以张掖市建成区为研究对象,从水资源、环境、社会、经济四个方面构建水资源承载力评价指标体系,运用层次分析法、模糊综合评价法评价现状年(2012年)、近期规划年(2015年)和远期规划年(2020年)的水资源承载力状况.结果表明,影响张掖市建成区水资源承载力最主要的因素是水资源利用率,水资源承载力现状年(2012年)为不可承载,近期规划年(2015年)为差,远期规划年(2020年)为可承载,表明张掖城市水资源规划是可行的.  相似文献

This article discusses ways in which the South African Government and grassroots organizations envisage and implement democracy achieved since 1994 in the field of water resources management. The focus is on the democratic, political and economic freedom and equality in resource rights for poor black women, who are central to poverty eradication. While the new water policy and law provide an enabling framework for achieving these goals, implementation on the ground encounters both new opportunities and constraints. This is illustrated by several cases of establishing South Africa's new water management institutions: catchment management agencies and water user associations. The important nexus between state‐led democratization of water resources management and bottom‐up grassroots movements is also discussed. The article concludes that the Government's affirmative and targeted intervention is indispensable for redressing gender inequalities and eradicating poverty.  相似文献

章丘市水资源储量丰富,但由于人工开采、工农业生产、矿坑排水等原因造成了严重的泉水断流,现已成为严重的资源型缺水地区。为了保证国民经济的持续发展,保护和改善生态环境,根据章丘市水文地质情况,提出了合理开采地表水与地下水、节水与提高重复利用率、加强地下水资源污染的防治与保护等措施。这些措施可以从根本上解决章丘市水资源短缺和水环境质量恶化的问题,并最终实现以水资源的可持续利用来支撑整个国民经济可持续发展的目的。  相似文献

从生态学角度分析塔里木河流域丰富的自然资源条件与恶劣的气候条件之间的突出矛盾,得出水资源的占有和利用是流域生态改善和农业发展之储多要素中最大限制因子的结论,从而决定了农业发展的根本出路是发展生态农业。必须根据生态脆弱指数采取有力措施保证生态用水;只有因地制宜地建立高效输水、灌溉节水、结构科学、布局合理、资源配置优化、整体功能强的高产优质高效的良性循环的农业生产模式,才能切实有地促进自然生态与生态农业的持续、协调发展。  相似文献

Journal of the American Water Resources Association (JAWRA) 45(6):1313‐1327. Abstract: Large‐scale water resources modeling can provide useful insights on future water availability scenarios for downstream nations in anticipation of proposed upstream water resources projects in large international river basins (IRBs). However, model set up can be challenging due to the large amounts of data requirement on both static states (soils, vegetation, topography, drainage network, etc.) and dynamic variables (rainfall, streamflow, soil moisture, evapotranspiration, etc.) over the basin from multiple nations and data collection agencies. Under such circumstances, satellite remote sensing provides a more pragmatic and convenient alternative because of the vantage of space and easy availability from a single data platform. In this paper, we demonstrate a modeling effort to set up a water resources management model, MIKE BASIN, over the Ganges, Brahmaputra, and Meghna (GBM) river basins. The model is set up with the objective of providing Bangladesh, the lowermost riparian nation in the GBM basins, a framework for assessing proposed water diversion scenarios in the upstream transboundary regions of India and deriving quantitative impacts on water availability. Using an array of satellite remote sensing data on topography, vegetation, and rainfall from the transboundary regions, we demonstrate that it is possible to calibrate MIKE BASIN to a satisfactory level and predict streamflow in the Ganges and Brahmaputra rivers at the entry points of Bangladesh at relevant scales of water resources management. Simulated runoff for the Ganges and Brahmaputra rivers follow the trends in the rated discharge for the calibration period. However, monthly flow volume differs from the actual rated flow by (?) 8% to (+) 20% in the Ganges basin, by (?) 15 to (+) 12% in the Brahmaputra basin, and by (?) 15 to (+) 19% in the Meghna basin. Our large‐scale modeling initiative is generic enough for other downstream nations in IRBs to adopt for their own modeling needs.  相似文献

To demonstrate the benefits of water conservation at the household level in regional Victoria in Australia, a family house “Sharland Oasis” was designed and built according to an ecologically sustainable design for improved water and energy efficiency. This study has demonstrated that the combined use of alternative water supplies together with water efficient appliances can save up to 77% of total potable water use compared to the average 1990s household water use in the same region considering the location and differing in water use approach. The use of rainwater inside the home alone saved up to 40% of potable water use. In addition to the water savings, there is a significant wastewater discharge saving achieved through the use of water conservation strategies and greywater reuse. A community survey undertaken in regional Victoria revealed that community receptivity for reusing greywater is highest for uses, such as watering gardens and flushing toilets; but it progressively decreased with increasing personal contact with greywater. Positive perception of greywater reuse needs to be encouraged through programs targeted at developing resources, skills and motivation for new water reuse practices and technologies, across a diverse range of social groups.  相似文献

Rapid industrialization and population growth in the north Mexican desert city of Ciudad Juarez are placing a serious strain on the city's municipal water resources. Water deliveries and service area have more than doubled over the past decade, and plans for additional expansion are presently being implemented. This expansion is already contributing to water table declines and salinity increases in the Mexican portion of the Heuco Bolson, the sole source of water for the city. Continued mining of the limited fresh water reserves should produce serious water supply problems in the near future. New estimates of future water consumption incorporated into a digital aquifer simulation model indicate that these problems may show up much sooner than was anticipated in previous investigations. The results of this study point to the need to accelerate the gathering of basic data on alternative water resources. The problems faced by Cd. Juarez are illustrative of the kinds of difficulties likely to confront other rapidly developing cities of the arid zone.  相似文献

A sharp decline in the water level in Jaipur city and its hinterland region in NW India has been observed during the last decades. Such a drop can be correlated with a widening gap between groundwater draft and recharge resulting from poor and erratic rainfall and over-exploitation of groundwater resources. The city has undergone uncontrolled urban expansion complete with a multifold rise in the population, which now stands at more than 3.3 million. Drying up of the surface water bodies has further led to a total dependence on groundwater resources to meet the rising domestic and industrial demand for water. There are about 1,000 bore wells drilled by Governmental agencies and an estimated 11,000 privately owned ones. The water is generally alkaline carbonate–bicarbonate type. We evaluated water quality for the period between 1993 and 2001 and observed notable deterioration that we attribute to inadequate recharge and a change in the potential water-bearing zones from alluvium to granite–gneiss bedrocks, caused by a drop in the water table. In addition, we also attribute the problem of high nitrate in groundwater in densely populated parts of Jaipur city to improper sewage disposal.  相似文献

Bangladesh faces at least 30 upstream water diversion constructions of which Farakka Barrage is the major one. The effects of Farakka Barrage on water resources, socioeconomy, and culture have been investigated downstream in the basins of the Ganges and its distributaries. A diversion of up to 60% of the Ganges water over 25 yr has caused (i) reduction of water in surface water resources, (ii) increased dependence on ground water, (iii) destruction of the breeding and raising grounds for 109 species of Gangetic fishes and other aquatic species and amphibians, (iv) increased malnutrition, (v) deficiency in soil organic matter content, (vi) change in the agricultural practices, (vii) eradication of inland navigable routes, (viii) outbreak of waterborne diseases, (ix) loss of professions, and (x) obstruction to religious observances and pastimes. Further, arsenopyrites buried in the prebarrage water table have come in contact with air and formed water-soluble compounds of arsenic. Inadequate recharging of ground water hinders the natural cleansing of arsenic, and threatens about 75,000,000 lives who are likely to use water contaminated with up to 2 mg/L of arsenic. Furthermore, the depletion of surface water resources has caused environmental heating and cooling effects. Apart from these effects, sudden releases of water by the barrage during the flood season cause devestating floods. In consideration of such a heavy toll for the areas downstream, strict international rules have to be laid down to preserve the riparian ecosystems.  相似文献

A Conceptual Framework for Analysis of Water Resources Management in Asia   总被引:1,自引:0,他引:1  
Effective and efficient water resources management to meet the increasing demands for food, energy, and domestic and industrial water is an imperative for Asian countries. As a basis for analyzing Asian water resources management problems, a three-element conceptual framework is presented: (1) water resources management as a system, composed of a set of facilities, operating rules, and incentives applied to water resources through an institutional arrangement; (2) water resources management as a process involving several stages beginning with planning and continuing with design, construction, operation and maintenance; and (3) water resources management as a set of linked activities and tasks required to produce the desired outputs. Using this framework to assess performance it is possible to analyze the linkages among water resources problems, water resources management, and water resources organizations and administrative arrangements. Examples are presented of such linkages as applied to problems of erosion and sedimentation, flooding, salinity, water demand-supply imbalances, and water pollution. Brief analytical summaries of eight critical water resources management problems in Asia are presented, along with an illustration of the complexity of water resources organization and administration, using Thailand as the example.  相似文献

ABSTRACT: Australia's extremely limited water resources highlight the need for policy guidelines for management. During the 1970s, there was the gradual evolution of a national water resources policy, facilitated by a nationally agreed statement of objectives and culminating in a federal policy statement presented in 1979. However, the Australian constitution gives major responsibility for water resources to the states. Further, the federal policy statement seems to assume that each state has a water resources policy and that it accords with the nationally agreed objectives. This is not the case, and the practical management of Australia's water resources falls short of the principles set out in the policy document. The River Murray, the nation's major water resource, provides ample evidence of this fact. With very limited water resources, Australia urgently needs to reduce the disparity between principle and practice in their management.  相似文献
