NGOs appear to be well placed to play a significant role in natural disaster mitigation and preparedness (DMP), working, as they do, with poorer and marginalised groups in society. However, there is little information on the scale or nature of NGO DMP activities. This paper reports the findings of a study seeking to address that gap. It confirms that NGOs are involved in a diverse range of DMP activities but that a number of them are not labelled as such. Moreover, evidence of the demonstrable quality and benefits of DMP involvement is poor. The paper concludes that a number of problems need to be overcome before DMP can be satisfactorily mainstreamed into NGO development and post-disaster rehabilitation programmes. However, there are some early indications of momentum for change.  相似文献

This paper examines the role played by a network of 12 local non-governmental organisations (NGOs)--the East Coast Development Forum (ECDF)-in the response to the Indian Ocean tsunami ('Asian tsunami') of 26 December 2004, which devastated the east coast of India. It examines how the ECDF sought to meet the needs of affected people through a direct relief programme, a rehabilitation programme focused on the restoration of livelihoods, and through advocacy to press for changes to government programmes to make them inclusive and to ensure that they satisfy the priority needs of the people most affected. The paper concludes that it was the trust and capacity built up through past network activities of the fisher, dalit, and tribal communities that enabled the ECDF to launch an effective response to the tsunami. A lesson to emerge is that the use of similar existing networks could be employed in other disaster responses around the world.  相似文献

Attacks against humanitarian aid workers have received increasing attention in the media, particularly high-profile incidents such as those against the hospitals of Médecins Sans Frontières in Afghanistan, Syria, and Yemen. Concurrently, scholarly research has given rise to a number of articles, white papers, and books on humanitarian insecurity. Most of this work centres on external threats, neglecting the internal mechanisms that humanitarian organisations use to mitigate security situations. This paper builds on the existing literature by focusing on the decision-making processes of humanitarian organisations, drawing on data collected from 16 security managers or advisers. The findings reveal that several factors contribute to contextual uncertainty and complexity, including recipient perceptions, local government actions, the behaviour of other non-governmental organisations (NGOs) in the area, logistical issues, risk variance within a single location, and organisational mandate. Furthermore, the results indicate that NGOs utilise a combination of decision-making processes to determine how to manage security in high-risk environments.  相似文献

Following international interventions in Bosnia-Herzegovina(1) and Iraq, non-governmental organisations (NGOs) have played a central role in delivering humanitarian relief, encouraging participation in new systems of government, and advocating on behalf of marginalised groups. Although intervening agencies have framed such autonomous organisations as unquestionably virtuous, scholars have increasingly questioned the agency of NGOs, pointing to the constraining effects of funding and regulatory mechanisms. This paper contributes to this body of work by offering a detailed examination of legislation requiring NGOs to register with nascent state institutions. Drawing on case study material from Bosnia and Iraq, it argues that NGO registration should not be dismissed as a technical or legal matter, but that it should be embraced as a significant political practice embedded in relations of power. Registration legislation has increased the transparency of NGO funding origins and institutional practices, yet it has simultaneously acted as a barrier to smaller organisations and led to the transmission of international objectives through civil society entities.  相似文献

The failure of food security and livelihood interventions to adapt to conflict settings remains a key challenge in humanitarian responses to protracted crises. This paper proposes a social capital analysis to address this policy gap, adding a political economy dimension on food security and conflict to the actor‐based livelihood framework. A case study of three hillsides in north Burundi provides an ethnographic basis for this hypothesis. While relying on a theoretical framework in which different combinations of social capital (bonding, bridging, and linking) account for a diverse range of outcomes, the findings offer empirical insights into how social capital portfolios adapt to a protracted crisis. It is argued that these social capital adaptations have the effect of changing livelihood policies, institutions, and processes (PIPs), and clarify the impact of the distribution of power and powerlessness on food security issues. In addition, they represent a solid way of integrating political economy concerns into the livelihood framework.  相似文献

It is now generally appreciated that what constitutes vulnerability to one person is not necessarily perceived as such by the next. Different actors 'see' disasters as different types of events and as a result they prepare for, manage and record them in very different ways. This paper explores what different perceptions of vulnerability mean in terms of the understanding and practices of two significant sets of actors and stakeholders involved in disaster preparedness and management in the Philippines: the state and NGOs. Approaches to disaster are not just a function of people's perceptions of disaster risk but also of their understanding of the prevailing social order and social relations. Despite a shared vocabulary—which increasingly presents disasters as processes rather than events, takes a proactive rather than a reactive approach, and favours the inclusion of stakeholders rather than solely relying on technocratic management—different realities continue to make for different responses.  相似文献

This article examines the case of the Catholic Relief Service's (CRS) sesame support programme in The Gambia which has spanned more than 25 years. It outlines the transformation process from relief to development and the role that the production of an agricultural commodity, sesame, has played as a key building block. Following the drought of the 1980s, concerns to move away from dependence on food aid first led to agronomic trials of imported oilseed, then to the selection and dissemination of improved sesame varieties accompanied by an elaborate and costly support programme. This gradually developed into a long-term development-oriented intervention, paving the way for the development of a national women's farmers' organisation. The paper provides a case study of an intervention that has gone beyond the provision of seed to address agronomic research and extension, policy, marketing and institutional issues necessary for successful crop diversification.  相似文献

Limited studies have shown that disaster risk management (DRM) can be cost‐efficient in a development context. Cost–benefit analysis (CBA) is an evaluation tool to analyse economic efficiency. This research introduces quantitative, stochastic CBA frameworks and applies them in case studies of flood and drought risk reduction in India and Pakistan, while also incorporating projected climate change impacts. DRM interventions are shown to be economically efficient, with integrated approaches more cost‐effective and robust than singular interventions. The paper highlights that CBA can be a useful tool if certain issues are considered properly, including: complexities in estimating risk; data dependency of results; negative effects of interventions; and distributional aspects. The design and process of CBA must take into account specific objectives, available information, resources, and the perceptions and needs of stakeholders as transparently as possible. Intervention design and uncertainties should be qualified through dialogue, indicating that process is as important as numerical results.  相似文献

This issue of Disasters explores the roles of NGOs and other actors in disaster mitigation and preparedness and also reviews broad international trends in risk management and disaster prevention. The need to address risk, and with that the motivation to improve disaster mitigation and preparedness, has tended to fall between the cracks of grander frameworks of development co-operation and humanitarian assistance. Despite the seemingly glaring need to reduce the horrific impact of floods, droughts and wars, disaster mitigation and preparedness have neither the allure of directly 'saving lives', nor of providing an 'escape from poverty'. There are, however, signs that risk management is becoming a mainstream concern. Factors such as the need to address factors that do not fit into traditional slots on the relief-development continuum, the rising economic costs of disasters and a growing acknowledgement that aid will never cover more than a small fraction of the costs of disasters are all leading to new approaches, priorities and institutional configurations. A realisation that dealing with risk and insecurity is a central part of how poor people develop their livelihood strategies has begun to position disaster mitigation and preparedness within many poverty alleviation agendas. A number of long-standing challenges remain; most of all, the complexities of maintaining the political will that is needed to ensure that risk management becomes more than a passing fad.  相似文献

The need to involve refugees in their own reproductive health (RH) services has long been recognised, but there is a lack of published examples describing how this can be achieved collaboratively between refugee initiatives, UNHCR, bilateral development organisations and international relief agencies. This paper outlines the work, outputs and lessons learnt of the Reproductive Health Group (RHG), an organisation of Liberian and Sierra Leonean refugee midwives and laywomen providing RH services to fellow refugees in Guinea's Forest Region between 1996 and 2000. Working as part of the Guinean health system, RHG midwives and community facilitators helped make the RH services in their region the most effective in Guinea at the time. Looking at RHG's achievements, the challenges it faced and partly overcame, it is argued that refugee organisations can plan and implement RH services for refugees where UNHCR and its international partners ensure that they receive funding and technical assistance.  相似文献

This paper examines local government and non‐governmental organisation (NGO) engagement in disaster response in the wake of the M/T Solar 1 oil spill in Guimaras, Western Visayas, Philippines, on 11 August 2006. It assesses the response activities of these two entities as well as the institutional factors that affected their interaction on the ground. Local government and NGO engagement was shaped by multi‐layered, overlapping, and oftentimes contending government‐designed response frameworks. Within these frameworks, government actors played the role of primary implementer and provider of relief, allowing them to determine who could be involved and the extent of their involvement. The absence of formal roles for NGOs in these frameworks not only undermines their ability to work in a setting where such institutional set‐ups are operational but also it reaffirms their ‘outsider’ status. This study of the Guimaras oil spill illustrates the complexity and the institutional difficulties inherent in disaster response and coordination in the Philippines.  相似文献

This paper opens with a history of development and disaster-prevention strategies in a cyclone-prone area of the east coast of India and traces the evolution in the area of British and Indian governments' programmes and policy over a century. Research over the last 20 years has shown, however, that the programmes and policies have failed to balance economic growth with safety. Resources intended for the benefit of all have been diverted by alliances of powerful people to a small minority, and recent developments have reduced the physical protection of the area. The result is that increasing numbers of people are vulnerable to the effects of cyclones and floods. The findings suggest that the best way to reduce vulnerability is to improve the socio-economic standing of the most vulnerable and for this to happen these people must have an assured income based on assets that will enable them to acquire social and economic credit-worthiness within the local economy. This paper presents evidence that suggests that non-governmental organisation (NGO)-supported co-operatives are the best way to achieve this through self-help and self-employment schemes. It also suggests that NGOs should be encouraged to take up environmentally and ecologically beneficial activities involving the poorest groups in the communities, in this way combining sustained self-employment with environmental protection.  相似文献

This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

This article examines research on NGO 'scaling-up' in a disaster context and links it to a broader discussion on whether scaling-up is a useful concept for understanding NGO processes in an emergency. Using concepts of scaling-up from development literature, research findings from a study of the responses of British NGOs to Hurricane Mitch in Central America are presented. The article assesses the extent and type of scaling-up that occurred, constraints faced by the agencies and the impact of scaling-up on support to partners. Broader issues relating to scaling-up post-Mitch are also explored. The conclusion suggests that while the concept of scaling-up is useful, the tendency for its use to refer to organisational growth has limited a wider understanding and evaluation of the role of Northern NGOs in humanitarian crises.  相似文献

Reducing losses to weather-related disasters, meeting the Millennium Development Goals and wider human development objectives, and implementing a successful response to climate change are aims that can only be accomplished if they are undertaken in an integrated manner. Currently, policy responses to address each of these independently may be redundant or, at worst, conflicting. We believe that this conflict can be attributed primarily to a lack of interaction and institutional overlap among the three communities of practice. Differences in language, method and political relevance may also contribute to the intellectual divide. Thus, this paper seeks to review the theoretical and policy linkages among disaster risk reduction, climate change and development. It finds that not only does action within one realm affect capacity for action in the others, but also that there is much that can be learnt and shared between realms in order to ensure a move towards a path of integrated and more sustainable development.  相似文献

This paper examines the interface between human rights and humanitarian action in the context of the conflict and tsunami in Aceh, Indonesia, between 1998 and 2007. It looks at the challenges international humanitarian non-governmental organisations (NGOs) faced as they engaged in human rights work in the conflict period and in conflict-related activities in the post-tsunami period. The paper argues that many large NGOs may have compromised what some would hold to be essential principles for humanitarian action because of domestic political concerns, donor restrictions and resistance among certain NGO chiefs. In contrast with the pre-tsunami period, in which NGOs worked for years amid military operations, in the post-tsunami period NGOs were decidedly apolitical, neglecting the conflict in their tsunami response--despite significant developments that permitted greater political engagement in Aceh's post-conflict transformation. The evidence suggests that NGOs are challenged in contextualising humanitarian responses and that there is a need to underscore donor flexibility and independence in humanitarian action.  相似文献

By interpreting disasters as opportunities to initiate the fulfilment of development needs, realise the vulnerability of the affected community and environment, and extend the legacy of relief funds and effort, this paper builds upon the concept linking relief, rehabilitation and development (LRRD) in the sanitation sector. It aims to use a composite of case studies to devise a framework for a semi‐hypothetical scenario to identify critical components and generic processes for a LRRD action plan. The scenario is based on a latrine wetland sanitation system in a Muslim community. Several sub‐frameworks are developed: (i) latrine design; (ii) assessment of human waste treatment; (iii) connective sanitation promotion strategy; and (iv) ecological systems and environmental services for sanitation and development. This scenario illustrates the complex issues involved in LRRD in sanitation work and provides technical notes and references for a legacy plan for disaster relief and development.  相似文献

In 2004–05, Niger suffered a food crisis during which global attention focused on high levels of acute malnutrition among children. In response, decentralised emergency nutrition programmes were introduced into much of southern Niger. Child malnutrition, however, is a chronic problem and its links with food production and household food security are complex. This qualitative, anthropological study investigates pathways by which children are rendered vulnerable in the context of a nutritional 'emergency'. It focuses on household-level decisions that determine resource allocation and childcare practices in order to explain why practices apparently detrimental to children's health persist. Risk aversion, the need to maintain self-identity and status, and constrained decision making result in a failure to invest extra necessary resources ingrowth-faltering children. Understanding and responding to the social context of child malnutrition will help humanitarian workers to integrate their efforts more effectively with longer-term development programmes aimed at improving livelihood security.  相似文献

Increasingly, citizens are being asked to take a more active role in disaster risk reduction (DRR), as decentralization of hazard governance has shifted greater responsibility for hazard preparedness actions onto individuals. Simultaneously, the taxonomy of hazards considered for DRR has expanded to include medical and social crises alongside natural hazards. Risk perception research emerged to support decision-makers with understanding how people characterize and evaluate different hazards to anticipate behavioral response and guide risk communication. Since its inception, the risk perception concept has been incorporated into many behavioral theories, which have been applied to examine preparedness for numerous hazard types. Behavioral theories have had moderate success in predicting or explaining preparedness behaviors; however, they are typically applied to a single hazard type and there is a gap in understanding which theories (if any) are suited for examining multiple hazard types simultaneously. This paper first reviews meta-analyses of behavioral theories to better understand performance. Universal lessons learnt are summarized for survey design. Second, theoretically based preparedness studies for floods, earthquakes, epidemics, and terrorism are reviewed to assess the conceptual requirements for a ‘multi-hazard’ preparedness approach. The development of an online preparedness self-assessment and learning platform is discussed.  相似文献

Ambient noise levels emanating from religious activities in residential neighbourhoods are an emerging environmental problem that educes little attention from enforcement agencies and policy makers in Ghana. This paper set out to quantify religious noise exposure in urban residential neighbourhoods in the Cape Coast metropolis of Ghana. Subjective annoyance levels of residents in selected communities were determined. Noise risk zones were mapped using ARCGIS 9.3 software and surface interpolation for the data was carried out using inverse distance weighting. The results show that most (77 and 86 per cent) of the locations recorded noise levels that were above the Ghana Environmental Protection Agency maximum permissible limit for day and night, respectively. Pearson's correlation coefficient for day and night noise exposure shows strong association (0.714) at the 0.01 level. There is variability in the levels of noise for both day and night, which are rather high (standard deviation = 7.59477 and 7.94022, respectively). Generally, levels of noise exposure correlated with levels of annoyance of residents, except that the highest noise exposure was not recorded in the community where the annoyance level of residents was highest. Residential neighbourhoods within the study area largely experienced safe to tolerable levels of religious noise, although 5 per cent were within the high-risk zone. Given that the selected residential areas have high population densities, even when the dispersion of noise risk is spatially limited, it affects a large number of people who belong to different socio-economic classes.  相似文献
