During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterising the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at the farm level; (2) the coordination of land managers’ actions at the landscape level; and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that until now the CAP has mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives (scale 2)). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This paper provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture.  相似文献

This paper addresses questions of affective responses of residents of rural Arizona to changes in proximate community and riparian landscapes and the congruence of their perceptions of change with physical measures of change in those landscapes. Based on findings and concepts from previous studies, perceptions of change were assessed using a mail survey. Physical measures of land use and vegetation change were obtained from aerial photography for two points in time spanning approximately 13 years and were analyzed using a geographic information system. Significant differences were found in perceptions of change in the community and riparian landscapes. In contrast with previous findings, a majority of respondents found the changes as either improving or having no effect on landscape quality. Those who were more frequent users of the riparian landscape tended to be more aware of changes in it. The findings also suggest challenges for planners and resource managers working in rural areas adjacent to riparian landscapes.  相似文献

In Scotland, land use planning decisions have been aided by a series of National Planning Guidelines published over a period of nearly 20 years. The Guidelines represent a distinctive contribution to planning practice and have enabled the Scottish Office to inform local authorities of governmental policy on key land use issues. The Guidelines have been accompanied by Land Use Summary Sheets, providing assessments of specific land resources, and Circulars setting down ministerial policy. These instruments have attracted considerable interest outwith Scotland and their future development is also of wider significance. Current proposals seek to change these arrangements and, in particular, to replace the Guidelines with National Planning Policy Guidelines. The effects of the proposed changes are reviewed and discussed.  相似文献

Landscape changes over a period of 25 years were assessed for a catchment basin in Normandy, France. Landscape attributes, i.e. land use, land cover and natural habitat, were obtained from aerial photographs (1964, 1989) and soil maps, to define a landscape typology. Data were aggregated on a 500 m×500 m grid system and treated by multivariate analysis. Results of these analysis show that this rural landscape has undergone changes in landcover (mainly grassland receding to crop) as well as changes in spatial structure (mainly increase of plot size and uniformisation). These changes were related to a typology of farms (realised by multivariate analysis of a field survey on the 38 registered farms of the site). Results suggest that (i) farms with a narrow range of production, i.e. specialised farms, are located on a narrow range of environmental conditions and are associated with stable landscapes, while (ii) farms with a broader range of production (i.e. polyculture) are distributed more widely throughout the landscape, and are mostly associated with the landscape changes.  相似文献

In this paper, we investigate whether people's knowledge of the past influences their preferences and values towards future landscape change. "Knowledge of the past" is one aspect of the information set held by individuals, and a well-established finding in economics is that changes in information can change preferences and values. The particular aspects of knowledge of the past we work with here are: (i) awareness of past landuse, as represented by woodland cover and (ii) awareness of differing and sometimes contradictory literary impressions of this past landscape. The case studies used here relate to prospective changes in woodland cover in two UK national parks, the Lake District and the Trossachs. We find that people who are made aware that the landscape has changed over time, or that perceptions of the landscape have changed over time, are more likely to favour changes to the current landscape (are less likely to favour the status quo). Knowledge of the past therefore seems to have an impact on preferences for future landscapes. We also investigate the impacts on preferences of how "special", how "wild" and how "worked in" people perceive the landscapes of these two national parks to be.  相似文献

Rural landscapes are highly dynamic and their change impacts on a number of ecological processes such as the dynamics of biodiversity. Although a substantial amount of research has focused on quantifying these changes and their impact on biodiversity, most studies have focused on single dimensions of land use change. This lack of integration in land use change studies can be explained by the fact that data on the spatial, temporal, and ecological dimensions of land use are seldom available for the same geographical location. In this paper, the benefits of taking into account these three dimensions are illustrated with results derived from the Great Britain Countryside Surveys (CS), a large-scale monitoring programme designed to assess change in the extent and ecological condition of British habitats. The overview of CS results presented in this paper shows that (1) changes in land use composition will translate into a variety of spatial patterns; (2) the temporal stability of land use is often lower than can be expected; and (3) there can be large-scale shifts in the ecological condition of the land use types that form our rural landscapes. The benefits of integrated rural landscape studies are discussed in the context of other national monitoring programmes.  相似文献

The Scottish Government is committed to carbon reduction targets which are the most ambitious across the devolved administrations of the UK. Whilst Scotland operates within broader international and UK policy contexts, it has developed particular programmes and approaches to engage communities in the transition towards low-carbon futures. Rural areas have a role in the transition to a low-carbon Scotland; however, beyond land use and agriculture contributions, little research has explored the “rural” dimension of “low-carbon” transitions. The paper presents a policy and literature review relating to the low-carbon agenda in Scotland. It reflects on Scottish low-carbon policy and governance, the positioning of “rural communities” within this, and the opportunities and challenges this might present. Based on this, we develop an understanding of how rural communities may contribute to a low-carbon Scotland and identify a future research agenda to explore in more detail the nature and relative effectiveness of diverse governance structures to support this.  相似文献

Environmental threats and progressive degradation of natural resources are considered critical impediments to sustainable development. This paper reports on a participatory impact assessment of alternative soil and water conservation (SWC) scenarios in the Oum Zessar watershed, Tunisia. The first objective was to assess the impact of three SWC scenarios on key social, economic and environmental land use functions. The second objective was to test and evaluate the applicability of the 'Framework for Participatory Impact Assessment (FoPIA)' for assessing scenario impacts in the context of a developing country, in this case Tunisia. The assessed scenarios included: the originally planned SWC policy implementation at 85 % coverage of arable land of the watershed, the current implementation (70 %), and a hypothetical expansion of SWC measures to the entire watershed (100 %). Our results suggest that implementation of the SWC policy at 100 % coverage of arable land achieves the maximum socioeconomic benefit. However, if stakeholders' preferences regarding land use functions are taken into account, and considering the fact that the implementation of SWC measures also implies some negative changes to traditional landscapes and the natural system, SWC implementation at 85 % coverage of arable land might be preferable. The FoPIA approved to be a useful tool for conducting a holistic sustainability impact assessment of SWC scenarios and for studying the most intriguing sustainability problems while providing possible recommendations towards sustainable development. We conclude that participatory impact assessment contributes to an enhanced regional understanding of key linkages between policy effects and sustainable development, which provides the foundation for improved policy decision making.  相似文献

Industrialized agriculture currently substitutes many of the ecological functions of soil micro-organisms, macroinvertebrates, wild plants, and vertebrate animals with high cost inputs of pesticides and fertilizers. Enhanced biological diversity potentially offers agricultural producers a means of reducing the cost of their production. Conservation of biodiversity in agricultural landscapes may be greatly enhanced by the adoption of certain crop management practices, such as reduced pesticide usage or measures to prevent soil erosion. Still, the vast monocultures comprising the crop area in many Canadian agricultural landscapes are often of limited conservation value, thus the inclusion of appropriate wildlife habitat in and around arable lands is a fundamental prerequisite for the integration of wild species within agricultural landscapes. This review of current literature considers the potential for non-crop areas within agricultural landscapes to be reservoirs of agronomically beneficial organisms including plants, invertebrates, and vertebrate species. Non-crop habitats adjacent to crop land have been identified as significant for the maintenance of plant species diversity, for the conservation of beneficial pollinating and predatory insects, and as essential habitat for birds. A key component for enhancement of biodiversity is the reintroduction of landscape heterogeneity by (1) protection and enhancement of key non-crop areas, (2) smaller fields and farms, and (3) a greater mixture of crops, through rotation, intercropping and regional diversification. The benefits of increased biodiversity within arable lands are reviewed for various species groups. In the Canadian context, any serious attempt to derive significant agronomic benefit from increased biodiversity will require considerable changes in the agricultural programs and policies which shape mainstream industrialized agriculture. The problems of crop depredation by vertebrate species, weed and insect competition, which still represent significant impediments to the creation and proper management of wildlife habitat, are also discussed.  相似文献

Recent concerns surrounding the growth of mobility and associated increases in journey length and number of motorised journeys for an increasingly diverse pattern of trips have placed demands on the planning system in terms of the need to consider the land use-transport interaction. This paper first provides a review of relevant national planning policy in Scotland in particular. It then goes on to report findings from a recent survey which highlights the attitudes held by Scottish planning professionals to managing transport demand through land-use planning. The paper outlines the trade-offs encountered in practice between competing policy objectives. In Scotland there is no planning guidance equivalent to Planning Policy Guidance Note 13, which applies to England and Wales, around which there has been much debate on its impact on development control decisions and planning strategy. Draft guidance for Scotland was produced in 1996 for consultation and again in 1998, but at the time of writing has yet to be finalised. The findings from this study are timely in that they enable an assessment of the extent to which the planning system is being used to manage transport demand. Recent local government reorganisation in Scotland has resulted in significant changes to ways in which strategic planning and development control policy are likely to proceed. The paper focuses on the extent to which local authority policy emphasises the need to reduce travel through planning.  相似文献

The study presented here focuses on visual preferences expressed by respondents for five relatively natural habitat types used in land reclamation projects in the North-West Bohemian brown coal basins (Czech Republic). Respondents evaluated the perceived beauty of the habitat types using a photograph questionnaire, on the basis of the positively skewed 6-point Likert scale. The order of the habitat types, from most beautiful to least beautiful, was: managed coniferous forest, wild deciduous forest, managed deciduous forest, managed mixed forest, and managed grassland. Higher visual preferences were indicated for older forest habitats (30–40 years old) than for younger habitats (10–20 years old). In addition, respondents preferred wild deciduous forest to managed deciduous forest. Managed grasslands and non-native managed coniferous forests were preferred by older people with a lower level of education and low income living in the post-mining area. On the other hand, native, wild deciduous forest was awarded the highest perceived beauty score by younger, more educated respondents with higher income, living outside the post-mining landscapes. The study confirms differences in the perception of various forms of land reclamation by residents vs. non-residents, and its findings also confirm the need for sociological research in post-mining landscapes within the process of designing rehabilitated landscapes. From the visual standpoint, the results of our study also support the current trend toward using natural succession in the reclamation of post-mining landscapes.  相似文献

Rewilding, though a young term, already has numerous meanings. We use Q-methodology to investigate understandings and practices of rewilding amongst managers of wildland on 17 estates in the Scottish uplands. The estates, covering 207,200 ha, include all the main land ownership types in Scotland. All respondents value wildness and biodiversity highly, but the Q-study reveals significant divergence in the interpretations and practices of rewilding, especially concerning (i) the value of naturalness, (ii) the use of management interventions, (iii) the value of cultural heritage and traditional land uses, and (iv) the place of people within wildland. A tripartite taxonomy of wildland management approaches is developed, identifying three ‘centres of gravity’ along the continuum of viewpoints, emphasising, respectively, nature's autonomy, active restoration, and the maintenance of wildness within cultural landscapes. The taxonomy provides an analytic framework for evaluating the diverse and often conflicting aspirations for the management of wild places.  相似文献

ABSTRACT: Hydrologic landscapes are multiples or variations of fundamental hydrologic landscape units. A fundamental hydrologic landscape unit is defined on the basis of land‐surface form, geology, and climate. The basic land‐surface form of a fundamental hydrologic landscape unit is an upland separated from a lowland by an intervening steeper slope. Fundamental hydrologic landscape units have a complete hydrologic system consisting of surface runoff, ground‐water flow, and interaction with atmospheric water. By describing actual landscapes in terms of land‐surface slope, hydraulic properties of soils and geologic framework, and the difference between precipitation and evapotranspiration, the hydrologic system of actual landscapes can be conceptualized in a uniform way. This conceptual framework can then be the foundation for design of studies and data networks, syntheses of information on local to national scales, and comparison of process research across small study units in a variety of settings. The Crow Wing River watershed in central Minnesota is used as an example of evaluating stream discharge in the context of hydrologic landscapes. Lake‐research watersheds in Wisconsin, Minnesota, North Dakota, and Nebraska are used as an example of using the hydrologic‐land‐scapes concept to evaluate the effect of ground water on the degree of mineralization and major‐ion chemistry of lakes that lie within ground‐water flow systems.  相似文献

Patterns of sewage sludge disposal will undergo dramatic changes in the next decade because of recent EC legislation; land utilization is likely to increase as a result. The legislation as applied in the UK is discussed and the current situation in Scotland is outlined. A rule‐based risk assessment classification has been formulated and by applying it to the Scottish National Soils Inventory database, national and regional estimates of land availability for sludge utilization have been obtained. The relationship of these area estimates with the projected sludge volumes and the long‐term implications are discussed. In addition, the impact of potential policy changes are described. The need for incorporating objective strategic analyses of this type into the restructuring of the Scottish water industry is advocated.  相似文献

The introduction of national parks to Scotland represents a significant shift in the evolution of protected area management within the UK. Although the National Parks (Scotland) Act 2000 adopts the established national park aims of conservation and recreation, provisions are also made for advancing notions of sustainable development. This paper provides an assessment of the degree to which the Scottish national park model is likely to enable the realisation of multiple national park objectives. Five key areas are considered for analysis. These relate to management aims, institutional arrangements, implementation, democratic accountability and funding. The evaluation reveals that whilst management provisions have been established in accordance with international sustainable development guidelines, a number of concerns relating to operational processes remain.  相似文献

Abstract

This study examined trends in population redistribution and residential land use changes in northeast Scotland during 1988 to 2003. We utilised a geographical information system (GIS) tool to bring together data from interrelated sources and to analyse population settlement and land use changes at detailed spatial scale. This analysis revealed that substantial land conversion had taken place in the region; particularly conversion of agricultural lands to built-up and residential areas. It also drew attention to policy conflicts, discrepancies between policy rhetoric and policy implementations. More specifically, it was shown that substantial farm land conversion had taken place in suburban areas and rural Aberdeenshire with little change in the size of derelict land in Aberdeen City. The reason given for this was that it was costly to rehabilitate and reuse derelict lands and this conflicted with the objective of providing affordable housing in the City region. The implication of this study is that if the declared policy objectives of integrated and sustainable land use and transport policies are to be achieved, then local authorities may need to cooperate to minimise conflicts between economic and environmental objectives.  相似文献

The United Nations Convention to Combat Desertification (UNCCD) emphasizes the need for public participation in land degradation assessment and rehabilitation. While participatory approaches are supported by a growing body of research and practice, meaningfully involving the people affected by land degradation is far from straightforward. This paper investigates the challenge of using the UNCCD as a guide to influence community participation in policy‐making and practice at national and local levels by analyzing experiences from three southern African countries. We show that the UNCCD represents a useful normative framework for addressing degradation problems, but that the participatory ethos is difficult to enact at the national level. Whilst there is increasing evidence that combining local and scientific knowledge using participatory mechanisms can deliver the benefits that the Convention strives to achieve, communication between researchers and practitioners, and those involved in implementing the UNCCD at the national level needs to be strengthened. Broad lessons and best practices in incorporating participatory practices into policy development are elucidated. Our case studies show that a range of mixed‐method, interdisciplinary approaches can enable policy‐makers and practitioners to meaningfully engage those who are affected by land degradation in its definition, assessment and rehabilitation.  相似文献
