The effect of dairy farming on water quality in New Zealand streams has been identified as an important environmental issue. Stream fencing, to keep cattle out of streams, is seen as a way to improve water quality. Fencing ensures that cattle cannot defecate in the stream, prevents bank erosion, and protects the aquatic habitat. Stream fencing targets have been set by the dairy industry. In this paper the results of a study to identify the factors influencing dairy farmers' decisions to adopt stream fencing are outlined. Qualitative methods were used to gather data from 30 dairy farmers in four New Zealand catchments. Results suggest that farm contextual factors influenced farmers' decision making when considering stream fencing. Farmers were classified into four segments based on their reasons for investing in stream fencing. These reasons were fencing boundaries, fencing for stock control, fencing to protect animal health, and fencing because of pressure to conform to local government guidelines or industry codes of practice. This suggests that adoption may be slow in the absence of on-farm benefits, that promotion of stream fencing needs to be strongly linked to on-farm benefits, and that regulation could play a role in ensuring greater adoption of stream fencing.  相似文献

The authors' personal experience in watershed planning and decision making in the agricultural Midwest is described to illustrate how: (1) formalization of the process of community-based management is not sufficient to guarantee that local people will meaningfully consider scientific information and opinion when making decisions about watersheds, and (2) genuine social interaction between scientists and nonscientists requires a considerable investment of time and energy on the part of the scientist to develop personal relationships with nonscientists based on trust and mutual exchange of information. This experience provides the basis for developing a general conceptual model of the interaction between scientists and nonscientists in community-based watershed management in the agricultural Midwest. An important aspect of integrating science effectively into community-based decision making is the need to revise existing concepts to accommodate place-based contexts. Stream naturalization is introduced as an alternative to stream restoration and rehabilitation, which are viewed as inappropriate management strategies in human-dominated environments. Stream naturalization seeks to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are capable of supporting healthy, biologically diverse aquatic ecosystems. This general goal is consistent with the types of stream-management practices emerging from community-based decision making in human-dominated, agricultural landscapes. Further research on the linkages between geomorphological and ecological dynamics of human-modified agricultural streams over multiple spatial and temporal scales is needed to provide a sound scientific framework for stream naturalization.  相似文献

Monitoring of stream restoration projects is often limited and success often focuses on a single taxon (e.g., salmonids), even though other aspects of stream structure and function may also respond to restoration activities. The Ottawa National Forest (ONF), Michigan, conducted a site-specific trout habitat improvement to enhance the trout fishery in Cook’s Run, a 3rd-order stream that the ONF determined was negatively affected by past logging. Our objectives were to determine if the habitat improvement increased trout abundances and enhanced other ecological variables (overall habitat quality, organic matter retention, seston concentration, periphyton abundance, sediment organic matter content, and macroinvertebrate abundance and diversity) following rehabilitation. The addition of skybooms (underbank cover structures) and k-dams (pool-creating structures) increased the relative abundance of harvestable trout (>25 cm in total length) as intended but not overall trout abundances. Both rehabilitation techniques also increased maximum channel depth and organic matter retention, but only k-dams increased overall habitat quality. Neither approach significantly affected other ecological variables. The modest ecological response to this habitat improvement likely occurred because the system was not severely degraded beforehand, and thus small, local changes in habitat did not measurably affect most physical and ecological variables measured. However, increases in habitat volume and in organic matter retention may enhance stream biota in the long term.  相似文献

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

In urban and suburban areas, stormwater runoff is a primary stressor on surface waters. Conventional urban stormwater drainage systems often route runoff directly to streams and rivers, thus exacerbating pollutant inputs and hydrologic disturbance, and resulting in the degradation of ecosystem structure and function. Decentralized stormwater management tools, such as low impact development (LID) or water sensitive urban design (WSUD), may offer a more sustainable solution to stormwater management if implemented at a watershed scale. These tools are designed to pond, infiltrate, and harvest water at the source, encouraging evaporation, evapotranspiration, groundwater recharge, and re-use of stormwater. While there are numerous demonstrations of WSUD practices, there are few examples of widespread implementation at a watershed scale with the explicit objective of protecting or restoring a receiving stream. This article identifies seven major impediments to sustainable urban stormwater management: (1) uncertainties in performance and cost, (2) insufficient engineering standards and guidelines, (3) fragmented responsibilities, (4) lack of institutional capacity, (5) lack of legislative mandate, (6) lack of funding and effective market incentives, and (7) resistance to change. By comparing experiences from Australia and the United States, two developed countries with existing conventional stormwater infrastructure and escalating stream ecosystem degradation, we highlight challenges facing sustainable urban stormwater management and offer several examples of successful, regional WSUD implementation. We conclude by identifying solutions to each of the seven impediments that, when employed separately or in combination, should encourage widespread implementation of WSUD with watershed-based goals to protect human health and safety, and stream ecosystems.  相似文献

Despite advances in short-range flood forecasting and information dissemination systems in Bangladesh, the present system is less than satisfactory. This is because of short lead-time products, outdated dissemination networks, and lack of direct feedback from the end-user. One viable solution is to produce long-lead seasonal forecasts—the demand for which is significantly increasing in Bangladesh—and disseminate these products through the appropriate channels. As observed in other regions, the success of seasonal forecasts, in contrast to short-term forecast, depends on consensus among the participating institutions. The Flood Forecasting and Warning Response System (henceforth, FFWRS) has been found to be an important component in a comprehensive and participatory approach to seasonal flood management. A general consensus in producing seasonal forecasts can thus be achieved by enhancing the existing FFWRS. Therefore, the primary objective of this paper is to revisit and modify the framework of an ideal warning response system for issuance of consensus seasonal flood forecasts in Bangladesh. The five-stage FFWRS—i) Flood forecasting, ii) Forecast interpretation and message formulation, iii) Warning preparation and dissemination, iv) Responses, and v) Review and analysis—has been modified. To apply the concept of consensus forecast, a framework similar to that of the Southern African Regional Climate Outlook Forum (SARCOF) has been discussed. Finally, the need for a climate Outlook Fora has been emphasized for a comprehensive and participatory approach to seasonal flood hazard management in Bangladesh.  相似文献

We developed an approach for inventorying wetland resources, assessing their condition, and determining restoration potential in a watershed context. This article outlines how this approach can be developed into a Wetland Monitoring Matrix (WMM) that can help resource management agencies make regulatory and nonregulatory decisions. The WMM can be embedded in a standard planning process (Wetlands, Wildlife, and Watershed Assessment Techniques for Evaluation and Restoration, or W3ATER) involving the setting of objectives, assessing the condition of the resource, prioritizing watersheds or sites, implementing projects, and evaluating progress. To that process we have added the concepts of reference, hydrogeomorphic (HGM) classification, and prioritization for protection and restoration by triage or adaptive management. Three levels of effort are possible, increasing in detail and diagnostic reliability as data collection shifts from remote sensing to intensive sampling on the ground. Of key importance is the use of a consistent set of monitoring protocols for conducting condition assessments, designing restoration and creation projects, and evaluating the performance of mitigation projects; the same variables are measured regardless of the intended use of the data. This approach can be tailored to any region by establishing a reference set of wetlands organized by HGM subclasses, prioritizing watersheds and individual wetlands, and implementing consistent monitoring protocols. Application of the approach is illustrated with examples from wetlands and streams of the Spring Creek Watershed in central Pennsylvania, USA.  相似文献

Arid zone rivers have highly variable flow rates, and flood control projects are needed to protect adjacent property from flood damage. On the other hand, riparian corridors provide important wildlife habitat, especially for birds, and riparian vegetation is adapted to the natural variability in flows on these rivers. While environmental and flood control goals might appear to be at odds, we show that both goals can be accommodated in the Limitrophe Region (the shared border between the United States and Mexico) on the Lower Colorado River. In 1999, the International Boundary and Water Commission proposed a routine maintenance project to clear vegetation and create a pilot channel within the Limitrophe Region to improve flow capacity and delineate the border. In 2000, however, Minute 306 to the international water treaty was adopted, which calls for consideration of environmental effects of IBWC actions. We conducted vegetation and bird surveys within the Limitrophe and found that this river segment is unusually rich in native cottonwood and willow trees, marsh habitat, and resident and migratory birds compared to flow-regulated segments of river. A flood-frequency analysis showed that the existing levee system can easily contain a 100 year flood even if vegetation is not removed, and the existing braided channel system has greater carrying capacity than the proposed pilot channel.  相似文献

The southeastern United States has undergone anthropogenic changes in landscape structure, with the potential to increase (e.g., urbanization) and decrease (e.g., reservoir construction) stream flashiness and flooding. Assessment of the outcome of such change can provide insight into the efficacy of current strategies and policies to manage water resources. We (1) examined trends in precipitation, floods, and stream flashiness and (2) assessed the relative influence of land cover and flow‐regulating features (e.g., best management practices and artificial water bodies) on stream flashiness from 1991 to 2013. We found mean annual precipitation decreased, which coincided with decreasing trends in floods. In contrast, stream flashiness, overall, showed an increasing trend during the period of study. However, upon closer examination, 20 watersheds showed stable stream flashiness, whereas 5 increased and 6 decreased in flashiness. Urban watersheds were among those that increased or decreased in flashiness. Watersheds that increased in stream flashiness gained more urban cover, lost more forested cover and had fewer best management practices installed than urban watersheds that decreased in stream flashiness. We found best management practices are more effective than artificial water bodies in regulating flashy floods. Flashiness index is a valuable and straightforward metric to characterize changes in streamflow and help to assess the efficacy of management interventions.  相似文献

We tested the precision and accuracy of the Trimble GeoXT™ global positioning system (GPS) handheld receiver on point and area features and compared estimates of stream habitat dimensions (e.g., lengths and areas of riffles and pools) that were made in three different Oklahoma streams using the GPS receiver and a tape measure. The precision of differentially corrected GPS (DGPS) points was not affected by the number of GPS position fixes (i.e., geographic location estimates) averaged per DGPS point. Horizontal error of points ranged from 0.03 to 2.77 m and did not differ with the number of position fixes per point. The error of area measurements ranged from 0.1% to 110.1% but decreased as the area increased. Again, error was independent of the number of position fixes averaged per polygon corner. The estimates of habitat lengths, widths, and areas did not differ when measured using two methods of data collection (GPS and a tape measure), nor did the differences among methods change at three stream sites with contrasting morphologies. Measuring features with a GPS receiver was up to 3.3 times faster on average than using a tape measure, although signal interference from high streambanks or overhanging vegetation occasionally limited satellite signal availability and prolonged measurements with a GPS receiver. There were also no differences in precision of habitat dimensions when mapped using a continuous versus a position fix average GPS data collection method. Despite there being some disadvantages to using the GPS in stream habitat studies, measuring stream habitats with a GPS resulted in spatially referenced data that allowed the assessment of relative habitat position and changes in habitats over time, and was often faster than using a tape measure. For most spatial scales of interest, the precision and accuracy of DGPS data are adequate and have logistical advantages when compared to traditional methods of measurement.  相似文献

The geographic term "Niger Inland Delta" stands for a vast plain of approximately 40,000 km(2), which is situated in the western Sahel (Republic of Mali). The Inland Delta is affected by yearly inundation through the variable water levels of the Niger-Bani river system. Due to a good availability of (surface) water, the ecosystem at the Niger Inland Delta serves as resting place stop-over for many migrating birds and other wildlife species as well as economic base for farmers and pastoral people. To foster the sustainable usage of its natural resources and to protect this natural heritage, the entire Niger Inland Delta became RAMSAR site in 2004. This paper aims to test to which extent texture analysis can improve the quality of flood monitoring in a semi-arid environment using spatially high resolution ASAR imaging mode data. We found the Gray Level Dependence Method (GLDM) was most suitable proceeding for our data. Several statistical parameters were calculated via co-occurrence matrices and were used to classify the images in different gradation of soil moisture classes. In a second step we used additional information from spatially high resolution optical data (ASTER) to improve the separability of open water areas from moisture/vegetated areas.  相似文献

Since the 1960s, the development of the Serre-Chevalier winter and summer resort has led to a rapid extension of the urban fabric on the territory of the village of St-Chaffrey. On July 9, 1981, the new neighborhoods built on the alluvial fan of the Verdarel torrent were partly devastated by a channeled debris flow. This disaster prompted the civil authorities to set up an extensive fluvial regulation system, which rapidly contributed to recreating a climate of confidence and security favorable to continuing urban expansion. The combination of catastrophic floods in July 1995, and a new security-oriented national policy on natural hazards, nevertheless led to a return to precautionary measures. The St-Chaffrey town council has therefore been forced by the State to accept a building-free zone on the land-use plan. This measure is perceived as a real denial of the local efficacy of the flood and landslide risk management policy as carried out by the council of St-Chaffrey during the previous 20 years.  相似文献

Spatio-temporal variations of biochemical oxygen demand (BOD) and total coliform (TC) in the Han River, Korea, were investigated in terms of concentration-based and mass loading-based approaches. Considering the river water quality criteria regulated by the Ministry of Environment in Korea, the tributaries linked to the mainstream of the Han River were found to be highly contaminated with respect to both BOD and TC and, in fact, most of the tributaries exceeded the maximum water quality criteria. To evaluate the pollution impact of tributaries on the mainstream, the monthly water quality monitoring data for six years (from 1995 to 2000) were collected from the Han River basin, and statistically analyzed using Pearson’s correlation coefficient. The results revealed that mass loading-based approach was superior to the concentration-based approach for effective Han River watershed management. Overall results supported that the mass loading-based approach associated with total maximum daily loads (TMDL) management would be a useful and suitable protocol in watershed management for improving the water quality of the Han River and protecting public health. Therefore, this study supporting TMDL management can be applicable to a wide array of contaminants and watershed settings in Korea.  相似文献

A 0.9 km-reach of Uvas Creek, California, was reconstructed as a sinuous, meandering channel in November 1995. In February 1996, this new channel washed out. We reviewed project documents to determine the basis for the project design and conducted our own historical geomorphological study to understand the processes operating in the catchment and project reach. The project was designed using a popular stream classification system, based on which the designers assumed that a "C4" channel (a meandering gravel-bed channel) would be stable at the site. Our historical geomorphological analysis showed that the reach had been braided historically, typical of streams draining the Franciscan Formation in the California Coast Ranges, with episodic flows and high sand and gravel transport. After the project washed out, Uvas Creek reestablished an irregular, braided sand-and-gravel channel, although the channel here was narrower than it had been historically, probably due to such factors as incision caused by gravel mining. Our study casts doubt on several assumptions common in many stream restoration projects: that channel stability is always an appropriate goal; that channel forms are determined by flows with return periods of about 1.5 years; that a channel classification system is an easy, appropriate basis for channel design; and that a new channel form can be imposed without addressing the processes that determine channel form.  相似文献

The literature guides environmental planning and, specifically, how to use ecological rehabilitation projects to achieve long-term planning goals and landscape-scale environmental sustainability. There is, however, a perceived gap between principles in the literature and the use of them by practitioners involved in smaller-scale ecological rehabilitation projects. Using interviews with practitioners involved in 11 projects within the Regional Municipality of Waterloo, Ontario, Canada, we tested whether practitioners used five principles for effective planning and implementation of ecological rehabilitation that we derived from the literature. These five principles were: establishing political and ecological context, using ecologically appropriate objectives and practices, using comparative multidisciplinary and cross-scale approaches, using adaptive planning and implementation, and establishing good communication within and external to projects. Few projects followed all five principles, and practitioners indicated that they used three more project-specific principles: obtaining political/social support, promoting projects and changing attitudes about projects, and securing sufficient and persistent funding to maintain a project's life. While the literature emphasizes that ecological rehabilitation is only effective if projects are coordinated on a watershed basis, most practitioners focused solely on the goals of their specific project. The gap between literature and practice may arise because most practitioners are new to the field of ecological rehabilitation and still are focused on the methods involved. Time pressures force practitioners to obviate the literature and get projects started quickly, lest support evaporate. Complicating these difficulties is decreased support from federal and provincial governments for large-scale environmental planning. It is unclear whether ecological rehabilitation projects in Waterloo Region (at least) will ever become effective at promoting landscape-scale ecological goals or remain smaller-scale stop-gaps.  相似文献

A straightened stream stretch with poor habitat heterogeneity was divided into a “control” section with a low amount of submerged woody debris and an experimentally “wood-enriched” downstream section to study the effect of enhanced habitat diversity on the benthic invertebrate community. The downstream section was enriched by fixing 25 wood packages constructed from 9–10 branches on the stream bottom. Succession processes occurring in the two stream sections were compared by chironomid exuviae drift from July to November 2000 and from April to August 2001. During the first sampling period, more drifting chironomid exuviae (medians of control vs. wood-enriched: 446 vs. 331, no significant difference) and total number of taxa (44 vs. 36, Wilcoxon signed-rank test P = 0.019) were recorded for the control section. Although species compositions of both stream sections were highly similar (Sørensen index: 0.83) the diversity in the wood-enriched section was distinctly lower compared to the control section (Shannon–Weaver index: 1.19 vs. 1.50). During the second sampling period, exuviae numbers remained higher in the control section (median: 326 vs. 166), but total numbers of taxa were nearly equal (51 vs. 49), as well as species diversity (Shannon–Weaver index: 1.67 vs. 1.64). The lower chironomid diversity observed during the first sampling period coincided with a gradual but significant change of the streambed morphology in the wood-enriched section. There, the initially more U-shaped profile (V/U = 0.81 ± 0.37) had turned into a pronounced V shape (V/U = 1.14 ± 0.21), whereas the control section retained its unaltered U shape (V/U = 0.62–0.75). This small-scale study on experimental of woody debris in sandy lowland streams showed that the negative impact of increased hydraulic disturbance of the existing streambed more than outweighed any positive impact resulting from the increase in woody debris.  相似文献

The Ala Wai Canal Watershed Model (ALAWAT) is a planning-level watershed model for approximating direct runoff, streamflow, sediment loads, and loads for up to five pollutants. ALAWAT uses raster GIS data layers including land use, SCS soil hydrologic groups, annual rainfall, and subwatershed delineations as direct model parameter inputs and can use daily total rainfall from up to ten rain gauges and streamflow from up to ten stream gauges. ALAWAT uses a daily time step and can simulate flows for up to ten-year periods and for up to 50 subwatersheds. Pollutant loads are approximated using a user-defined combination of rating curve relationships, mean event concentrations, and loading/washoff parameters for specific subwatersheds, land uses, and times of year. Using ALAWAT, annual average streamflow and baseflow relationships and urban suspended sediment loads were approximated for the Ala Wai Canal watershed (about 10,400 acres) on the island of Oahu, Hawaii. Annual average urban suspended sediments were approximated using two methods: mean event concentrations and pollutant loading and washoff. Parameters for the pollutant loading and washoff method were then modified to simulate the effect of various street sweeping intervals on sediment loads.  相似文献

Flood and water shortage are two of the leading environmental problems around the world, and among the causes of the problems is sedimentation. The Yellow River brought disastrous floods in its lower reaches in Chinese history. Today, although floods caused by the river are still a formidable hazard hanging over China, it cannot provide the lower reaches with enough usable water. The ineradicable flood hazard and newly emerged water shortage problems of the river are proved to be closely associated with its immense sediment load. The over loaded flow of the river can quickly fill the reservoirs and unceasingly raise the riverbed, attenuating the capacity of reservoirs to suppress floods and provide more water for dry seasons and of river channels to convey floods. Also, the high sediment content pollutes the water and reduces the volume of usable water. In virtue of the intimate linkage between these problems and the formidable sediment load in the river, the solution to these problems should be based on sedimentation management. After reviewing the defects and merits of management measures implemented and proposed, a management scenario composed of multiple measures are recommended. Beside of persistent soil conservation to reduce the huge sediment load, more reservoirs to check sediment and regulate river flows, approaches to alleviating riverbed accretion, interbasin water transfer to mitigate water deficiency, and so on, an emphasis should be laid on use of muddy flows in order to scatter the sediment in a vast area, which was a natural process but has been interrupted by construction of embankments.  相似文献

Analysis of the character and condition of each river style in Bega catchment, and their downstream patterns, are used to provide a biophysical basis to prioritorize river management strategies. These reach-scale strategies are prioritorized within an integrative catchment framework. Conserving near-intact sections of the catchment is the first priority. Second, those parts of the catchment that have natural recovery potential are targeted. Finally, rehabilitation priorities are considered for highly degraded reaches. At these sites, erosion and sedimentation problems may reflect irreversible changes to river structure.  相似文献
