山东省经济发展与环境保护关系的计量分析   总被引:21,自引:0,他引:21  
经济增长与环境污染之间的关系常用环境库兹涅茨曲线(EKC)来描述。典型的EKC一般量倒U形。本文选取1988-2002年的山东省环境与经济数据.建立单位GDP污染排放量横型和人均GDP污染排放量模型,对山东省经济发展与环境保护之间的关系进行了计量与分析。通过单位GDP污染负荷模型分析发现。单位GDP的污染负荷量下降态势。这说明山东省产业结构调整已产生明显成效。通过人均GDP污染排放量模型发现.山东省的EKC不完全符合典型的库兹涅茨曲线特征。呈显着的三次曲线特点。其中,工业废水曲线为“U+倒U”形.两个转折点的理论计算值分别为3416元和9975元。废气与固废曲线近似于倒U形EKC的左半部分.尚来到达转折点。由此可见.环境质量的改善并非随着收入水平的提高而自动发生。除了收入因素。影响山东省EKC的因素还有国家或地区的环境政策、工业化进程等。  相似文献

It can be stated in general that (with the exception of agriculture) the Hungarian economy, because of its outdated technologies, is a bigger threat to the environment than countries of Western Europe. However, as the volume of economic output, per capita consumption and the number of motor vehicles is considerably lower than those in more advanced industrial nations, by most indicators low per capita figures put Hungary in a better position. Still, we must remember that the EU's environmental policy puts heavy emphasis on the efficient utilization of resources and environmental efficiency, calculated against pollution generated in the course of creating units of national wealth and the amount of energy and natural resources required to it. By these standards, Hungary lags far behind the West European model.The problem is compounded by the fact that, while nations of Western Europe had created environmental infrastructure (i.e., wastewater disposal and treatment, waste management) in an earlier phase of their economic development, Hungary is only now embarking on a similar project. Indeed, the existing gap between utility services of drinking water and sewage disposal and treatment, and large amounts of untreated and illegally dumped waste lead to serious environmental damage. Although the state of the country's natural environment is considered satisfactory, factors outlined above indicate there are many responsibilities ahead of us if we are to meet western environmental standards.  相似文献

公用事业民营化的目的是在公用事业行业引入民间资本和市场竞争模式,提高公共产品服务的产出质量和效率。以电力行业的民营化为例,电力市场对于民营企业的开放能够在很大程度上提高我国电力生产水平.解决当前电力供求关系紧张的问题。但是,大量民营企业介入电力生产,由于其技术落后而导致的资源浪费以及污染物的无序排放给我国的环境保护带来了新的困扰。我们应该在科学发展观和构建社会主义和谐社会的目标指引下,加强政府对于电力企业等公用事业民营化企业生产经营活动的法律管制,同时加强和完善相关的环境立法,达到公用事业积极发展和环境保护目标实现的双赢目标。  相似文献

经济与环境发展关系一直备受关注。国内外关于经济与环境关系的研究多年来有不同程度的发展。文章对经济与环境协调发展研究的基本特征、研究形式进行了探讨。在经济与环境关系的实证研究方面,主要3种表现形式:①对投入产出模型、非线性的扩展型生产函数及新古典经济模型等经典模型进行了应用研究;②以协调发展指标、环境承载力对区域经济与环境的协调发展进行评判;③以环境库兹涅茨曲线来表现区域经济与环境的关系。未来对于经济与环境关系的研究应该注意:通过采用时间序列和横截面相结合的方法来减少环境数据欠缺的限制;注重经济发展与环境建设的相互作用的研究;注重探究经济与环境背后作用机制;通过拓宽环境指标、模型改进、改变内生缺陷等方式来完善环境库兹涅茨曲线研究。  相似文献

20世纪90年代开始,我国启动了公用事业市场化改革,民营资本特别是外资流向自来水供给、污水处理、城市生活垃圾收集与处理、燃气供应等行业。私人部门的介入激活了公共产品供给市场,有利于社会福利的增进,但也招致了诸多问题。公共产品供给民营化,并不意味着政府的完全退出,政府始终负有向社会公众提供公共产品或服务的原始责任,民营化只是在提供的形式上完成了向私人部门的转移,政府应完成从公共产品直接提供者向规制者的角色转换。本文以城市生活垃圾产业为例,进行了系统的分析。认为有效的规制应建立在真实的规制环境上,在城市生活垃圾产业民营化的规制中,面临着现有规制者与合约方一体、规制机构与企业信息不对称、政府部门承诺有限等规制约束。基于目前的规制环境,我国城市生活垃圾产业在推进民营化的同时,应建立起独立的规制机构,加强监管,逐步纵向一体民营化以降低交易成本,在合约中采用指数化价格分享企业租金。  相似文献

Environment and health have been more and more jointly addressed in recent years,thanks to the efforts of several public and private institutions.In this scenario,a leading role has been played by the World Heath Organisation(WHO).A specific attention was devoted to the issue by the European Union(EU)EU institutions and the WHO Office for Europe,which lists 52 countries(including Europe,Eastern European Countries and Turkey, former Yugoslavia and part of the former Soviet Union).The objectives of the present paper are to give an overview of the main developments in this area,and to underline the progress made towards a common understanding of health and environment issues,the advantages and limits of these developments and the challenges for the future,to be tackled at a global level.  相似文献

The idea of environmental rights was first ascertained as a universal concern in the late 20th century and then became a fundamental part of environmental law along with the growth of serious disasters brought by the frequent occurrence of extreme environmental crisis. Generally speaking, the environmental rights safeguard and defend human rights and ultimately facilitate producing better conditions of life on earth by stretching and expanding the theory of traditional human rights. But there are endless debates since environmental rights appeared and various views of environmental rights, such as anthropocentric doctrine and organism's centre doctrine. Differentiated from the traditional research, this article reviewed environmental rights from the perspective of harmonious development between human beings and nature rather than from the perspective of law. Therefore, it is very important to clarify the relationship between human beings and nature based on the environmental rights and to promote the environmental rights to be embodied in the constitution. This article emphasized the importance of the practical significance of environmental rights, and built a concrete structure within the legal system that could promote the transformation of environmental law from ‘should have’ right to practical right, and promote the further development of environmental rights and their weightiness in the legal system.  相似文献

丝绸之路经济带建设是我国的重大战略决策,但是脆弱的生态环境制约了该区域的可持续发展。环保投资能够实现经济与环境的双赢,是复兴丝绸之路经济繁荣和生态文明的重要推手。为了解丝绸之路经济带的环保投资效应,进而提供优化丝绸之路经济带环保投资的决策支持,本文应用2004-2011年丝绸之路经济带9省市的数据,构建面板效应模型,测度丝绸之路经济带环保投资总额及投资分项的经济与环境效应。其中,环境污染治理投资总额以及三种环保投资分项(即建设项目"三同时"投资、工业污染源治理投资、城市环境基础设施建设投资)是自变量;表征经济发展总量、结构、就业的5项指标和表征环境质量的资源利用、污染排放的5项指标是因变量。研究发现,丝绸之路经济带的环保投资能够有效带动该区域的经济总量增长、经济结构优化、就业水平提升,同时有助于该区域提升资源利用效率、降低污染排放;三类环保投资分项的经济与环境效应中,城市环境基础设施建设投资起主导作用,工业污染源治理投资效应最差;丝绸之路经济带9省市的环保投资效应相差较大,其中四川省环保投资效应最优。虽然丝绸之路经济带的环保投资已取得一定成效,但是仍存在以下问题:其一,环保投资总量不足,尚未达到环境质量改善所需的国际标准;其二,环保投资结构不合理,即环保投资过于集中在城市环境基础设施建设上,工业污染治理投资相对较弱;其三,环保投资流向不恰当,表现为环保投资对就业水平提升、产业高级化、能耗控制、固废处置的作用不明显。针对丝绸之路经济带环保投资的现存问题,本文提出以下建议:通过政府环保支出引导社会资金流入环保市场,进而加大丝绸之路经济带的环保投资力度;调整环保投资分项比例,将环保投资向工业污染源治理转移;改善环保投资流向,使其促进环保产业发展、推动清洁能源使用、提升工业固废和生活垃圾综合利用能力等。  相似文献

Abstract

Strategic Environmental Assessment is a frontier subject in the field of Environmental Impact Assessment. In the past two decades, especially in recent years, much more importance has been attached to Strategic Environmental Assessment. The Environmental Impact Assessment Law of the P.R. China which was promulgated provides a great opportunity for the development of Planning Environmental Impact Assessment and brings great challenges for the development of traditional Project Environmental Impact Assessment and Planning Environmental Impact Assessment at the same time. In order to promote the implementation of “The EIA Law”, the inherent limitations of Project Environmental Impact Assessment must be identified sufficiently and the theory research and practice of Planning Environmental Impact Assessment should be strengthened as well. Measures should be taken currently to enforce the operation system. The authors wish to offer a few references to the progress and implementation of Planning Environmental Impact Assessment in China.  相似文献

Along with the rapid growth of economy in the postreform period after 1979,China has faced severe problems of resource overusing and environmental degradation which would threaten the sustainable development of economy and society.This article explores an effective mechanism of managing resource and environment in China.It examines some major resource and environmental issues,and constructs a framework of institution innovation to cover three sectors(government,market and society).In addition,the article analyzes their experience and evaluation in resource management and environmental conservation during the transitional period.We argue that the combination of market regulation,government intervention and public participation is an effective way of allocating resource and protecting environment.Some suggestions are put forward to balance the relationship between them,including coordinating role of government and market,building platform for market operation and creating an atmosphere of public participation.  相似文献

Vietnam, in the ongoing transition to market economies, has to cope with high rural poverty and a dramatic process of forest loss and environment degradation, particularly in the mountainous regions. The government considers rural poverty as the main cause of environment degradation, associated with slash-and-burn cultivation and to an unclear definition of property rights on forest land. In 1993, the government launched a Forest Land Allocation programme aiming to lease forest lands to individual households and, on this basis, to solve food security problems, halt the increasing environment degradation and preserve the remaining forests.To evaluate the results of this land reform policy, two upland pilot communes have been intensively monitored. The environmental and economic impacts of the forest land reform allocation in the two study areas are presented, after providing a background on the Vietnamese situation of mountain zones. On the basis of these findings, it is discussed as to whether the current forest land allocation process may actually promote local development and natural resources conservation, and under what conditions. Deforestation problems must be tackled also with new macroeconomic policies (e.g. credit programmes to support sustainable agriculture practices) and social policy (e.g. reduction of demographic pressure), together with the reform of the State institutions (e.g. State Forest Enterprises) involved in management of the forest areas.  相似文献

生态环境质量真的能够随着经济发展而改善吗?“先污染、后治理”真的是普遍的发展规律吗?既有的理论一般认为.随着经济的发展.生态环境的质量在经过一个时期的恶化之后,将在一定的发展阶段出现好转.其变化过程呈“倒U曲线”状态.这就是环境Kuznets曲线。作者认为这是一个貌似真实的虚幻.生态环境随着经济发展而好转只可能是局部的、而不可能是整体性的.经济发展与生态维护的双赢目标也同样是难以企及的,经济发展与生态维护只能是基于各种利益关系的权衡。文章还对中国长期推行的几种宏观经济政策的生态环境影响进行了分析,并提出了经济利益与生态利益相权衡的现实主张。  相似文献

Efficient environmental protection requires global, as well as regional ecological strategies. During the last decade numerous attempts at regional and global environmental protection have been made. But industrial environmental protection is still, above all, a national matter. National emission limit values and international technological standards still neglect to a large extent the regional aspects of pollution prevention. Recent normative texts (international standards, European directives) can be seen as the first step to filling this gap. They represent different evolutionary stages on the way from merely technocentric to regionally integrated environmental protection. We investigate the potential of some of these normative texts to operationalise regional environmental strategies. For this purpose we will provide a framework for evaluation centred on the following questions: ? Is the installation/project/organisation perceived as part of its specific environment? ? Can local immission standards be developed on the basis of a functional classification of ecosystems? ? Are methods of integrated ecological evaluation supported? The framework will be applied to examine the European directives on Environmental Impact Assessment and Integrated Pollution Prevention and Control and two ISO (International Standardisation Organisation) standards on Environmental Management Systems (ISO 14001 and 14004) with regard to basic requirements for operationalising integrated regional environmental protection.  相似文献

This paper presents a framework for understanding energy issues in the context of sustainable development. It posits that there are three important ways in which energy is related to sustainable development: (a) energy as a source of environmental stress, (b) energy as a principal motor of macroeconomic growth and (c) energy as a prerequisite for meeting basic human needs. These three dimensions correspond to the three dimensions of the often-used triangle of sustainable development: environmental, economic, and social. Using this framework, the paper traces how successive environmental summits at Stockholm (1972), Rio de Janeiro (1992) and Johannesburg (2002) have dealt with energy issues. It identifies a slow, surprising and important evolution of how energy issues have been treated at these global discussions. Energy has received increasing prominence at these meetings and become more firmly rooted in the framework of sustainable development. Stockholm was primarily concerned with the environmental dimension, Rio de Janeiro focused on both the environmental and economic dimensions, and the major headway made at Johannesburg was the meaningful addition of the social dimension and the linking of energy issues to the UN's Millennium Development Goals.  相似文献

社会发展是人有目的的行为的结果,因此,社会发展的决策者对社会发展趋势与规律的正确认识与把握是至关重要的。基于此,选取社会发展实践活动中最基本、最具决定意义的经济领域,探讨经济发展主导要素的演替规律,并用中国近50多年经济发展的实证研究佐证理性分析的结果。结论是:在经济发展的不同阶段,主导性发展要素不同,要素整合形式也不同,大致表现为“劳动力为主导→资本(自然资源、人造资本、资金)为主导→知识(科技、信息、管理)为主导→环境质量为主导”各个发展阶段的逐步演替。  相似文献

However, when modem economic science puts in a "great economic system", modem economic science seems to be little convincing and even deviates from the science of sustainable development.
