Given the growing amount of attention shown to the social dimension of natural resources and mining governance, there is a need for more informed research-oriented approaches to studying social impacts. This article analyzes the features of Social Impact Assessment (SIA) studies from the academic research perspective and presents a framework for social impact research. By academic research, the article refers to studies on social impacts conducted purely for research purposes, not impact assessment processes.Research is always one aspect of the SIA process. At the same time, there is a lack of general methodological literature offering guidance on how assessing social impacts can contribute to social studies research. The guiding documents on SIA are largely intended for practical-level planning and management processes, which limits their applicability for academic purposes. The proposed framework draws both from traditional social science methods and existing scholarly and guiding literature on SIA. The research framework consists of four interlinked phases: 1) research preparations, 2) background studies (including proposed project, national and local context), 3) fieldwork, and 4) analysis. The framework is designed to direct attention to the relevant aspects of research methods, theory building, fieldwork implementation, and research choices for data analysis. Thus, the framework provides a flexible, but comprehensive, multi-level approach for examining social impacts, which can be adapted for a wide range of social-scientific mining research. The analysis and developed framework will help academic researchers better study the social impacts of mining and make better use of existing SIA studies in academic life.  相似文献

This article describes the role played by the Brazilian Audit Tribunal (Tribunal de Contas da União — TCU) in the external auditing of environmental management in Brazil, highlighting the findings of an operational audit conducted in 2007 of the federal environmental licensing process. Initially, it records the constitutional and legal framework of Brazilian environmental licensing, describing the powers and duties granted to federal, state and municipal institutions. In addition, it presents the responsibilities of the TCU in the environmental area, comparing these with those of other Supreme Audit Institutions (SAI) that are members of the International Organization of Supreme Audit Institutions (INTOSAI).It also describes the work carried out in the operational audit of the Brazilian environmental licensing process and its main conclusions and recommendations. Finally, it draws a parallel between the findings and recommendations made in Brazil with those of academic studies and audits conducted in other countries.  相似文献

This paper examines uncertainty research in Impact Assessment (IA) and the focus of attention of the IA scholarly literature. We do so by first exploring ‘outside’ the IA literature, identifying three main themes of uncertainty research, and then apply these themes to examine the focus of scholarly research on uncertainty ‘inside’ IA. Based on a search of the database Scopus, we identified 134 journal papers published between 1970 and 2013 that address uncertainty in IA, 75% of which were published since 2005. We found that 90% of IA research addressing uncertainty focused on uncertainty in the practice of IA, including uncertainty in impact predictions, models and managing environmental impacts. Notwithstanding early guidance on uncertainty treatment in IA from the 1980s, we found no common, underlying conceptual framework that was guiding research on uncertainty in IA practice. Considerably less attention, only 9% of papers, focused on uncertainty communication, disclosure and decision-making under uncertain conditions, the majority of which focused on the need to disclose uncertainties as opposed to providing guidance on how to do so and effectively use that information to inform decisions. Finally, research focused on theory building for explaining human behavior with respect to uncertainty avoidance constituted only 1% of the IA published literature. We suggest the need for further conceptual framework development for researchers focused on identifying and addressing uncertainty in IA practice; the need for guidance on how best to communicate uncertainties in practice, versus criticizing practitioners for not doing so; research that explores how best to interpret and use disclosures about uncertainty when making decisions about project approvals, and the implications of doing so; and academic theory building and exploring the utility of existing theories to better understand and explain uncertainty avoidance behavior in IA.  相似文献

The effectiveness of EIA for evaluating transport planning projects is increasingly being questioned by practitioners, institutions and scholars. The academic literature has traditionally focused more on solving content-related problems with EIA (i.e. the measurement of environmental effects) than on process-related issues (i.e. the role of EIA in the planning process and the interaction between key actors). Focusing only on technical improvements is not sufficient for rectifying the effectiveness problems of EIA. In order to address this knowledge gap, the paper explores how EIA is experienced in the Spanish planning context and offers in-depth insight into EIA process-related issues in the field of urban transport planning. From the multitude of involved actors, the research focuses on exploring the perceptions of the two main professional groups: EIA developers and transport planners. Through a web-based survey we assess the importance of process-related barriers to the effective use of EIA in urban transport planning. The effectiveness of Environmental Impact Assessment (EIA) in the transport field is increasingly being contested. Apart from technical issues (e.g., impacts measurements), the literature highlights process-related barriers as key obstacles to effective EIA implementation in transport projects (e.g., lack of collaborative work, transparency, etc.). Nevertheless, most academic efforts to date have focused on technical improvements, paying limited attention to the relevance of process-related barriers. To address this shortcoming, the paper aims to explore and compare how EIA is experienced and perceived by professionals in three South-European countries (Italy, Portugal, and Spain), providing additional insights into EIA process-related barriers in transport projects. The findings were obtained through an online survey of 294 professionals, representing two main stakeholder groups: environmental consultants and transport planners. The results reveal four main types of process problems shared in all three countries: (i) EIA timing, (ii) assessment of alternatives, (iii) monitoring system, and (iv) public participation. The highest divergences are seen in Spain, where 42% of identified process-related barriers are shared with the rest of countries, while Italian and Portuguese respondents agree in the perception of 68% of process-related barriers. The main differences between the barriers identified by transport planners and environmental consultants are related to their assessment of the need for more collaborative work between key actors. It is finally discussed the added value of this research to progress towards the homogenization of EIA processes across countries.  相似文献

The main goal of this research was soil-loss determination and comparison of the plot measurement results with simulation model (universal soil loss equation (USLE)) results in different land use and slope classes. The research took place in three different land-use types (Scotch pine forest, pasture land, and agricultural land) and in two different slope classes (15–20%, 35–40%). Within six measurement stations (for each land-use type and slope class-one station), totally 18 measurement plots have been constituted, and soil-loss amount measurements have been investigated during the research period (3 years along). USLE simulation model is used in these measurement plots for calculation the soil-loss amounts. The results pointed out that measured (in plots) and simulated (with USLE) soil-loss amounts differ significantly in each land-use type and slope class.  相似文献

In the last twenty years, both the increase in academic production and the expansion of professional involvement in Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) have evidenced growing scientific and business interest in risk and impact analysis. However, this growth has not brought with it parallel progress in addressing the main shortcomings of EIA/SIA, i.e. insufficient integration of environmental and social factors into development project analyses and, in cases where the social aspects are considered, technical-methodological failings in their analysis and assessment. It is clear that these weaknesses carry with them substantial threats to the sustainability (social, environmental and economic) of projects which impact on the environment, and consequently to the local contexts where they are carried out and to the delicate balance of the global ecosystem. This paper argues that, in a sociological context of complexity and dynamism, four conceptual elements should underpin approaches to socio-environmental risk and impact assessment in development projects: a theoretical base in actor–network theory; an ethical grounding in values which are internationally recognized (though not always fulfilled in practice); a (new) epistemological-scientific base; and a methodological foundation in social participation.  相似文献
