Conditions in Guatemala's Rio Dulce National Park (RDNP) present an immediate decision-making challenge concerning the reversal of current destructive environmental trends, and in establishing policies for restoration, protection, and sustainable use. This article summarises results of environmental assessment activities undertaken at three levels: an environmental impact assessment (EIA) of a proposed industrial forestry activity, an environmental assessment of management options for the Rio Dulce National Park, and water management planning for the Rio Dulce/Lago Izabal watershed. A key result of the EIA was to prohibit construction of a barge terminal within the boundaries of the park because it could set a precedent for future development. Management options for the park focused on establishing land-use controls, dealing with river transport more effectively, and identifying funding mechanisms to implement solutions. At the watershed scale, a strategic approach was recommended to identify priority issues for initiating change toward sustainability in the region.  相似文献

ABSTRACT: In the past five years, USDA and EPA programs became major players in implementing watershed programs. The 1996 Farm Bill for the first time required that USDA assistance for farmers address priority environmental needs on a site‐specific, or watershed, basis. USDA involves farmers and other players in locally run watershed programs and focuses cost share and incentive payments on nutrient planning, riparian protection, and other practices prioritized to most efficiently achieve watershed goals. As a result, USDA has become a funding source for environmental initiatives targeted to watersheds, as well as a technical resource that attempts to support more efficient use of federal and state environmental expenditures. Analysis identifies institutional and technical barriers to targeting the very limited, new assistance and suggests how those barriers are being addressed by some innovative programs. Since Total Maximum Daily Load (TMDL) and other state run programs face many of the same challenges of ranking watersheds, setting goals, and finding cost effective remedies, this paper identifies a very close fit between the new federal programs and other watershed programs.  相似文献

Although the French concern for environmental protection dates back several centuries, a committed movement toward environmental protection did not begin until the second half of the 19th century. The Romantic influence of Rousseau and others led to the formation of various societies aimed at protecting the French landscape.Until the most recent environmental crusades of the 1960s and 1970s, the cause of protecting the natural environment seemed to fall largely on the shoulders of scientists and anglers, who voiced their concern over increasing environmental degradation in pamphlets and recreational journals. Their pressure aided in the passage of legislation on water quality.During the 1960s, environmental organizations proliferated and, in league with student activists, played an important role in raising the environmental consciousness of the French. During the 1970s, these activists began to turn to traditional political mobilization as a way of drawing attention to their platform. Environmental activism reached its peak with the antinuclear rallies of the late 1970s. By the end of the 1970s, many environmental associations had grown up in the French culture, but the future of environmentalism remains questionable owing to a number of economic realities, including the oil crisis, which made nuclear power much more acceptable to the public.  相似文献

ABSTRACT: A model is developed and tested to identify the factors influencing variation in community response to stormwater pollution. Basic constructs of the model use environmental hazard theory, integrated with analysis of community demographic and political forces affecting local government decision processes. Community stormwater response is measured by an index comprised of 12 response indicators. Selection criteria for the response indicators include their effectiveness, variability, and general representation of the spectrum of stormwater response activity. Observable activities are scored progressively based upon their relative ecosystem impacts. Weighted and unweighted indicator scores are computed, with a survey of stormwater experts providing the basis for the weights. Results indicate a wide variation in response levels among the selected communities. Regression analysis identifies four significant predictors of response at the watershed scale: the mean age of householder over 25, the total tax rate, community type (city or township), and the amount of green staff (presence of recycling coordinators, foresters, or environmental planners). This mix of predictors demonstrates the applicability of hazard theory to stormwater response, as community stormwater response is influenced by the capacity and economic means to effect change - two central constructs of hazard theory.  相似文献

Florida is one of the largest spenders on the environment in the U.S. Employing a database from Florida counties, this study examines two distinct environmental funding areas in government: funding to protect the environment, and funding to develop the environment. These two types of funding serve different purposes, support different activities and operations, and draw from different revenue sources. The results show that environmental funding in government is a response to the environmental pressure generated by economic activities and population growth. Counties with a higher level of manufacturing and farming activity spend more to protect the environment, while counties with higher population densities spend more to develop the environment. Moreover, counties with more funding for public safety and economic development activities spend less on the environment, indicating that environmental funding is influenced by the political processes in public budgeting in which diversified interests compete for resources. These results show that environmental spending in government is the result of combined forces arising from environmental pressure and budgetary politics.  相似文献

Despite debate regarding whether, and in what form, communities need external support for adaptation to environmental change, few studies have examined how external funding impacts adaptation decisions in rural resource-dependent communities. In this article, we use quantitative and qualitative methods to assess how different funding sources influence the initiative to adapt to water scarcity in the Colombian Andes. We compare efforts to adapt to water scarcity in 111 rural Andean communities with varied dependence on external funding for water management activities. Findings suggest that despite efforts to use their own internal resources, communities often need external support to finance adaptation strategies. However, not all external financial support positively impacts a community’s abilities to adapt. Results show the importance of community-driven requests for external support. In cases where external support was unsolicited, the results show a decline, or “crowding-out,” in community efforts to adapt. In contrast, in cases where communities initiated the request for external support to fund their own projects, findings show that external intervention is more likely to enhance or “crowds-in” community-driven adaptation.  相似文献

Policy-makers and public participation analysts face the question of who should be involved in environmental decision-making. Participants are often representatives of organized groups who share similar demographic and other characteristics. This raises concerns about the degree to which the interests and opinions of others are represented. The research presented here investigates the nature and degree of differences in environmental attitudes, specifically those toward water resource management efforts, among people who do and do not participate in place-based groups in metropolitan Portland, Oregon. Neighborhood associations and a watershed council were the focus of this research due to their involvement in land-use planning and resource activities. Thirty-four individual attitudinal judgments were evaluated, along with four indices representing attitudes toward resource protection goals, government, regulations, and economic measures. Survey findings revealed watershed council participants were more supportive of resource protection compared to others on all attitudinal dimensions except anthropocentric goals. In contrast, neighborhood association participants are relatively representative of non-participants except for heightened support for economic strategies. Participants in both groups exhibited higher socioeconomic status than non-participants. Written survey comments highlighted the perceived value of on-the-ground projects incorporating local input and feedback while interviews provided insights on how to expand participation in place-based groups and resource protection efforts.  相似文献

When will a community's residents take action against urban sprawl that threatens the watershed where they live? Drawing on theoretical and empirical studies of helping behavior, we predicted that individuals will be most likely to respond to environmental challenges when they are aware of the environmental threat, believe the danger posed by the threat to be great, and feel responsible for addressing environmental problems. We tested this awareness–appraisal–responsibility (AAR) model by surveying watershed residents’ awareness of watershed features, appraisal of watershed quality, sense of responsibility for protecting the watershed, and behavioral and contribution intentions. Structural equation modeling supported the model by confirming that resident's awareness and appraisal of their local watershed are related to their pro-environment behavioral and contribution intentions, but also their perception of responsibility for protecting the watershed. Mediational analyses confirmed that these relationships are likely sequentially ordered, with awareness leading to appraisal to responsibility and then behavioral and contribution intentions. The discussion considers the implications of these findings for interventions designed to increase environmental engagement.  相似文献

ABSTRACT: Buffer strips are undisturbed, naturally vegetated zones around water supply reservoirs and their tributaries that are a recognized and integral aspect of watershed management. These strips can be very effective in protecting the quality of public potable water supply reservoirs by removing sediment and associated pollutants, reducing bank erosion, and displacing activities from the water's edge that represent potential sources of nonpoint source pollutant generation. As part of a comprehensive watershed management protect for the State of New Jersey, a parameter-based buffer strip model was developed for application to all watersheds above water supply intakes or reservoirs. Input requirements for the model include a combination of slope, width, and time of travel. The application of the model to a watershed in New Jersey with a recommended buffer strip width that ranges from 50 to 300 feet, depending upon a number of assumptions, results in from 6 to 13 percent of the watershed above the reservoir being occupied by the buffer.  相似文献

Topographic Effects on Soil Organic Carbon in Louisiana Watersheds   总被引:2,自引:0,他引:2  
Terrestrial carbon storage is influenced by a number of environmental factors, among which topographic and geomorphological features are of special significance. This study was designed to examine the relationships of soil organic carbon (SOC) density to various terrain parameters and watershed characteristics across Louisiana, USA. A polygon data set of 484 watersheds and 12 river drainage basins for Louisiana was used to form the landscape units. SOC densities were calculated for each soil map unit using the State Soil Geographic (STATSGO) database. Average drainage densities and average slopes at watershed and basin scales were quantified with the 1:24 K Digital Elevation Models (DEM) data, and the Louisiana hydrographic water features. Correlation and regression analyses were performed to determine relationships among drainage density, slope, elevation, and SOC. The study found an average watershed drainage density of 1.6 km/km2 and an average watershed slope of 2.9 degrees in Louisiana. The results revealed that SOC density at both watershed and basin scales was closely related to drainage density, slope, and elevation. SOC density was positively correlated with watershed drainage density, but negatively correlated with watershed slope gradient and elevation. Regression models were developed for predicting SOC density at watershed and basin scales, obtaining regression coefficients (r 2) ranging from 0.43 to 0.83. The study showed that estimation of SOC at watershed and drainage basin scales combining DEM data can be a feasible approach to improve the understanding of the relationships among SOC, topographic, and geomorphological features.  相似文献

This article reviews the application of environmental impact assessment (EIA) procedures and practices to three watershed modification projects situaled in western Canada. These ventures were justified for accelerating regional economic development, and cover the period during which public concerns for protecting the environment rapidly made their way into the national political agenda. An historical account and analysis of the situation, therefore, seems desirable in order to understand the development of EIA processes, practices, and methodologies since the start of construction of the first project in 1961. This study concludes that there has been good progress in predicting and evaluating environmental and related social impacts of watershed modification proposals. However, a number of obstacles need to be overcome before EIA can firmly establish itself as an effective planning tool. These difficulties include jurisdictional confusions and conflicts, division of authority and responsibility in designing and implementing appropriate mitigative and monitoring measures, lack of tested EIA methodologies, and limited availability of qualified human resources. A number of conclusions and suggestions are offered so that future watershed modification proposals may be planned and implemented in a more environmentally sustainable fashion. These include: (1) EIA processes must be completed before irrevocable decisions are made. (2) Any major intrusion into a watershed is likely to impact on some major components of the ecosystem(s). (3) Mitigation costs must form part of the benefit-cost analysis of any project proposal. (4) Interjurisdictional cooperation is imperative where watersheds cross political boundaries. (5) The EIA process is a public process, hence public concerns must be dealt with fairly. (6) The role of science in the EIA process must be at arms length from project proponents and regulators, and allowed to function in the interest of the protection of the environment and public health and safety. 为促进流域的司法保护,我国一些地方法院成立了专门的流域环境法庭。但从流域环境法庭和流域环境巡回法庭的实践情况来看,还不能满足流域整体性保护的需要,也不能适应流域法的发展需求。我国流域司法机制建设,宜从流域环境法庭逐渐转到流域环境法院。流域环境法院的建立在我国环境司法专门化进程中具有必要性和可行性。按照流域法的保护理念和环境司法专门化的要求,流域环境法院的建设首先要合理设置审判机构,其次要科学设计程序制度,为流域生态环境保护提供强有力的司法保障。  相似文献

One of the most significant junctures in natural resource planning and management in recent years has been the emergence of community-based natural resource management (CBNRM). The central focus of CBNRM is the environment, of course. However, it explicitly considers the local economy and community as well. It is a highly participatory approach to local, place-based projects, programs and policies aimed simultaneously at environmental and community health. This paper is an attempt to shed light on what happens in the local economy and community as a result of pursuing a CBNRM strategy. Oregon has been in the vanguard in putting CBNRM into operation. A key example is the state's experience with local watershed councils and the state agency that supports them, the Oregon Watershed Enhancement Board (OWEB). Drawing from a larger study of Oregon's watershed councils, we ask and answer the questions: ‘What direct contribution do watershed councils make to the local economies of Oregon?’; ‘Do watershed councils contribute to ‘civic engagement’ in Oregon?’ and ‘Do they enhance individuals' and communities’ capacity to engage in public issues beyond watershed council activities?’  相似文献

ABSTRACT: Many urban and suburban communities in the Midwest are seeking to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are capable of supporting healthy, biologically diverse aquatic ecosystems — a process known as stream naturalization. This paper describes an integrated research program that seeks to develop a scientific and technological framework to support two stream naturalization projects near Chicago, Illinois. The research program integrates theory and methods in fluvial geomorphology, aquatic ecology, hydraulic engineering and social theory. Both the conceptual and the practical challenges of that integration are discussed. Scientific and technical support emphasize the development of predictive tools to evaluate the performance of possible naturalization designs at scales most appropriate to community based projects. Social analysis focuses on place based evaluations of how communities formulate an environmental vision and then, through decision making, translate this vision into specific stream naturalization strategies. Integration of scientific and technical with social components occurs in the context of community based decision making as the predictive tools are employed by project scientists to help local communities translate their environmental visions into concrete environmental designs. Social analysis of this decision making process reveals how the interplay between the community's vision of what they want the watershed to become, and the scientific perspective on what the watershed can become to achieve the community's environmental goals, leads to the implementation of specific stream naturalization practices.  相似文献

The purpose of this study was to determine what role lakeshore homeowner associations might play in environmental management. Lakeshore homeowner associations are formally organized groups of individuals owning property on or in the vicinity of a lake. Lakeshore homeowner associations in the Adirondack Park region of New York State were investigated by both a questionnaire mailed to all presidents and an informal field survey of some permanent lakeshore residents. The study showed that many of these organizations have become highly involved in an array of environmental management activities during their relatively long history. These activities include monitoring septic tank seepage, regulating the use of motorboats, restricting shoreline development, and assisting state and local planning agencies in detecting zoning violations. Some lakeshore homeowner associations are not highly involved in activities designed to maintain or improve quality of the lake environment. These associations are concerned instead primarily with organizing social events and performing other miscellaneous activities, such as access road maintenance. These associations, however, report lower overall water quality in their lakes than those associations with a high degree of involvement in environmental management. The study uncovered two important factors that tend to undermine the ability of lakeshore homeowner associations to undertake environmental management activities. One is the extent of cooperation that can be expected from nonmember residents of the lakeshore, such as seasonal vacationers. The second is an environmental problem that does not originate locally and therefore cannot be controlled by a local organization. Acid precipitation, rated by association presidents as their foremost water quality concern, is one such problem in the Adirondack Park Region.  相似文献

We present conceptual and quantitative models that predict changes in fertilizer‐derived nitrogen delivery from rowcrop landscapes caused by agricultural conservation efforts implemented to reduce nutrient inputs and transport and increase nutrient retention in the landscape. To evaluate the relative importance of changes in the sources, transport, and sinks of fertilizer‐derived nitrogen across a region, we use the spatially explicit SPAtially Referenced Regression On Watershed attributes watershed model to map the distribution, at the small watershed scale within the Upper Mississippi‐Ohio River Basin (UMORB), of: (1) fertilizer inputs; (2) nutrient attenuation during delivery of those inputs to the UMORB outlet; and (3) nitrogen export from the UMORB outlet. Comparing these spatial distributions suggests that the amount of fertilizer input and degree of nutrient attenuation are both important in determining the extent of nitrogen export. From a management perspective, this means that agricultural conservation efforts to reduce nitrogen export would benefit by: (1) expanding their focus to include activities that restore and enhance nutrient processing in these highly altered landscapes; and (2) targeting specific types of best management practices to watersheds where they will be most valuable. Doing so successfully may result in a shift in current approaches to conservation planning, outreach, and funding.  相似文献

Curbside recycling is a tool that communities use to reduce the need for landfill space. This study provides contingent valuation estimates of household willingness to pay (WTP) to continue a curbside recycling program in the face of budget cuts. Comparisons of two forms of the contingent valuation method (CVM) are provided: a single bounded referendum and a payment card. Neither approach emerges as unambiguously superior. Response rates were virtually identical. Both approaches show that support for curbside recycling is highly sensitive to price. Regression results from the payment card provided a more thorough identification of socio-demographic variables associated with WTP than the referendum, but the explanatory power of the two regressions did not differ significantly. The referendum estimates of mean WTP exceed those from the payment card, although the disparities are less than those typically reported in the CVM literature. Local policy makers cited the CVM results as influencing their decisions regarding funding options for the future of the program, and seemed to appreciate the fact that the two approaches provided a fairly narrow range of estimates of WTP. In an era when more of the burden of financing of environmental programs is being shifted to the local level, use of CVM to estimate the WTP of consumers for highly disaggregated goods and services designed to achieve environmental improvement will likely become more relevant to local decision makers who are interested in understanding their constituents' views.  相似文献

One of the major changes in flash-flood mitigation in the past decade is the number of communities that have implemented warning systems. The authors conducted a survey of 18 early-warning systems in the United States developed by communities or regions to provide protection against flash floods or dam failures. Problems revealed by the study included the following: equipment malfunctions, inadequate maintenance funding, inconsistent levels of protection and expenditure, inconsistent levels of expectations and formalization, varying levels of local commitment to the systems, underemphasis on response capability, and a tendency to over-rely on warning systems. The study also revealed some unanticipated benefits experienced by the survey communities: the warning systems serve as valuable data collection tools, a great deal of interagency cooperation has been demonstrated, and warning systems offer increased alternatives to structural modification projects. The interjurisdictional nature of drainage basins, the evolving roles of the various federal agencies involved in flood mitigation, and the lack of governmental standards of operations for flood warning systems are issues that must be considered as communities make decisions regarding the adoption of warning systems. The record on these systems is too short for a precise assessment of how successful they are; however, results of the study indicate that if the goal of reducing loss of life and property from flooding is to be achieved, warning systems must be only one part of a comprehensive flood loss reduction program.  相似文献

This paper adds to the literature on skills for sustainable communities by examining the role and processes of learning in “communities of practice” that exist within a “grassroots association”. Interviews were conducted with participants in the communities of practice of a student group called Green Action, which engages with environmental issues in practical ways. The findings demonstrate how learning occurred in the communities of practice, how participants gained skills and knowledge for sustainable consumption, and how learning in the communities of practice appeared to help Green Action to sustain itself in the long-term. This paper could serve as a useful demonstration to others as to how to apply the theories and concepts from the literature on communities of practice when researching skills and knowledge for sustainable communities. It also has some value for grassroots associations themselves in understanding their own activities.  相似文献
