Program stakeholders are interested in better understanding farmers' experience, and factors that affect farmer participation in the relatively new Environmental Farm Plan (EFP) program, implemented in several provinces in Canada. To increase relevance of the research findings to EFP program administrators and policy makers, the research methods emphasised determining whether relationships exist among program-related variables, and how such relationships affect farmers' decision choices and behaviour. Traditional farmer and farm attributes that have contrasting effects in agricultural innovation adoption and conservation management (namely age, and formal education completed), were not associated with EFP program participation. Farm income, years of farming experience, and type of agribusiness managed were associated with participation in the Nova Scotia EFP program. Although program participants tended to have higher incomes, overall, non-financial considerations dominated monetary considerations in Nova Scotia farmers' reasons for participating in the Nova Scotia EFP. Helping to publicize positive farm stewardship practices was reported as the most important reason for participating in the EFP scheme, followed by its use to help improve relationships with non-farming neighbours, and to comply with government environmental regulations. In contrast, and somewhat a surprising finding, minimizing potential farm environmental risk, program administrators' raison d'être for promoting the NS EFP, was ranked the lowest, with no respondent rating that as a "very important" or "extremely important" reason for participating in the EFP program.  相似文献

This paper shows how prevailing economic development paradigms over the last five decades have favoured an urban-based model of economic development at the expense of environmental considerations in developing countries. How the disjuncture between these competing agendas has been experienced in Egypt forms the focus of the paper. Tension between environmental and development/urbanization policies reflects their political encoding aimed at maintaining regime stability. The state has attempted to mediate between the domestic interests of an urban-based elite and the urban poor, international donor dominance of Egypt's economic and urban development strategies, and the country's limited institutional capacity to manage its developmental aspirations. In a policy configuration that buttresses macro-economic policy with urban development priorities, the unfettered role of market processes has produced vast but unregulated urban expansion with, now, increasingly severe environmental consequences. Despite attempts to reconcile the two agendas in the last decade, the paper concludes that the main issues endemic to the public policy domain in Egypt, and in many developing countries, remain: poor line ministry coordination, weak enforcement of environment law, resistance to participation, limited implementation capacity, conflicts between sectoral and cross-sectoral policy formulation, and dependency on external donors. Summary Radical environmentalists consider the environmental crisis to be ultimately one of culture and character. However, in analyses and strategies for social transformation, non-feminist greens have generally accepted the Patriarchal conception of human motivation, which is based on a rational, impersonal (read Masculine) model of Man. Thus, it is implicitly assumed that the motivations underlying the environmental crisis are greed or self-interest (deemed rational motives in Western Patriarchal culture). Owing to this male-centred perspective on human nature, green strategies have ultimately relied on an appeal to reason. This, at least, has failed relative to the accelerating pace of environmental destruction.It is argued that a focus on the abuse of power leads to a more useful analysis of the causes of human oppression and environmental exploitation. The abuse of power can be understood as an attempt to overcompensate for unmet emotional needs (e. f. for love, recognition, and a sense of belonging) through an excessive drive for gratification in other dimensions of life. In Patriarchal thought, emotional needs are largely denied, being non-rational and non-masculine, and hence have also been largely ignored in social policy. The article examines marginalisation in small-scale fishing communities in a large lagoon system. It explores what marginalisation looks like from the fishers' point of view, and examines the extreme discrepancy between the official government account of the lagoon's resources, and the fishers' account. We analyse two major drivers of marginalisation: (1) role of aquaculture development in the loss of resource access rights and decline of local institutions, and (2) ecological displacement and livelihood loss brought about by the opening of a new (2001) “sea mouth”. We consider evidence collected through household- and village-level surveys combined with a host of qualitative and quantitative research methods. The fishers' point of view, and the data obtained using this point of view as a guide, presents a more complex, multidimensional concept of marginalisation, not simply as a state of being but as a process over time, impacting social and economic conditions, political standing, and environmental health.  相似文献

This article assesses the City of Montréal's éco-quartier program from the viewpoint of managing the urban environment and improving living environments. It evaluates the actual achievements of the program, looking especially at the ability of local communities to take effective action to improve their living environments, while under the guidance of the associations mandated to manage the program at the local level. Our research concentrated on three main areas: a) the development of the City of Montréal's environmental program; b) the effectiveness of the éco-quartiers in carrying out their mandate; c) the actual impacts of the program in improving living environments.  相似文献

While various studies have compared metropolitan and rural residents' displays of environmentalism, recent shifts in the housing and energy markets make intra-metropolitan differences in urban and suburban attitudes and actions more interesting. The housing market crash and accompanying rise in fuel costs are prompting a return of centralisation to many communities and, it is believed, are drawing environmentally conscious residents downtown closer to work and play. Past research has found that this trend – demonstrated by a re-centralising housing market – was already underway, pre-crash, in Louisville, Kentucky over the “boom” period from 2000 to 2006. Drawing on original 2006 survey data for Louisville, this study regresses two components of environmentalism (behaviour and concern) on socio-demographics and residence. Findings show urbanites in Louisville are indeed significantly more environmentally friendly in their behaviour but not in their concern. Countering some claims, residents of single-family homes also exhibit significantly higher levels of environmental behaviour and concern than those residing in apartments and condominiums. Finally, in a surprise finding, recent movers from the suburbs to the city do not differ in their behaviour and are significantly less concerned about the environment than urbanites, suburbanites, and all metropolitan residents.  相似文献

Less than four years after publication of ISO 14001, thousands of organizations worldwide have adopted the standard. In this article, researchers working with the National Database on Environmental Management Systems (NDEMS) review some preliminary data on organizations' experiences with EMS adoption and implementation. Summary The labelling of ecofriendly products has been introduced in a number of developed countries to assist in the protection of the environment. Recently, developing countries like India, have introduced the scheme. This paper examines the steps involved in establishing the Indian Ecomark. For the successful implementation of the scheme the effective coordination of a number of agencies is necessary. Consumers, as well as manufacturers, have to be educated in the longterm benefits of the scheme. Initiatives necessary for the successful implementation of Ecomark have been highlighted.Mr S. S. The ability of both regulators and farmers themselves to monitor the impact of environmental practices may be an issue with nonpoint source pollution. Effects that can be perceived via direct sensory evidence provide information at low cost. Results from a survey of livestock farmers suggest that a practice that has more obvious effects on water quality, manure application setbacks, is more likely to be adopted than a more complicated one with less visible effects, manure testing. Farmers’ perceptions of the profitability of the two practices were similar. The importance of observability and complexity has implications for educational programs.  相似文献

This paper discusses the present character of environmental monitoring in Swedish municipalities. We have found that local environmental monitoring in Sweden is insufficient. There is very little connection between monitoring activities and local environmental goals, and environmental goals have been established without considering information from the environmental monitoring. In practice, this means that local environmental monitoring has only a limited influence on political decisions and priorities in the municipalities. Our study also showed that local environmental monitoring was almost entirely focused on monitoring the state of the environment and showed a lack of flow-oriented information. There is a strong need to develop a unified strategy for local environmental monitoring to avoid sub-optimisations in local environmental management. A new strategy would, to a much higher degree, have to focus on monitoring diffuse sources of pollution and personal lifestyles. In this case, monitoring only the state of the environment would not be sufficient. It would have to include also the flows of materials through society, i.e. the whole metabolism of society, including biogeochemical as well as anthropogenic material flows.  相似文献

This paper seeks to investigate the effect of economic complexity on environmental degradation in 20 selected African countries over the period 1991–2014. The Feasible Generalized Least Square (FGLS), and Driscoll-Kraay estimators (DK) are used to capture the objectives of the study. The results suggest that economic complexity and economic growth enhance environmental degradation. Also, natural resources rents and globalization improve environmental quality. Furthermore, the findings reject the U-shaped relationship between economic complexity and environmental degradation. In addition, the Dumitrescu-Hurlin panel causality test shows a bidirectional causal relation between economic complexity and environmental degradation. Taking into account the ecological deficit or ecological reserve status of country, it is shown that while the natural resource rents reduce environmental degradation in ecological reserve countries, they increase environmental degradation in ecological deficit countries. The results are robust when an alternative measure of economic complexity is used. Based on these findings, the paper suggests that the governments of African countries should take into account economic complexity when designing their environmental protection policies.  相似文献

Amidst recent moves to rethink environmental justice, this article cautions against retention of distributive conceptions of injustice. Instead, analysis of production and normalisation of difference is explored as a way to shift the lens of environmental justice scholarship away from distributional explanations of injustice and towards critical engagement with the politics of meaning that structure environmental practice. I argue that such a shift would offer an alternative to the liberal spatial frameworks that articulate understandings of environmental justice and environment society relations, facilitating instead relational conceptions of space and engagement with space as a representational media and medium of power. I also propose that methodologically such a shift would require discursive analysis of practices of difference making. Examples from research into the management of nuclear fuel waste in Canada are used to illustrate the arguments.  相似文献

Chapter 36 of Agenda 21 called on each nation to bring together a widely cross-sectoral group of people to prepare a national strategy for environmental education and training. In Scotland this process had already begun and the Secretary of State's Working Group on Environmental Education presented him with its recommendations for a strategy in April 1993, which he accepted in a statement of intent in June, 1995. The process itself, the comments received on the report since publication and continuing developments in the field, have demonstrated the importance of adopting broad definitions for both environment and education, spreading involvement in production of the strategy to all sectors and as wide a range of individuals as possible, dividing up the work so as to focus on all the main contexts in which learning takes place, working with the main potential implementers and not depending entirely on the availability of new resources. The process was in itself rewarding and its importance should not be underestimated. The approach adopted and the issues which it raised appear to have wide applicability to similar programmes elsewhere. This paper describes the process adopted in preparing the strategy, reviews some of the subsequent developments in Scotland, and assesses the factors which may have contributed to its success so far.Professor John C. Single territories contribute in different ways to the transition towards a more environmentally sustainable development (SD), according to their structural features. This study returns a multi-dimensional picture of the territorial divides of environmental sustainability across Italy, analysing how it correlates with rurality, with a focus on the urban–rural continuum. Italy represents an interesting case study because of its peculiar territorial urban–rural structure. We first assess the environmental sustainability targets across Italian NUTS 3 regions and their capital cities using two composite sustainability indexes, by referring to both standard values (i.e. conforming to legislation) and optimum values (i.e. desired values). Then, we investigate the relationship between environmental sustainability and rurality. Results suggest that a positive link between the two exists, being stronger at city level. Among major policy implications, the environmental dimensions of territorial cohesion should be integrated more strongly in key European policies to reach a more balanced SD.  相似文献

This research investigates how trust plays a role in environmental management in North Lebanon, which has suffered repeated episodes of armed conflict in recent times. Previous studies have shown that environmental problems have increased and that the government has been unable to address these, even during periods of relative peace. We examined trust as a factor that contributes to, or hampers, environmental management. Our analysis drew on a survey in 2011 involving 499 citizens. The results demonstrated that, according to citizens, the lack of trust between citizens, and between citizens and the public sector, is a key factor obstructing effective environmental management. The results indicate the level of correlation between how trusting people are; how citizens participate; and how people perceive government legitimacy.  相似文献

Some scholars and activists have suggested that discourses of environmental sustainability do not include sufficient attention to social issues or environmental justice. Since social inclusion is a prevalent masterframe among activists and in social policy circles in Canada and elsewhere, our research explored the extent that English-speaking Canadian environmental non-governmental organisations (ENGOs) incorporate discursive aspects of social inclusion into their website communication. Social inclusion includes such issues as multiculturalism, gender inequality, low income and racialisation. We analysed mission statements, programmes and policy analysis presented by a sample of ENGOs drawn from the membership of the Canadian Environmental Network for evidence of a variety of indicators of attention to social inclusion. We conclude that environmental groups remain locked into an “environmentalist” frame that often ignores such issues. This has major implications for partnerships with other Canadian social movements.  相似文献

The exploitation of shale gas resources is a significant issue of environmental justice. Uneven distributions of risks and social impacts to local site communities must be balanced against the economic benefits to gas users and developers; and unequal decision-making powers must be negotiated between local and central governments, communities and fracking site developers. These distributive and procedural elements are addressed in relation to UK policy, planning, regulatory and industry development. I adopt an explicitly normative framework of policy evaluation, addressing a research gap on the ethics of shale gas by operationalising Shrader-Frechette’s Principle of Prima Facie Political Equality. I conclude that UK fracking policy reveals inherent contradictions of environmental justice in relation to the Conservative Government’s localist and planning reform agendas. Early fracking policy protected communities from harm in the wake of seismic risk events, but these were quickly replaced with pro-industry economic stimulation and planning legislation that curtailed community empowerment in fracking decision-making, increased environmental risks to communities, transferred powers from local to central government and created the conditions of distributive injustices in the management of community benefit provisions. I argue that only by “re-localising” the scale of fracking governance can political equality be ensured and the distributive and procedural environmental injustices be ameliorated.  相似文献

Summary In part one of this paper (The Environmentalist,1990, pp.301–309) it was shown that conventional economic accounting does not reveal the actual damage to the natural environment, although an ever-increasing share of the Gross National Product is being spent for environmental protection activities. In this, part two of the paper, on the basis of acceptable conventions, the results of an empiric research on defensive expenditures in the GNP are presented, again taking the Federal Republic of Germany as an example. The authors would like to see more research of this type in order to understand better the environmental impacts and the structural deficiencies of modern industrial society.
