Academics and policy makers seeking to deconstruct landscape face major challenges conceptually, methodologically and institutionally. The meaning(s), identity(ies) and management of landscape are controversial and contested. The European Landscape Convention provides an opportunity for action and change set within new governance agendas addressing interdisciplinarity and spatial planning. This paper critically reviews the complex web of conceptual and methodological frameworks that characterise landscape planning and management and then focuses on emerging landscape governance in Scotland within a mixed method approach involving policy analyses, semi-structured interviews and best practice case studies. Using Dower's (2008) criteria from the Articles of the European Landscape Convention, the results show that whilst some progress has been made in landscape policy and practice, largely through the actions of key individuals and champions, there are significant institutional hurdles and resource limitations to overcome. The need to mainstream positive landscape outcomes requires a significant culture change where a one-size-fits-all approach does not work.  相似文献

The idea of the ‘smart city’ is increasingly central to debates on urban development and sustainability, and a host of cities are now pursuing ‘smartness’ as a way to improve energy efficiency, transport, and public services. However, existing research does not provide a clear picture of how this smart city agenda actually contributes to sustainability. The social science literature has been critical toward urban smartness, with most of the empirical research focusing on the politics of data-driven and entrepreneurial urbanism. This article seeks to contribute to this debate by empirically examining the role that sustainability plays in the smart city discourse. Its distinctive approach is to investigate how urban smartness and sustainability are framed by an authoritative institution (the European Union) and then to trace these framings down to a particular city (Stavanger, Norway). The data show that the smartness approach is strongly tied to innovation, technology, and economic entrepreneurialism, and sustainability does not appear to be a very important motivating driver. Nevertheless, the ‘sustainability component’ of the smart city agenda becomes clearer the closer we come to the city level.  相似文献

Excessive exploitation of and skewed access to dwindling water resources raise serious water justice concerns. Environmental justice movements and related literature have raised critical questions regarding the unequal distribution of the costs and benefits of a development paradigm that is founded on excessive exploitation and appropriation of natural resources. This paper explores the growing relevance of a water justice framework that addresses both the social and ecological aspects of water use and appropriation, with reference to a four-decade long water conflict over the Chaliyar River in Kerala, South India. It highlights how ecosystem degradation and denial of justice go hand in hand. The paper argues that the framing and articulation of the conflict in a partisan manner led to the glossing over of certain critical features, thus preventing a full view of water injustices. It also failed to inform subsequent policies and practices in this regard.  相似文献

Abstract

This article reports the findings of a qualitative study with residents living in six deprived neighbourhoods in the UK and the front-line workers and local policymakers responsible for the renewal of these areas. The study was an attempt to raise awareness of local environmental concerns in the context of a national and local policy agenda, which has, until recently, largely overlooked the impacts of degraded environments on the lives and activities of the people who live in them. A key aim for the study was to raise people's concerns with local decision-makers and examine how far these might be addressed through the existing financial, administrative and legislative arrangements for neighbourhood renewal in the UK, namely Local Strategic Partnerships. The research was designed to provide practical lessons and policy recommendations for others wishing to raise the profile of environmental justice in the context of neighbourhood level regeneration projects, in both the UK and elsewhere in the ‘developed’ world.  相似文献

Is Amsterdam the “ideal city?” Many of the social, economic, and environmental problems facing Amsterdam are considerably less than those in cities in the USA, and in most cases, Western Europe. Amsterdam, at this moment in history, might be the world's greatest city because of its ability to ensure basic necessities, freedom, and creativity. Tolerance of drugs, sexual freedom, along with the integration of different races helps reduce many of the “social problems” faced by most cities. We have compared, on a per capita basis, differences between Amsterdam/Holland and the USA. The Netherlands is a tiny country, and comparisons are made on a city and per capita numbers at the national level. Our data show that Amsterdam has lower crime, murder, rape, drug usage (cocaine, marijuana), teenage pregnancy, diabetes, obesity, suicide, abortion rates, infant mortality, dependence on fossil fuels, and homelessness, and racial segregation is considerably less. People live longer because of Amsterdam's walkability and bike usage and access to parks. Indeed, the Netherlands leads both Western European and the USA in the proportion of trips made walking and bicycling, with significantly reduced car dependency. Ghettos are nearly non-existent compared with the segregation in the 1940s/1950s. Quality housing is supplied to everyone that gives pride of place compared with the stark, cold, and institutional “projects” provided by the US federal government. Amsterdam leads Western Europe by 35% in social housing, compared with runner-up UK, which has significantly less. The modernism of the 1960s where the poor were warehoused is nearly all gone. People living in Amsterdam seem more tolerant, secure, happier, and healthier compared with citizens in the USA. Great cities provide opportunities for all citizens to enhance their lives and ensure an unrivalled level of freedom. We demonstrate that social and environmental justice are tied together. Amsterdam is by no means perfect, but in comparison with many other democratic industrial cities, it is a far better place for citizens of all races, religions, and incomes.  相似文献

Two contradictory responses to waste reflect contrasting theoretical paradigms. Some wastes can become assets in local economic development, creating incomes through scavenging, industrial jobs in recycling plants or new businesses using locally available materials. Other wastes are an assault on the community that receives them; toxic wastes, polluting facilities and industrial by-products often create local health hazards rather than development. Waste as an asset is consistent with the free market model of economics. The inner city, 'endowed' with waste materials and low-wage labour, has a comparative advantage in labour-intensive processing of materials that the rest of society has discarded. Waste as an assault on the community is consistent with a different model of environmental risk. Some by-products of industry are so hazardous that they should not be produced, or should be tightly regulated. Each model has a realm of validity; the balance between the two depends on which wastes are hazardous, and which are just ugly resources waiting to be discovered.  相似文献

Learning that transcends participation processes is critical if public engagement is to translate into a legacy of enhanced environmental citizenship. However, a lack of empirical evidence has limited discussion to date to largely ‘aspirational’ claims. This paper offers the first rigorous examination of whether public participation does generate beyond-process social learning. Initially we review the literature on public participation and environmental citizenship to identify the key dimensions of social learning. We then re-visit a well-worked case study of an innovative public engagement process on the Hampshire waste strategy from the 1990s. Approximately one third of the original participants have been interviewed to identify whether and how the experience had a lasting effect on them. Key methodological difficulties are discussed, not least the analytical difficulties of attributing learning to a process that happened ten years previously. However, we argue that there is evidence that both instrumental and communicative learning have taken place, and conclude by identifying key areas that require further research.  相似文献

The term natural is effective in the marketing of a wide variety of foods. This ambiguous term carries important meaning in Western culture. To challenge an uncritical understanding of natural with respect to food and to explore the ambiguity of the term, the development of Western ideas of nature is first discussed. Personification and hypostasization of nature are given special emphasis. Leo Marx’s idea of the pastoral design in literature is then used to explore the meaning of natural as applied to food, emphasizing Marx’s distinction between a sentimental and a complex pastoral. The latter is applied to natural as a means of collapsing a dichotomy of man and nature to the idea of second nature. From this perspective an understanding of the industrialization of the food system and the importance of local and organic food are considered. The extent to which processed foods might properly be considered natural is raised and discussed for several common foods. Although marketing of natural foods might make us think that we consume nature, I suggest that what is consumed is more appropriately second nature. I suggest that in order to maintain a critical perspective about one’s relationship to the natural world, everyone should make an attempt to experience the complex pastoral with respect to at least something that is consumed as food. When nature is understood as second nature in the context of a complex pastoral, the question of whether a food or ingredient is to be considered natural is replaced by deliberative thought based on our best knowledge and judgment, and the result will be less constrained by ideology.  相似文献

Two substantive bodies of research have developed in recent years, both of which have a focus upon local and regional scales. First, there has been the development of work on changing forms of local and regional governance. This has drawn on a range of theoretical perspectives, including notions of institutional capacity, urban regime theory and neo-regulationalist accounts. Second, a body of research has developed into environmental policy and sustainable development, but this has largely been normative and undertheorized. While these two bodies of literature have developed separately, we believe there is merit in bringing the insights from each together. A focus on local environmental policy helps to broaden our understanding of local governance and problems of after-Fordist regulation. Such a project also helps to illuminate problems in implementing policy on the environment and sustainability. The examination of changing local and regional forms of governance allows us to identify new state spaces, which may provide opportunities for the strategic insertion of environmental objectives into economic development policies. This paper seeks to theorize such environment–economy relations and emerging multi-scalar forms of environmental governance, drawing upon case study research work in six UK local authority areas. The Environmental Impact Assessment (EIA) procedure should predict and identify the major impacts of a project development that may cause specific spatial and temporal effects. Early in the EIA, the scoping stage provides all the relevant information on the impacts of the project alternatives. In particular, potential effects on the territorial network such as habitat connectivity loss and accessibility improvements should be taken into account in the various proposed layout alternatives when evaluating transport infrastructure projects. However, several authors have identified deficiencies in practice. The aim of this article is to provide a methodology for the assessment of these territorial impacts using adequate indicators in the early stages of the EIA procedure.

The proposed method is based on a comparison of a range of alternative layouts for a railway line linking two population centres, using indicators calculated with geographic information systems. The methodology was applied to a case study – the rail link between Huelva (Spain) and Faro (Portugal) – and the high speed rail (HSR) and conventional rail were evaluated in different layouts. The method was effective in spatially identifying significant impacts on accessibility improvements, which occurred closer to the cross border area. The conventional railway alternatives have similar accessibility values to the HSR. The results also reveal that connectivity loss is not limited to the area around the infrastructure, but extends throughout the territory. The results are at variance with the initiative proposed by Spanish and Portuguese transport decision-makers, and raise the possibility of selecting a conventional railway option. An adequate territorial evaluation methodology enables the new action to be correctly assessed, and supplies the information required to propose the most suitable alternative from a socio-economic and environmental standpoint, regardless of whether this proposal was initially included in the transport policy.  相似文献

Debates surrounding the decarbonisation of energy systems in developed societies have been overlaid with controversy about the merits of decentralised or “community” energy. These are ambiguous concepts, implicating energy generation or demand reduction activities carried out in buildings or across neighbourhood or urban areas, as well as social and political aspects such as trust and communitarian relations amongst participating actors. This research was based on the criticism that most existing advocacy for, and research into decentralised energy (DE) has neglected the spatiality of such initiatives. In particular, the concept of “local” has been largely presumed to be self-evident and unproblematic. Drawing on the analysis of primary and secondary data from nine UK case studies, this study reveals the different degrees to which DE initiatives are locally embedded, dependent upon the sector of the instigating actors. Findings also reveal the multi-dimensionality of discourses of DE, going beyond purely physical or technical aspects to encompass social, spatial and political issues that are intertwined in complex patterns. In particular, it reveals how aspirations to “roll out” successful DE initiatives, consistent with broader policy goals for carbon reduction, are challenged by discourses of local uniqueness and “bottom-up” engagement. Future research is required to investigate the generalisability of the patterns observed.  相似文献

Sustainability policy making is hampered by a tendency towards sector-based, short-term and often techno-fix perspectives. This paper describes a novel policy development and assessment framework – Integrated Sustainability Assessment (ISA) – that may help address problems of unsustainability in a more integrated and strategic manner. ISA involves two primary methods: transition analysis and stakeholder engagement. The ISA case study on sustainable passenger mobility suggests ISA is well equipped to produce a holistic analysis of mobility systems, illustrate radical alternatives to the status quo and foster social learning. Further research should explore its potential to induce long-term behavioural or institutional change.  相似文献

Hydroelectric dams represent major investments and major sources of environmental and social impacts. Powerful forces surround the decision-making process on public investments in the various options for the generation and conservation of electricity. Brazil’s proposed Belo Monte Dam (formerly Kararaô) and its upstream counterpart, the Altamira Dam (better known by its former name of Babaquara) are at the center of controversies on the decision-making process for major infrastructure projects in Amazonia. The Belo Monte Dam by itself would have a small reservoir area (440 km2) and large installed capacity (11, 181.3 MW), but the Altamira/Babaquara Dam that would regulate the flow of the Xingu River (thereby increasing power generation at Belo Monte) would flood a vast area (6140 km2). The great impact of dams provides a powerful reason for Brazil to reassess its current policies that allocate large amounts of energy in the country’s national grid to subsidized aluminum smelting for export. The case of Belo Monte and the five additional dams planned upstream (including the Altamira/Babaquara Dam) indicate the need for Brazil to reform its environmental assessment and licensing system to include the impacts of multiple interdependent projects.  相似文献

Vicuña provide an excellent case study for examining the sustainable use of wildlife outside protected areas: the community-based conservation approach. Vicuña populations in the high Andes of Argentina, Bolivia, Chile, Ecuador and Perú fell to a critically low level, but a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) ban on trade in their fiber has seen numbers recover dramatically, and now live shearing of vicuña for a high-value international market is being promoted as a mechanism to secure both sustainable vicuña populations and local livelihoods. We used a dynamic optimization model to explore the consequences of legalizing markets, including the consequences for poaching which is critical in vicuña dynamics. Using parameters obtained from the literature and expert knowledge, we explored different scenarios for the Argentine region of Cieneguillas. Our results showed that the role of the international market is ambiguous; live shearing for an international market can provide the very best of outcomes for both vicuña and local people, with large herds generating high revenues. But an international market also creates a market for poached vicuña fiber; as a result, vicuña numbers risk once again falling to critically low levels, resulting also in minimal revenues from sale of fiber. The message for the international community is that if community-based conservation is not implemented carefully then its impact can easily be perverse.  相似文献

A recent turn towards a more contextually sensitive apprehension of the challenge of making everyday life less resource hungry has been partly underwritten by widespread evidence that the environmental values people commonly profess to hold do not often translate into correspondingly low impact actions. Yet sometimes the contexts of everyday life can also conspire to make people limit their consumption without ever explicitly connecting this to the environmental agenda. This paper considers this phenomenon with reference to UK studies from both ends of the generational spectrum. The first questioned how older people keep warm at home during winter and the second examined how young people get rid of no longer wanted possessions. Both found that, though the respondents involved were acting in certain ways that may be deemed comparatively low impact, they were hitherto relatively indifferent to the idea of characterising these actions as such. We outline three ways in which sustainability advocates might respond to the existence of such “inadvertent environmentalists” and consider how they might inspire studies that generate fresh intervention ideas instead of lingering on the dispiriting recognition that people do not often feel able to act for the environment.  相似文献

Based on in-depth interviews, this article presents findings of a study centred on public communication regarding Tiengemeten, a Dutch island previously occupied by farmers. An answer is sought to the question of how visitors to Tiengemeten evaluate, according to their own experiences, the discourse of people involved in Tiengemeten from a policy and communication perspective. This study showed that visitors’ experiences do not always match the emotions appealed to in public communication materials. It is also suggested that people involved from a policy and communication perspective should refrain from using ‘heavily value-laden’ phraseology. For reasons of trust, this article suggests aligning public communication with genuine experiences of visitors. This is also necessary for avoiding scepticism of visitors as policy makers and communication professionals run a risk that public communication regarding nature becomes counterproductive.  相似文献
