Outreach nurseries are favored conservation and social forestry tools globally, but, as with many integrated conservation
and development programs (ICDPs), they do not always produce anticipated results. A synopsis of the experience of South African
practitioners is provided in this study of 65 outreach nurseries. South African outreach nurseries frequently include financial
objectives, creating additional challenges in simultaneously attaining conservation and socioeconomic goals. Progress was
hindered by biophysical problems (e.g., lack of water, poor soils, etc.) as well as the harsh socioeconomic conditions facing
most communities in which nurseries had been established. Attaining financial viability was challenging. Business management
skills were often restricted, and few viability studies included adequate market research. Costs to community participants
were usually high, and benefits were limited. Conservation objectives were frequently lost in the struggle to attain financial
viability. The management of social processes also proved challenging. Although small scale and relatively straightforward
compared with many ICDPs, nurseries usually require substantial institutional support, including a range of technical, business,
and development services. Project time frames need to be reconsidered, as practitioners estimate that it takes 5–10 years
for nurseries to start meeting objectives, and donors and implementing agencies often operate on 2–3-year project cycles.
Detailed viability studies are essential, incorporating a social probe and an assessment of potential impacts of projects
on community participants. Progress needs to be continuously evaluated to enable institutions and community participants to
adapt to changing conditions as well as ensure that the spectrum of objectives are being achieved. 相似文献

Scale is a fundamental variable in most community resource management programs. This is true both in terms of scale as a management
concept (i.e., local, regional, and national level management) as well as a mapping concept (i.e., units on the map per unit
on the ground). Julian Steward, the father of human ecology, recognized as early as 1950 that social scientists have failed
to develop methods for incorporating the effect of scale in their work. This article seeks to determine whether methods used
in plant and animal ecology for assessing the effects of scale are applicable to community resource management. The article
reviews hierarchy theory and multiple scales, two methods (one theoretical and the other practical) for dealing with problems
that span many scales. The application of these methods to community resource management programs is examined by way of an

Dynamics of local governance in natural resource conservation in the Okavango Delta,Botswana 下载免费PDF全文
There has been a shift in natural resource management worldwide. This paper describes how modern institutions and policies influence management and shape access to and utilization of resources by rural communities in the Okavango Delta, Botswana. It is rooted in the framework of adaptive co‐governance within social‐ecological systems, and employs a critical literature review to analyse access to and use of natural resources in rural Botswana. Prior to the establishment of community‐based natural resource management (CBNRM) in Botswana in 1989, resource governance was dominated by strong traditional institutions that were responsible for natural resource management and decision‐making. Contemporary natural resource governance is characterized by a bureaucratic system that invariably undermines the role of traditional institutions in natural resource governance. Findings indicate that policies and regulatory instruments deny rural communities adequate access to and utilization of resources available within their immediate environment. In spite of an orientation towards an anthropocentric approach to natural resource management (as in the case of CBNRM), the current governance system continues to undermine the inclusion of local resource users as legitimate stakeholders in the decision‐making process. 相似文献

This paper examines approaches for local resident participation in community‐based natural resource management (CBNRM); focusing particularly on the potential impacts that local participation imposes on the natural environment. This study used qualitative methods to collect data, and selected Meqmegi, an indigenous community in Taiwan, as a case study. The findings indicate that many opportunities can be created that stimulate a community to participate in natural resource management; moreover, residents are prone to use their own ways to participate. Therefore, although local participation is praised for its people‐oriented way of natural resource management, impacts from the participation process will ultimately be imposed on the environment. We suggest that more consideration be given to the environmental conditions during the process of local participation via CBNRM to make sure that impacts on the environment are positive, and lead to a truly sustainable future. 相似文献

The definition of management actions in natural resource management requires the integration of all types of knowledge involved. An appropriate approach for such a challenge is the ideal of transdisciplinarity. A transdisciplinary process can be considered “consultative” when knowledge is simply gathered and collated, or “participatory” when knowledge integration is undertaken collectively. In this paper, we present a mixed mode procedure (i.e., using interviews, questionnaires, and group discussions) that empirically demonstrates the difference between consultative and participatory transdisciplinary processes. The mixed mode procedure is used for identifying the most relevant problems occurring in the coastal system of Praia da Vitória bay, Azores, Portugal. This mixed mode procedure is likely to be useful for other studies, because the results highlight the need to promote face-to-face interaction at the earliest opportunity, and because it allows an understanding to be gained of social learning processes, the influence of power, and participant behaviour during interaction with others. 相似文献

Investments in environmental management and environmental protection have a decisive influence on the future of a region and its place in the economic development of the country as a whole. In this article, the principal differences between investment in environmental management and the financing of other projects are discussed. It is proven that, at present, the investment policy in the field of environmental protection of a region is oriented primarily toward current results. In such cases, it is possible to achieve only short‐term goals, and ultimately, to miss the prospect of further conservation of resources. Hence, short‐term investments in environmental protection activities and the achievement of rapid results are replaced by the commitment to promising, long‐term strategic growth. This article notes that the most effective form of implementing environmental monitoring is through environmental auditing, as auditing is performed at the expense of customers and does not require public financing. Furthermore, the effects of implementing environmental policies based on the results of environmental auditing can be even more significant than the results achieved under the State's environmental protection measures 相似文献

Collaboration is a growing trend in agency-led natural resource management in the USA, carrying the promise of defusing conflict and incorporating a broader range of stakeholder ideas. However, concerns exist that confrontational or litigious groups may use collaborative forums to their organization's own advantage. We conducted case studies on three collaboratives to understand how these efforts have influenced the behavior of environmental groups who were previously at odds with the managing agency, the US Forest Service. Results suggest that trust between boundary spanners from historically adversarial groups can support a realignment of the accountabilities they feel. As rational, affinitive, and procedural trust developed, boundary spanners began to advocate, within their home organizations, for the collaborative's goals. Key activities driving these realignments included the development of fair and transparent procedures governing the collaborative group, structured interaction designed to build consensus, and planned informal interactions that revealed shared values among collaborative participants. 相似文献

We investigate natural resource governance in three indigenous communities in the Colombian Amazon. We base our analysis on an evolutionary governance model in which governance dimensions emerge as relevant through time. The less accessible of the communities represents earlier steps in governance evolution, while the more physically accessible is more integrated into the western scene. We observe how increased physical accessibility in a community brings in western governance models which hybridize with more traditional ones, influencing the couplings between the social and ecological systems. We zoom in on changing management of three commonly used palm species and illustrate how detailed studies of natural resource management contribute to understanding governance evolution. By comparing governance evolutions we were able to gain insights and improve our understanding on how natural resource management changes in communities transiting into western ways of living. In doing so we recognized points of rigidity and flexibility which might influence the social ecological systems capacity to adapt to changing conditions. 相似文献

In natural resource management facilitation literature, little attention is paid to sensitive issues in multi-stakeholder interaction and learning. This article aims to fill this gap. It discusses the variety of discursive strategies used by stakeholders to address sensitive issues with regard to fishery management in Benin, in three different settings: individual interviews, homogeneous groups' discussions, and a heterogeneous group meeting. Issues that proved sensitive were discussed openly in the interviews or homogeneous groups' discussions, but not at all, or only indirectly, in the heterogeneous group meeting. With indirect discursive strategies, two out of the seven sensitive issues were put on the discussions' agenda. We conclude that the other issues were too sensitive among others because of historically grown interdependency between interventionists and fishers. We suggest that dealing with sensitive issues is an important dimension of the facilitation of interactive learning processes and provide methodological guidelines to detect and address such issues. 相似文献

Bangladesh is one of the most densely populated countries in the world with a very low per capita income. The increasing poverty and instability in the political front led to degradation of the environment and natural resources in the country. The present article reviews the current use of natural resources in Bangladesh and the emerging issues in sustainable management of those scarce resources. The paper shows that developments in one sector have adversely affected resources in related sectors and calls for an integrated approach to management of the environment and natural resources in a sustainable manner. The development of strong institutional mechanisms is necessary to facilitate the sustainable management of resources and to prevent further deterioration of the environment. 相似文献

Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System. 相似文献

This paper explores the development towards sustainability management systems (SMSs) in three Swedish local authorities. Many local authorities have extensive experience in using standardised Environmental Management Systems (EMSs). Recently EMSs have extended their reach by widening the scope of the systems including other dimensions of sustainable development. Case studies have been performed in three of the most EMS-experienced local authorities in Sweden. These authorities have extended their EMSs into a sustainability management approach in different ways. This paper discusses the development, possible contributions, and constraints with this development. Expanding EMSs into SMSs can be seen as a learning process in which a larger systems perspective leads to increased awareness that the management system becomes limited by only managing environmental issues. Expanding the EMSs into SMSs may lead to a more complete view of the organisation's total impact on nature and society, and issues that need to be managed. 相似文献

The purpose of this paper is to consider the vision for public participation in water resources management embedded in Kenya's 2002 Water Act, as it relates to pastoralists. The Act envisions that responsibility for management of water resources at the local level will be devolved to community-level bodies. Our approach was qualitative and included interviews with government officials and Gabra pastoralists, observation of and participation in traditional Gabra korra meetings and focus group discussions. We conclude that the ‘institutional model’ of participation being pursued through the creation of Water Resource User Associations is particularly problematic for mobile pastoralists such as the Gabra, and we suggest an alternative strategy that would focus on the fostering of deliberation processes. 相似文献

Adaptive management is an approach to recurrent decision making in which uncertainty about the decision is reduced over time through comparison of outcomes predicted by competing models against observed values of those outcomes. The National Wildlife Refuge System (NWRS) of the U.S. Fish and Wildlife Service is a large land management program charged with making natural resource management decisions, which often are made under considerable uncertainty, severe operational constraints, and conditions that limit ability to precisely carry out actions as intended. The NWRS presents outstanding opportunities for the application of adaptive management, but also difficult challenges. We describe two cooperative programs between the Fish and Wildlife Service and the U.S. Geological Survey to implement adaptive management at scales ranging from small, single refuge applications to large, multi-refuge, multi-region projects. Our experience to date suggests three important attributes common to successful implementation: a vigorous multi-partner collaboration, practical and informative decision framework components, and a sustained commitment to the process. Administrators in both agencies should consider these attributes when developing programs to promote the use and acceptance of adaptive management in the NWRS. 相似文献

In their design or implementation, many natural resource management (NRM) programs ignore critical socio-cultural dimensions of the challenge to advance sustainability. Building on particular ideas about culture and human ecosystems, we combine the strengths of the capital assets model of sustainability and the idea of intercultural borderlands to respond to this gap. To advance our thesis about the utility of these tools, we critically reviewed and analysed a cross-disciplinary literature relating to the socio-cultural dimensions of NRM. This paper stems from that labour and examines particular tensions that arise in land management as a result of Australians' specific colonial and postcolonial legacies. These tensions--related to ethnicity, gender, population, age and health--are among the threads in the larger tapestry that comprises the socio-cultural dimensions of NRM. For the Australian case, they are central, longstanding and persistent, and thus worthy of analysis; and they are applicable in general terms to other places with similar histories of settlement and land use. 相似文献

Effects of different forest management policies on long-term vegetation development are incorporated into a computer simulation of a western Washington watershed. The response of a Rocky Mountain elk(Cervus canadensis nelsoni) population to these vegetation changes is simulated using information on their differential use of vegetation types. Simulations include: 1) a cessation of timber harvesting leading to an immediate decline in elk members resulting from a reduction in summer habitats; 2) a stable elk population, similar to the present one, resulting from a constant timber harvesting rate, and 3) initial increases in herd size, followed within 50 years by a sharp decrease, resulting from cutting all old growth timber within the next decade and then a cessation of timber harvestings. 相似文献

Small-holder farmers often develop adaptable agroforestry management techniques to improve and diversify crop production.
In the cocoa growing region of Ghana, local knowledge on such farm management holds a noteworthy role in the overall farm
development. The documentation and analysis of such knowledge use in cocoa agroforests may afford an applicable framework
to determine mechanisms driving farmer preference and indicators in farm management. This study employed 12 in-depth farmer
interviews regarding variables in farm management as a unit of analysis and utilized cognitive mapping as a qualitative method
of analysis. Our objectives were (1) to illustrate and describe agroforestry management variables and associated farm practices,
(2) to determine the scope of decision making of individual farmers, and (3) to investigate the suitability of cognitive mapping
as a tool for assessing local knowledge use. Results from the cognitive maps revealed an average of 16 ± 3 variables and 19 ± 3
links between management variables in the farmer cognitive maps. Farmer use of advantageous ecological processes was highly
central to farm management (48% of all variables), particularly manipulation of organic matter, shade and food crop establishment,
and maintenance of a tree stratum as the most common, highly linked variables. Over 85% of variables included bidirectional
arrows, interpreted as farm management practices dominated by controllable factors, insofar as farmers indicated an ability
to alter most farm characteristics. Local knowledge use on cocoa production revealed detailed indicators for site evaluation,
thus affecting farm preparation and management. Our findings suggest that amid multisourced information under conditions of
uncertainty, strategies for adaptable agroforestry management should integrate existing and localized management frameworks
and that cognitive mapping provides a tool-based approach to advance such a management support system. 相似文献

All natural resource managers want to contribute to successful conservation programs. Having and applying an explicit policy
orientation is indispensable. The policy sciences are described and a case is made that, if natural resource managers utilize
this set of conceptual and applied tools in their natural resource work, their effectiveness could be enhanced. The policy
sciences offer a contextual, problem-oriented, and multimethod approach to meeting complex problems. Two kinds of knowledge
are needed to solve problems—substantive knowledge about the resource and process knowledge about the decision and policy
processes used to derive courses of management action. The interplay of science, analysis, and politics are examined. The
wildlife management community is used to illustrate many points, including the important role implementation plays in the

While transboundary waters are widely advocated to be best managed at the basin level, practical experience in transboundary waters at the basin vis‐à‐vis other scales has not been systematically examined. To understand past experiences in transboundary water management at alternate scales, this paper: (i) determines the relative abundance of water treaties at different scales and (ii) elucidates how transboundary water law varies according to the scale to which it applies. The paper developed a scale typology with six groups, and systematically applied it to stratify transboundary water treaties. Treaty contents were then compared across scales according to the following set of parameters: primary issue area, temporal development, and important water management attributes. Results of this work reveal: (i) treaties tend to focus on hydropower and flood control at smaller scales, and organizations and policies at larger scales; (ii) a temporal trend toward treaties concluded at larger scales; and (iii) a higher proportion of treaties is at larger scales in Africa and Asia than in Europe and the Americas. These findings suggest that smaller scale cooperation may constitute a more constructive scale in which to achieve development‐oriented cooperation. Further, scope may exist to complement basin scale cooperation with cooperation at smaller scales, in order to optimize transboundary water management. In the context of basin‐wide management frameworks, Africa and Asia may benefit from greater emphasis on small‐scale transboundary water cooperation. 相似文献
