In recent years, the so-called ‘resource curse’ syndrome has gained increasing currency. Growing evidence suggests that many African countries with significant natural wealth have actually reaped limited rewards, instead experiencing underdevelopment, corruption, political instability, and in some cases, violent conflict. In the small West African state of Sierra Leone, it has been suggested that diamonds played a key role in fuelling a brutal civil war during the 1990s, an issue that has given rise to a burgeoning literature on ‘blood diamonds’. However, as Sierra Leone emerges from a decade of destruction, other research suggests that diamonds could actually provide the impetus for post-war reconstruction. This paper explores the role of alluvial diamond mining in post-conflict Sierra Leone, focusing on two communities in the Eastern Province that were badly affected by the war. Drawing on field-based research conducted between 2002 and 2007, the paper considers the diamond mining situation in the context of broader development strategies in post-conflict reconstruction. It is argued that sustainable development can only be achieved if future policies are based on a detailed understanding of relationships between diamond mining and rural development at local, regional and national levels.  相似文献

Kazakhstan is an upper-middle-income country and one of the coldest countries in the world with rich energy resources and energy prices considerably lower than in developed countries. This paper presents the first comprehensive overview of household fuel use in Kazakhstan and assesses the causes and extent of energy poverty using the Households Living Conditions Survey dataset of 12,000 households. The results show that there is an overwhelming reliance on coal in Kazakhstan: 40% of all surveyed households use coal for heating, cooking and other needs. In general, liquefied petroleum gas is mainly used for cooking, coal and firewood for heating, while electricity is rarely used for heating. Energy poverty was less prevalent in oil and gas rich regions, due to low gas prices and higher income levels in those regions, while households located in the North Kazakhstan, Central and East Kazakhstan mainly suffer from lack of cleaner fuel options, income poverty, longer and colder winters and consequently energy affordability. Despite low energy prices in Kazakhstan, the results demonstrate that 28% of surveyed households spend more than 10% of their income on energy. Gas and district heating infrastructure coverage and income inequality across its regions contributed the most to energy poverty in Kazakhstan. Energy prices are regulated and indirectly subsidised. Removing energy subsidies alone may worsen energy affordability of households. Offering direct subsidies to cover part of the energy expenditures may not fully solve the problem, but subsidies, interventions for efficient technologies and fuels, dwelling energy-efficiency improvements are necessary.  相似文献

This paper examines the relationship between quality of life indicators and the gross value of minerals production from Australian regions. We used quality of life indicators, aggregated for 71 local government areas containing mining activities, of household income, housing affordability, access to communication services, educational attainment, life expectancy, and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability, communication access, education and employment across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the resource curse as it applies within a single country. We did not find evidence of a resource curse, at the local government level, in Australia’s mining regions. Nevertheless, we note observations by many other researchers of negative social impacts on specific demographic sectors, localities, families of fly-in fly-out mining operations, and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.  相似文献

Drinking water scarcity is becoming an urgent problem worldwide, and it affects developing and developed countries alike. Kazakhstan is not an exception and has its primary sources of drinking water (groundwater, rivers, and lakes) continuously depleted and polluted; moreover, the country will be close to its exploitation limits within the following decades. However, modern technologies allow us to harvest drinking water from unintegrated sources, like the atmosphere. Therefore, it is crucial to research which non-conventional technologies can be used to obtain drinking water from unintegrated sources for the country, considering the cost, viability of use through the year, and local climate conditions. Thus, the present assessment was performed for the 14 demographic regions in Kazakhstan and two city-states, and a map depicting the most feasible technology for each region is presented, including their levelized cost per liter. Seven mature technologies were found to be feasible in Kazakhstani year-round climates. However, Air AW3 technology and Artificial Glaciers (AG) were the most cost-effective for family-size and village-size solutions, respectively. The water provided via utility pipelines proved to be the most cost-effective manner, when available, to supply drinking water at a family-size scale, but found a less expensive competitor in the AG technology for village-size solutions. Moreover, the lack of utility water pipelines in some Kazakhstani regions, principally countryside rural areas, makes it vital to deploy and implement these alternative water-harvesting technologies to guarantee the future water security of these regions.  相似文献

Corruption is the main reason why resource-rich countries perform badly in economic terms. Corruption in resource-rich countries takes two main forms, rent-seeking and patronage. Resource rents induce rent-seeking as individuals compete for a share of the rents rather than use their time and skills more productively. And resource revenues induce patronage as governments pay off supporters to stay in power, resulting in reduced accountability and an inferior allocation of public funds. This paper systematically reviews the literature on natural resources and corruption, and outlines the main policy implications for donors and domestic policy makers. A main conclusion is that priority should be given to policies that address rent-seeking and patronage. In other words, policy in resource-rich countries should be less about macro-economic management and more about institutions to prevent rent-seeking and patronage, and about giving the right incentives to players in the resource sector. Moreover, all policies need to take into account their impact on rent-seeking and patronage, and some current policies may actually be harmful in this respect.  相似文献

系统评估沿线国家环境社会系统的发展状态,识别典型地区的脆弱性特征,对于绿色"一带一路"建设至关重要。本文集成了脆弱性与恢复力的概念内涵,构建了综合脆弱性评价指标体系,利用TOPSIS法和障碍度模型对哈萨克斯坦各州的综合脆弱性进行系统评价,分析其空间分异特征和影响因素。结果显示:(1)哈萨克斯坦综合脆弱性总体上处于中度水平,空间上呈现西高东低的特点,西部各要素脆弱性均处于中高位,东部整体脆弱性相对较低,中部则呈现多样性特征;(2)要素间关系复杂,脆弱性降低的瓶颈因素主要集中在资源使用和保障、社会系统保障等方面;(3)系统提升哈萨克斯坦环境社会系统的韧性,需要强化产业结构转型、基础设施建设与生态环境保护,在这些方面中国可以提供强有力的合作条件与经验。  相似文献

This paper addresses the question of evaluating how much the different stakeholders stand to gain from a mining project. By carefully analysing the breakdown of the cash-flows generated, we were able to estimate the amounts received by the local community and by the national community (outside the mining area), the taxes and royalties received by the government and the profits made by the mining company. A real options framework was used to take account of the inherent uncertainty on the commodity price and the reserves, and the operating flexibility (that is, the possibility for the company to stop mining if the commodity price drops and/or the reserves prove to be lower than that had been envisaged). A synthetic case-study of a gold mine in West Africa was used to illustrate how this procedure could be applied in practice. By using the real option framework we were able to envisage scenarios for developing an extension to a deposit as a function of future values of the commodity price. The procedure proposed should provide governments and NGOs with more objective data for making policy decisions.  相似文献

Do natural resources reduce social trust? This paper reviews the literature on natural resources and on trust. The existing theoretical and empirical literature suggests that natural resources can reduce trust through several indirect mechanisms. Notably, studies show that natural resources lead to institutional degradation, corruption, inequality, and civil war, all of which have been associated with reduced trust. In addition, game theoretical work on windfall gains suggests that there may be direct effect of natural resources on trust. This paper tests empirically whether there is a direct effect of natural resources on trust (The Pearl Hypothesis), using cross-country data. The results indicate that no such direct effect exists, but we find a significant effect on trust of intermediate variables affected by natural resources, such as institutions, corruption, inequality and/or civil war. Importantly, the relationship between corruption and trust turns out to be non-linear, indicating that the effect of natural resources on trust depends on the initial corruption level of a country. In highly corrupt societies, institutional improvements that reduce corruption may also undermine trust, which poses difficult challenges for anti-corruption policy.  相似文献

This paper shows the strong relation between the factors that lead to the resource curse (RC) and factors that lead to a decline of genuine savings (GS). There is substantial empirical evidence that economies that rely predominantly on their natural resources are also characterized by slower economic growth. This so‐called RC is commonly traced back to the fact that natural resources' generate rents that are independent of a country's economic performance, which can lead to suboptimal reinvestments of this consumed natural capital. We argue that the factors responsible for the RC also have a negative effect on GS, a concept that measures “weak” sustainable development by considering reinvestment of natural capital rents in physical and human capital. We discuss whether the RC hampers possibilities for resource abundant countries to obtain sufficiently high rates of GS, and find indeed many reasons why resource‐dependent countries have problems achieving positive GS rates. We survey both areas of research, emphasizing the influence of the exogenous and endogenous determinants of economic growth, which are usually used to theoretically and empirically explain the RC on the three different forms of capital considered by GS. We specify why most countries suffering from the RC have negative GS rates and explain in detail where the linkages are. This overview could help with potential advancements in the explanation of GS through the inclusion of RC effects.  相似文献

The reported research seeks to answer several questions regarding energy conservation within urbanizing areas. As a practical matter, to what extent can dependence upon exhaustible resources be reduced? Can these reductions be achieved without severely impairing social well-being and environmental quality? And, what seem to be the prevailing institutional constraints limiting energy conservation within urbanizing areas? The study area was the proposed “downtown” of The Woodlands, a new town north of Houston, Texas. Two plans were developed for this area. In one, no particular attempt was made to conserve energy (conventional plan), while in the other, energy conservation was a primary consideration (conservation plan). For both plans, estimates were made of energy consumption within buildings, in the transportation sector, and in the actual production of building materials themselves (embodied energy). In addition, economic and environmental analyses were performed, including investigation of other resource issues such as water supply, solid waste disposal, stormwater management, and atmospheric emissions. Alternative on-site power systems were also investigated. Within the bounds of economic feasibility and development practicality, it was found that application of energy-conserving methods could yield annual energy savings of as much as 23%, and reduce dependence on prime fuels by 30%. Adverse economic effects on consumers were found to be minimal and environmental quality could be sustained. The major institutional constraints appeared to be those associated with traditional property ownership and with the use of common property resources. The resistance to change of everyday practices in land development and building industries also seemed to constrain potential applications.  相似文献

Greenhouse gas (GHG) mitigation options in the Russian forest sector include: afforestation and reforestation of unforested/degraded land area; enhanced forest productivity; incorporation of nondestructive methods of wood harvesting in the forest industry; establishment of land protective forest stands; increase in stand age of final harvest in the European part of Russia; increased fire control; increased disease and pest control; and preservation of old growth forests in the Russian Far-East, which are presently threatened. Considering the implementation of all of the options presented, the GHG mitigation potential within the forest and agroforestry sectors of Russia is approximately 0.6–0.7 Pg C/yr or one half of the industrial carbon emissions of the United States. The difference between the GHG mitigation potential and the actual level of GHGs mitigated in the Russian forest sector will depend to a great degree on external financing that may be available. One possibility for external financing is through joint implementation (JI). However, under the JI process, each project will be evaluated by considering a number of criteria including also the difference between the carbon emissions or sequestration for the baseline (or reference) and the project case, the permanence of the project, and leakage. Consequently, a project level assessment must appreciate the near-term constraints that will face practitioners who attempt to realize the GHG mitigation potential in the forest and agroforestry sectors of their countries.  相似文献

Resource utilization in Atlantic salmon aquaculture in the Baltic Sea was investigated by means of an energy analysis. A comparison was made between cage farming and sea ranching enterprises each with yearly yields of 40 t of Atlantic salmon. A variety of sea ranching options were evaluated, including (a) conventional ranching, (b) ranching employing a delayed release to the sea of young smolts, (c) harvesting salmon both by offshore fishing fleets and as they return to coastal areas, and (d) when offshore fishing is banned, harvesting salmon only as they return to coastal areas where released. Inputs both from natural ecosystems (i.e., fish consumed by ranched salmon while in the sea and raw materials used for producing dry food pellets) and from the economy (i.e., fossil fuels and energy embodied in economic goods and services) were quantified in tonnes for food energy and as direct plus indirect energy cost (embodied energy). The fixed solar energy (estimated as primary production) and the direct and indirect auxiliary energy requirements per unit of fish output were expressed in similar units. Similar quantities of living resources in tonnes per unit of salmon biomass output are required whether the salmon are feeding in the sea or are caged farmed. Cage farming is about 10 times more dependent on auxiliary energies than sea ranching. Sea ranching applying delayed release of smolts is 35–45% more efficient in the use of auxiliary energies than conventional sea ranching and cage farming. Restriction of offshore fishing would make sea ranching 3 to 6.5 times more efficient than cage farming. The fixed solar energy input to Atlantic salmon aquaculture is 4 to 63 times larger than the inputs of auxiliary energy. Thus, cage farming and sea ranching are both heavily dependent on the productivity of natural ecosystems. It is concluded that sustainable development of the aquaculture industry must be founded on ecologically integrated technologies which utilize the free production in marine ecosystems without exhausting or damaging the marine environment.  相似文献

The paper explores the impact and sustainability of environmental assistance coming to Russia from EU-based public and private foundations, and its implications for environmental governance. Geographically, the study ’encompassed all the assistance projects awarded in 1991–2016 involving beneficiaries from Pskovskaya Oblast’. This region is potentially an important target for EU investments in environmental infrastructure, due to its location by the EU border and high value of natural capital. The study demonstrates how the assumptions offered by the international aid literature (mostly derived from the global South) apply to Russia. We found major limitations to the assumption that co-financing provided by recipients ensures project effectiveness (demonstrating the acceptance of the donor's agenda) or sustainability (providing interest to the maintenance of outputs). Tangible assets are normally co-financed only if the investment was in agenda anyway (and therefore the donor gets only time gains, although this can be a valid purpose too); soft outputs (plans, surveys, policies, etc.) are usually co-financed in-kind, and therefore cannot secure any additional commitment. Likewise, physical infrastructure often ends up mismanaged due to low or no maintenance budgets available, while maintenance of soft outputs is too much dependent on contextual factors beyond the co-finance paradigm.  相似文献

Abstract

The design aspects of energy selection and energy efficiency are described. These topics are key components of Design for Environment, and thus are important considerations in industrial ecology. In the article, background material is presented on energy forms, sources, carriers and conversion technologies. Then, energy use in countries, regions and sectors is discussed, and the impact of energy use on the environment described. Efficiencies and other measures of merit for energy use are presented, and design for energy selection and for energy efficiency are described, highlighting energy-related design factors for pollution prevention. Finally sustainable development and its relation to energy and efficiency are discussed, and a case study is presented.  相似文献

Among low‐income transition reformers, natural resource rents are an important initial condition that helps explain choice of reform strategy. Resource‐rich Uzbekistan and Turkmenistan and resource‐poor China and Vietnam all claim to pursue gradual reform, but their strategies differ. In China and Vietnam, low resource rents have nurtured developmental political conditions and encouraged efficient resource use, which initially promoted agriculture as a dynamic market sector, capable of absorbing labour from the lagging state sector. In contrast, the scale and ease of natural resource rent extraction in the Central Asian countries has consolidated authoritarian governments that postpone reform. Despite high energy rents, Uzbekistan and Turkmenistan still extract agricultural rents in ways that repress farm incentives, perpetuate environmental degradation and liquidate irrigation assets. Uzbekistan uses its rents to subsidize a manufacturing sector, that is neither dynamic nor competitive. As its dynamic sector, Turkmenistan promotes natural gas exports that depend on volatile markets. Resource‐driven development models suggest that reform is required in both countries to avert a growth collapse. Turkmenistan's large energy rent‐stream may postpone a collapse for some years, but Uzbekistan's position is already precarious: it has run down its rural infrastructure and accumulated sizeable foreign debts and will require external assistance to recover from a growth collapse. Such assistance should be made conditional on accelerated economic and political reform.  相似文献
