly, internationally, strategic change is only likely to occur if it is embedded in an international agreement of some kind. The aim of this paper is to describe the key ethical issues facing animal breeding and assess the suggestion that the breeding industry itself can deal with ethical issues by means of an ethical code. Results from recent projects involving commercial breeding enterprises are presented.  相似文献

Producers, traders, and consumers oforganic food regularly use the concept of thenatural (naturalness) to characterize organicagriculture and or organic food, in contrast tothe unnaturalness of conventional agriculture.Critics sometimes argue that such use lacks anyrational (scientific) basis and only refers tosentiment. In our project, we made an attemptto clarify the content and the use of theconcepts of nature and naturalness in organicagriculture, to relate this conception todiscussions within bioethical literature, andto draw the implications for agriculturalpractice and policy.Qualitative interviews were executed with arange of people in the field of organicagriculture and with consumers of organicproducts, on the basis of a list of statementsabout the meaning of the concept of naturalnessformulated by the authors. Based on the resultsof the interviews, we distinguished 3 aspectsof the concept of naturalness: natural as theorganic (life processes), natural as theecological, and natural as referring to thecharacteristic nature of an entity. We relatedthese conceptual aspects to three mainapproaches within the field of organicagriculture: the no chemicals approach, theagro-ecological approach, and the integrityapproach. It became clear that these approachescan also be recognized in the change ofattitude of farmers as they convert fromconventional to organic agriculture, and in theattitudes of consumers of organic foodproducts.We conclude that the idea of ``naturalness' canbe used to characterize organic agriculture andto distinguish it from conventionalagriculture, but only if naturalness not onlyrefers to not using chemicals but also toecological principles and respect for theintegrity of life. Thus perceived, theprinciple of naturalness can also serve as aguide to future developments in the field oforganic agriculture. As part of the holocentricethics of organic farming the value ofnaturalness has three dimensions: a cognitiveone, an emotive one, and a normative one.  相似文献
