煤矿生产中瓦斯事故的发生及其危害程度的不确定性使得定量评价损失很困难.本文提出一种评估煤矿瓦斯事故严重程度和相关安全投资效益的方法.通过分析影响煤矿瓦斯事故发生的主要因素,利用专家调查法推断出瓦斯事故的发生概率和严重程度,进而估计出瓦斯事故的风险度并定量评价相关的安全投资效益.通过这种方法,可以提出各种安全投资方案并进行安全投资效益比较,据此选择安全投资效益最好的安全投资方案进行安全投资决策,最大限度地降低煤矿瓦斯事故的发生概率和危害程度.实例分析表明这种方法是有效的.  相似文献

INTRODUCTION: There are many available models that help evaluate the effectiveness of safety and health measures, but many are complex and require input from many departments within an organization. There is a need to develop a more user-friendly model. METHOD: A participative model was developed that involves face-to-face interviewers with workers, maintenance department, purchasing department and health and safety experts. They were asked about costs, efforts, benefits, and effects of gauging the effects of prevention efforts. RESULTS: Cost effectiveness analyses are essential in all cases and can include whatever the end-user requires, whether it is a small or lasting improvement. Having management participate helps validate the data. CONCLUSIONS: Organizations who collaborate with someone with at least some skill in cost-benefit evaluations will find that they will be able to establish policies and procedures from the data. The end result is a calculation that is understood by all involved.  相似文献

During recent years the work environment has undergone significant changes regarding working time, years of employment, work organization, type of employment contracts and working conditions. In this paper, consequences of these changes on occupational and public health and safety are examined. These include the disruption of human biological rhythms, the increase of workers fatigue due to changes in patterns of working hours and years of employment, job insecurity and occupational stress, which have a serious impact on workers’ health and may result in an increase in occupational accidents. Unsafe work practices related to workload and time pressure, the impact of work changes on public safety and the deterioration of workers’ living conditions with respect to income, social-family life, health and insurance benefits, are also described. In this context, difficulties that occur due to the changing work environment in conducting effective occupational risk assessments and implementing OSH measures are discussed (for example, frequent changes between tasks and workplaces, underreporting of occupational accidents and diseases, lack of methodological tools, etc.). A fundamental criterion used while studying consequences on health and safety and the relative preventive measures is that health and safety must be approached as ‘the promotion and maintenance at the highest degree of the physical, mental and social well-being of workers’ and not only as retention of their work ability. Limits in combining “flexibility” at work and overall protection of occupational and public safety and health in a competitive market are put forward for discussion.  相似文献

Introduction: Walkability continues to attract great attention from urban planners, designers, and engineers as they recognize not only the merits of pedestrian facilities in terms of the health benefits but also their demerits in terms of accident risk to pedestrians. Wide footpaths improve the pedestrian environment and experience, and thereby motivate travelers to walk as much as possible. However, if footpaths are too wide, they may leave a smaller space for the roadway. On the other hand, wide road lanes may lead to higher road vehicle safety but are costly to construct and maintain and also may leave little space for the footpath. Evidently, for a fixed urban space, what is needed is an optimal balance between the vehicle lane and pedestrian path. This problem is encountered routinely in dense cities including Hong Kong where land availability is severely limited. Method: To address the issue, this paper first establishes safety performance functions (SPFs) for the pedestrian space and the road space, using the random-parameter negative binomial regression. The results indicate the extent to which road lane and footpath width changes are associated with changes in in-vehicle occupant and pedestrian casualties. Then the paper uses the SPFs to develop a methodology for optimizing the width allocations to the road lanes and footpaths, duly considering the user (safety) costs and agency (construction) costs associated with each candidate allocation of the widths. Finally, the paper analyzes the sensitivity of the optimal solution to the relative weights of user cost and agency cost. Results: When user and agency costs are considered equally important, the optimal lane width is 5.4 m. Conclusion: It is observed that the road space allocation ratio used by the Hong Kong road agency suggests that the agency places a higher weight to user cost compared to agency cost. Practical Application: The findings can help incorporate design-safety relationships, and the stakeholders (agency and users) perspectives in urban road and footpath design.  相似文献

Promotional and marketing strategies can be effective tools for raising and maintaining the profile of occupational health and safety (OHS) within an organization. It is important to maximize the impact of health and safety promotions, and to ensure a consistent, desired message is conveyed. When developing OHS promotional campaigns, consideration should be given to identifying the target audience and the objective of the campaign. The aim is to keep employees focused in a positive and proactive way. Effective communication brings together people, processes, and systems. The challenge is to promote health and safety throughout all levels of the organization, and to find effective strategies such as published materials, displays, media, training and the Internet, to gain management commitment and employee involvement in the decision-making and problem-solving processes which are essential for achieving a positive safety culture. The benefits can go beyond lowering the lost time injury rate, and can include economic and social gains.  相似文献

Most occupational safety and health (OSH) professionals would agree that having a good OSH promotion programme is a challenge, and problems can be encountered at almost every stage in the planning and delivery of the programme.The first obstacle which may be encountered is programme justification. How does one convince employers and employees of the need for OSH promotion, and does competition from “Wellness Programmes” reduce available resources? Programme planning, deciding what constitutes a programme, and what to include in the OSH promotion programme, may be a dilemma. The programme implementation, deciding who implements the activities and how a programme is sustained, may be other difficult issues. Finally, programme evaluation can be problematic: How is it done properly? and Who should evaluate the programme?Possible solutions to these problems may include the costing of work accidents and occupational ill health to justify the need and benefits of an OSH programme, and riding on the bandwagon of “wellness promotion” instead of competition for limited resources. In programme planning, knowing what is wanted and employing a professional to plan the programme is essential. The programme coverage should encompass health and safety issues, and preventive strategies should be directed towards both environment and lifestyle factors. There should be a prioritization of topics according to the needs of workers. The choice of OSH professionals versus “wellness promoters” or human resource officers as programme co-ordinators may affect the programme outcome. Training supervisors and line workers to be trainers would involve those directly in contact with work hazards in the programme. Programme evaluation is crucial. There should be provision for both process and outcome evaluations, and pains should be taken to ensure independence and objectivity of evaluations. The idea of linking programme results to the OSH personnel assessments is worth considering.The delivery of OSH promotion programmes in a relevant and effective manner poses a real challenge. While some obstacles and problems appear to be insurmountable, these challenges have to be faced and overcome in order to achieve the goals of protecting and promoting the health of the worker.  相似文献

Risk homeostasis theory postulates that people accept a specific level (target level) of risk in a given activity in return for benefits accruing from that activity. It follows that, if people expect a great deal from the future, the less likely they are to jeopardise it by taking risks in respect of their health and safety. One effective method for reducing target level of risk are incentives, and the available literature contains ample evidence of the effectiveness of incentives programmes in accident prevention. As incentives essentially imply an enhanced quality of life in the future, the question arises as to how expectations of the future may be related to health and safety habits. In order to explore the relationship between perceived value of the future and health and safety habits, an analysis of the psychological literature on individual differences in future time orientation/perspective is presented. Four factors are identified: (1) clear ideation of the future, (2) active planning for the future, (3) time pressure, and (4) optimistic expectations about events outside one's own control. It is hypothesised that factors (1) and (2) are associated with positive health and safety habits, while factors (3) and (4) may characterise individuals with relatively high target levels of physical risk. Research questions and procedures for the study of these relationships are discussed.  相似文献

This article introduces a method for assessing health and safety management systems (MAHS) that has two innovative characteristics: (a) it brings together the three main auditing approaches to health and safety (HS) – the structural approach (which assesses the system prescribed), the operational approach (which assesses what is really happening on the shop-floor) and the performance approach (which assesses the results of performance indicators); (b) it emphasizes the resilience engineering perspective on HS, which takes into consideration four major principles (flexibility, learning, awareness, and top management commitment). Such principles underlie seven major assessment criteria, which in turn are divided into items (e.g. hazard identification from a resilience perspective is an item that belongs to the criteria of production processes). The items are sub-divided into statements, which are the requirements that should be assessed based on interviews, analysis of documents and direct observations. Within the 112 requirements proposed, 38 of them have clear links with at least one out of the four resilience engineering principles adopted. The remaining requirements are based on traditional assumptions underlying the so-called best practices of HS management. The results of the assessment for each item are expressed by a score on a scale of compliance with the established requirements, ranging from 0% to 100%. The specific score within that scale is obtained from tables used to assess applications for the Brazilian national quality award. The MAHS was tested in a case study that was carried out in a factory that manufactures automobile exhaust systems, located in Brazil.  相似文献

This study provides a case example of an energy company that prioritized occupational safety and health and accident reduction as long-term, strategic development targets. Furthermore, this study describes the monetary benefits of this strategic decision. Company-specific accident indicators and monetary costs and benefits are evaluated. During the observation period (2010–2016), strategic investments in occupational safety and health cost the company EUR 0.8 million. However, EUR 1.8 million were saved in the same period, resulting in a 2.20 cost–benefit ratio. The trend in cost savings is strongly positive. Annual accident costs were EUR 0.4 million lower in 2016 compared to costs in 2010. This study demonstrates that long-term, strategic commitment to occupational safety and health provides monetary value.  相似文献

Introduction: Even though the majority of youth in the U.S. work, and workers under the age of 18 are seriously injured on the job at higher rates when compared to adults, most adolescents lack instruction on workplace safety and health. Method: This qualitative study examines the extent to which selected U.S. school districts provide workplace safety and health instruction to students and explores the factors that influence districts’ decision to adopt a free, foundational occupational safety and health (OSH) curriculum. Results: Results from key informant interviews conducted with a purposive sample of 34 school administrators revealed that only a third of the districts have at least 75% of their students receive some instruction on workplace safety and health, while 15% indicated they provide no instruction on this topic. District staff who indicated that they provide OSH instruction stated that it is most often taught through career and technical education (CTE; 65%) and/or health classes (26%). They believed the benefits of providing this instruction include assisting students to get jobs (38%) and helping students learn about safety (32%), while competing demands (44%) and time constraints (41%) were identified as barriers to providing OSH education to students. Conclusions: Given the importance of work to teens and their increased risk of work injury, interested stakeholders—including parents, teachers, employers, and the public health community—should promote the inclusion of workplace safety and health instruction in U.S. secondary schools. Practical Applications: This research fills a gap in current knowledge about the extent to which OSH is currently taught within U.S. secondary schools, enumerates barriers and facilitators to the inclusion of workplace safety and health instruction in schools, presents a free, foundational curriculum in workplace safety and health, and provides directions for future research on the vital role schools can play in preparing the future workforce for safe and healthy employment.  相似文献

The numerous formulated products which are introduced to the market consist of chemical ingredients that may cause various safety and health hazards to the consumers. Therefore, it is extremely important to practice a systematic methodology to formulate products with acceptable safety and health performances. This work presents an index-based methodology to assess the safety and health hazards of the ingredients during the early formulation stage of product design. Hence, new inherent safety and health sub-indexes are introduced to improve the current safety and health hazards that are needed in formulated product design. The inherent safety and health sub-indexes are assigned with scores based on the degree of potential hazards. A higher score indicates a higher safety risk or severe health effect, and vice versa. The proposed methodology will greatly assist the users to identify the adverse safety and health effects caused by the ingredients. Hence, it is pivotal to eliminate or reduce the safety and health impacts from product usage. A case study on common ingredients used in the formulation of paint is presented on this study to describe the proposed method.  相似文献

Senior managers in organizations are authorized and obliged to maintain organizational safety. However, to date, little research has considered the relation of senior managers' safety leadership to safety behavior. This study addresses this gap by using path analysis to confirm the validity of a hypothetical model that relates six dimensions of senior managers' safety leadership to two safety behaviors through the safety climate in the petrochemical industry. A questionnaire survey was sent randomly to workers (other than senior managers) in two petrochemical companies in China, and data from 155 usable responses were compiled for the path analysis. Results indicate that in the petrochemical industry, senior managers' safety leadership has a positive impact on safety behavior, and the safety climate plays an intermediary role between them. From the perspective of the dimensions of senior managers' safety leadership and safety behavior, safety concern has the greatest positive effect on safety compliance. Moreover, safety vision has the greatest positive impact on safety participation, whereas safety inspiration and safety awards and punishment have negative effects on safety compliance. Personal character does not directly influence any dimension of safety behavior but indirectly does so by influencing the safety climate. On the basis of these results, measures of improving senior managers' safety leadership in the petrochemical industry are presented to help improve the overall safety performance of the industry. A new view is provided for the petrochemical industry in China to suggest that senior managers’ safety leadership can be treated earnestly.  相似文献

The significance of engineered nanomaterials (ENM) and nanotechnologies grows rapidly. Nanotechnology applications may have a positive marked impact on many aspects of on human every day life, for example by providing means for the production of clean energy and pure drinking water. Hundreds of consumer nano-based products are already on the market. However, very little is known of the risks of ENM to occupational safety and health (OSH), even though workers are likely to be at extra risk, as compared with other potentially exposed groups of people, because the levels of exposure are usually higher at workplaces than in other environments. However, knowledge of the exposure to, or effects of, ENM on human health and safety in occupational environments is limited and does not allow reliable assessment of risks of ENM on workers’ health. Several issues related to ENM in the workplaces require marked attention. The most topical issues include: (1) improved understanding of ENM metrics associated with ENM toxicity; (2) development of monitoring devices for ENM exposure assessment; (3) understanding the changes of ENM structure and state of agglomeration at different concentrations in aerosols; (4) understanding translocation of ENM in the human body; (5) identifying the key health effects of ENM including pulmonary toxicity, genotoxicity, carcinogenic effects, and effects on circulation; (6) development of tiered approaches for testing of safety of ENM; and (7) utilizing these data for health risk assessment, with a special emphasis on occupational environment. Available data on several ENM – ability to enter the body and reach almost any organ, to cause pulmonary inflammation and fibrosis, and even to cause increased risk of mesotheliomas in animal models, call for immediate action. It is crucial to identify those ENM that may cause occupational health and safety risks from those ENM which are innocent, hence allowing prioritization of regulatory and preventive actions at workplaces at national, regional and global levels.  相似文献

ObjectivesTo better understand the information that is used in business cases for employee health activities.MethodsInterviews with 18 occupational health and safety professionals at major organisations in the UK were conducted to explore attitudes, motivations, behaviours and information needs about employee health investment.ResultsThe occupational health and safety professionals interviewed for this study have described how employee health issues are discussed in their organisations. Ethical arguments about it being the ‘right thing to do’ are common and are believed to have impact. Unsurprisingly legal compliance is stated to be the driver of most employee health activity. Higher-level activities and resource do require a business case. It is suggested that currently business cases for employee health are often not overly empirical, with more intuitive arguments appealing to people management issues, notions of corporate reputation and alignment with business objectives. Data on benchmarking and some kind of return-on-investment assessment are normally required. Data on cost of illness (mostly expressed via sickness absence), direct health expenditure per employee and insurance premiums are also used. These data are mostly captured by existing sources and procedural systems, although sickness absence data especially is often thought to be unreliable. Data on staff retention and productivity were considered relevant but not currently used or analysed by this sample. There was support for the notion that more robust empirical business cases may help overcome some of the barriers that were identified, for example where costs are more quantifiable than benefits.ConclusionsThere is scope to make significant improvements to the business case for employee health investments in UK organisations through better measurement of impact on productivity and reputation risk and greater business-aligned communication by health professionals. More empirical business cases that meet the needs of decision-makers are more likely to attract investment into employee health activities.  相似文献

The J-value method enables health and safety schemes aimed at preserving or extending life to be assessed on a common, objective basis for the first time, irrespective of industrial sector. For this it requires an estimate of the improvement in life expectancy that the health and safety scheme will bring about. This paper extends the range of nuclear-safety-system lifetimes for which it is possible to calculate the increased life expectancy amongst nuclear-plant workers whose radiation exposure the safety system has reduced. Whereas the previous mathematical technique was able to cater for a nuclear-safety-system lifetime up to the working lifetime of the nuclear-plant workers (typically between 45 and 50 years), the new method extends without limit the range of tractable, safety-system lifetimes. This is important now that the design lifetime of nuclear power stations can be up to 60 years. The development will also facilitate the assessment of safety systems and procedures to protect workers on long-term nuclear decommissioning and waste sites; in the latter case, the service life-time could be hundreds of years. The case when the safety-system lifetime is greater than the working lifetime is addressed by splitting the workforce into a set of three cohorts, one for existing workers and two for new recruits. The discounted life expectancy is found for each cohort, and then a weighted average is used to give the overall value. An additional mathematical device is then used to reduce the number of cohorts required from three to two, namely existing workers and new recruits. A similar mathematical device is applied (in Appendix A) to reduce from three to two the number of workforce cohorts needed when the length of the safety system's service lifetime is less than the working lifetime. Finally, a further mathematical instrument is incorporated in the model equations, which allows a unified treatment to be applied to each of the cohorts, existing workers and new recruits, across all possible service lifetimes of a nuclear safety system. Since new results on gain in life expectancy may be fed into a J-value analysis, this development extends significantly the range of nuclear-safety systems for which the J-value technique may be used to measure cost-effectiveness.  相似文献

Incident reporting systems are playing an increasingly important role in the development and maintenance of safety-critical applications. The perceived success of the FAA's Aviation Safety Reporting System (ASRS) and the FDA's MedWatch has led to the establishment of similar national and international schemes. These enable individuals and groups to report their safety concerns in a confidential or anonymous manner. Unfortunately, many of these systems are becoming victims of their own success. The ASRS and MedWatch have both now received over 500,000 submissions. In consequence, the administrators of incident reporting systems increasingly rely upon software tools to support the administration of their systems. In the past, these systems have relied upon ad hoc applications of conventional database technology. However, there are several reasons why this technology is inadequate for many large-scale reporting schemes. In particular, the problems of query formation often result in poor precision and recall. This, in turn, has profound implications for safety-critical applications. Users may fail to identify similar incidents within national or international collections. These ad hoc approaches also neglect the opportunities provided by recent developments in computer assisted interviewing and in the monitoring of retrieval activities to build models of user behavior. These techniques offer a number of potential benefits. For instance, it is possible to automatically detect potential biases in the way that investigators analyze particular incidents.  相似文献

The focus of the present study is on the implementation and some of the results of an evaluation of a safety culture campaign that partly was aimed at increasing workmate interventions (care). I focus on three groups either working on or with a Norwegian offshore platform: onshore managers, crane operators and process operators. The research questions are: “Has the safety culture campaign contributed to new safety cultures related to care in the three groups, why/why not and what can we learn from this?”. The study indicates that two of the groups have developed new safety cultures that sensitize them to new hazards, motivate and legitimize new preventive practices. In accordance with the interpretive approach to culture in organizations, these changes are discussed in light of members’ of each group’s negotiation over the meaning and relevance of campaign efforts on workmate interventions. Lessons that can be learned from the study are discussed.  相似文献

Introduction: Workplace accidents and injuries can be quite costly to both individual employees and their organizations. While safety climate (i.e., perceptions of policies and procedures related to safety that should reflect an organization's value of safety) has been established as a predictor of safety behaviors, less research has considered the possible negative pressures that could result from an environment that emphasizes safety. Though organizations may intend to create a positive safety climate, concerns about being treated differently if an employee were to be involved in a safety incident may result in unintended, but detrimental safety and health outcomes. Method: This study investigated the stigma associated with being involved in a safety-related incident in relation to self-reported safety behaviors and psychological health outcomes. The data were acquired through a two-wave prospective design, surveying workers from Amazon Mechanical Turk (MTurk; N = 528) who indicated they were exposed to at least one physical work stressor (e.g., heavy lifting; air quality; standing for extended periods) a few times each month or more. Results: When controlling for safety climate, safety stigma was related to decreased safety compliance and poorer psychological health. There was a marginally significant interaction between safety stigma and safety motivation in relation to safety compliance. Conclusions: These findings suggest that experiencing pressure to work safely, for fear of being evaluated negatively, may actually come at the cost of employees' safety compliance and psychological health. Practical applications: These results may be useful in assessing and intervening to improve an organization's safety climate. Organizations should closely examine the climate for safety to ensure that positive aspects of safety are not undermined by a stigmatizing pressure associated with safety in the work environment.  相似文献
