Although larval dispersal is crucial for the persistence of most marine populations, dispersal connectivity between sites is rarely considered in designing marine protected area networks. In particular the role of structural characteristics (known as topology) for the network of larval dispersal routes in the conservation of metapopulations has not been addressed. To determine reserve site configurations that provide highest persistence values with respect to their connectivity characteristics, we model nine connectivity topological models derived from graph theory in a demographic metapopulation model. We identify reserve site configurations that provide the highest persistence values for each of the metapopulation connectivity models. Except for the minimally connected and fully connected populations, we observed two general ‘rules of thumb’ for optimising the mean life time for all topological models: firstly place the majority of reserves, so that they are neighbours of each other, on the sites where the number of connections between the populations is highest (hub), secondly when the reserves have occupied the majority of the vertices in the hub, then select another area of high connectivity and repeat. If there are no suitable hubs remaining then distribute the remaining reserves to isolated locations optimising contact with non-reserved sites. 相似文献

Incentivized debt conversion is a financing mechanism that can assist countries with a heavy debt burden to bolster their long-term domestic investment in nature conservation. The Nature Conservancy, an international conservation-based nongovernmental organization, is adapting debt conversions to support marine conservation efforts by small island developing states and coastal countries. Prioritizing debt conversion opportunities according to their potential return on investment can increase the impact and effectiveness of this finance mechanism. We developed guidance on how to do so with a decision-support approach that relies on a novel threat-based adaptation of cost-effectiveness analysis. We constructed scenarios by varying parameters of the approach, including enabling conditions, expected benefits, and threat classifications. Incorporating both abatable and unabatable threats affected priorities across planning scenarios. Similarly, differences in scenario construction resulted in unique solution sets for top priorities. We show how environmental organizations, private entities, and investment banks can adopt structured prioritization frameworks for making decisions about conservation finance investments, such as debt conversions. Our guidance can accommodate a suite of social, ecological, and economic considerations, making the approach broadly applicable to other conservation finance mechanisms or investment strategies that seek to establish a transparent process for return-on-investment decision-making. 相似文献

Bandon Bay (Surat Thani Province) is one of the most productive coastal areas in southern Thailand. The Tapi River and 18
channels are the main sources of freshwater, nutrients, organic matter and sediment to the bay and the loading of freshwater
and nutrients provide essential support for the production of phytoplankton in the estuarine ecosystem. Bandon Bay is important
as natural spawning, nursery and feeding grounds for shellfish such as oysters, blood cockles, green mussels, short-necked
clams, mud crabs and shrimps, and the estuary also serves as an excellent area for mariculturing of shellfish. In fact, oysters
and blood cockles cultured in Bandon Bay are now being exported worldwide. However, Bandon Bay is also a textbook example
of overexploitation of coastal resources in the tropics including all the derived changes in the estuarial ecosystem with
severe socio-economic consequences. Hence, there is an urgent need for setting up an integrated management plant for a sustainable
use of shellfish resources in Bandon Bay. The present study attempts to integrate water quality simulation results, socio-economic
data and information on existing shellfish resource use in the process of proposing a set of sustainable management strategies
for shellfish resources in Bandon Bay. These strategies involve: (1) using water quality modeling to monitor ecological and
environmental changes in shellfish culture beds and their natural habitats in the process of setting up a master plan for
management of waste water discharge into Bandon Bay; (2) zoning of shellfish mariculture in the coastal area in order to solve
conflicts between resource users; (3) setting up a clear system for taxation of mariculture where the revenue may be used
for (4) setting up and managing mangrove strips as filters of pollution and sediment around Bandon Bay; and finally (5) it
is suggested to form a committee with members representing all relevant stakeholders plus the local government in order to
work on resolving the existing and potential future conflicts over resource usage in Bandon Bay. This methodology may be seen
as an important contribution towards a Bandon Bay sustainable management approach, based on the principles of integrated coastal
zone management because it is science-based and takes into consideration the needs and perceptions of people involved in coastal

The Dutch province of Zeeland is situated in the southern part of the Delta region. The geographical location of the province
and its history of inundation, land reclamation and dam-building, clearly illustrate the importance that water always has
had and still has in The Netherlands. Coastal defence projects are of utmost importance for The Netherlands and the Delta
Project is the crown project.
The importance of this project does not only regard the protection against the sea; the Delta dams also contribute considerably
to the regional infrastructure. They are a important contribution to the abolishment of the former isolation of the region.
They control inland navigation and form important boundaries for water management. They separate salt, brackish and fresh
water as well as waters with or without tidal-influence and they also influence the ecological systems in and along the waters.
Through physical planning, including the coastal policy of today, land and water can be further integrated. This paper discusses
the role of the Province in area planning, related to the division of labour between the various public authorities in The
Netherlands: state, provinces and municipalities. Coastal and water policy at the provincial level have been largely integrated
with relevant other interests.
It may be concluded that regional planning and coastal policy are beginning to adopt a new view towards dealing with water. 相似文献

SUMMARY Rapid urbanisation and serious environmental problems have led people worldwide to realise the significance of urban planning and management towards a sustainable environment. Beijing was used as a case study to develop a framework and strategies for sustainable development using ecological principles. At the regional level, Beijing-Tianjin agglomeration and Hebei Province are considered together. At the Beijing administrative level, some important measures are put forward for revision of the Beijing Urban Master Plan. At the Beijing plain level, the future spatial structure of Beijing city and the relationship between settlements, green space and transportation are considered, and three basic development patterns are proposed. At the inner district level, the ecological corridor system is suggested, based on ecosystem services. At the selected area level, a comprehensive strategy and key measures for conservation and renewal of old Beijing city core are provided. Once strategies for Beijing urban development are implemented step-by-step, a vision for future development can be achieved. Increasingly, large-scale conservation initiatives (e.g. through protected area networks and transboundary connectivity initiatives) are growing in prevalence as their diverse sustainability benefits are further understood. Conventional, centralized approaches to conservation, often featuring unconnected discrete ‘patches’, are no longer sufficient for achieving effective, long-term protection. The purpose of this study was to gain a better understanding of how to achieve effective large-scale conservation initiatives by addressing the following objectives: (1) To assess the degree to which local actors are involved in coastal and marine conservation practices, with a focus on large-scale conservation initiatives (LCIs); and, (2) To identify barriers and opportunities for achieving effective large-scale conservation. This paper presents findings from research in the Dominican Republic where social-ecological components of coastal and marine systems are considered from multiple perspectives to advance management and increase effectiveness of LCIs. Data were acquired through semi-structured interviews with 35 coastal and marine actors (e.g. fishers, ministers, non-governmental organizations, practitioners, academics) working at local to international scales. Interview data were analysed through thematic coding using QSR-Nvivo 12 software. Respondents expressed that non-governmental actors (e.g. private organizations, coastal communities) should have an increased role in developing, implementing and managing coastal and marine LCIs. Additionally, respondents commented on strategies to enhance social connectivity (i.e. sharing experiences, programs and expertise) within coastal and marine practices to enhance effectiveness and facilitate learning. Findings contribute to the understanding of complex coastal and marine social-ecological systems of the Dominican Republic and provide further support for involving multiple actors in governance processes. 相似文献

The biomarker approach has been used for 25 years to study the environmental quality of marine, brackish and freshwater ecosystems. Biomarkers may indicate health status and can be applied to organisms of all zoological phyla by destructive or non destructive methods. For 5 years we have been using this approach in zooplankton to detect ecotoxicological alterations at low levels of the food chain due to contaminants. Here we review our approach to validate and apply biomarker techniques in zooplankton. We discuss advantages, limitations, some results and future research. We indicate that biomarkers in zooplankton can be used as new indices of trophic status and ecological integrity of Italian marine coastal and lagoon environments, to be included among the tools specified by Italian law D.Lgs. 152/2006. 相似文献

Guangzhou has ambitions to build itself into a world class metropolis by 2010. Sustainable development is the only way to achieve this magnificent goal. Based on the ecological perspective of sustainable development and the principles of ecosystem integrity, this paper develops an approach for evaluation of sustainable development in Guangzhou between 1986 and 1995. A hierarchical evaluation system of four tiers of sustainability indicators was established. Using the method of fuzzy multistage synthetic evaluation, sustainability development level index, QIx, was calculated for the indicators at the B, C, D, and E tiers. Development stages were identified based on these index values. The coordination degree among the economic, social, and natural subsystems was also computed. Further, an overall sustainability index for each year was computed by combining the development level index and the coordination degree. It was found that the urban ecosystem in Guangzhou had generally become more sustainable, in spite of fluctuations in coordination degree. The development level index of the economic subsystem has surpassed that of social and natural subsystems since 1995. Appropriate measures must be taken to ensure coordinated development among the subsystems for the purpose of sustainable development. 相似文献

The consideration of information on social values in conjunction with biological data is critical for achieving both socially acceptable and scientifically defensible conservation planning outcomes. However, the influence of social values on spatial conservation priorities has received limited attention and is poorly understood. We present an approach that incorporates quantitative data on social values for conservation and social preferences for development into spatial conservation planning. We undertook a public participation GIS survey to spatially represent social values and development preferences and used species distribution models for 7 threatened fauna species to represent biological values. These spatially explicit data were simultaneously included in the conservation planning software Zonation to examine how conservation priorities changed with the inclusion of social data. Integrating spatially explicit information about social values and development preferences with biological data produced prioritizations that differed spatially from the solution based on only biological data. However, the integrated solutions protected a similar proportion of the species’ distributions, indicating that Zonation effectively combined the biological and social data to produce socially feasible conservation solutions of approximately equivalent biological value. We were able to identify areas of the landscape where synergies and conflicts between different value sets are likely to occur. Identification of these synergies and conflicts will allow decision makers to target communication strategies to specific areas and ensure effective community engagement and positive conservation outcomes. Spatial distribution of nutrient and phytoplankton variables is often illustrated using categorical mapping for each variable.
However, the assessment of eutrophication cannot be derived from a single parameter since a synthesis of the environmental
variables related to eutrophication is required. These shortcomings are further complicated since it is difficult to discriminate
between distinct trophic states along natural environmental gradients. In the present work, a methodological procedure for
quantitative assessment of eutrophication at a spatial scale was examined in the Gulf of Saronicos, Greece, based on a thematic
map generated from the synthesis of four variables characterising eutrophication. The categorical map of each variable was
developed using the Kriging interpolation method and four trophic levels were indicated (eutrophic, upper-mesotrophic, lower-mesotrophic
and oligotrophic) based on nutrient and phytoplankton concentration scaling. Multi-criteria choice methods were applied to
generate a final categorical map showing the four trophic levels in the area. This synthesis of categorical maps for assessing
eutrophication at a spatial scale is proposed as a methodological procedure appropriate for coastal management studies. 相似文献

Urban ecological risk characterization is the final step in risk assessment and an important foundation upon which risk managers build risk aversion, risk control, and emergency handling strategies. In this study, we reviewed present risk characterization methods and proposed a multi-level characterization method for the assessment of urban ecological risks. The new characterization method consists of four elements: urban ecological risk sources, risk source probabilities, assessment endpoint indicators, and assessment endpoint indicator probabilities. Organizations seeking better methods for conservation have attempted to use participatory processes to fulfill human and ecological/environmental goals. As a result, the academic literature is filled with examples of community-level approaches to conservation. While such case studies are highly valuable, much of this literature has placed a strong emphasis on the institutional conditions surrounding successful participatory practices. Here, we seek to complement the participatory conservation literature with the community participation literature, which has tended to follow an actor-centered (e.g., residents) approach to successful participatory practices. By merging these two literatures, our goal is to offer a holistic framework that accounts for a more comprehensive understanding of the different forms and benefits of participation. We hope this framework will serve as a tool for field practitioners to implement the most effective action plans resulting in greater future successes. 相似文献

Sharp boundaries typically separate the salinity tolerant mangroves from the salinity intolerant hardwood hammock species, which occupy the similar geographical areas of southern Florida. Evidence of strong feedback between tree community-type and the salinity of the unsaturated (vadose) zone of the soil suggests that a severe disturbance that significantly tilts the salinity in the vadose zone might cause a shift from one vegetation type to the other. In this study, a model based upon the feedback dynamics between vegetation and salinity of the vadose zone of the soil was used to take account of storm surge events to investigate the mechanisms that by which this large-scale disturbance could affect the spatial pattern of hardwood hammocks and mangroves. Model simulation results indicated that a heavy storm surge that completely saturated the vadose zone at 30 ppt for 1 day could lead to a regime shift in which there is domination by mangroves of areas previously dominated by hardwood hammocks. Lighter storm surges that saturated the vadose zone at less than 7 ppt did not cause vegetation shifts. Investigations of model sensitivity analysis indicated that the thickness of the vadose zone, coupled with precipitation, influenced the residence time of high salinity in the vadose zone and therefore determined the rate of mangrove domination. The model was developed for a southern Florida coastal ecosystem, but its applicability may be much broader. 相似文献

Larval dispersal connectivity is typically integrated into spatial conservation decisions at regional or national scales, but implementing agencies struggle with translating these methods to local scales. We used larval dispersal connectivity at regional (hundreds of kilometers) and local (tens of kilometers) scales to aid in design of networks of no-take reserves in Southeast Sulawesi, Indonesia. We used Marxan with Connectivity informed by biophysical larval dispersal models and remotely sensed coral reef habitat data to design marine reserve networks for 4 commercially important reef species across the region. We complemented regional spatial prioritization with decision trees that combined network-based connectivity metrics and habitat quality to design reserve boundaries locally. Decision trees were used in consensus-based workshops with stakeholders to qualitatively assess site desirability, and Marxan was used to identify areas for subsequent network expansion. Priority areas for protection and expected benefits differed among species, with little overlap in reserve network solutions. Because reef quality varied considerably across reefs, we suggest reef degradation must inform the interpretation of larval dispersal patterns and the conservation benefits achievable from protecting reefs. Our methods can be readily applied by conservation practitioners, in this region and elsewhere, to integrate connectivity data across multiple spatial scales. 相似文献

Widespread human action and behavior change is needed to achieve many conservation goals. Doing so at the requisite scale and pace will require the efficient delivery of outreach campaigns. Conservation gains will be greatest when efforts are directed toward places of high conservation value (or need) and tailored to critical actors. Recent strategic conservation planning has relied primarily on spatial assessments of biophysical attributes, largely ignoring the human dimensions. Elsewhere, marketers, political campaigns, and others use microtargeting—predictive analytics of big data—to identify people most likely to respond positively to particular messages or interventions. Conservationists have not yet widely capitalized on these techniques. To investigate the effectiveness of microtargeting to improve conservation, we developed a propensity model to predict restoration behavior among 203,645 private landowners in a 5,200,000 ha study area in the Chesapeake Bay Watershed (U.S.A.). To isolate the additional value microtargeting may offer beyond geospatial prioritization, we analyzed a new high-resolution land-cover data set and cadastral data to identify private owners of riparian areas needing restoration. Subsequently, we developed and evaluated a restoration propensity model based on a database of landowners who had conducted restoration in the past and those who had not (n = 4978). Model validation in a parallel database (n = 4989) showed owners with the highest scorers for propensity to conduct restoration (i.e., top decile) were over twice as likely as average landowners to have conducted restoration (135%). These results demonstrate that microtargeting techniques can dramatically increase the efficiency and efficacy of conservation programs, above and beyond the advances offered by biophysical prioritizations alone, as well as facilitate more robust research of many social–ecological systems. 相似文献

Coral reefs are highly dynamic and productive marine ecosystems, providing habitat and refuge for an enormous number of species
including fish, invertebrates and algae. With increased anthropogenic pressures and global climate change, many coral reefs
are rapidly declining. Currently, there is limited knowledge on condition and community assemblage composition of shallow
fringing coral reefs along the south-eastern coast of Queensland, Australia. With increased demand to determine existence
of coastal fringing reefs by National Regional Management groups, a rapid cost effective method to determine reef composition
and condition was required. The aim of this study was to determine the benthic structure and extent of two small coastal fringing
reefs (Hummock Hill Reef and Stringers Reef) along the Southern Great Barrier Reef. Reef substrate assessments were carried
out using a rapid assessment technique and a Point Intercept Method (PIM). The data were analysed and classified using a Geographic
Information System (GIS). Percent substrate cover was calculated using a visual basic image analysis program. The Point intercept
method showed higher accuracy over the rapid assessment technique (up to 15–40% difference) and was thus deemed a more suitable
classification tool for reefs with high structural complexity and heterogeneity. This study focused on piloting a rapid, cost
effective Point Intercept Technique using random point count methodology to document coral benthic habitat and extent over
a commonly used rapid assessment method as a tool for reef coastal management and conservation. The two techniques were compared

The Adriatic and Ionian Region is an important area for both strategic maritime development and biodiversity conservation in the European Union (EU). However, given that both EU and non‐EU countries border the sea, multiple legal and regulatory frameworks operate at different scales, which can hinder the coordinated long‐term sustainable development of the region. Transboundary marine spatial planning can help overcome these challenges by building consensus on planning objectives and making the trade‐offs between biodiversity conservation and its influence on economically important sectors more explicit. We address this challenge by developing and testing 4 spatial prioritization strategies with the decision‐support tool Marxan, which meets targets for biodiversity conservation while minimizing impacts to users. We evaluated these strategies in terms of how priority areas shift under different scales of target setting (e.g., regional vs. country level). We also examined the trade‐off between cost‐efficiency and how equally solutions represent countries and maritime industries (n = 14) operating in the region with the protection‐equality metric. We found negligible differences in where priority conservation areas were located when we set targets for biodiversity at the regional versus country scale. Conversely, the prospective impacts on industries, when considered as costs to be minimized, were highly divergent across scenarios and biased the placement of protection toward industries located in isolation or where there were few other industries. We recommend underpinning future marine spatial planning efforts in the region through identification of areas of national significance, transboundary areas requiring cooperation between countries, and areas where impacts on maritime industries require careful consideration of the trade‐off between biodiversity conservation and socioeconomic objectives. 相似文献
