Abstract: As research biologists move into conservation biology, especially in foreign countries, providing support for conservation planning efforts presents unique challenges. Published accounts of national, multidisciplinary planning efforts and priority setting for avian conservation are not common. I describe the process and results of a broad-based, grassroots-oriented avian conservation planning workshop held in the Dominican Republic in which we designed a coordinated strategy for avian conservation in the country. The planning process sought to (1) increase communication and cooperation among conservationists; (2) familiarize participants with resources pertinent to avian conservation; (3) encourage the transfer of information between researchers and managers; (4) promote the concepts of long-term avian monitoring, avian conservation plans, and species management plans; and (5) develop a common, multidisciplinary strategy to promote the conservation of birds in the Dominican Republic. The workshop highlighted group discussions among research biologists, managers, educators, and public policy specialists to assess avian conservation needs and priorities with respect to each discipline and has since galvanized a significant portion of the conservation community around several cooperative projects involving diverse segments of the community. Avian biologists can play a significant role in conservation efforts through a willingness to work with key players in diverse fields and to envision holistic, multidisciplinary approaches to conservation issues.  相似文献

The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal zone management problems and their associated side effects, as well as national and international evolution patterns will be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses in relation to the carrying capacity of the shoreline.  相似文献

Coral reefs around the world are facing serious threats. These fragile ecosystems are in need for conservation. The coastal state of Bahia hosts the most extensive and richest area of coral reefs in the South Atlantic Ocean. Assessment, planning and management of coral reef ecosystems are particularly challenging tasks. This work shows how the creation of a GIS improves the process of management, monitoring and conservation of the Bahian reef environments The initial data input started by the vectorization of 1) bathymetric data from the Bureau of Hydrography and Navigation (DHN), 2) shoreline and mangrove areas from Landsat 7 ETM + images, 3) near surface reefs from Quickbird images, and 4) coastal and marine protected areas of federal, state and local administrations. Geological, physical, biological and social information was then included in order to create a suitable marine GIS for conservation aims. The data includes information on sediment granulometry and transport patterns, rocky substrate outcrops, sea surface temperature, wave direction, rain precipitation, major contributing river discharge, artisanal fishery, benthic cover and bleaching data. ReefBahia GIS has provided essential information for a better understanding of coral reefs of the state of Bahia geological and ecological characteristics such as mapping, representation, connectivity and biodiversity of coral reefs, geological facies, Quaternary sedimentation, numeric modeling of wave refraction and monitoring of bleaching events.  相似文献

Abstract Spatial prioritization techniques are applied in conservation‐planning initiatives to allocate conservation resources. Although typically they are based on ecological data (e.g., species, habitats, ecological processes), increasingly they also include nonecological data, mostly on the vulnerability of valued features and economic costs of implementation. Nevertheless, the effectiveness of conservation actions implemented through conservation‐planning initiatives is a function of the human and social dimensions of social‐ecological systems, such as stakeholders’ willingness and capacity to participate. We assessed human and social factors hypothesized to define opportunities for implementing effective conservation action by individual land managers (those responsible for making day‐to‐day decisions on land use) and mapped these to schedule implementation of a private land conservation program. We surveyed 48 land managers who owned 301 land parcels in the Makana Municipality of the Eastern Cape province in South Africa. Psychometric statistical and cluster analyses were applied to the interview data so as to map human and social factors of conservation opportunity across a landscape of regional conservation importance. Four groups of landowners were identified, in rank order, for a phased implementation process. Furthermore, using psychometric statistical techniques, we reduced the number of interview questions from 165 to 45, which is a preliminary step toward developing surrogates for human and social factors that can be developed rapidly and complemented with measures of conservation value, vulnerability, and economic cost to more‐effectively schedule conservation actions. This work provides conservation and land management professionals direction on where and how implementation of local‐scale conservation should be undertaken to ensure it is feasible.  相似文献

Understanding the social dimensions of conservation opportunity is crucial for conservation planning in multiple‐use landscapes. However, factors that influence the feasibility of implementing conservation actions, such as the history of landscape management, and landholders’ willingness to engage are often difficult or time consuming to quantify and rarely incorporated into planning. We examined how conservation agencies could reduce costs of acquiring such data by developing predictive models of management feasibility parameterized with social and biophysical factors likely to influence landholders’ decisions to engage in management. To test the utility of our best‐supported model, we developed 4 alternative investment scenarios based on different input data for conservation planning: social data only; biological data only; potential conservation opportunity derived from modeled feasibility that incurs no social data collection costs; and existing conservation opportunity derived from feasibility data that incurred collection costs. Using spatially explicit information on biodiversity values, feasibility, and management costs, we prioritized locations in southwest Australia to control an invasive predator that is detrimental to both agriculture and natural ecosystems: the red fox (Vulpes vulpes). When social data collection costs were moderate to high, the most cost‐effective investment scenario resulted from a predictive model of feasibility. Combining empirical feasibility data with biological data was more cost‐effective for prioritizing management when social data collection costs were low (<4% of the total budget). Calls for more data to inform conservation planning should take into account the costs and benefits of collecting and using social data to ensure that limited funding for conservation is spent in the most cost‐efficient and effective manner.  相似文献

Fifteen beaches from the Swansea Bay coastal sediment cell, South Wales, UK, were analysed via function analysis, involving assessment of specific environmental and socio-economic indicators. These were allocated scores from field surveys and extensive desktop studies, which included beach awards, relevant shoreline management plans, planning and conservation designations and current legislation. Normalised scores allowed production of a conservation/development matrix, enabling beach location in conservation, development or conflict fields, which results appropriately identified. Conservation field beaches tended to have a low density residential hinterland with little or no commercialisation. Conversely, beaches that leant towards the development field had a high density residential hinterland and were highly commercialised. Evaluation showed the importance of planning legislation in conflict areas and identified locations of development potential, where significant environmental consequences would be unlikely. This representation could be used for evolution of conservation/development status within coastal areas, enabling policy adjustment as necessary. It will also enable future sustainability assessment and it is suggested that indicators could be modified to reduce environmental emphasis and provide a more uniform socio-economic consideration.  相似文献

Bushmeat management policies are often developed outside the communities in which they are to be implemented. These policies are also routinely designed to be applied uniformly across communities with little regard for variation in social or ecological conditions. We used fuzzy‐logic cognitive mapping, a form of participatory modeling, to compare the assumptions driving externally generated bushmeat management policies with perceptions of bushmeat trade dynamics collected from local community members who admitted to being recently engaged in bushmeat trading (e.g., hunters, sellers, consumers). Data were collected during 9 workshops in 4 Tanzanian villages bordering Serengeti National Park. Specifically, we evaluated 9 community‐generated models for the presence of the central factors that comprise and drive the bushmeat trade and whether or not models included the same core concepts, relationships, and logical chains of reasoning on which bushmeat conservation policies are commonly based. Across local communities, there was agreement about the most central factors important to understanding the bushmeat trade (e.g., animal recruitment, low income, and scarcity of food crops). These matched policy assumptions. However, the factors perceived to drive social‐ecological bushmeat trade dynamics were more diverse and varied considerably across communities (e.g., presence or absence of collaborative law enforcement, increasing human population, market demand, cultural preference). Sensitive conservation issues, such as the bushmeat trade, that require cooperation between communities and outside conservation organizations can benefit from participatory modeling approaches that make local‐scale dynamics and conservation policy assumptions explicit. Further, communities’ and conservation organizations’ perceptions need to be aligned. This can improve success by allowing context appropriate policies to be developed, monitored, and appropriately adapted as new evidence is generated. Abstract: Conservation biology has provided wildlife managers with a wealth of concepts and tools for use in conservation planning; among them is the surrogate species concept. Over the past 20 years, a growing body of empirical literature has demonstrated the limited effectiveness of surrogates as management tools, unless it is first established that the target species and surrogate will respond similarly to a given set of environmental conditions. Wildlife managers and policy makers have adopted the surrogate species concept, reflecting the limited information available on most species at risk of extirpation or extinction and constraints on resources available to support conservation efforts. We examined the use of surrogate species, in the form of cross‐taxon response‐indicator species (that is, one species from which data are used to guide management planning for another, distinct species) in the Sacramento‐San Joaquin Delta, California (U.S.A.). In that system there has been increasing reliance on surrogates in conservation planning for species listed under federal or state endangered species acts, although the agencies applying the surrogate species concept did not first validate that the surrogate and target species respond similarly to relevant environmental conditions. During the same period, conservation biologists demonstrated that the surrogate concept is generally unsupported by ecological theory and empirical evidence. Recently developed validation procedures may allow for the productive use of surrogates in conservation planning, but, used without validation, the surrogate species concept is not a reliable planning tool.  相似文献

Knowledge co‐production and boundary work offer planners a new frame for critically designing a social process that fosters collaborative implementation of resulting plans. Knowledge co‐production involves stakeholders from diverse knowledge systems working iteratively toward common vision and action. Boundary work is a means of creating permeable knowledge boundaries that satisfy the needs of multiple social groups while guarding the functional integrity of contributing knowledge systems. Resulting products are boundary objects of mutual interest that maintain coherence across all knowledge boundaries. We examined how knowledge co‐production and boundary work can bridge the gap between planning and implementation and promote cross‐sectoral cooperation. We applied these concepts to well‐established stages in regional conservation planning within a national scale conservation planning project aimed at identifying areas for conserving rivers and wetlands of South Africa and developing an institutional environment for promoting their conservation. Knowledge co‐production occurred iteratively over 4 years in interactive stake‐holder workshops that included co‐development of national freshwater conservation goals and spatial data on freshwater biodiversity and local conservation feasibility; translation of goals into quantitative inputs that were used in Marxan to select draft priority conservation areas; review of draft priority areas; and packaging of resulting map products into an atlas and implementation manual to promote application of the priority area maps in 37 different decision‐making contexts. Knowledge co‐production stimulated dialogue and negotiation and built capacity for multi‐scale implementation beyond the project. The resulting maps and information integrated diverse knowledge types of over 450 stakeholders and represented >1000 years of collective experience. The maps provided a consistent national source of information on priority conservation areas for rivers and wetlands and have been applied in 25 of the 37 use contexts since their launch just over 3 years ago. When framed as a knowledge co‐production process supported by boundary work, regional conservation plans can be developed into valuable boundary objects that offer a tangible tool for multi‐agency cooperation around conservation. Our work provides practical guidance for promoting uptake of conservation science and contributes to an evidence base on how conservation efforts can be improved.  相似文献

There is increasing recognition among conservation scientists that long‐term conservation outcomes could be improved through better integration of evolutionary theory into management practices. Despite concerns that the importance of key concepts emerging from evolutionary theory (i.e., evolutionary principles and processes) are not being recognized by managers, there has been little effort to determine the level of integration of evolutionary theory into conservation policy and practice. We assessed conservation policy at 3 scales (international, national, and provincial) on 3 continents to quantify the degree to which key evolutionary concepts, such as genetic diversity and gene flow, are being incorporated into conservation practice. We also evaluated the availability of clear guidance within the applied evolutionary biology literature as to how managers can change their management practices to achieve better conservation outcomes. Despite widespread recognition of the importance of maintaining genetic diversity, conservation policies provide little guidance about how this can be achieved in practice and other relevant evolutionary concepts, such as inbreeding depression, are mentioned rarely. In some cases the poor integration of evolutionary concepts into management reflects a lack of decision‐support tools in the literature. Where these tools are available, such as risk‐assessment frameworks, they are not being adopted by conservation policy makers, suggesting that the availability of a strong evidence base is not the only barrier to evolutionarily enlightened management. We believe there is a clear need for more engagement by evolutionary biologists with policy makers to develop practical guidelines that will help managers make changes to conservation practice. There is also an urgent need for more research to better understand the barriers to and opportunities for incorporating evolutionary theory into conservation practice.  相似文献

SUMMARY

This paper explores the roles GIS technology can play in support of land management, focusing in particular on its application in protected environments such as Biosphere Reserves. These ecologically significant areas present complex planning situations since, unlike areas set aside solely for conservation, they must continue to support human populations that depend on natural resources for their economic and social well being. In situations such as marginal tropical locations, land managers often face major economic and political disincentives to the conservation of precious natural resources. The necessity for community participation and local expertise in the planning process becomes increasingly critical as GIS evolves from a basic presentation aid for spatial data to a synthesizing problem-solving tool. Coupled with enhanced community participation is the opportunity for greater education of stakeholders; the potential for GIS to serve as a medium for information gathering and dissemination is discussed. A case study in the Sierra de Manantlán Biosphere Reserve (SMBR), México, is presented.  相似文献

The threat of sea-level rise and climate change means that coastal managers are being increasingly asked to make long-term assessments of potential coastal impacts and responses. In the UK, shoreline management planning (for flood and erosion hazards) and spatial planning now takes a 100 year perspective. An integrated framework across a wide range of physical and social issues is required for the assessment of coastal impacts and consequently for making sound management decisions. This paper provides an overview of the development of the ‘Tyndall Coastal Simulator’ including the underlying philosophy that is being followed. The Simulator is based on a series of linked climate models (CM) within a nested framework which recognises three spatial scales: (i) the global (GCM) scale; (ii) the regional scale and (iii) the Simulator Domain (a physiographic unit, such as a coastal sub-cell). Within the nesting, the larger scale provides the boundary conditions for the smaller scale. The models feed into each other and describe a range of relevant processes: sea level, tides, surges, waves, sediment transport and coastal morphology. Different climate scenarios, as well as the range of uncertainty, are being explored. Communication of results is a major issue and the Simulator includes a dedicated GIS-based user interface that allows a wide range of queries of model outputs. The paper demonstrates the possibility of developing an integrated framework that is multi-scale and capable of linking various models in order to simulate complex coastal processes and consequently allowing long-term assessments that are useful for setting future management plans.  相似文献

Coastal and ocean planning comprises a broad field of practice. The goals, political processes, and approaches applied to planning initiatives may vary widely. However, all planning processes ultimately require adequate information on both the biophysical and social attributes of a planning region. In coastal and ocean planning practice, there are well‐established methods to assess biophysical attributes; however, less is understood about the role and assessment of social data. We conducted the first global assessment of the incorporation of social data in coastal and ocean planning. We drew on a comprehensive review of planning initiatives and a survey of coastal and ocean practitioners. There was significantly more incorporation of social data in multiuse versus conservation‐oriented planning. Practitioners engaged a wide range of social data, including governance, economic, and cultural attributes of planning regions and human impacts data. Less attention was given to ecosystem services and social–ecological linkages, both of which could improve coastal and ocean planning practice. Although practitioners recognize the value of social data, little funding is devoted to its collection and incorporation in plans. Increased capacity and sophistication in acquiring critical social and ecological data for planning is necessary to develop plans for more resilient coastal and ocean ecosystems and communities. We suggest that improving social data monitoring, and in particular spatial social data, to complement biophysical data, is necessary for providing holistic information for decision‐support tools and other methods. Moving beyond people as impacts to people as beneficiaries, through ecosystem services assessments, holds much potential to better incorporate the tenets of ecosystem‐based management into coastal and ocean planning by providing targets for linked biodiversity conservation and human welfare outcomes. Conservation planning is integral to strategic and effective operations of conservation organizations. Drawing upon biological sciences, conservation planning has historically made limited use of social data. We offer an approach for integrating data on social well‐being into conservation planning that captures and places into context the spatial patterns and trends in human needs and capacities. This hierarchical approach provides a nested framework for characterizing and mapping data on social well‐being in 5 domains: economic well‐being, health, political empowerment, education, and culture. These 5 domains each have multiple attributes; each attribute may be characterized by one or more indicators. Through existing or novel data that display spatial and temporal heterogeneity in social well‐being, conservation scientists, planners, and decision makers may measure, benchmark, map, and integrate these data within conservation planning processes. Selecting indicators and integrating these data into conservation planning is an iterative, participatory process tailored to the local context and planning goals. Social well‐being data complement biophysical and threat‐oriented social data within conservation planning processes to inform decisions regarding where and how to conserve biodiversity, provide a structure for exploring socioecological relationships, and to foster adaptive management. Building upon existing conservation planning methods and insights from multiple disciplines, this approach to putting people on the map can readily merge with current planning practices to facilitate more rigorous decision making. To effectively manage large natural reserves, resource managers must prepare for future contingencies while balancing the often conflicting priorities of different stakeholders. To deal with these issues, managers routinely employ models to project the response of ecosystems to different scenarios that represent alternative management plans or environmental forecasts. Scenario analysis is often used to rank such alternatives to aid the decision making process. However, model projections are subject to uncertainty in assumptions about model structure, parameter values, environmental inputs, and subcomponent interactions. We introduce an approach for testing the robustness of model-based management decisions to the uncertainty inherent in complex ecological models and their inputs. We use relative assessment to quantify the relative impacts of uncertainty on scenario ranking. To illustrate our approach we consider uncertainty in parameter values and uncertainty in input data, with specific examples drawn from the Florida Everglades restoration project. Our examples focus on two alternative 30-year hydrologic management plans that were ranked according to their overall impacts on wildlife habitat potential. We tested the assumption that varying the parameter settings and inputs of habitat index models does not change the rank order of the hydrologic plans. We compared the average projected index of habitat potential for four endemic species and two wading-bird guilds to rank the plans, accounting for variations in parameter settings and water level inputs associated with hypothetical future climates. Indices of habitat potential were based on projections from spatially explicit models that are closely tied to hydrology. For the American alligator, the rank order of the hydrologic plans was unaffected by substantial variation in model parameters. By contrast, simulated major shifts in water levels led to reversals in the ranks of the hydrologic plans in 24.1-30.6% of the projections for the wading bird guilds and several individual species. By exposing the differential effects of uncertainty, relative assessment can help resource managers assess the robustness of scenario choice in model-based policy decisions.  相似文献

Biodiversity conservation has been criticized for undermining or ignoring social well‐being. Currently efforts to mutually promote social justice, rural development, and biodiversity conservation, which have been contentious and yielded mixed results, continue to spread despite a general dearth of effective management strategies. We contend that social and economic concerns should be integral to conservation planning and propose that the scale of these phenomena is also critical. To evaluate the merit of this proposal, we adopted and expanded a conservation management strategy framework developed by Joel Heinen and examined how population density, economic disparity, and ethnic heterogeneity vary spatially surrounding 2 contrasting protected areas in East Africa: Kibale National Park in Uganda and Tarangire National Park in Tanzania. Analyses of demographic, wealth, and ethnicity data from regional censuses and household surveys conducted in 2009 and 2010 indicated that choice of scale (landscape or community) changed the management strategies recommended by the model. Therefore, “several small” people?park management strategies varying around a given protected area may be more appropriate than a “single large” people–park strategy applied across an entire protected area. Correspondingly, scale adjusted Heinen recommendations offered new strategies for effective conservation management within these human landscapes not incorporated in current in situ management plans. Abstract: Despite substantial growth in the field of conservation planning, the speed and success with which conservation plans are converted into conservation action remains limited. This gap between science and action extends beyond conservation planning into many other applied sciences and has been linked to complexity of current societal problems, compartmentalization of knowledge and management sectors, and limited collaboration between scientists and decision makers. Transdisciplinary approaches have been proposed as a possible way to address these challenges and to bridge the gap between science and action. These approaches move beyond the bridging of disciplines to an approach in which science becomes a social process resolving problems through the participation and mutual learning of stakeholders. We explored the principles of transdisciplinarity, in light of our experiences as conservation‐planning researchers working in South Africa, to better understand what is required to make conservation planning transdisciplinary and therefore more effective. Using the transdisciplinary hierarchy of knowledge (empirical, pragmatic, normative, and purposive), we found that conservation planning has succeeded in integrating many empirical disciplines into the pragmatic stakeholder‐engaged process of strategy development and implementation. Nevertheless, challenges remain in engagement of the social sciences and in understanding the social context of implementation. Farther up this knowledge hierarchy, at the normative and purposive levels, we found that a lack of integrated land‐use planning and policies (normative) and the dominant effect of national values (purposive) that prioritize growth and development limit the effectiveness and relevance of conservation plans. The transdisciplinary hierarchy of knowledge highlighted that we need to move beyond bridging the empirical and pragmatic disciplines into the complex normative world of laws, policies, and planning and become engaged in the purposive processes of decision making, behavior change, and value transfer. Although there are indications of progress in this direction, working at the normative and purposive levels requires time, leadership, resources, skills that are absent in conservation training and practice, and new forms of recognition in systems of scientific reward and funding.  相似文献

Abstract: That the greatest challenges in conservation are often not technical but rather economic or sociological has been expressed for at least the last 20 years. This raises the question of whether the training offered to tomorrow's conservation practitioners prepares them sufficiently to deal with the human dimensions of conservation. We analyzed 747 papers from seven wildlife management and conservation biology journals to determine the trends in this area of conservation management between 1985 and 1995. We found that over that time the emphasis stayed on single-species issues with a science focus, but there was a marked shift toward conservation biology issues, management-oriented research, and discussion of economic and social factors relevant to management. We also examined the handbooks of 11 Australian universities to analyze the content of 439 compulsory subjects in 12 degrees that we judged could produce wildlife managers. More than 68% of subjects were from a basic science or technology discipline, 16% from resource management, and only 13% from economics, humanities, communications, or planning. Thus, many of the skills required by contemporary wildlife managers must be learned in postgraduate training or on the job. Much of the undergraduate training syllabus, in Australia at least, does not reflect trends in the practice of wildlife management today and will not provide tomorrow's managers with the range of disciplinary understanding required. We were able, however, to identify three types of undergraduate training—ecological system managers, environmental managers, and human system managers—and we found that the curricula in human-system management contained increased emphasis on socioeconomic issues relevant to management.  相似文献

Federal and State agencies have recently advocated risk-based analysis as a mechanism for advancing regulatory reform and safety determination in marine systems. the present investigation promotes this objective through the development of risk-based environmental planning strategies for oil spill contingency plans. This alternative approach to contingency planning departs from conventional methodology by employing quantitative risk assessment methods to identify hazardous oil spill zones and sensitive environmental areas, Ro and Re respectively. the product of this conversion is referenced on a single “Risk” layer within a Geographic Information System (GIS) framework allowing coastal managers to evaluate natural resource data with associated elements of oil spill risk. As a new tool for coastal pollution management, risk-based environmental planning strategies have shown potential for evolving more efficient oil spill contingency plans.  相似文献
