ABSTRACT. Characterizing ecological indicators such as water quality is necessary to effectively manage human-dominated systems such as the New Jersey Pinelands. Pinelands surface waters are naturally acidic and low in nutrients and other dissolved substances. Water quality for 14 Pinelands stream sites monitored by the U.S. Geological Survey was characterized in relation to land use. A gradient of increasing pH, specific conductance, and concentration of dissolved calcium, dissolved magnesium, total nitrite + nitrate-nitrogen, total ammonia-nitrogen, and total phosphorus was associated with a watershed disturbance gradient of increasing land use intensity and waste water flow. These two parallel gradients emphasized the significant effect that watershed disturbance can have on natural water chemistry in the Pinelands. The results of this study can be applied to planning and regulatory programs in the Pinelands.  相似文献

Many firms generate large amounts of carbon dioxide and other greenhouse gases when they burn fossil fuels in their production processes. In addition, production of raw materials and other inputs the firms procure for their operations also generates greenhouse gases indirectly. These direct and indirect greenhouse gas emissions occur in many sectors of our economies. In this paper, we first present sector-specific estimates for such greenhouse gas emissions. We then show that estimates for such sector-specific greenhouse gas emissions are often required for various types of corporate as well as public policy analyses in both domestic and international contexts. Measuring greenhouse gas emissions resulting from firms' multi-stage production processes in a multi-sector context is relevant for policies related to the Kyoto protocol, an international agreement to limit global greenhouse gas emissions. For example, since the protocol allows firms to engage in trading and offsetting of their greenhouse gas emissions across national borders, provided that emissions are correctly measured, the firms can take advantage of such trading schemes by placing their energy-intensive production facilities globally and strategically. We present several case studies which illustrate the importance of this and other aspects of greenhouse gas emissions in firms' environmental management. We also argue that our modeling and estimation methods based on input-output analyses are suitable for the types of research goals we have in this paper. Our methods are applied to data for Canada and Japan in a variety of environmental management circumstances.  相似文献

The Kyoto Protocol on global warming has provoked great controversy in part because it calls for heavier burdens on wealthy countries than on developing countries in the effort to control climate change. The U.S. Senate voted unanimously to oppose any agreement that does not require emissions reductions in low-income countries. The ethics of this position are examined in this paper which shows that there are good moral reasons for supporting the provisions of the Kyoto Protocol. Such a conclusion follows easily from considerations of distributive justice but can also be supported by more narrowly self-interested arguments. Insight into future land use and effective ways to control land-use change is crucial to addressing environmental change. A variety of growth-control policies have been adopted by municipal and regional governments within the United States to try to minimize the ecological impact of continued urbanization, but it is often unclear if those policies can meet the stated ecological goals. Land-use-change models provide a way to generate predictions of future change, while exploring the impact of different land-use policies before irreversible transformations occur. In this article, an approach to modeling land-use policies that focuses on their ecological consequences is described. The policy simulation approach was used to predict future land use in the Barnegat Bay and Mullica River watersheds, in southeastern New Jersey, USA. Four commonly used policies were considered: down-zoning, cluster development, wetlands/water buffers, and open space protection. The results of the analysis suggest that none of the policies modeled were able to alter future land-use patterns, raising questions about the effectiveness of commonly adopted land-use policies. However, the policy modeling approach used in this study proved to be a useful way to determine if adoption of a given policy could improve the likelihood of meeting ecological goals.  相似文献

ABSTRACT: Land use planning in rapidly developing areas can serve as an effective tool for minimizing water quality impacts on ground water supplies. A land use management model applied to Jackson Township of the New Jersey Pine Barrens was developed. The management model consisted of a simulation model for the transport of nitrates from septic tank systems through the aquifer and a multiobjective, goal programming optimization model to determine population density restrictions using 208 areawide planning population projections. Results showed that growth may have to be curtailed in several areas of Jackson Township and that current population projections over the next 30 years may result in unacceptably high nitrate concentrations downgradient of Jackson Township. The management framework provides a flexible approach to land use planning.  相似文献

•The total amount of carbon held by vegetation in Great Britain is estimated to be 114 Mtonnes. •Woodlands and forests hold 80% of the G.B. total although they occupy only about 11% of the rural land area. Broadleaf species hold about 50% of the carbon in woodlands and forests. •A map of carbon in the vegetation of Great Britain at 1 km×1 km resolution based on land cover identified in the I.T.E. Land Cover Map is presented. The predominant location of vegetation carbon is the broadleaved woodlands of southern England. •The amount of carbon in the soils of Great Britain is estimated to be 9838 Mt (6948 Mt in Scotland and 2890 Mt in England and Wales). •In Scotland, most soil carbon is in blanket peats, whereas most soil carbon is in stagnogley soils in England and Wales. •The carbon content of the soils of Great Britain is mapped at 1 km×1 km resolution. Scottish peat soils have the greatest density of carbon and in total contain 4523 Mt of carbon, 46% of the G.B. total.  相似文献

Current US regulatory air quality monitoring networks measure ambient levels of pollutants and cannot capture the effects of mobile sources at the micro-scale. Despite the fact that overall air quality has been getting better, more vulnerable populations (children, the elderly, minorities and the poor) continue to suffer from traffic-related air pollution. As development intensifies in urban areas, more people are exposed to road-related air pollution. However, the only consideration given to air quality, if any, is based on ambient measures. This paper uses an inexpensive, portable Particle Soot Absorption Photometer (PSAP) to measure Black Carbon (BC) emissions, a surrogate for diesel fuels emissions, in Seattle's International District. With the aid of a GPS receiver, street-level BC data were geocoded in real space-time. It was found that pollution levels differed substantially across the study area. The results show the need for street-level air pollution monitoring, revisions in current land use and transportation policies, and air quality planning practice.  相似文献
