This article follows an earlier one in which four criteria and four bases for the development of an indirect-cost calculation model adapted to the accuracy requirements and time constraints of workplace decision-makers were established. A two-level model for calculating indirect costs using process mapping of the organizational response to a workplace accident is presented. The model is based on data collected in interviews with those employees in charge of occupational health and safety in 10 companies of various sizes in different industry sectors. This model is the first to use process mapping to establish the indirect costs of workplace accidents. The approach allows easy identification of the duration and frequency of actions taken by stakeholders when a workplace accident occurs, facilitates the collection of the information needed to calculate indirect costs and yields a usable, precise result. A simple graphic representation of an organization's accident processes helps the user understand each accident's cost components, allowing the identification and reduction of inefficiencies in the overall process. Impact on Industry: By facilitating data collection and shortening the time needed to assess indirect costs of workplace accidents, this indirect cost calculation tool is better suited for workplace use than those currently available.  相似文献

The study aimed to conduct an ergonomic intervention on a conventional line (CL) in a semiconductor factory in Malaysia, an industrially developing country (IDC), to improve workers’ occupational health and safety (OHS). Low-cost and simple (LCS) ergonomics methods were used (suitable for IDCs), e.g., subjective assessment, direct observation, use of archival data and assessment of noise. It was found that workers were facing noise irritation, neck and back pains and headache in the various processes in the CL. LCS ergonomic interventions to rectify the problems included installing noise insulating covers, providing earplugs, installing elevated platforms, slanting visual display terminals and installing extra exhaust fans. The interventions cost less than 3 000 USD but they significantly improved workers’ OHS, which directly correlated with an improvement in working conditions and job satisfaction. The findings are useful in solving OHS problems in electronics industries in IDCs as they share similar manufacturing processes, problems and limitations.  相似文献

INTRODUCTION: This paper discusses an organizational change intervention program targeting safety behaviors and addresses important considerations concerning the planning of organizational change. Using layout of the plant as a proxy for ease of daily leader-member interaction, the effect of workers' visibility on the effectiveness of supervisory-based safety (SBS) interventions is examined. Through a reinforcement-learning framework, it is suggested that visibility can affect supervisors' incentive to interact with subordinates regarding safety-related issues. METHOD: Data were collected during SBS intervention studies in five manufacturing companies. RESULTS: Results suggest a reinforcement cycle model whereby increased visibility generates more frequent exchanges between supervisors and employees, resulting in improved safety behavior among employees. In turn, employees' safer behavior reinforces continued supervisory safety-related interaction. CONCLUSION AND IMPACT ON INDUSTRY: Visibility is an important moderator in supervisory based safety interventions, and can serve to increase workplace safety. Implications of these findings for safety are discussed.  相似文献

PROBLEM: Cost-benefit analysis (CBA) can help to justify an investment in ergonomics interventions. A predictive CBA model would allow practitioners to present a cost justification to management during the planning stages, but such a model requires reliable estimates of the benefits of ergonomics interventions. METHOD: Through literature reviews and Internet searches, 250 case studies that reported the benefits of ergonomics programs and control measures were collected and summarized. RESULTS: Commonly reported benefits included reductions in the number of work-related musculoskeletal disorders (WMSDs) or their incidence rate, as well as related lost workdays, restricted workdays, and workers' compensation costs. Additional benefits reported were related to productivity, quality, turnover and absenteeism. DISCUSSION: Benefits reported were largely positive, and payback periods for ergonomics interventions were typically less than one year. SUMMARY: The results of this review could be used to develop predictive CBA models for ergonomics programs and individual control measures. IMPACT ON INDUSTRY: Cost-justifying ergonomics interventions prior to implementation may help to secure management support for proposed changes. Numbers used for the benefits side of a cost-benefit analysis (CBA) need to be based on "real world" data in order to be credible. The data presented in this paper may help in the development of simple cost-benefit models for ergonomics programs and control measures.  相似文献

PROBLEM: Given the public safety risk posed by violation and crash repeaters and the substantial costs for state driver improvement programs, it is important that their effectiveness be scientifically demonstrated and that intervention programs are based on sound research findings. METHOD: Crash and traffic violation standardized effect sizes (d) representing 106 individual interventions were coded from 35 methodologically sound studies and analyzed using meta-analysis. RESULTS: Driver improvement intervention in general was associated with small but significant reductions in both crashes (dw = 0.03) and violations (dw = 0.06). Significant effects were found on both measures for warning letters, group meetings, individual hearings, and license suspense/revocation. Of the driver improvement interventions studied, license suspension/revocation was by far the most effective treatment for both crashes and violations (dw = 0.11 and 0.19). Since one of the objectives of license suspension/revocation is to eliminate driving for the period of suspension, it is possible that much or all of the effect is due to reduced exposure and/or more careful driving during the suspension interval. Results were mixed for other types of interventions, although distributing educational or informational material was not associated with any reductions. Interventions associated with violation reduction tended to also be associated with crash reduction, although the relationship was not very strong (r = .30). DISCUSSION: Although interpretation of the effect size estimates was complicated by almost ubiquitous heterogeneity, the results do suggest an overall positive impact of driver improvement interventions in general. IMPACT ON INDUSTRY: The results support the continued use of driver improvement interventions, chiefly warning letters, group meetings, individual hearings, and especially license suspension/revocation. The results also suggest that court-triggered traffic violator programs are less effective than interventions triggered by drivers license agencies.  相似文献

This paper outlines the importance of ergonomics in engineering design. It describes some of the cost benefits and principles underlying the application of ergonomics. The practical impact of the latter has become increasingly important in the light of European directives which are likely to have a substantial impact on the way engineers design. Three ergonomics case studies are described, the first two illustrate ways of identifying costs of poor ergonomics and the cost benefits of redesign using ergonomics principles. The third illustrates work which led to engineers redesigning assembly line workstations and ergonomics becoming an important part of manufacturing design. The background to this was concern about an increase in cases of Upper Limb Disorders (ULDs) and recognition that ergonomic advice was needed to find the source of problems and help in finding design options. Ergonomists were brought in and helped in identifying problems with workstations and tools. Final designs were developed by the company's own engineers based on the ergonomic study and reduced incidence of ULDs has been reported. Photographs showing examples before and after redesign can be found in the Health and Safety Executive's notes of guidance published in 1990, and some issues surrounding the nature of the detailed design solutions are discussed here. The impact of the ergonomics contribution resulted in engineers being trained in ergonomics so that it could be implemented on a routine basis throughout the site.  相似文献

Preventive action in companies is one of the bases of ergonomic intervention. Therefore, in the present work, the preventive activity of greenhouse-construction companies in south-eastern Spain is characterized. A sample was taken by means of a questionnaire structured in four groups of variables: general characteristics of the company, characteristics of safety and health in the construction procedures, characteristics of prevention and management in safety and health, and characteristics of the coordination during the execution of the work. The results indicate that the prevention is very poor, not adopting any preventive-management model for internationally recognized work hazards so that the information and training in preventive matters of companies and workers is insufficient. In addition, the companies have been classified into three clusters, correlating the company size and prevention management of labour hazards, revealing that the companies with higher gross income and number of workers showed better prevention management.  相似文献

Low work engagement may contribute towards decreased well‐being and work performance. Evaluating, boosting and sustaining work engagement are therefore of interest to many organisations. However, the evidence on which to base interventions has not yet been synthesised. A systematic review with meta‐analysis was conducted to assess the evidence for the effectiveness of work engagement interventions. A systematic literature search identified controlled workplace interventions employing a validated measure of work engagement. Most used the Utrecht Work Engagement Scale (UWES). Studies containing the relevant quantitative data underwent random‐effects meta‐analyses. Results were assessed for homogeneity, systematic sampling error, publication bias and quality. Twenty studies met the inclusion criteria and were categorised into four types of interventions: (i) personal resource building; (ii) job resource building; (iii) leadership training; and (iv) health promotion. The overall effect on work engagement was small, but positive, k = 14, Hedges g = 0.29, 95%‐CI = 0.12–0.46. Moderator analyses revealed a significant result for intervention style, with a medium to large effect for group interventions. Heterogeneity between the studies was high, and the success of implementation varied. More studies are needed, and researchers are encouraged to collaborate closely with organisations to design interventions appropriate to individual contexts and settings, and include evaluations of intervention implementation. © 2016 The Authors. Introduction: Occupational Health and Safety (OHS) stakeholders rarely factor the cost of workplace accidents into prevention spending decisions. The lack of consideration of this key information is related to the fact that the scientific literature has failed to provide OHS stakeholders with a cost-calculation tool that is both sufficiently accurate and does not require a data-collection stage ill-suited to the time constraints of workplace decision-makers. Method: This study reviews the recent literature to identify key elements that should foster the use of indirect-cost calculation methods by decision makers. Results: A “local” approach currently appears to be the best method for calculating indirect costs of workplace incidents or accidents in comparison to “bottom-up” or “top-down” approach. This paper discusses four criteria that this type of approach must satisfy to be compatible with the time constraints and accuracy demands of OHS stakeholders in organizations. In addition, four bases for the development of a new indirect cost estimation model are presented and discussed. Impact on industry: this study provides bases and criteria to help the development of indirect-cost calculation models better suited to workplace use than those currently available.  相似文献

INTRODUCTION/PROBLEM: Property damage incidents, workplace injuries, and safety programs designed to prevent them, are expensive aspects of doing business in contemporary industry. The National Safety Council (2002) estimated that workplace injuries cost $146.6 billion per year. Because companies are resource limited, optimizing intervention strategies to decrease incidents with less costly programs can contribute to improved productivity. METHOD: Systematic data collection methods were employed and the forecasting ability of a time-lag relationship between interventions and incident rates was studied using various statistical methods (an intervention is not expected to have an immediate nor infinitely lasting effect on the incident rate). RESULTS/SUMMARY: As a follow up to the initial work, researchers developed two models designed to forecast incident rates. One is based on past incident rate performance and the other on the configuration and level of effort applied to the safety and health program. Researchers compared actual incident performance to the prediction capability of each model over 18 months in the forestry operations at an electricity distribution company and found the models to allow accurate prediction of incident rates. IMPACT ON INDUSTRY: These models potentially have powerful implications as a business-planning tool for human resource allocation and for designing an optimized safety and health intervention program to minimize incidents. Depending on the mathematical relationship, one can determine what interventions, where and how much to apply them, and when to increase or reduce human resource input as determined by the forecasted performance.  相似文献

Introduction

Many employers and regulators today rely primarily on a few past injury/ illness metrics as criteria for rating the effectiveness of occupational safety and health (OSH) programs. Although such trailing data are necessary to assess program success, they may not be sufficient for developing proactive safety, ergonomic, and medical management plans.

Methods

The goals of this pilot study were to create leading metrics (company self-assessment ratings) and trailing metrics (past loss data) that could be used to evaluate the effectiveness of OSH program elements that range from primary to tertiary prevention. The main hypothesis was that the new metrics would be explanatory variables for three standard future workers compensation (WC) outcomes in 2003 (rates of total cases, lost time cases, and costs) and that the framework for evaluating OSH programs could be justifiably expanded. For leading metrics, surveys were developed to allow respondents to assess OSH exposures and program prevention elements (management leadership/ commitment, employee participation, hazard identification, hazard control, medical management, training, and program evaluation). After pre-testing, surveys were sent to companies covered by the same WC insurer in early 2003. A total of 33 completed surveys were used for final analysis. A series of trailing metrics were developed from 1999-2001 WC data for the surveyed companies. Data were analyzed using a method where each main 2003 WC outcome was dichotomized into high and low loss groups based on the median value of the variable. The mean and standard deviations of survey questions and 1999-2001 WC variables were compared between the dichotomized groups. Hypothesis testing was performed using F-test with a significance level 0.10.

Results/Discussion

Companies that exhibited higher musculoskeletal disorder (MSD) WC case rates from 1999-2001 had higher total WC case rates in 2003. Higher levels of several self-reported OSH program elements (tracking progress in controlling workplace safety hazards, identifying ergonomic hazards, using health promotion programs) were associated with lower rates of WC lost time cases in 2003. Higher reported exposures to noise and projectiles were also associated with higher rates of WC cases and costs in 2003.

Impact on Industry

This research adds to a growing body of preliminary evidence that valid leading and trailing metrics can be developed to evaluate OSH effectiveness. Both the rating of OSH efforts and the regular trending of past loss outcomes are likely useful in developing data-driven improvement plans that are reactive to past exposures and proactive in identifying system deficiencies that drive future losses.  相似文献

Objective: The objective of this study was to identify, critically appraise, summarize, and synthesize evidence from cost-effectiveness analyses (CEAs) of interventions aimed at preventing road traffic injuries (RTIs) in low- and middle-income countries (LMICs) by age group and road users targeted.

Methods: A search strategy was applied to 12 electronic databases for studies published between May 2002 and August 2015 that met prespecified inclusion criteria. Additional studies were identified by contacting authors and searching bibliographies. Included studies were critically appraised against published criteria and a narrative synthesis was conducted including a use of the strength of evidence criteria.

Results: Five studies were included in the final review that reported 9 interventions. Only 2 out of 9 interventions (drink-drive legislation with enforcement via breath testing campaign and combined interventions for reducing RTIs) showed moderate evidence of being cost-effective, whereas the evidence of cost-effectiveness of other interventions was weak. Only 2 interventions (bicycle and motorcycle helmet use legislation and enforcement) were explicitly targeted to children, young people and vulnerable road users such as pedestrians and cyclists. The cost-effectiveness of interventions to prevent RTIs in LMICs ranged from US$4.14 per disability-adjusted life years (DALYs) averted for building speed bumps at the most dangerous junctions that caused 10% of junction deaths in the area studied to US$3,403 per DALYs averted for legislation and enforcement of helmet use by motorcyclists in the World Health Organization (WHO) sub-Saharan Africa region.

Conclusions: Evidence of cost-effectiveness of interventions to prevent RTIs in LMICs is limited, particularly for children, young people, and vulnerable road users. Evaluation of the effectiveness and cost-effectiveness of a larger number of possible road safety interventions in a variety of LMIC settings is warranted to generate the evidence base for effective traffic injury prevention programs.  相似文献

One of the most important ways to prevent accidents is to consider safety climate or culture. Moreover, some studies suggest that behavior contributes to 86%-96% of all injuries. This cross-sectional study took place in an Iranian petrochemical company in 2010. Vinodkumar and Bhasi’s safety climate questionnaire and an ergonomic behavior sampling checklist were the data collection tools. Cronbach’s a for questionnaire reliability was .928. With reference to the results of a pilot study, a sample of 1755 was determined for behavior sampling. We used principal component analysis (PCA) to derive the coefficient of paths in the path model and the Anderson-Rabin method to calculate factor scores. The results showed that safety climate was an effective predictor of ergonomic behavior (p < .01). They also showed the importance of decreasing the number of workers with negative safety climate. Moreover, it is necessary to promote workers’ ergonomic behaviors in the workplace.  相似文献

为了研究食品安全生产及监管的内在机理、影响因素及监管模式,采用演化博弈论方法建立了政府监管部门与食品企业之间的博弈模型,运用复制动态方程和系统动力学方法深入分析了食品安全生产中相关主体的决策选择。结果表明:食品企业在追求利益最大化的前提下须主动重视食品安全问题,食品企业的策略选择受安全生产投入成本、处罚成本和声誉收益的影响;政府监管部门的监管行为受监管成本、外部负效益及社会成本等多方因素的影响。因此,增大监管部门惩处力度、降低监管成本、完善社会公众监督机制、强化声誉效应是食品安全问题得以解决的有力保障。  相似文献

The implementation of a successful ergonomic and medical intervention program designed to reduce the number and severity of injuries and illnesses and the associated levels of discomfort in the workplace is presented. Because of the recent activity concerning the on-again-off-again Occupational Safety and Health Administration (OSHA) Ergonomic Program Standard questions have been raised as to the value and effectiveness of an organization’s ergonomics program. In light of these concerns, the immense cost associated with work-related injury and illness, and the related pain and suffering associated with such injuries and illnesses, it is important to present a workable and effective ergonomic and medical intervention program. The results of this applied study demonstrate that through the application of an ergonomic and medical intervention program, workplace-related injuries and illnesses can be reduced or eliminated.  相似文献

IntroductionOne out of three persons aged 65 and older falls annually and 20% to 30% of falls result in injury. The purpose of this cost–benefit analysis was to identify community-based fall interventions that were feasible, effective, and provided a positive return on investment (ROI).MethodsA third-party payer perspective was used to determine the costs and benefits of three effective fall interventions. Intervention effectiveness was based on randomized controlled trial results. National data were used to estimate the average annual benefits from averting the direct medical costs of a fall. The net benefit and ROI were estimated for each of the interventions.ResultsFor the Otago Exercise Program delivered to persons aged 65 and older, the net benefit was $121.85 per participant and the ROI was 36% for each dollar invested. For Otago delivered to persons aged 80 and older, the net benefit was $429.18 and the ROI was 127%. Tai chi: Moving for Better Balance had a net benefit of $529.86 and an ROI of 509% and Stepping On had a net benefit of $134.37 and an ROI of 64%.ConclusionsAll three fall interventions provided positive net benefits. The ROIs showed that the benefits not only covered the implementation costs but also exceeded the expected direct program delivery costs. These results can help health care funders and other community organizations select appropriate and effective fall interventions that also can provide positive returns on investment.  相似文献

Introduction: Currently, risky driving behaviour is a major contributor to road crashes and as a result, wide array of tools have been developed in order to record and improve driving behaviour. Within that group of tools, interventions have been indicated to significantly enhance driving behaviour and road safety. This study critically reviews monitoring technologies that provide post-trip interventions, such as retrospective visual feedback, gamification, rewards or penalties, in order to inform an appropriate driver mentoring strategy delivered after each trip. Method: The work presented here is part of the European Commission H2020 i-DREAMS project. The reviewed platform characteristics were obtained through commercially available solutions as well as a comprehensive literature search in popular scientific databases, such as Scopus and Google Scholar. Focus was given on state-of-the-art-technologies for post-trip interventions utilized in four different transport modes (i.e. car, truck, bus and rail) associated with risk prevention and mitigation. Results: The synthesized results revealed that smartphone applications and web-based platforms are the most accepted, frequently and easiest to use tools in cars, buses and trucks across all papers considered, while limited evidence of post-trip interventions in -rail was found. The majority of smartphone applications detected mobile phone use and harsh events and provided individual performance scores, while in-vehicle systems provided delayed visual reports through a web-based platform. Conclusions: Gamification and appropriate rewards appeared to be effective solutions, as it was found that they keep drivers motivated in improving their driving skills, but it was clear that these cannot be performed in isolation and a combination with other strategies (i.e. driver coaching and support) might be beneficial. Nevertheless, as there is no holistic and cross-modal post-trip intervention solution developed in real-world environments, challenges associated with post-trip feedback provision and suggestions on practical implementation are also provided.  相似文献

This study involves performing improvements in workstation specification using a three-dimensional human modeling tool and proposing well-balanced work scheduling (WBWS) to prevent work-related musculoskeletal disorders (WMSDs) in a small manufacturing plant. To analyze risk factors of WMSDs, various tasks at 10 different types of workstation were evaluated with detailed motion analysis using a customized checklist. Questionnaires were administered to 27 workers to evaluate symptoms related to WMSDs. Revised workstation specifications were suggested based on anthropometric characteristics of workers using before–after analyses as an engineering control. Additionally, WBWS was proposed as an administrative control to avoid continuous physical stress on specific body parts in repetitive tasks. A software tool for WBWS was developed for convenient and easy application. The results of the study may aid managers in applying ergonomic interventions with time and cost savings, and enhance worker satisfaction and motivation due to improvements in working conditions to prevent WMSDs.  相似文献

INTRODUCTION: Logistic regression modelling of crash counts likely associated with speeding and impaired driving was earlier found [Zheng, Y., Cooper, P. J., & Dean, C. B. (2007). Modeling the contribution of speeding and impaired driving to insurance claim counts and costs when contributing factors are unknown. Journal of Safety Research, 38(1)] to successfully predict known outcomes in a series of simulations, but the same types of models did not accurately predict average crash costs. The aim of the study reported here was to develop a means to adjust classification model results that would improve their cost-predicting efficiency. METHOD: A classification modelling process was adjusted at the back-end using non-linear optimization to rationalize the classified proportions with the true proportions when the model was applied to representative subsets of the training data. Corrections were developed to account for cost (severity) differences arising from the classification process that were not due to true variations. The process was then applied to insurance claim test data where crash contributors were unknown. RESULTS: The optimization and severity correction procedure resulted in substantial improvement in average crash cost prediction for both impaired and unsafe speed collision involvements. The error measured against true values in 20 simulations was about half for the adjusted classification model of what it was for either unadjusted classification or logistic regression models. CONCLUSIONS: Non-linear optimization of classification matrices appears to be a workable tool for improving the predictive efficiency of models where desired outcomes represent average characteristics of records as compared to simple counts or proportions. IMPACT ON INDUSTRY: Using the methodology on a full-year of insurance claim data indicated that reliance on police-reported records alone would have underestimated the total cost of unsafe speed and impaired crashes by about 40%. Since most jurisdictions use police data to base policy decisions and set program spending around such safety issues, this finding has important implications.  相似文献

The MEPS (musculoskeletal--eyestrain--psychosocial--stress) study involved an extensive degree of multidisciplinary and multicultural cooperation. The objective was to examine the effects of multiple ergonomic interventions on visual, musculoskeletal, postural, and psychosocial outcomes amongst operators of visual display terminals (VDTs). The inherent complexity of a comprehensive ergonomic investigation requires participation of researchers from a variety of disciplines, as well as comparisons among populations with different geographical and cultural backgrounds. The design and execution of the resulting research protocol presents a number of challenges. This paper discusses the advantages and pitfalls associated with multidisciplinary multinational cooperation. Advantages include the necessity for development of a common language and perspective providing a basis for future collaboration. Pitfalls include logistic and coordination difficulties associated with conducting standardized procedures in different locations, as well as the inherent potential for professional conflict. It is argued that such pitfalls ought to be understood and integrated into the project planning process.  相似文献
