Abstract

In the last decade the concept of sustainable development has been widely embraced as the key to environmentally friendly development. However, in many instances the physical sustainability side of the equation stops at a rhetorical level and the ensuing developments fail to respond to ecological imperatives or to protect existing ecological values. Nowhere is this failure more evident than at the urban fringes of Melbourne, Australia, where residential land estate developments relentlessly engulf degraded agricultural lands that often contain the remnants of vegetative and hydrological ecological systems.

This paper postulates that while landscape design practitioners claim the ‘authority of nature’ (and, by extension, the land) for their design inspiration, in reality narrow practice foci and instrumental approaches have meant that the design of estates and subdivisions often make only token reference to ecological underpinnings. It is argued that instrumental influences on design decision-making are embedded in landscape-architectural professional culture and glossed over with an elusive rhetoric of care and concern for the environment. It is further postulated that individual expressions of interest in the land and its systems can make a substantive contribution to sustainable design practice and practical outcomes.  相似文献

This paper reflects on how sustainability is being interpreted both theoretically and in practice for the primary extraction industries. Two contrasting perspectives can be adopted: one states that continued extraction of non-renewable resources is a necessary part of sustainable development, whilst the other states that extraction of these resources must be greatly reduced or even eliminated. It is shown that these different approaches can be traced back to underlying, often unarticulated, assumptions about the acceptability of trade-offs between different societal goals; attitudes towards uncertainties in scientific analysis and the reliability of management systems; and the perceived appropriateness of system boundaries at different conceptual scales. These assumptions are founded in the self-perception of organisations and individuals about their roles in society, and the cultural context within which these organisations and individuals define their raison d'être.  相似文献

Summary Sustainability is one of the key concepts that is associated with post-modernism. The old world with its modernist assumptions was based on increasing consumption of fossil fuels and other resources, reducing the natural and the diverse to simple, American-style mass production, with a strong state-based, large-scale approach to providing infrastructure. That old way no longer works but no way forward is obviously apparent. This paper looks at how the uncertainties produced by post-modernism can be put to advantage in providing a more sustainable postmodern city. It is suggested that the key principles are recognizing values, maximizing diversity and crossing boundaries. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed.  相似文献

The sustainability implications of bioenergy development strategies are large and complex. Unlike conventional agriculture, bioenergy production provides an opportunity to design systems for improving eco-environmental services. Different places have different goals and solutions for bioenergy development, but they all should adhere to the sustainability requirements of the environment, economy, and society. This article serves as a brief overview of China’s bioenergy development and as an introduction to this special issue on the impacts of bioenergy development in China. The eleven articles in this special issue present a range of perspectives and scenario analyses on bioenergy production and its impacts as well as potential barriers to its development. Five general themes are covered: status and goals, biomass resources, energy plants, environmental impacts, and economic and social impacts. The potential for bioenergy production in China is huge, particularly in the central north and northwest. China plans to develop a bioenergy capacity of 30GW by 2020. However, realization of this goal will require breakthroughs in bioenergy landscape design, energy plant biotechnology, legislation, incentive policy, and conversion facilities. Our analyses suggest that (1) the linkage between bioenergy, environment, and economy are often circular rather than linear in nature; (2) sustainability is a core concept in bioenergy design and the ultimate goal of bioenergy development; and (3) each bioenergy development scheme must be region-specific and designed to solve local environmental and agricultural problems.  相似文献

This article examines the concept of sustainability (sustainable development, sustainable societies) with a view to providing a means of considering the idea in such a way as to be more useful to concerns of policy. A brief background is given, covering the historical development of the concept, the constituent ecological and social concerns that lie behind it, and some aspects of the sustainability debate in Australia. Some attributes of a sustainable future, as evident from the literature, are listed. The value base of the concept is recognized, and the correct place for sustainability concerns is identified within a simple policy-making model. The complexity of such a model in the real world is explored using a list of thecontexts of sustainability, illustrated with examples from Australian natural resource management. Finally, the more dynamic and flexible nature of patterns of production and consumption in more sustainable societies is recognized and explained, as are two guiding directives to be applied in the search for models which display characteristics of sustainability.  相似文献

The open space conservation sub-division offers an alternative to large-lot residential sub-divisions often seen as the culprit when urban sprawl transforms rural landscapes. Homes are sited on somewhat smaller lots, preserving natural areas for the local residents who share ownership of these communal areas and assume responsibility for their management. The article focuses on the experiences of residents of 13 relatively new open space communities. The interviews revealed that most of the communities have already confronted conflicting values with respect to natural areas, low resident participation and challenges in accessing appropriate information. While the open space conservation design holds great promise as a tool for innovative approaches to managing residential growth, it also calls for ways to anticipate and assist communities in caring for their local environment. / Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Water quality and restoration in a coastal subdivision stormwater pond   总被引:1,自引:0,他引:1  
Stormwater ponds are commonly used in residential and commercial areas to control flooding. The accumulation of urban contaminants in stormwater ponds can lead to a number of water quality problems including high nutrient, chemical contaminant, and bacterial levels. This study examined the interaction between land use and coastal pond water quality in a South Carolina residential subdivision pond. Eutrophic levels of chlorophyll and phosphorus were present in all seasons. Harmful cyanobacterial blooms were prevalent during the summer months. Microcystin toxin and fecal coliform bacteria levels were measured that exceeded health and safety standards. Low concentrations of herbicides (atrazine and 2,4-D) were also detected during summer months. Drainage from the stormwater pond may transport contaminants into the adjacent tidal creek and estuary. A survey of residents within the pond's watershed indicated poor pet waste management and frequent use of fertilizers and pesticides as possible contamination sources. Educational and outreach activities were provided to community members to create an awareness of the water quality conditions in the pond. Pond management strategies were then recommended, and selected mitigation actions were implemented. Water quality problems identified in this study have been observed in other coastal stormwater ponds of varying size and salinity, leading this project to serve as a potential model for coastal stormwater pond management.  相似文献

Partnerships between natural-area managers and the tourism industry have been suggested to contribute to sustainability in protected areas. This article explores how important sustainability outcomes of partnerships are to their members, how well they are realised and the features of partnerships leading to their achievement. In 21 case studies in Australia, interviews (n = 97) and surveys (n = 100) showed that of 14 sustainability outcomes, improved understanding of protected areas values and improved biodiversity conservation were the most important. Other highly ranked outcomes were greater respect for culture, heritage, and/or traditions; improved quality of environmental conditions; social benefits to local communities; and improved economic viability of the protected area. Scores for satisfaction with outcomes were, like those for importance, all high but were less than those for importance for the majority, with improvement in quality of environmental conditions showing the largest gap. The satisfaction score exceeded that for importance only for increased competitiveness of the protected area as a tourist destination. “Brown” aspects of sustainability, i.e., decreased waste or energy use, were among the lowest-scoring outcomes for both importance and satisfaction. The most important factor enabling sustainability outcomes was provision of benefits to partnership members. Others were increased financial support, inclusiveness, supportive organisational and administrative arrangements, direct involvement of decision makers, partnership maturity, creation of new relationships, decreased conflict, and stimulation of innovation. Improving sustainability outcomes, therefore, requires maintaining these partnership attributes and also increasing emphasis on reducing waste and resource use.  相似文献

The invasion of water hyacinth (Eichhornia crassipes) has resulted in enormous ecological and economic consequences worldwide. Although the spread of this weed in Africa, Australia, and North America has been well documented, its invasion in China is yet to be fully documented. Here we report that since its introduction about seven decades ago, water hyacinth has infested many water bodies across almost half of China’s territory, causing a decline of native biodiversity, alteration of ecosystem services, deterioration of aquatic environments, and spread of diseases affecting human health. Water hyacinth infestations have also led to enormous economic losses in China by impeding water flows, paralyzing navigation, and damaging irrigation and hydroelectricity facilities. To effectively control the rampage of water hyacinth in China, we propose a sustainability science-based management framework that explicitly incorporates principles from landscape ecology and Integrated Pest Management. This framework emphasizes multiple-scale long-term monitoring and research, integration among different control techniques, combination of control with utilization, and landscape-level adaptive management. Sustainability science represents a new, transdisciplinary paradigm that integrates scientific research, technological innovation, and socioeconomic development of particular regions. Our proposed management framework is aimed to broaden the currently dominant biological control-centered view in China and to illustrate how sustainability science can be used to guide the research and management of water hyacinth.  相似文献

This paper uses a cultural model approach to interpret and analyse the impact of an interactive computer simulation tool (GB-Quest) on the possibility of fostering dialogue about sustainability in southwestern British Columbia, Canada. We define cultural models theory, compare cultural models to mental models and illustrate some basic features of cultural models. We then describe the research process in which participants engaged in conversation, guided and facilitated by GB-Quest, about sustainability. Findings suggest that the use of cultural models frameworks reinforces participants' understanding of sustainability. In reflecting on their prior models of sustainability, we argue that study participants can elucidate how cognitive conceptual resources reflect publicly shared knowledge (Turner, 2004).  相似文献

The current debate on indicators for sustainability and life-cycle assessment of materials relies heavily on universalised systems theory, first developed by Bertalanffy in the 1950s. Various ecolabelling and environmental auditing schemes have attempted to account for all the variables required to measure the sustainability of a given product or material in relation to its resource use. The aim has always been to try and harmonise standards used to facilitate trade regardless of location and using a standard neo-classical economic framework. This paper questions the hegemonic position that synchronic systems analysis currently enjoys by proposing an alternative approach that recognises evolving and relative standards based on localised cultural and economic valuation. This alternative approach is underpinned by the concept of bioregionalism which combines physical, economic and cultural mapping of local resources using local parameters and evaluation methods. Recent bioregional research into local information on environmentally benign materials in Aberdeenshire, Scotland is used to illustrate one way of bringing a meaningful regional framework back into the debate on indicators of sustainability in relation to materiality.  相似文献

Concepts of sustainable development have stimulated innovation in the delivery of environmental management. In particular, new partnership approaches have been developed in recognition of the need to adopt more holistic perspectives and facilitate multi-sectoral and cross-sectoral working. River catchments are complex systems and have been one particular focus of experimentation in environmental management mechanisms. This paper provides a brief overview of river management experience in the UK, charting changing approaches in terms of scope and organisation since the 1970s. This sets the context for a more detailed examination of the Mersey Basin Campaign and, in particular, its River Valley Initiatives. The paper concludes with an evaluation of the merits of this approach in relation to sustainable river management.  相似文献
