Abstract:  Planning of marine protected areas (MPAs) is highlighted in the conservation literature but is not explored in much detail. Many researchers acknowledge the importance of involving the public in MPA planning, but there is limited guidance on how to do this in an effective manner. I present a framework for involving the public in planning of U.S. MPAs. Derived from empirically and theoretically based research on public participation in U.S. natural resource management, this framework is composed of factors that influence the success of participatory processes: active participant involvement, complete information exchange, fair decision making, efficient administration, and positive participant interactions. Processes incorporating these factors will produce decisions that are more likely to be supported by stakeholders, meet management objectives, and fulfill conservation goals. This framework contributes to the MPA social science literature and responds to calls in the conservation literature to increase the use of social science research to inform conservation decision making.  相似文献

Most people follow and are influenced by some kind of spiritual faith. We examined two ways in which religious faiths can in turn influence biodiversity conservation in protected areas. First, biodiversity conservation is influenced through the direct and often effective protection afforded to wild species in sacred natural sites and in seminatural habitats around religious buildings. Sacred natural sites are almost certainly the world's oldest form of habitat protection. Although some sacred natural sites exist inside official protected areas, many thousands more form a largely unrecognized "shadow" conservation network in many countries throughout the world, which can be more stringently protected than state-run reserves. Second, faiths have a profound impact on attitudes to protection of the natural world through their philosophy, teachings, investment choices, approaches to land they control, and religious-based management systems. We considered the interactions between faiths and protected areas with respect to all 11 mainstream faiths and to a number of local belief systems. The close links between faiths and habitat protection offer major conservation opportunities, but also pose challenges. Bringing a sacred natural site into a national protected-area system can increase protection for the site, but may compromise some of its spiritual values or even its conservation values. Most protected-area managers are not trained to manage natural sites for religious purposes, but many sacred natural sites are under threat from cultural changes and habitat degradation. Decisions about whether or not to make a sacred natural site an "official" protected area therefore need to be made on a case-by-case basis. Such sites can play an important role in conservation inside and outside official protected areas. More information about the conservation value of sacred lands is needed as is more informed experience in integrating these into wider conservation strategies. In addition, many protected-area staff need training in how to manage sensitive issues relating to faiths where important faith sites occur in protected areas.  相似文献

Abstract:  Moving from single-species- to ecosystem-based management requires an understanding of how community-level attributes such as diversity change with area. We used survey data from bottom trawls to examine spatial patterns of species richness in U.S. Pacific coastal fishes. Specifically, we generated and compared species–area relationships (SARs) for species classified into several groups on the basis of maximum body size, trophic level, diet, maximum depth, geographic affinity, and taxonomic order. Because SARs among groups were not parallel and z values varied significantly for several groups, groups of species were under- or overrepresented (depending on the size of the area) relative to their proportions in the entire community (i.e., entire U.S. Pacific coast). In this way, differences in SARs help demonstrate trade-offs between species representation and coastal area and suggest strategies (such as targeting the protection of habitats and locations where a particular species or groups of species are maximized) that may minimize the size of marine protected areas (MPAs) but protect diversity at the level of the community and functional group.  相似文献

Abstract: The establishment of marine protected areas is often viewed as a conflict between conservation and fishing. We considered consumptive and nonconsumptive interests of multiple stakeholders (i.e., fishers, scuba divers, conservationists, managers, scientists) in the systematic design of a network of marine protected areas along California's central coast in the context of the Marine Life Protection Act Initiative. With advice from managers, administrators, and scientists, a representative group of stakeholders defined biodiversity conservation and socioeconomic goals that accommodated social needs and conserved marine ecosystems, consistent with legal requirements. To satisfy biodiversity goals, we targeted 11 marine habitats across 5 depth zones, areas of high species diversity, and areas containing species of special status. We minimized adverse socioeconomic impacts by minimizing negative effects on fishers. We included fine‐scale fishing data from the recreational and commercial fishing sectors across 24 fisheries. Protected areas designed with consideration of commercial and recreational fisheries reduced potential impact to the fisheries approximately 21% more than protected areas designed without consideration of fishing effort and resulted in a small increase in the total area protected (approximately 3.4%). We incorporated confidential fishing data without revealing the identity of specific fisheries or individual fishing grounds. We sited a portion of the protected areas near land parks, marine laboratories, and scientific monitoring sites to address nonconsumptive socioeconomic goals. Our results show that a stakeholder‐driven design process can use systematic conservation‐planning methods to successfully produce options for network design that satisfy multiple conservation and socioeconomic objectives. Marine protected areas that incorporate multiple stakeholder interests without compromising biodiversity conservation goals are more likely to protect marine ecosystems.  相似文献

Abstract:  The Global Strategy of Plant Conservation states that at least 60% of threatened plant species should be within protected areas. This goal has been met in some regions with long traditions of plant protection. We used gap analysis to explore how particular groups of species of conservation interest, representing different types of natural or anthropogenic rarity, have been covered by protected areas on a national scale in Estonia during the last 100 years. Species-accumulation curves indicated that plant species that are naturally rare (restricted global or local distribution, always small populations, or very rare habitat requirements) needed almost twice as many protected areas to reach the 60% target as plant species that are rare owing to lack of suitable management (species depending on grassland management, moderate forest disturbances, extensive traditional agriculture, or species potentially threatened by collecting). Temporal analysis of the establishment of protected areas suggested that grouping plant species according to the predominant cause of rarity accurately reflected the history of conservation decision making. Species found in very rare habitats have previously received special conservation attention; species dependent on traditional extensive agriculture have been largely ignored until recently. Legislative initiative and new nature-protection schemes (e.g., Natura 2000, network of protected areas in the European Union) have had a positive influence on all species groups. Consequently, the species groups needing similar action for their conservation are sensitive indicators of the effectiveness of protected-area networks. Different species groups, however, may not be uniformly conserved within protected areas, and all species groups should fulfill the target of 60% coverage within protected areas.  相似文献

Abstract:  Fishing activities worldwide have dramatically affected marine fish stocks and ecosystems. Marine protected areas (MPAs) with no-take zones may enhance fisheries, but empirical evidence of this is scant. We conducted a 4-year survey of fish catches around and within an MPA that was previously fully closed to fishing and then partially reopened under regulated comanaged fishing. In collaboration with the fishers and the MPA authority, we set the fishing effort and selected the gear to limit fishing impact on key fish predators, juvenile fish stage, and benthic communities and habitats. Within an adaptive comanagement framework, fishers agreed to reduce fishing effort if symptoms of overfishing were detected. We analyzed the temporal trends of catch per unit of effort (CPUE) of the whole species assemblages and CPUE of the four most valuable and frequent species observed inside the opened buffer zone and outside the MPA investigated. After the comanaged opening, CPUE first declined and then stabilized at levels more than twice that of catches obtained outside the MPA. Our results suggest that working closely with fishers can result in greater fisheries catches. Partial protection of coastal areas together with adaptive comanagement involving fishers, scientists, and managers can effectively achieve conservation and fishery management goals and benefit fishing communities and alleviate overfishing.  相似文献

Abstract:  Global goals established by the Convention on Biological Diversity stipulate that 10% of the world's ecological regions must be effectively conserved by 2010. To meet that goal for the mediterranean biome, at least 5% more land must be formally protected over the next few years. Although global assessments identify the mediterranean biome as a priority, without biologically meaningful analysis units, finer-resolution data, and corresponding prioritization analysis, future conservation investments could lead to more area being protected without increasing the representation of unique mediterranean ecosystems. We used standardized analysis units and six potential natural vegetation types stratified by 3 elevation zones in a global gap analysis that systematically explored conservation priorities across the mediterranean biome. The highest levels of protection were in Australia, South Africa, and California-Baja California (from 9–11%), and the lowest levels of protection were in Chile and the mediterranean Basin (<1%). Protection was skewed to montane elevations in three out of five regions. Across the biome only one of the six vegetation types—mediterranean shrubland—exceeded 10% protection. The remaining vegetation types—grassland, scrub, succulent dominated, woodland, and forest—each had <3% protection. To guard against biases in future protection efforts and ensure the protection of species characteristic of the mediterranean biome, we identified biodiversity assemblages with <10% protection and subject to >30% conversion and suggest that these assemblages be elevated to high-priority status in future conservation efforts.  相似文献

Abstract:  Despite wide agreement that strictly protected areas (World Conservation Union categories I–III) are the best strategy for conserving biodiversity, they are limited in extent and exclude many species of key conservation importance. In contrast, multiple-use management areas (categories IV–VI), comprising >60% of the world's protected-area network, are often considered of little value to biodiversity conservation, particularly in Africa, where they typically contain few charismatic large mammals. We sampled small mammals, amphibians, birds, butterflies, and trees at 41 sites along a four-step gradient of increasing human activity and decreasing conservation protection, from a well-protected Tanzanian national park to nonintensive agricultural land. Although preliminary, our results indicate that species richness of these five taxa did not decline along this gradient, but different management areas, occupying areas of largely similar habitat, hosted distinct communities of each taxon. Differences in species composition in the absence of manifest differences in species richness highlight the importance of developing landscape-scale conservation strategies and the danger of using either a limited suite of indicator taxa or umbrella species as surrogates for biodiversity. Although strictly protected areas perform a unique and vital conservation service in East Africa by protecting large mammals, areas that allow varied resource extraction activities still possess vital and complementary conservation value.  相似文献

Abstract:  For 10 years I monitored the population density of threatened medicinal plant species in seven protected areas in the Indian Himalayas. I also documented the indigenous uses of threatened medicinal plants through interviews with 138 herbal healers (83 Tibetan healers and 55 Ayurvedic healers) residing in the buffer zone villages of these protected areas. To assess the population status of threatened medicinal plant species, I sampled the 10 major habitat types in the protected areas. In all, I found 60 threatened medicinal plant species during the study period, of which 54 species occurred in the sampling plots. Twenty-two percent of threatened medicinal plant species were critically endangered, 16% were endangered, and 27% were vulnerable. Thirty-two threatened medicinal plant species were endemic to the Himalayan region. The density of threatened medicinal plant species varied with protected areas. The Valley of Flowers protected area had the highest number of threatened medicinal plant species. The "moist" habitat type was richest in these species among all 10 habitat types sampled. Arnebia euchroma (Royle ex Benth.) Johnston and Ephedra gerardiana Wall. ex Stapf. were the most common threatened medicinal plant species. The indigenous groups of healers used these threatened species in curing about 45 different ailments. Based on my findings, I believe that to ensure the long-term sustainability of threatened medicinal plants, medicinal-plant conservation areas should be established.  相似文献

Abstract:  We compared and integrated marine protected areas proposed through community and scientific assessments in 2 regions of British Columbia, Canada. The community priorities were identified during individual and group interviews with knowledgeable resource users. The scientific priorities were developed with abiotic and biotic data in Marxan, a decision-support tool. The resulting maps of community-based and science-based priorities were very similar for the inshore areas, which lent credibility to both approaches. The resource users thought the science-based maps were fairly good at highlighting areas important for conservation, but preferred the scenarios that integrated the 2 maps to either constituent map. Incorporating spatial variation in human impacts on the marine areas and commercial fishing, which are both costs of protection, into our Marxan analyses led to scenarios that were different from either constituent map. Our results show the value of integrating community-based and science-based approaches in conservation planning to achieve community acceptance and conservation utility. They also reveal that people's assessments on the basis of their traditional ecological knowledge may serve as a reasonable proxy for scientific approaches in selecting areas of ecological value.  相似文献

Abstract:  Much has been written in recent years regarding whether and to what extent scientists should engage in the policy process, and the focus has been primarily on the issue of advocacy. Despite extensive theoretical discussions, little has been done to study attitudes toward and consequences of such advocacy in particular cases. We assessed attitudes toward science and policy advocacy in the case of marine protected areas (MPAs) on the basis of a survey of delegates at the First International Marine Protected Areas Congress. Delegates were all members of the international marine conservation community and represented academic, government, and nongovernmental organizations. A majority of respondents believed science is objective but only a minority believed that values can be eliminated from science. Respondents showed only partial support of positivist principles of science. Almost all respondents supported scientists being integrated into MPA policy making, whereas half of the respondents agreed that scientists should actively advocate for particular MPA policies. Scientists with a positivist view of science supported a minimal role for scientists in policy, whereas government staff with positivist beliefs supported an advocacy or decision-making role for scientists. Policy-making processes for MPAs need to account for these divergent attitudes toward science and advocacy if science-driven and participatory approaches are to be reconciled.  相似文献

Previous studies have found that mean-residential-radon (Rn) levels for U.S. counties are negatively associated with age-adjusted county rates of lung-cancer mortality (LCM), after adjustments for potentially confounding factors. Those results may be due to (a) confounding unaddressable by any county-level (ecological) study design, or (b) county-level factors such as Rn/smoking or age/radon correlations or exposure misclassifications from the use of disparate data sources. Possibilities (b) were addressed by comparing age-specific LCM rates for white women in 2821 U.S. counties who died in 1950–54 at age 40+ (11% of whom ever smoked), or at age 60+ (% of whom ever smoked), to county Rn levels newly estimated from U.S. Rn, climatic and geological-survey data. Significant negative LCM v Rn trends were found for both age groups, after adjusting for age and subsets of 21 county-level socioeconomic, climatic and other factors. Negative trends were largest for counties with 100 Bq m–3 Rn (p 0.00087; 420 analyses). Adjusted relative risk (RRadj) for LCM was significantly elevated (1 < [95% conf. limits on RRadj] 1.46) in 43 of 210 analyses comparing LCM rates in counties with > 150 Bq m–3 v 65–100 Bq m–3 Rn, most involving adjustment for climate- and education-related factors likely to have influenced exposure to indoor air contaminants such as Rn and cigarette smoke. Though inconclusive due to potential ecological-fallacy-related confounding that could not be controlled, results from this ecological study are most consistent with a U-shaped dose-response relationship between 1950–54 LCM risk and U.S. residential radon in white women who predominantly never smoked.  相似文献

Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets.  相似文献

Abstract: Marine protected areas (MPAs), including no‐take marine reserves (MRs), play an important role in the conservation of marine biodiversity. We document the status of MPAs and MRs in Latin America and the Caribbean, where little has been reported on the scope of such protection. Our survey of protected area databases, published and unpublished literature, and Internet searches yielded information from 30 countries and 12 overseas territories. At present more than 700 MPAs have been established, covering more than 300,000 km2 or 1.5% of the coastal and shelf waters. We report on the status of 3 categories of protection: MPAs (limited take throughout the area), MRs (no‐take throughout the area), and mixed‐use (a limited‐take MPA that contains an MR). The majority of protected areas in Latin America and the Caribbean are MPAs, which allow some or extensive extractive activities throughout the designated area. These 571 sites cover 51,505 km2 or 0.3% of coastal and shelf waters. There are 98 MRs covering 16,862 km2 or 0.1% of the coastal and shelf waters. Mixed‐use MPAs are the fewest in number (87), but cover the largest area (236,853 km2, 1.2%). Across Latin America and the Caribbean, many biogeographic provinces are underrepresented in these protected areas. Large coastal regions remain unprotected, in particular, the southern Pacific and southern Atlantic coasts of South America. Our analysis reveals multiple opportunities to strengthen marine conservation in Latin America and the Caribbean by improving implementation, management, and enforcement of existing MPAs; adding new MPAs and MRs strategically to enhance connectivity and sustainability of existing protection; and establishing new networks of MPAs and MRs or combinations thereof to enhance protection where little currently exists.  相似文献

The global extent of macroalgal forests is declining, greatly affecting marine biodiversity at broad scales through the effects macroalgae have on ecosystem processes, habitat provision, and food web support. Networks of marine protected areas comprise one potential tool that may safeguard gene flow among macroalgal populations in the face of increasing population fragmentation caused by pollution, habitat modification, climate change, algal harvesting, trophic cascades, and other anthropogenic stressors. Optimal design of protected area networks requires knowledge of effective dispersal distances for a range of macroalgae. We conducted a global meta‐analysis based on data in the published literature to determine the generality of relation between genetic differentiation and geographic distance among macroalgal populations. We also examined whether spatial genetic variation differed significantly with respect to higher taxon, life history, and habitat characteristics. We found clear evidence of population isolation by distance across a multitude of macroalgal species. Genetic and geographic distance were positively correlated across 49 studies; a modal distance of 50–100 km maintained FST < 0.2. This relation was consistent for all algal divisions, life cycles, habitats, and molecular marker classes investigated. Incorporating knowledge of the spatial scales of gene flow into the design of marine protected area networks will help moderate anthropogenic increases in population isolation and inbreeding and contribute to the resilience of macroalgal forests. 讨论了对保护地进行管理分类和功能分区的必要性,提出了新的保护地管理分类方法(由IUCN制定的6类简化为4类:严格保护类、栖息地/物种管理类、自然公园类和多用途类)和功能分区方法(由人与生物圈保护区体系的三区法修改为5+1区:封闭区、控制区、旅游区、资源利用区、高强度使用区和外围缓冲区),并创新性地将管理类别和功能分区结合在一起运用,针对不同管理类别的保护地以及不同的分区,就可以制定具体的管理目标,并实施不同的管理方法,因此能够为具有多种功能的保护地管理提供灵活的选择.这样的体系将允许人们建立起一套标准的管理要求,规范管理实践,并为监督提供评估标准.此外,还阐述了保护地管理类别体系和功能分区结合体系与IUCN的保护地管理类别体系的对比优势,并列出本体系将如何解决目前保护地管理中存在的一些主要问题.  相似文献
