This article examines the diversity of food networks that fit within the alternative food system of the United States. While farmers’ markets, community supported agriculture schemes, and corporate organic food markets all fit within the alternative food system, they differ greatly in the conventions and beliefs that they represent. The alternative food system has divided into two movements: corporate, weak alternative food networks; and local, strong alternative food networks. The weak corporate version focuses on protecting the environment; however, it neglects issues concerning labor standards, animal welfare, rural communities, small-scale farmers, and human health. Local, strong alternative food networks not only assure environmental protection, but they also address the issues that weak alternatives neglect. Using three case studies from the Washington, D.C. metro area, the author explains that strong alternative food networks are better suited to create social and political change because they challenge the foundations of the conventional food system: standardized and generic products, price-based competition, consolidated power, and global scale. To affect true social and political change in the United States, the author recommends supporting strong alternative food networks by creating the requisite cultural and political space for them to succeed.  相似文献

This paper sets out a few results of research on waste prevention, recycling and disposal in The Netherlands. First, an outline is given of the actual waste disposal. Secondly, a projection is made of the different waste categories as a result of independent developments for the year 2000. Finally, a scenario is presented in which recent Dutch policy on the prevention and recycling of waste, as well as incineration, play important roles. The waste policy will be based on the long-term objective of sustainable development, as mentioned in the Brundtland Commission report. Results are given concerning space, costs and emissions.  相似文献

Regulatory bodies tend to treat people’s emotional responses towards foods as a nuisance for rational opinion-formation and decision-making. This position is thought to be supported by such evidence as: (1) people showing negative emotional responses to the idea of eating meat products from vaccinated livestock; and (2) people showing positive emotional responses to Magnum’s “7 sins” marketing campaign. Such cases are thought to support the idea that regulatory communication about foods should abstract from people’s emotional perceptions and that corporate marketing of foods should show restraint in capitalizing upon these weaknesses of the heart. This paper, on the contrary, argues that people’s emotional perceptions of foods represent valuable sources of knowledge. This argument is developed by making the dominant reception of people’s emotions intelligible by tracing its roots through the history of the Platonic paradigm. Although this paradigm has dominated the philosophical and psychological debate about emotions, the idea that emotions are sources of knowledge has recently gained force. This paper also traces the historical roots of the alternative Aristotelian paradigm. The cases of meat products from vaccinated livestock and Magnum’s 7 sins serve to illustrate this controversy. The paper concludes by showing that a neo-Platonic emphasis on the irrationality of emotions does not contribute to a fruitful discussion about implications of people’s perceptions for agricultural and food politics, whereas a neo-Aristotelian account of rational emotions could enable regulatory bodies to engage people in a fruitful process of opinion-formation and decision-making about food production and consumption. This paper provides an overview of the Western European natural gas market and discusses its future development. Price data are presented. Current utilization is evaluated and projection of future consumption of natural gas by market sectors is given. The factors effecting future demand for natural gas as well as those effecting price are evaluated. The author concludes that it is unlikely that natural gas reserves indigenous to Western Europe will be sufficient to meet future demands. Importation of natural gas from outside the area will be necessary. Potential natural gas exporters to Western Europe are identified. Cet article présente une vue d'ensemble du marché du gaz naturel de l'Europe occidentale et étudie ses possibilités de développement. II donne également des indications sur l'évolution des prix. De plus, il passe en revue son usage courant ainsi que les tendances de sa consommation future par marchés sectoriels. L'article étudie aussi les facteurs affectant la demande future de même que ceux affectant les prix. L'auteur conclut qu'il est peu probable que les réserves de gaz naturel domestique de l'Europe occidentale soient suffisantes pour répondre à la demande future. L'importation du gaz naturel apparaît donc comme une nécessité. Enfin, les exportateurs éventuels de gaz naturel à destination de l'Europe occidentale sont répertoriés. Este artículo presenta una visión general del mercado de gas natural en Europa Occidental y analiza su desarrollo futuro. Se presenta información sobre precios y se evalúa la utilización presente y proyección futura del consumo de gas natural por sectores. Se evalúa también los factores que afectan la demanda y precios futuros del gas. El autor concluye que es improbable que el gas natural de Europa Occidental sea suficiente para cubrir la demanda futura de gas. La importación de gas será por tanto necesaria. It is suggested that the Harm Principle can be viewedas the moral basis on which genetically modified (GM) food iscurrently regulated. In this article, the first of a series of viewpoint pieces in Natural Resources Forum , the president of a major transnational energy corporation analyses the pivotal role of the United States in determining world energy trends and argues that development of nuclear energy and coal will be necessary to meet demand as world oil supplies dwindle in the 1990's. In the United States, the lack of a clear-cut government policy coupled with opposition to nuclear energy hampers the development of alternate energy sources for the future. This situation is mirrored in other parts of the world. Unless assessments of the long lead times for solar and nuclear fusion as sources of energy are accepted soon as realistic and unless efforts to develop nuclear and coal are accelerated, the United States may face grave energy shortfalls in the medium term.  相似文献

Substantial equivalence (SE) has beenintroduced to assess novel foods, includinggenetically modified (GM) food, by means ofcomparison with traditional food. Besides anumber of objections concerning its scientificvalidity for risk assessment, the maindifficulty with SE is that it implies that foodcan be qualified on a purely substantial basis.SE embodies the assumption that only reductivescientific arguments are legitimate fordecision-making in public policy due to theemphasis on legal issues. However, the surge ofthe food debate clearly shows that thistechnocratic model is not accepted anymore.Food is more than physico-chemical substanceand encompasses values such as quality andethics. These values are legitimate in theirown right and require that new democraticprocesses are set up for transverse,transdisciplinary assessment in partnershipwith society. The notion of equivalence canprovide a reference scale in which to examinethe various legitimate factors involved:substance (SE), quality (QualitativeEquivalence: QE), and ethics (EthicalEquivalence: EE). QE requires that newqualitative methods of evaluation that are notbased on reductive principles are developed. EEcan provide a basis for the development of anEthical Assurance as a counterpart of QualityAssurance in the food sector. In France, asecond circle of expertise is being set up toaddress the social issues in food public policybeside classical risk assessment by the firstcircle of expertise. Since ethics is likely tobecome an organizing principle of the secondcircle, the equivalence ethical framework canprove instrumental in this context.  相似文献

Participatory approaches to environmental decision making and assessment continue to grow in academic and policy circles. Improving how we understand the structure of deliberative activities is especially important for addressing problems in natural resources, climate change, and food systems that have wicked dimensions, such as deep value disagreements, high degrees of uncertainty, catastrophic risks, and high costs associated with errors. Yet getting the structure right is not the only important task at hand. Indeed, participatory activities can break down and fail to achieve their specific goals when some of the deliberators lack what we will call participatory virtues. We will argue for the importance of future research on how environmental education can incorporate participatory virtues to equip future citizens with the virtues they will need to deliberate about wicked, environmental problems. What is the role of education for deliberative skills and virtues relative to other aspects of environmental education, such as facts and values education? How important is it relative to careful design of the deliberative process? What virtues really matter?  相似文献

The price of tin is at historically low levels and tin is in oversupply. Present production is largely from alluvial deposits worked mainly by small- and medium-sized producers. These producers, often undercaptilized and working deposits of declining grade, are faced with rising production costs. It is expected that many will cease production in the future. Interest is therefore beginning to focus on the viability of exploiting large hard-rock tin deposits amenable to low-cost bulk mining methods. Among the countries which appear to have very large reserves of hard-rock tin deposits is China, and it is anticipated that in the future China will be a major supplier of tin.  相似文献

Many people object to genetically engineerehd (GE) food because they believe that it is unnatural or that its creation amounts to playing God. These objections are often referred to as intrinsic objections, and they have been widely criticized in the agricultural bioethics literature as being unsound, incompatible with modern science, religious, inchoate, and based on emotion instead of reason. Many of their critics also argue that even if these objections did have some merit as ethicalobjections, their quasi-religious nature means that they are entirely irrelevant when interpreted aspolitical objections regarding what public policy ought to be. In this paper, we argue that this widespread view is false. Intrinsic objections have much more political import than has previously been recognized, and indeed the requirements of political liberalism and its associated idea of liberal neutrality, once properly understood, protect intrinsic objections from many of the most common objections. That is, policy-makers may not legitimately base public policy on grounds that are inconsistent with intrinsic objections, even when they believe those objections to be flawed in the ways mentioned above. This means that in the context of a political debate about GE food, the discussion should not center on the substantive merits of the intrinsic objections themselves but rather on the appropriate political norms for achieving democratically legitimate policy on issues that touch people’s deepest religious and moral beliefs.  相似文献
