The karst disturbance index (KDI) consists of 31 environmental indicators contained within the five broad categories: geomorphology, hydrology, atmosphere, biota, and cultural. The purpose of this research is to apply the KDI to two distinct karst areas, west Florida, USA, and Apulia, Italy. Through its application, the utility of the index can be validated and other important comparisons can be made, such as differences in the karst legislations implemented in each region and the effect of time exposure to human occupation to each karst terrain. Humans have intensively impacted the karst of southeast Italy for thousands of years compared to only decades in west-central Florida. However, west-central Florida's higher population density allows the region to reach disturbance levels comparable to those reached over a longer period in Apulia. Similarly, Italian karst is more diverse than the karst found in west-central Florida, creating an opportunity to test all the KDI indicators. Overall, major disturbances for southeast Italy karst include quarrying, stone clearing, and the dumping of refuse into caves, while west-central Florida suffers most from the infilling of sinkholes, soil compaction, changes in the water table, and vegetation removal. The application of the KDI allows a benchmark of disturbance to be established and later revisited to determine the changing state of human impact for a region. The highlighting of certain indicators that recorded high levels of disturbance also allows regional planners to allocate resources in a more refined manner.  相似文献

ABSTRACT: Protection of ecosystems as entities on the landscape has attracted a wide range of support. Ecosystem-based public policies are claimed to be more effective, efficient, and scientifically sound than other approaches to environmental and natural resource policy. The ecosystem concept was never intended to serve as a public policy guide or to determine landscape units for land management purposes. This paper critically examines the use of the ecosystem concept in public policy and land use management and analyzes the proposed rule to manage the National Forest System according to ecosystem management principles. The concept is found to be unsuitable as a basis for guiding environmental and natural resource public policies in general while the proposed rule to manage the national forests according to ecosystem management principles is shown to be incoherent.  相似文献

Adaptive management, an established method in natural resource and ecosystem management, has not been widely applied to landscape planning due to the lack of an operational method that addresses the role of uncertainty and standardized monitoring protocols and methods. A review of adaptive management literature and practices reveals several key concepts and principles for adaptive planning: (1) management actions are best understood and practiced as experiments; (2) several plans/experiments can be implemented simultaneously; (3) monitoring of management actions are key; and (4) adaptive management can be understood as ‘learning by doing’. The paper identifies various uncertainties in landscape planning as the major obstacles for the adoption of an adaptive approach. To address the uncertainty in landscape planning, an adaptive planning method is proposed where monitoring plays an integral role to reduce uncertainty. The proposed method is then applied to a conceptual test in water resource planning addressing abiotic-biotic-cultural resources. To operationalize adaptive planning, it is argued that professionals, stakeholders and researchers need to function in a genuinely transdisciplinary mode where all contribute to, and benefit from, decision making and the continuous generation of new knowledge.  相似文献

ABSTRACT: The impact on water quality by agricultural activity in karst terrain is an important consideration for resource management within the Appalachian Region. Karst areas comprise about 18 percent of the Region's land area. An estimated one-third of the Region's farms, cattle, and agricultural market value are on karst terrain. Nitrate concentrations were measured in cave streams draining two primary land management areas. The first area was pasture serving a beef cow-calf operation. The second area was a dairy. Nitrate-N concentrations were highest in cave streams draining the dairy and a cave stream draining an area of pasture where cattle congregate for shade and water. The dairy contributed about 60 to 70 percent of the nitrogen load increase in the study section of the cave system. It was concluded that agriculture was significantly affecting nitrate concentrations in the karst aquifer. Best management practices may be one way to protect the ground water resource.  相似文献

Wildfire, like many natural hazards, affects large landscapes with many landowners and the risk individual owners face depends on both individual and collective protective actions. In this study, we develop a spatially explicit game theoretic model to examine the strategic interaction between landowners’ hazard mitigation decisions on a landscape with public and private ownership. We find that in areas where ownership is mixed, the private landowner performs too little fuel treatment as they “free ride”—capture benefits without incurring the costs—on public protection, while areas with public land only are under-protected. Our central result is that this pattern of fuel treatment comes at a cost to society because public resources focus in areas with mixed ownership, where local residents capture the benefits, and are not available for publicly managed land areas that create benefits for society at large. We also find that policies that encourage public expenditures in areas with mixed ownership, such as the Healthy Forest Restoration Act of 2003 and public liability for private values, subsidize the residents who choose to locate in the high-risk areas at the cost of lost natural resource benefits for others.  相似文献

The purpose of this study was to compare fecal bacteria densities in karst groundwater impacted by two primary agricultural land uses in central Appalachia. Fecal bacteria densities were measured in cave streams draining two primary land management areas. The first area was pasture serving a beef cow-calf operation. The second area was a dairy. Neither area had best management practices in place for controlling animal wastes. Median fecal coliform and fecal streptococcus densities were highest in cave streams draining the dairy. Median fecal coliform densities in the dairy-impacted stream were greater than 4,000 CFU/100 ml and the median fecal coliform densities in the pasture-impacted streams were less than 10 CFU/100 ml. Median fecal streptococcus densities in the same streams were greater than 2,000 CFU/100 ml and 32 CFU/100 nil, respectively. A second dairy, with best management practices for control of animal and milkhouse waste, did not appear to be contributing significant amounts of fecal bacteria to the karst aquifer. It was concluded that agriculture was affecting bacterial densities in the karst aquifer. New management practices specifically designed to protect karst groundwater resources may be one way to protect the groundwater resource.  相似文献

To achieve the overall objective of restoring natural environment and sustainable resource usability, each forest management practice effect needs to be predicted using a simulation model. Previous simulation efforts were typically confined to public land. Comprehensive forest management practices entail incorporating interactions between public and private land. To make inclusion of private land into management planning feasible at the regional scale, this study uses a new method of combining Forest Inventory and Analysis (FIA) data with remotely sensed forest group data to retrieve detailed species composition and age information for the Missouri Ozark Highlands. Remote sensed forest group and land form data inferred from topography were integrated to produce distinct combinations (ecotypes). Forest types and size classes were assigned to ecotypes based on their proportions in the FIA data. Then tree species and tree age determined from FIA subplots stratified by forest type and size class were assigned to pixels for the entire study area. The resulting species composition map can improve simulation model performance in that it has spatially explicit and continuous information of dominant and associated species, and tree ages that are unavailable from either satellite imagery or forest inventory data. In addition, the resulting species map revealed that public land and private land in Ozark Highlands differ in species composition and stand size. Shortleaf pine is a co-dominant species in public land, whereas it becomes a minor species in private land. Public forest is older than private forest. Both public and private forests have deviated from historical forest condition in terms of species composition. Based on possible reasons causing the deviation discussed in this study, corresponding management avenues that can assist in restoring natural environment were recommended.  相似文献

The maintenance of valued landscapes often requires the active collaboration of local communities in their planning, management and sustainable development. This paper examines a variety of situations in which local stakeholders have actively participated in the protection and maintenance of ‘cultural’ landscapes. It reviews and interprets evidence on the ways in which central and local governments, non‐governmental organizations, interest groups and the wider public can collaborate in planning and managing cultural landscapes. Particular attention is given to: the role of stakeholders, participation by communities‐of‐interest and communities‐of‐place; the management of specific landscape features; and policy and funding frameworks. It is concluded that community‐based initiatives are unlikely to substitute for formal management of extensive protected areas, but that participatory approaches can be effective in more targeted situations.  相似文献

Caves can be difficult to navigate and often require physical modification to allow easy access for visitors. Single entrance caves double the access impact of each visitor. Visitors in tourist caves have direct physical effects such as the introduction of concrete and steel structures; transport of mud, dust, and nutrients; installation of lights and the exhalation of water vapour and carbon dioxide into the air. Indirect physical effects include alteration of the microclimate, both through physical modifications that change the ventilation regime and through the presence of visitors leading to changes in temperature, humidity and CO2 within the cave environment. Anthropomorphic changes to cave physical environments to aid access or to reduce backtracking can have adverse effects on the internal microclimate of cave systems with subsequent changes to the cave environment affecting the quality of decorations and cave art and the diversity of cave fauna. Although often stated that caves operate at or near a constant temperature, closer examination indicates that cave temperatures are neither static nor constant. The degree of variation depends largely on the structure and physical characteristics of the cave. Air temperature and humidity gradients between the inside and outside cave environment can result in air density differences, which create airflow, which will in turn affect the cave microclimate. As part of the development of a management framework for King Solomons Cave, Tasmania, a study of the microclimate was carried out on behalf of Tasmanian Parks and Wildlife Service. Analysis of the variables showed significant differences in air temperature within each site and between sites. These differences range from 4 degrees C variation at one site to 0 degrees C at another site. The data were used to model potential airflow between the cave and the external environment. Results indicate that part of the cave is dominated by airflow between the chimney and the cave entrance leading to microclimatic fluctuations, while stable climatic conditions occur at the end of the cave. Future management strategies that propose a passage from the chamber to the surface via the current end zone would create a potential for airflow induced microclimatic change, leading to a change in both the temperature and moisture regimes, necessitating the construction of an airtight double door system.  相似文献

The development of ecologically sound water allocation strategies that account for the needs of riverine ecosystems is a pressing issue, especially in semiarid river basins. In the Aral Sea Basin, a search for strategies to mitigate ecological and socioeconomic deterioration has been in process since the early 1990s. The Geographic Information System–based simulation tool TUGAI has been developed to support the policy determination process by providing a simple, problem-oriented method to assess ecological effects of alternative water management strategies for the Amudarya River. It combines a multiobjective water allocation model with simple, spatially explicit statistical and rule-based models of landscape dynamics. Changes in environmental conditions are evaluated by a fuzzy habitat suitability index for Populus euphratica, which is the dominant species of the characteristic riverine Tugai forests. Water management scenarios can be developed by altering spatiotemporal water distribution in the delta area or the amount of water inflow into the delta. Outcomes of scenario analysis are qualitative comparisons of the ecological effects of different options for a time period of up to 28 years. The given approach utilizes different types of knowledge, from quantitative hydrological data to qualitative local expert knowledge. The main purpose of the tool is to integrate the knowledge in a comprehensive way to make it available for discussions on alternative policies in moderated workshops with stakeholders. In this article, the modules of the tool, their integration, and three hypothetical scenarios are presented. Based on the experience gained when developing the TUGAI tool, we propose that the general framework can be transferred to other areas where tradeoffs in water allocation between the environment and other water users are of major concern. The potential for a simulation tool to structure and inform a complex resource management situation by involving local experts and stakeholders in the development of possible future scenarios will become increasingly valuable for transparent and participatory resource management.  相似文献

Building trust between resource users and natural resource institutions is essential when creating conservation policies that rely on stakeholders to be effective. Trust can enable the public and agencies to engage in cooperative behaviors toward shared goals and address shared problems. Despite the increasing attention that trust has received recently in the environmental management literature, the influence that individual cognitive and behavioral factors may play in influencing levels of trust in resource management institutions, and their associated scientific assessments, remains unclear. This paper uses the case of fisheries management in the northeast to explore the relationships between an individual’s knowledge of the resource, perceptions of resource health, and participatory experience on levels of trust. Using survey data collected from 244 avid recreational anglers in the Northeast U.S., we test these relationships using structural equation modeling. Results indicate that participation in fisheries management is associated with increased trust across all aspects of fisheries management. In addition, higher ratings of resource health by anglers are associated with higher levels of trust of state and regional institutions, but not federal institutions or scientific methods.  相似文献

Local knowledge of the history and ecology of wetland ecosystems can be a valuable resource in wetland rehabilitation projects. This is especially the case when other historical ecological information is unavailable. As well as providing a source of historical information, time spent acquiring local knowledge can enhance public participation in environmental management and facilitate early conflict resolution between stakeholders and the community. This paper investigates the use of oral history as a tool to collate a history of the flooding, ecology and management of Kanyapella Basin, a 2581 ha wetland on the floodplain of the Murray and Goulburn Rivers, Australia. Interviews were held with nine local residents and 11 natural resource managers. Oral history proved an effective way to obtain information about changes in the frequency and distribution of flood events over the last 60 years. Observations of rare and threatened fauna, and comments regarding the success of past management were also recorded. Results from the oral history have been used to direct ecological research and develop alternative management options at Kanyapella Basin. In addition to its use in gathering ecological information, oral history also proved effective in enabling the values and concerns of local community and stakeholders to be articulated, increasing managers' understanding of the social context of the particular locality, which is fundamental to sound environmental decision-making.  相似文献

Water managers increasingly are faced with the challenge of building public or stakeholder support for resource management strategies. Building support requires raising stakeholder awareness of resource problems and understanding about the consequences of different policy options. One approach that can help managers communicate with stakeholders is system dynamics modeling. Used interactively in a public forum, a system dynamics model can be used to explain the resource system and illustrate the effects of strategies proposed by managers or suggested by forum participants. This article illustrates the process of building a strategic-level system dynamics model using the case of water management in Las Vegas, Nevada. The purpose of the model was to increase public understanding of the value of water conservation in Las Vegas. The effects of policies on water supply and demand in the system are not straightforward because of the structure of the system. Multiple feedback relationships lead to the somewhat counterintuitive result that reducing residential outdoor water use has a much greater effect on water demand than reducing indoor water use by the same amount. The model output shows this effect clearly. This paper describes the use of the model in research workshops and discusses the potential of this kind of interactive model to stimulate stakeholder interest in the structure of the system, engage participant interest more deeply, and build stakeholder understanding of the basis for management decisions.  相似文献

Florida’s coasts have been transformed over the past three decades as population growth and unprecedented demand for individual shore access to bays and estuaries led to the creation of residential canal developments. Thousands of miles of channels and basins were dredged as a by-product of this urbanization process. The navigable waterways that resulted are now being stressed by increasing boat traffic and canal-side activities. Recognizing their common goal to preserve the recreational and ecological value of southwest Florida waterways, the Florida Department of Environmental Protection, the four-county West Coast Inland Navigation District, and the University of Florida Sea Grant College Program signed a Memorandum of Agreement. The signatories agreed to develop a science-based Regional Waterway Management System (RWMS), which is a new approach to waterway planning and permitting based on carefully mapped channel depths, a census of actual boat populations, and the spatial extent of natural resources. The RWMS provides a comprehensive, regional overview of channel conditions and the geographic distribution and severity of existing impediments to safe navigation and resource protection. RWMS information and analyses result in regional-scale permitting to accommodate water-dependent uses while minimizing environmental impacts and reducing public expenditures. Compared with traditional approaches to waterway management, the science-based RWMS is relatively unbiased, objective, transparent, ecologically sound, and fiscally prudent.  相似文献

ABSTRACT: Florida water resources are among the most abundant in the United States, with Florida receiving the second‐highest mean annual rainfall of all states. However, water supply issues have troubled the state due to the highly variable spatial and temporal distributions of water supply and demand, and they are aggravated by the population's preference for settling in coastal regions where freshwater resources are scarce. Historically, the competing issues of water resource development and natural systems protection have placed water management agencies and local governments at odds. In 1997, the Florida Legislature enacted several major changes to Florida water law in an attempt to improve water resource planning and protection. This paper briefly reviews the history of water management in Florida with an emphasis on decisions culminating in the 1997 legislation, which requires the development of minimum flows and levels. Also examined is the impact of the 1997 law on water management. Efforts made to comply with legislative mandates are summarized; these include, to date, establishment of minimum flows and levels on 209 water bodies and budgeting in excess of $1.4 billion for water resource development projects.  相似文献

Traditional park and reserve selection techniques that rely exclusively on expert assessment can marginalize local knowledge and values in the review process. Using survey data from the Otways region of Victoria, Australia, we present a method that differentiates between public and private lands using locally perceived landscape values. The results are used to assess prospective national park expansion areas. Two data models of mapped landscape values—vector and raster—were analysed using discriminant analysis to classify and predict land status. Results indicate survey respondents hold more indirect and less tangible values for national parks and reserves, and more direct use values for private lands. There was moderate agreement between public and expert-derived national park boundaries. The mapping of local landscape values appears useful in planning and reviewing public land classifications, and when combined with biological assessments, can strengthen protected areas planning and management in Australia and elsewhere.  相似文献

ABSTRACT: There is increasing interest in using watershed councils to provide information to public natural resource managers, particularly in the western states. Watershed councils are composed of interested governmental and nongovernmental stakeholders that form to collaboratively manage water and other natural resources at the scale of a watershed. This research is the first step in a multi-step policy analysis designed to answer the question of whether watershed councils are an improvement over traditional methods of public involvement in natural resource management. This paper outlines why watershed councils form and discusses their structure and operation. There is considerable variability in terms of watershed councils' goals, their effectiveness, stakeholder composition, their involvement in the “real” decision-making process, types of participation that are allowed, leadership, financing, decision-making procedures, efficiency, and temporal scale. These structural components are presented as a framework that can be used by researchers to develop criteria to evaluate watershed councils.  相似文献
